DC UNINTERRUPTIBLE POWER SUPPLY SYSTEM (DC UPS)
1.0 SCOPE

1.1 This specification covers requirements for the design, manufacture and testing of Static DC
Uninterruptible Power Supply System including batteries, and DC distribution panelboards.

1.2 Specific requirements are provided on the Data Sheet(s) and One-Line Diagrams.

1.3 Unless specified otherwise, the DC systems shall be parallel redundant type and shall consist of one
battery set, two full capacity battery chargers (rated 100%) and one distribution panelboard, as per
one line diagrams.

1.4 All materials and equipment shall be new and unused.

1.5 Equipment to be supplied shall include, but not be limited to the following:

Battery Chargers
DC Distribution Panel
Battery Bank
Battery Disconnect

1.6 Interconnecting cables and wires external to DC UPS cabinet(s) are excluded from the scope of
supply.

2.0 CODES AND STANDARDS

2.1 Within the scope of the LNG facilities both Australian and International Codes and Standards shall
apply. Generally, where an appropriate Australian Standard exists, it shall be used in preference to
an International Standard. The codes and standards referenced shall be taken to mean the latest
edition of that document.. This includes addenda, supplements, or revisions in effect at the date of
release of the Purchase Order, unless specifically agreed otherwise. All equipment shall comply with
the current applicable portions of the following standards:

Other Standards

IEEE 485 Recommended Practice for Sizing Lead-Acid Batteries for Stationary
Applications

2.2 For the purposes of this specification, the word `should' shall be replaced with the word `shall'
wherever it appears in the above referenced standards.

2.3 This Specification shall be used in conjunction with all other Specifications and Data Sheets attached
to the Material Requisition. Any conflict between the referenced documents shall be identified to
Purchaser in writing for resolution. In general, when resolving conflicts, the following order of
precedence shall apply:

a. Purchase Order / Material Requisition


b. Data Sheets / One Line Diagram(s)
c. This Specification
d. Referenced Codes and Standards

2.4 Equipment supplied shall be certified for use in Queensland, Australia and shall comply with required
regulations, codes and standards that prevail at the project location.

2.5 Any component/requirement not explicitly mentioned but required for safety, satisfactory operation
and compliance with codes and standards shall be provided by Vendor.

2.6 One Line Diagrams shall be provided by package vendor based on applicable requirements.

3.0 SERVICE CONDITIONS

3.1 Unless otherwise specified, equipment will be installed in an air-conditioned building. All equipment
except batteries shall be designed for an ambient temperature of 40°C. Battery cells shall be sized
for a design temperature of 25°C.

3.2 The equipment, excluding batteries, shall be designed for a minimum life as specified in the Material
Requisition with a periodic maintenance of greater than 2 years. Batteries shall be designed for a
minimum life of 10 years with a periodic maintenance of greater than two years.

3.3 Batteries shall be sized to supply the full load as per the duty cycle depicted in the Data Sheet(s).

4.0 OPERATING MODES

4.1 Normal Mode


The DC load shall be continuously supplied by the rectifier/charger(s), which shall derive power from
the primary (normal) AC source and shall simultaneously float charge the batteries.

4.2 Emergency Mode


Upon loss of the primary AC source, the load shall continue to be supplied from the batteries for the
duration specified on the data sheet without gassing.. There shall be enough capacity to close and
open all of the circuit breakers three times, where the sixth operation occurs at the end of the time
period specified on the data sheet, in addition to supplying the continuous loads for the same time
period.

4.3 Recharge Mode


Upon restoration of the primary AC source, the rectifier/charger(s) shall power the load and
simultaneously recharge the batteries to 100% of rated capacity within 12 hours unless otherwise
specified on the Data Sheet to prevent battery gassing. This shall be an automatic function causing
no interruption of power to the load.

4.4 Battery Maintenance (Eliminator) Mode

If the batteries only are taken out of service for maintenance, the rectifiers shall continue to operate and
meet all specified performance criteria except for the reserve time capacity.

5.0 CONSTRUCTION

5.1 The battery charger(s) shall be entirely built and tested in the works of a manufacturer where regular
assembly of similar systems takes place.

5.2 The system shall include all components shown on the Data Sheet(s) and Block Diagram attached to
the requisition or this specification and all other circuit protective devices, regulators, filters,
instrumentation, and related components required to ensure the integrity and reliability of the system.

5.3 The equipment shall be metal enclosed for indoor service, free-standing, dead-front, with hinged
doors for front access. The interior shall be designed to allow all normal maintenance to be
performed from the front hinged and pad-lockable door. The degree of protection (type of enclosure)
shall be as stated on the Data Sheet(s). All cabinets shall be provided with lifting lugs.

5.4 Cooling shall normally be by natural ventilation. When an air circulation fan assists natural
convection, redundant fans with filtered input air shall be provided. Filters shall be easily removable
for cleaning or replacement. UPS shall be tripped in case of fan failure (if applicable).

5.5 Gland (drill) plates for external cables shall have adequate space for gland accommodation and be
removable. The plates shall be located to provide ease of access for terminating the size and type of
cable specified and shall be of sufficient section to provide mechanical support. Cable glands shall
be provided by others. Cable entry shall be through top and bottom unless otherwise specified in
Data Sheet(s).

5.6 Busbars shall be covered with insulation. Power supply terminals and terminals live from outside
sources shall be shrouded (guarded) so that no contact with live parts is possible. Adequate
clearances shall be maintained between live parts. Busbars shall be braced for 63kA short circuit
current.

5.7 Internal cubicle control wiring shall be with PVC or XLPE insulated stranded copper conductor of size
no smaller than 1.5 sq mm for control wiring and 2.5 sq mm for power wiring (except when
manufacturer’s standard ribbon wiring system is accepted by Purchaser).

5.8 Wiring shall be run in wireways. Each wire end shall have plastic sleeve type permanently embossed
markers to match wiring diagrams and terminal numbers.

5.9 Flexible wiring or cable shall be used for connections to door mounted equipment. Wiring shall be
weaved, installed in flexible PVC conduit and be firmly clamped at both ends to prevent movement at
terminations.

5.10 Wiring terminations at different voltages and of different systems shall be segregated and clearly
marked.

5.11 Terminal blocks shall be supplied and clearly marked for wiring that will be installed by Purchaser.
Vendor's wiring for external connection shall be terminated to one side of terminal blocks and no
more than two wires per terminal shall be permitted. All terminal blocks shall have 10% spare
terminals.

5.12 A copper earth bar, sized according to equipment rating, shall run through the entire length of the
equipment, with all non-current carrying metal parts and cable gland plates connected to it, and shall
have an external brass connecting stud for plant earth, of size not less than M10 complete with nuts
and washers. The earth bus shall accommodate earthing connections in a good workmanship
manner. Minimum size of the earth bus shall be 25 mm x 3 mm.

5.13 All doors shall be bonded to the main structure by means of a flexible copper connection arranged so
that it cannot be trapped as the door is opened and closed.

5.14 Thermostatically controlled anti-condensation heaters shall be installed in the cabinets. Vendor shall
provide a fusible disconnect switch for maintenance/ testing.

5.15 All insulation materials shall be non-hygroscopic.


5.16 The equipment shall allow the removal of components without special tools. The design shall be
such as to facilitate rapid repair/replacement.

5.17 The following bus-bar/wiring colours shall be adopted:

6.0 DESIGN AND PERFORMANCE

6.1 General

6.1.1 All components shall be rated for at least boost charging plus the full load requirements at continuous
operation for the specified life of the system in the specified ambient conditions.

6.1.2 Isolators and switches shall be rated for at least 125% of the maximum continuous load rating of the
charger/rectifier(s) and any short term overload rating. They shall have load-break, fault make
capability and be fitted with ON/OFF indicators.

6.1.3 Contactors (if used) shall be solenoid-operated air-break type, rated for continuous operation for AC
and DC application as appropriate to the service. They shall be capable of making on to the peak
asymmetrical let through fault of the incoming supply, and of holding in until the fault has been cleared
by the upstream protection.

6.1.4 Vendor shall confirm that no measurable radio frequency interference will be generated by the
rectifier system, in accordance with AS/NZS 61000.

6.1.5 Electrical protection shall be designed by Vendor for all major components to give discrimination
under design inrush and all fault conditions. Current limiting on the rectifier shall be incorporated,
adjustable to 200% of rated current and factory set to 110%.

6.1.6 Rectifier/charger(s) shall be protected against reversed battery polarity.

6.1.7 Protection shall be provided against supply system switching transients.

6.1.8 Vendor shall guarantee the maximum heat loss as a part of the quotation.

6.1.9 Equipment including batteries shall be sized based on attached Data Sheet(s).

6.1.10 A mimic shall be painted on the front of the UPS cabinet, and indication lamps and isolation points shall be
suitably arranged and labelled for ease of identification and operation. As an alternative, a mimic diagram on
LCD display is acceptable.

6.2 Rectifier/Chargers

6.2.1 The rectifier/charger shall be constant voltage, current limiting, self regulating, static semi-conductor
type and shall be sized to supply the DC load current as well as to recharge the battery. Current
limiting shall be incorporated, adjustable to 200% of rated current and factory set to 110%. All
rectifiers shall be full wave rectifiers.

6.2.2 Each rectifier/charger shall be provided with an input circuit breaker and surge suppressors such as
metal-oxide varistors to protect against supply side switching transients, and the design shall
incorporate an input isolation transformer.

6.2.3 The output voltage at the DC distribution panelboard shall remain within the specified tolerances as
specified in data sheets. Voltage dropping diodes are an acceptable method for limiting the voltage
appearing at the DC load terminals during boost charging, but they shall not be in circuit during float
charge operation.

6.2.4 The DC system shall have a centre point high impedance earth fault monitoring system to limit the
maximum earth fault current to 10 mA.

6.2.5 The design of the rectifier/charger shall be such that repair/replacement can reasonably be carried
out within the specified battery back up time.

6.2.6 The rectifier/charger output AC ripple shall not exceed 5% rms total harmonic distortion for voltages
+10% to -20% of the steady state values for external DC load current of 0 to 100% of the rated value
unless otherwise specified on the Data Sheet(s). It shall be compatible with the battery requirements
in every respect.

6.2.7 The redundant rectifier/chargers shall both be fully rated and shall normally operate in parallel with
load sharing within 10% of the combined load. On failure of one unit the total load and battery
charging shall be supplied by the healthy unit. A blocking diode shall be provided in the output of
each unit.

6.2.8 High DC voltage alarm and charger shutdown shall be provided.

6.2.9 All rectifier/chargers shall have serial communications capability.

6.2.10 Range setting for each voltage charging range shall vary from nominal battery voltage to 25% above
nominal battery voltage. Adjustment means shall by means of a potentiometer or software. Stability
of setting shall be immune to shock and vibration.

6.3 Battery

6.3.1 The batteries shall be supplied as part of the battery charger system and shall be valve-regulated
lead-acid type, sealed, maintenance free.

6.3.2 The batteries shall be sized to supply the load per the specified duty cycle for the specified period of
time as indicated on the Data Sheet(s) without gassing. If sized by Vendor, the battery sizing shall be
carried out according to IEEE 485 “Recommended Practice for Sizing Lead-Acid Batteries for
Stationary Applications”. The aging factor shall be 20% and the load margin shall be 10%.

6.3.3 Supplementary cells shall not be used as means of DC voltage control.

6.3.4 Batteries housed in cubicles shall be freely ventilated. For building fire & gas systems, battery back-
up and telecommunication switches in the substation may be incorporated in the rectifier/charger
suite, subject to Purchaser's approval. Drip trays shall be provided to prevent damage due to spillage
of electrolyte.

6.3.5 A steel battery rack, painted with two coats of corrosion resistant paint, shall be furnished. Metallic
stands and cabinets shall have earthing terminals and be provided with adjustable insulated feet for
levelling.

6.3.6 Sealed batteries shall be arranged in the rack in a maximum of two rows with a minimum clearance
based on battery dimensions and applicable codes. Sealed batteries shall be arranged in the rack
in a maximum of two rows with a minimum clearance of 250mm between top of battery and
the shelf above.
6.3.7 The size of interconnecting cables between battery and charger shall be recommended by Vendor.

6.3.8 Each battery shall comprise a group of cells connected in series to give specified nominal voltage.
Each cell shall identify the polarity, electrolyte level, manufacturer, type, ampere-hour capacity, hour’s
basis and date of manufacture, all appearing in a plain and durable manner. Wet cells shall have
transparent thermoplastic containers to permit easy checking of electrolyte levels and explosion
resistant vent caps shall be provided. All cells shall be made of flame retardant material of high
impact strength.

6.3.9 The battery shall be furnished complete with insulated inter-cell, inter-row and inter-tier connections
and hardware as required.

6.3.10 Means of disconnecting the battery connection to the rectifier/charger shall be provided at the
rectifier/ charger cabinet.

6.3.11 A separate wall mounted fused battery disconnect switch or circuit breaker rated for full battery
capability shall be provided by Vendor for installation near the battery rack or cabinet. The enclosure
of the device shall be certified for use in a Zone 1, Group IIC, T3 gasses unless specified on the Data
Sheet(s). When a circuit breaker is specified, it shall be provided with a shunt trip feature.

6.3.12 The method of earthing shall be as specified on the Data Sheet(s).

6.3.13 The batteries and/or battery rack shall be provided with a clear plastic protective front and top cover
to prevent accidental contact.

6.4 Distribution Panelboard

6.4.1 Distribution panelboards, either integral with the UPS cabinet or separately mounted, shall be
provided as indicated on the Data Sheet(s).

6.4.2 Busbar shall be of copper and shall be sized for rated load current.

6.4.3 Incoming and out-going circuit breakers shall be of double pole type.

6.4.4 For unearthed systems, both poles shall be individually fused or MCCB protected. The distribution
panelboard shall utilize breakers and fast acting fuses to provide proper selectivity for fault and
overload conditions. Blown fuse indicators shall be included if specified in Data Sheet(s).

6.4.5 Where a motor starter is specified to be incorporated into the distribution board, it shall be of the type
compatible with starting of the specified size of motor within the permitted output tolerances of the
rectifier unit.

6.4.6 Shunt tripping of outgoing circuits shall be as required by the Data Sheets.

6.4.6 For separately mounted distribution panelboards, an incoming circuit breaker shall be provided; it
shall have an auxiliary contact for alarm purpose.

6.5 Instruments and Alarms

6.5.1 All controls, indication, meters and alarm facia shall be flush mounted on the front panel, and shall
demonstrate in a comprehensive manner the status of all major system components continuously.

6.5.2 Metering shall be provided as specified on the Data Sheet(s). As a minimum the following metering
shall be provided:

6.5.3 Indication and alarms shall be provided as specified in the Data Sheet(s). Each alarm specified shall
be supplied with local indication (annunciator or individual LED) and alarm contact(s) of Form C (NO-
NC) for connection to a remote location. As a minimum the following indications/alarms shall be
provided:

6.5.4 Provision shall also be made for a remote common alarm (Form C (NO-NC) contact).

6.5.5 The rectifier/charger(s) shall also have the capability to communicate with the plant Power
Management System via serial communication link (by others). Communication protocol shall be per
Data Sheet(s). As a minimum the following shall be transmitted:

Additional requirements, if specified in the Data Sheet(s), shall also be provided.

6.6 Efficiency

6.6.1 The rectifier/charger efficiency (output/input) shall be 85% minimum, unless otherwise specified on
the Data Sheet(s).

6.7 Noise Requirements

6.7.1 The noise level produced by the charger/rectifier(s) shall be no greater than 55 db at 1 m while
operating at full load.

6.8 Electromagnetic Compatibility

The rectifier/charger shall comply with the requirements for EMC as defined in AS/NZS 61000, in
order to ensure:

a. Electromagnetic disturbance from the UPS equipment is within acceptable limits.


b. Electromagnetic disturbance generated by the UPS equipment does not interfere with the
operation of radio and telecommunications equipment.

c. The UPS equipment will not malfunction due to interferences caused by external
electromagnetic disturbances.

7.0 NAMEPLATES AND LABELS

7.1 All labels and nameplates shall be in the English language.

7.2 Permanent engraved nameplates shall be provided to identify each panel, instrument, instrument
switch, meter, relay, control switch, indicating light, and to identify all equipment and terminal blocks
within the compartments. All nameplates shall be made of laminated, bevelled plastic (Gravoply).
Nameplates on the exterior of the rectifier/charger shall be affixed with stainless steel screws. Labels
inside the panel may be affixed with double sided tape. Name plates shall be in compliance with
AS/NZS 3100 and AS 4044.

7.3 Nameplates shall be fitted at each UPS main assembly and shall include the following:

a. Name and manufacturer, and year of manufacture.


b. Type of equipment.
c. Input and output ratings, voltage, phases and frequency
d. Maximum short circuit current
e. Purchase order number
f. Manufacturer’s serial number

7.4 In addition to the manufacturer’s nameplate, the battery rectifier/charger shall be identified with a
nameplate containing the Equipment Tag Number. Nameplate information shall be specified in the
material requisition.

7.5 Termination points for all wiring brought to the rectifier/charger from an external power source shall be
identified by means of a nameplate with 6 mm high lettering as follows:

7.6 Battery nameplates shall also include battery voltage, type and specific gravity of electrolyte fully
charged and discharged.

7.7 Each electrical component shall have a label fitted to it or alongside, with description or item number
and significant data.

7.8 The distribution board shall be provided with a main nameplate and the outgoing circuits shall be
provided with outgoing circuit designation labels.

7.9 Door-mounted devices shall be identified with designations from within the compartment in addition to
the external descriptive identification.

7.10 Minimum lettering height shall be as follows:

a. 6 mm minimum for miscellaneous items.


b. 10 mm for main titles such as circuit or enclosure designation.
c. 13 mm for equipment designation.

7.11 Colors used in nameplates shall be as follows:

7.12 Safety signs shall be in compliance with requirements specified in AS 1319. AS 1319 shall prevail in
case of conflict between AS 1319 and requirements mentioned in section 7.0.

8.0 ACCESSORIES AND SPECIAL TOOLS

8.1 A complete set of accessories, including special tools, shall be provided for operating, maintaining
and testing of the equipment. Vendor shall provide a list of accessories and special tools, separately
priced, with the quotation. The accessories shall be housed and individually labeled in a wall
mounted lockable cabinet with external label.

8.2 Battery tools and accessories shall be included within a separate but similar cabinet to the above.
The extent of supply shall depend upon the battery system, and shall include cell connectors, safety
clothing, test equipment, grease, paint, insulated wrenches and slings as appropriate.

9.0 FINISH

9.1 The enclosure doors and panels shall be cleaned and treated against corrosion before receiving a
high quality coating of paint. The finishing coat shall be standard light grey RAL 7035 outside and
panel interior to natural quality aluminium-zinc coated gloss finish. Cleaning and painting shall be in
accordance with specification 3PS-NX00-F0001 - Specification for Protective coatings.

9.2 Vendor shall supply 1 litre of field touch-up paint for each colour used.

10.0 INSPECTION AND TESTING

10.1 Type tests in accordance with referenced standards shall have been carried out on Vendor’s similar
equipment and the type test certificates shall be provided with the quotation. When appropriate type
test certificates do not exist, the tests shall be made at the time of manufacture of the equipment to
which this specification refers and shall be separately priced in the quotation.

10.2 Vendor shall perform all standard routine tests in accordance with the referenced standards. The
following tests shall be included as a minimum:

a) Full load heat soak run (covers in place)


b) Overload test
c) Step load application
d) Voltage regulation
e) Power loss
f) Power factor
g) Harmonic distortion of incoming supply
h) Protection co-ordination
i) Functional alarm and tripping check
k) Operation of all equipment
l) Load side branch circuit tripping on short circuit

10.3 Vendor's quotation is to include the cost of carrying out all tests on the complete equipment and any
remedial work or correction of faults found during inspection or testing.

10.4 Each individual assembly (except the battery) shall receive a 48 hour minimum burn-in test at boost
charge rate plus full load prior to performing the standard routine tests.

10.5 Vendor shall notify Purchaser two weeks prior to when the tests are to be performed. Purchaser or
his representative reserves the right to inspect the entire equipment and witness the tests at the
factory.

10.6 Before final inspection by Purchaser, Vendor shall confirm satisfactory completion of all routine tests
and shop inspection.

10.7 Tests shall be performed under electrical conditions equivalent to those specified for the site, unless
alternative conditions have been submitted with the quotation and approved by Purchaser. Test
results shall be extrapolated to allow for the specified site environmental conditions.

10.8 Battery charger tests shall be completed using the batteries to be supplied with the system, or with
identical type and number of batteries. Alternative batteries for test purposes shall require approval
by Purchaser.

10.9 Purchaser shall have the right to request any additional tests that are deemed necessary to prove
that the system conforms to the specification.

10.10 Certified test reports shall be submitted to Purchaser.

11.0 SHIPPING AND HANDLING

11.1 Shipping and handling requirements are per Section 7 of the Material Requisition and the following:

11.1.1 The equipment shall be shipped in the largest practical sections whilst permitting ease of handling for
transportation and installation.

11.1.2 Each shipping section shall be provided with supports in the form of steel sections, lifting eyes etc. to
maintain alignment of parts during shipping, handling, hoisting and installation. Location of lifting
points shall be clearly marked on shipping containers and on drawings. Each shipping section shall
have its weight and centre of gravity clearly marked on the container.

11.1.3 Preparation for shipment shall protect the component parts against corrosion, dampness, breakage
or vibration injury during transportation or handling.

11.1.4 Batteries may be shipped with electrolyte or be dry charged, as specified. Storage life shall be stated
on the package assembly.

11.1.5 Vendor shall specify the requirements for short term and long term battery storage.

11.1.6 Each shipping container shall be identified with the contents, purchase order number and item
number.

11.1.7 Where equipment has to be split for shipping, instructions shall be provided for reassembly. Materials
and special tools shall be provided if necessary for reassembly at site.

11.1.8 All space heaters shall be wired out for connection and operation during shipping and storage.

12.0 DRAWING AND DATA REQUIREMENTS

12.1 Vendor shall provide drawings and data in accordance with:

• Section 3 of the Material Requisition and its attachments including “Vendor drawings and data
requirements”
• Instructions to Vendors

ADDENDUM

ADDITIONAL PROJECT SPECIFIC REQUIREMENTS

I. Following are additional Conoco Phillips requirements, and shall be provided as an option.

6.2 Rectifier/Charger

6.2.11 Charging Requirements

Switchgear batteries shall be charged from redundant chargers designed to share the load equally
while charging in parallel. The amount of vented hydrogen shall be held to a minimum by using
valve regulated batteries and temperature compensated battery chargers. The charger sizing shall
allow for each individual charger to simultaneously operate a minimum of two of the largest circuit
breakers while powering the rest of the DC load in the event the battery bank had to be temporarily
taken out of service. The sizing of the charger shall also be capable of supplying the current required
to fully charge a fully discharged bank of batteries within two hours.

6.2.12 Provide equipment based on plug-in type hot swappable switch mode rectifier modules.

6.3. Battery

6.3.14 Batteries shall be designed to power switchgear and associated control and auxiliary equipment for a
minimum of two hours upon loss of normal power. Unless otherwise approved by the Company, they
shall be sized in accordance with standard IEEE 485 (lead acid batteries) or IEEE 1115 (ni-cad
batteries) assuming:

ƒ One simultaneous open and close operation of all circuit breakers at the beginning of the two
hour period.

ƒ One sequential open and close operation of each circuit breaker after the initial operation
above. The sequential operations may be assumed to be spaced throughout the two hour
period.

ƒ One simultaneous open and close operation of all circuit breakers at the end of the two hour
period.

6.3.15 The above sizing criteria is based on the assumption that there is standby power available to recharge
the batteries shortly after a power outage begins. Should the worst case scenario require battery
banks to operate without charging for longer than two hours, then the batteries shall be sized to last
for the duration of that scenario plus an additional 25%.

6.3.16 On-line battery monitoring and testing system.

6.5 Instruments and Alarms

6.5.2 Following additional metering shall be provided:

• Battery Autonomy Time Remaining (in percent and in minutes)

6.9 Protection

6.9.1 Vendor shall provide capability to trip the UPS under the following conditions:

• DC Undervoltage
• DC Overvoltage
• Rectifier Fuse Failure

Purchaser shall have the capability set and disable the above mentioned protective relays as required.
