The first Japanese Embassy to the United States in 1860 was composed or three men:
Of these three men, we know that Muragaki came from a family of Iga ninja and served the Shogun in
Edo in the Oniwaban (), the Shoguns personal group of undercover agents established by the 8th
Tokugawa shogun, Tokugawa Yoshimune (16841751). They are the direct descendants of the Iga and
Koga ninja.
Here is what we know about Muragaki for fact. He was born in Edo in 1813 in the area called Tsukiji. In
1831, he became a member of the Oniwaban and served on the unit known as Kojunin Kakuteiban(
). Later in 1854 he was selected to become a case reviewer for the innermost secret missions
of the Oniwaban. He was well trusted and had access to the Shoguns ear.
In 1860, he travelled to the USA with the Japanese Ambassador Shinmi Masaoki as the Vice-
Ambassador. Their mission was to sign the new Treaty of Friendship, Commerce, and
Navigation between the United States and Japan. It was also Japans first diplomatic mission to
the United States since the 1854 opening of Japan by Commodore Matthew Perry.
But the Bakufu had a hidden agenda in mind. The mission was also the Bakufu s first dispatch
of a modern Japanese warship. It accompanied the party across the Pacific Ocean and showed the
Americans how far Japan had come in mastering western style navigation techniques and ship
technologies only a few years after ending its nearly 250-year isolation policy. The Bakufu
wanted to show the west their incredible ability to modernize in the arts and industry of war.
