SHS Education Modification:

A Concept Paper on the English Applied Subject of SHS Curriculum

For over three years of continued implementation of the K to12 curriculum, a large

number of positive and negative feedbacks from different sectors have been given to the

current state of the education system of the Philippines, from its unprepared immediate

implementation to its insufficient institutionalized curriculum. K to 12 Program covers

Kindergarten and 12 years of basic education—six years of primary education, four years of

Junior High School, and two years of Senior High School—to provide sufficient time for

mastery of concepts and skills, develop lifelong learners, and prepare graduates for tertiary

education, middle-level skills development, employment, and entrepreneurship.

The main goal of the K-12 Basic Education Program is to create a functional basic

education system that will produce productive and responsible citizens equipped with the

essential competencies and skills for both life-long learning and employment. This program

will enhance the basic education system to full functionality to fulfill the basic learning needs

of students.

According to Waugh (2013), a high standard of living is an important part of culture

and values. The education system has a significant and direct impact on the quality of our

workforce our economic productivity and ultimately, our ability to prosper as businesses, as

people, and as a nation rely on our public schools to provide the highly skilled and educated

talent. K to 12 is a solution to create opportunities that will help all children from the time

they enter the classroom to when they join the workforce.

Its emphasis on providing positive results in getting the desired job of the students

after completing K-12 education has been denied by many students and companies due to (1)

lack of training for Senior High School teachers in developing communication and professional

skills of the students, (2) inadequate development of the SHS curriculum, and (3) no

coordination and endorsement of the DepEd to local agencies and companies to ensure

employment of the SHS graduates.

In recent years, the focus in education has been on preparing students for "the global

economy by equipping them with 21st-century skills, such as information and communication

technology skills and problem-solving skills" (Ottenbriet-Leftwich et al., 2017). Using

technology in K-12 public education will make a school more competitive and help the

students learn better. However, there is a lack of innovation in education and there are

barriers that block many of the teachers who are trying to make a difference. While society

tends to focus on the students when considering education and blame teachers for low test

scores and failing students, it is undeniable that through teachers we can help to improve the

quality of education.

Jean Piaget (1980) posited in his Cognitive Development Theory that children learn

through actively constructing knowledge through hands-on experiences. Using this theory,

SHS teachers can produce graduates who are globally competitive and whose credentials are

recognized internationally. Since SHS curriculum has only started last 2016, there is still a

number of opportunities to improve and develop the teaching skills and approaches of SHS

teachers to students through continuous meaningful training and workshops for teachers to

be conducted by DepEd in line with its improved curriculum. To counteract low integration,

the government must also provide schools with enough technology and teachers with

adequate training and workshops on how to effectively develop communication and

professional skills of the students through the applied subjects of K-12 curriculum such as

English for Academic and Professional Purposes to equip them in employment even after

completing Senior High School.

Related Readings the operation of our educational system revolves around laws

legislated by Congress. The primary source of these laws is the 1987 constitution. A separate

Article of education is provided in the 1987 constitution. It prescribes that the state shall

assign the highest budgetary priority to education and ensures that teaching will attract and

retain its rightful share of the best available talents through adequate remuneration and

other means of job satisfaction and fulfillment. (Tan, 2011)

Thus, further revisions and improvement on the curriculum of specialized and applied

subjects must be amended by the department to further attract employment of the SHS

graduates as promised by the implementation of K-12 education.
