1.0 PURPOSE
This Site Security Program has been developed to ensure as far is practicable the
security off all equipment belonging to AL-SHALAWI and its Sub-contractors. The
arrangement to prevent unauthorized access to site, procedures for checking vehicles
entering and exiting site and the requirements for security assistance in fire prevention
and emergency response.
2.0 SCOPE
To develop, implement and audit protection of personnel and property, including plant
and equipment from acts of terrorism, fire, thief, and prevention of unauthorized
personnel from entering the premises are the main objective of jobsite security during
the construction and commissioning phases.
This plan shall be reviewed and updated as necessary considering the underlying
security situation with the prevailing site activities.
For the purpose of this document, the term jobsite comprises the areas of project site
and easement area at Dammam City as define in the Contract.
AL-SHALAWI shall provide security for personnel, plant and equipment 24 hours a day
seven days a week.
3.2 All staffs are aware of the security requirements of the jobsite through the
initial jobsite orientation training (refreshed as changes in policies or procedures
dictate.
3.3 Provision and maintenance of site fencing and associated gates (in accordance
with security and safety directives)

3.5 Security signage, warning systems to raise alarms and communicate with Site
and Project Management.
3.6 Consideration of security aspects in laying out temporary and permanent
facilities (which shall include but not be limited to) the use of barriers etc. to
prevent perimeter fence penetration from vehicles used as an act of terrorism or
threat.
3.7 Unauthorized persons will not be allowed to enter the site.
3.8 Review, update and audit resources, infrastructure and procedures at Security
steering Committee.
4.0 GUARDS
AL-SHALAWI security guards shall be competent and trained. Detailed duties and
coverage by guards are described in Annex 1, Instructions for security guards.

Visitors shall be issued subject to the completion of the visitor's Gate Pass Log as
attached as Annex 3-1 and Annex 3-2.)
All visitors must report to the Security Station.
1. To request Identification.
2. To request visitor's signature in the visitor's Gate Pass Log.
3. To request the name of the person that the visitor wishes to visit.
4. To check current visitor listing to determine if the visitor will be allowed on
the site without escort.
5. To issue visitor's pass.
6. To issue safety helmet, as required.
7. If unescorted visitor, direct the visitor to the correct location. If visitors are
to be escorted they must wait the security station until escort arrives.
When the visitor returns to the security station to leave, the guard shall proceed the
following;
At the end of the normal working day, the guard shall determine if any visitor is still
on the site.
IDENTIFICATION OF VEHICLES
1. Vehicles accessing the jobsite shall be kept to minimum and limited to
deliveries and essential personnel only.
2. Vehicles requiring site access require a vehicle pass.
3. Applications for vehicle passes shall be made.
4. Delivery vehicles shall have prior authorization to enter the jobsite.
1. Gate security guards shall check and record the ID card identification of
all persons entering the job site.
2. Visitors to the site will remain under security control until issue of a
visitors pass.
3. Visitors shall be accompanied by AL-SHALAWI staff.

1. The removal of all goods from the jobsite shall require a material pass
(see Annex 4) signed by an authorized person and handed to security.
2. Persons entering or leaving the jobsite maybe subject to search.
3. AL-SHALAWI reserve the right to deny admission to the jobsite to any
person refusing to comply with such requests or any other regulations.
4. Personal equipment must be registered with site security.
8.0 EMERGENCIES
Coping with emergencies, such as accidents, fires, sabotage, strikes, riot or climatic
disasters, shall be agreed with the coordination of owner and the government or local
authorities.

9.0 REPORTING
AL-SHALAWI Project Manager has overall responsibility for maintaining the security
of the site. Site security staff shall report directly to the AL-SHALAWI Project
Manager.
Annex 1.
INSTRUCTION FOR SECURITY GUARDS
1. GENERAL INSTRUCTIONS
a. Basic Conduct
Security Guards shall;
1. Represent Company, it is essential that guards display courtesy and
present a business like appearance.
2. Enforce rules and regulations (as amended); be firm, calm, and
courteous in enforcing the rules adopted by the management.
3. Have knowledge of the jobsite, material storage areas, offices, exit
points and muster stations.
b. Fire Protection
Security Guards shall receive training to operate fire protection during
emergency "First Line" defense.
c. Security
Security Guards shall provide security to the jobsite, monitor / control
personnel and vehicle access / egress, provide accurate records.
2. EMERGENCY PROCEDURES
a. Plans and Procedures for Emergencies
AL-SHALAWI Management shall be responsible to:
1. Prepare implement and audit Emergency Plans and Procedures to
limit exposure to risk for all foreseeable emergencies and incidents.
2. Provide training for security guards to alert AL-SHALAWI project
manager in cases of emergency and incident, and provide support
for "first line" fire suppression defense.
b. Responsibilities
1. AL-SHALAWI L Management shall prepare, implement and audit
emergency plans and procedures to limit exposure to risk for all
foreseeable emergencies and incidents.

Annex 7
All explosive threats or other threats of terrorist acts shall be taken seriously until such
times as they have been fully evaluated. A written record of all or any such threats shall be
maintained.
Anybody receiving such a terrorist treat should try to stay calm and listen carefully.
Immediately after receiving the threat brief written notes of any verbal threats should be
taken down, after this brief notation the Project Manager or his delegate should be
informed immediately.
The site manager should instruct his staff to take any immediate action deemed necessary
to protect staff and equipment and then inform the Owner's Project Manager or other
member of the Owner's Senior Project Staff.
The Project Manager or his designate should order an evacuation if deemed necessary,
ensuring that all staff and visitors are accounted for.
Explosive and other such terrorist devices can be constructed to look like almost anything
and can be placed in any number of ways. Items suspected of being explosive or other
terrorist devices shall only be approached by special trained personnel.
