Knights Emergency Medical Services is the premier and leading non-profit Emergency Medical Services consulting
service provider in Kenya. Our goal is to become a global centre of excellence that promotes personal empowerment,
professional development, business growth, capacity building and technical assistance in Emergency Medical Services.
We are pleased to inform you that the we have developed a proposed Scheme of Service for Emergency Medical
Technicians which forms an appendix to this letter. The Scheme of Service has been finalized and is ready for adoption
and implementation.
The proposed Scheme of Service establishes four (4) grades of Emergency Medical Technician - Basic, six (6) grades of
Emergency Medical Technician - Advanced, and eight (8) grades of Emergency Medical Technician - Paramedic and
provides clear and concise job descriptions and specifications at all levels within the grading structure. Provision of
these details will no doubt greatly assist in the recruitment, deployment, retention and general development of the
Emergency Medical Services Function in Kenya.

SCHEME OF SERVICE FOR EMERGENCY MEDICAL TECHNICIANS, 2018.
1.2. To provide for clearly defined job descriptions and specifications with clear delineation of duties and
responsibilities at all levels within the career structure which will ensure proper deployment and utilization of
Emergency Medical Technicians and to enable them understand the requirements and demands of their job.
1.3. To establish standards for recruitment, training and advancement within the career structure on the basis of
qualifications, knowledge, competence, merit and ability as reflected in work performance and results.
The Scheme of Service will be administered by the Principal Secretary, Ministry of Health in conjunction with the
Public Service Commission of Kenya and in consultation with the Permanent Secretary, State Department of
Public Service and Youth as well as the Salaries and Remuneration Commission. In administering the Scheme, the
Principal Secretary will ensure that its provisions are strictly observed for fair and equitable treatment of officers
and that officers are confirmed in their appointment on successful completion of the probation period. However,
in order to maintain standards in the profession, the provisions of the scheme may be applied by the County
Governments as appropriate.
In administering the Scheme, the Principal Secretary will ensure that appropriate induction, training
opportunities and facilities are provided to both entrants into the Scheme and serving officers in order to meet
the requirements prescribed by the Scheme. In particular, the Principal Secretary will ensure that serving officers
acquire necessary qualifications / specialization and experience required for both efficient performance of their
duties and advancement within the career structure. In addition, the Principal Secretary will ensure that all new
entrants into the Scheme undergo appropriate induction, coaching and mentoring. Officers should also be
encouraged to undertake training privately for self development. However, in all matters of training, the Principal
Secretary administering the Scheme will consult with the Public Service Commission of Kenya and the Permanent
Secretary, State Department of Public Service.
Emergency Medical Technicians further provide technical advice and emergency medical care in various areas of
specialization that include but are not limited to Basic and Advanced Airway Management, Basic and Advanced Life
Support, Management of Obstetric and Gynecological Emergencies, Environmental Emergencies, Psychiatric and
Behavioral Emergencies, Circulatory Emergencies, Endocrine Emergencies, Neurological Emergencies, Geriatric,

Bariatric and Pediatric Emergencies, Musculo-skeletal Emergencies, Intravenous Therapy, Administration of Medication
(Pharmacological Interventions), Ambulance Operations (including Emergency Vehicle Operations and Emergency
Medical Dispatch), Disaster and Public Health Incident Management (using Incident Command System principles) as well
as Emergency Medical Leadership and Management.
More still, the Emergency Medical Services function entails the implementation of the Emergency Medical Care Policy,
2018 - 2030, formulation, implementation, review and interpretation of Emergency Medical Services legislation and
policies, standards, protocols, standard operating procedures, curricula, syllabi, guidelines and programs; management
and coordination of ambulance services at all levels; working with other members of the healthcare team in conducting
all health interventions; maintaining healthcare records and confidentiality of information relating to patients; provision
of safe patient care in a conducive environment; educating, training and mentoring of students both in clinical areas and
community services; referring patients to appropriate health facilities; referring experts, specimen and organs to
designated facilities; conducting research, quality assurance and improvement; and coordinating Emergency Medical
Services initiatives.
4. GRADING STRUCTURE
4.1. The Grading Structure
The Scheme of Service establishes four (4) grades of Emergency Medical Technician - Basic, six (6) grades of Emergency
Medical Technician - Advanced, and eight (8) grades of Emergency Medical Technician - Paramedic who will be
designated and graded as follows:-

New Designation Job Group
Note:
i. The grades of Emergency Medical Technician - Basic III/II/I/Senior, Job Groups, ‘G/H/J/K', for Certificate holders;
Emergency Medical Technician - Advanced III/II/I/Senior/Chief/Principal, Job Groups, `H/J/K/L/M/N' for Diploma holders;
and Emergency Medical Technician - Paramedic I/Senior/Chief/ Principal, Job Groups ‘K/L/M/N’ for Degree holders will
form a common establishment for the purpose of this Scheme of Service.
Serving Emergency Medical Technicians will adopt and convert to the new designations and grading structure as
follows:-
Emergency Medical Technician - Basic ‘G’ a) Emergency Medical Technician - Basic ‘G’

Serving officers will adopt and convert as appropriate to the new grading structure and designations provided in the
Scheme of Service though they may not be in possession of the requisite minimum qualifications and/or experience
prescribed in the Scheme of Service. For advancement to higher grades, however, officers must possess the prescribed
minimum qualifications and/or experience required for appointment to the grade.
5. PROVISION OF POSTS
A scheme of service does not constitute authority for creation/upgrading of posts. Any additional post(s) required under
the new grading structure must be included in the establishment proposal for consideration and approval by the Public
Service Commission of Kenya or the County Public Service Board as the case may be.
Direct appointment will normally be made in the grades of Emergency Medical Technician - Basic III, Job Group
‘G’; Emergency Medical Technician - Advanced III, Job Group ‘H’ and Emergency Medical Technician - Paramedic I,
Job Group ‘K’; provided that the candidate is in possession of the minimum academic qualifications prescribed in
the Scheme of Service for that grade .
In exceptional circumstances, however, direct appointment may be made beyond these grades by the Public
Service Commission of Kenya / County Public Service Board on the recommendation of the Principal Secretary /
Chief Officer responsible for the Emergency Medical Services Function provided that the candidate is in
possession of the prescribed minimum qualification(s) and/or experience required for appointment to the grade.

6.2. Incremental Credit
Incremental credit(s) for approved experience acquired after obtaining the minimum prescribed qualifications
for the grade may be awarded at the rate of one increment for each completed year of approved experience
provided the maximum of the scale is not exceeded.
In granting incremental credit(s), any period of service stipulated as a basic requirement for appointment or
promotion to a particular grade will be excluded.
8. RECOGNIZED QUALIFICATIONS
The following are the recognized qualifications for the purpose of this Scheme of Service:-
8.1. A certificate of completion in any of the following areas: Emergency Vehicle Operations Course; Emergency
Medical Dispatch Course; Critical Care Course; or any other equivalent qualification from a recognized training
institution by the Emergency Medical Care Council.
8.2. A certificate of completion in Emergency Medical Technician - Basic Course; Emergency Medical Technician -
Advanced Course; Emergency Manager’s Course; Emergency Medical Services Instructor Course or any other
equivalent qualification from a recognized training institution by the Emergency Medical Care Council.
8.3. Diploma or a Post-Graduate Diploma in the following disciplines: Emergency Medical Services, Emergency
Medical Technology, Emergency Medicine, Pre-hospital Medicine, Critical Care Paramedicine; or any other
equivalent qualification from a recognized training institution by the Emergency Medical Care Council.
8.4. Degree (BSc.) in the following disciplines: Paramedical Sciences; Pre-hospital Medicine or a Degree in other
health related fields from a recognized institution by the Emergency Medical Care Council; .
8.5. Masters degree in any of the following disciplines: Emergency Medicine; Health Systems Management;
Emergency Management; Critical Care Paramedicine; or its equivalent qualification from a recognized institution.
8.6. Enrollment Certificate, Registration Certificate, Certificate of Completion or a valid Practicing Card / License in
Emergency Medical Services issued by the by the Emergency Medical Care Council.
8.7. Proficiency in driving and computer applications from any recognized institution.
8.8. A Supervisory Level Course lasting not less than two (2) weeks; a management course lasting not less than four
(4) weeks; or a Strategic Leadership Development Programme lasting not less than six (6) weeks from a
recognized training institution.
8.9. Such other qualifications as may be approved by the Public Service Commission of Kenya.

The Scheme of Service will become operational with effect from 1st September 2018. On implementation, all serving officers
will automatically become members of the Scheme of Service.
This will be the entry and training grade into this cadre. An officer at this level will normally work under the
guidance of an experienced officer and under medical oversight.
The primary focus at this cadre is to initiate immediate lifesaving care to patients who access the Emergency
Medical Services System. Particular duties and responsibilities at this level will be of limited scope and
complexity. They include emergency response, patient assessment; diagnosis and treatment of minor injuries or
ailments.
This individual possesses the basic knowledge and skills necessary to provide basic lifesaving interventions with
minimal equipment while awaiting additional Emergency Medical Services response as well as to assist the
higher level personnel at the scene and during transport.
Other duties and responsibilities include but are not limited to:-
a) a certificate of completion in any of the following areas: Emergency Medical Technician -Basic Course;
Emergency Vehicle Operations Course; Emergency Medical Dispatch Course; Emergency Medical Responder
/ First Responder Course or any other equivalent qualification from a recognized training institution by the
Emergency Medical Care Council; and

10.4.2. Requirements for Appointment
This will be the entry and training grade into this cadre. An officer at this level will normally work under the
guidance of a senior experienced officer and under medical oversight.
The primary focus at this cadre is to provide advanced emergency medical care using advanced equipment and
procedures to service users. This individual possesses advanced knowledge and skills necessary to provide
patient care and transportation for critical, emergent, urgent and non-emergency patients who access the
Emergency Medical System.

10.8. Senior Emergency Medical Technician - Advanced. Job Group ‘L’

implementing continuing professional development programs for Emergency Medical Technicians,
conducting clinical teaching and assessment of Emergency Medical Services staff and students;
establishment of community networks through community health care workers and community own
resource persons (CORPs) and training the selected personnel;
advising the Principal Emergency Medical Technician - Advanced on all aspects of Emergency Medical
Services and programs.

h) Diploma in any of the following disciplines: Emergency Medical Services, Emergency Medical Technology; or
any other equivalent qualification from a recognized training institution by the Emergency Medical Care
Council;
b) certificate in Advanced Emergency Manager’s Course or a certificate in Management Course lasting not less
than four (4) weeks from a recognized institution;
c) a valid practicing license from a recognized licensing institution;
d) a valid certificate in certificate in Computer Application Skills from a recognized institution; and
e) shown merit and ability as reflected in work performance and results.
This will be the entry and training grade into this cadre. An officer at this level will normally work under the
guidance of a senior experienced officer.
Paramedics are autonomous practitioners who undertake a wide range of diagnostic, treatment and management
activities for service users across the lifespan, who present in either primary, urgent or emergency care settings.
This individual possesses advanced knowledge and skills necessary to provide critical care interventions to
patients who access the Emergency Medical Services System.

Duties and responsibilities at this level entail:
being deployed at the national level or in an equivalent institution to deal with Emergency Medical
Services and will be expected to monitor Emergency Medical Services at the designated area;
working in an Advanced Life Support unit;
sensitizing communities on available and access to Emergency Medical Services;
performing a comprehensive physical examination and providing holistic care by carrying out risk
assessment of an individual throughout the lifespan;
assessing, formulating, planning and implementing evidence-based emergency medical care for patients;
creating and maintaining a safe emergency medical care environment for patients;
documenting interventions and emergency medical outcomes;
participating in quality improvement and quality assurance procedures;
facilitating appropriate patient, specimen, expert and organ referrals to designated facilities;
advising Emergency Medical Teams on matters relating to Emergency Medical Care;
conducting desk review, collecting, collating, interpreting data and implementing recommendations of
the findings for improvement of emergency medical care;
analyzing research data, evaluating the impact, making recommendations from the findings and
preparing periodic reports; and
collaborating and maintaining effective working relationships among interdisciplinary teams to support
patients and their families.

years;
b) a Bachelor’s Degree (BSc.) in Paramedical Sciences from a recognized training institution by the Emergency
Medical Care Council;
c) a valid practicing license from a recognized licensing institution by the Emergency Medical Care Council;
d) certificate in Advanced Emergency Manager’s Course or a certificate in Senior Management Course lasting
not less than four (4) weeks from a recognized institution;
e) a valid certificate in Computer Application Skills from a recognized institution; and
f) shown merit and ability as reflected in work performance and results.
