Nicole Ameline was born on July 4th, 1952 in Saint-Vaast-

en-Auge (Calvados). Holder of a doctorate in law, she has
developed a long career as a French politician.
After administrative positions in Honfleur then at the
general council of Calvados, she entered politics by being
substitute of Michel d’Ornano at the National Assembly in
1988, and she became a member of parliament in 1991. She
held various positions until 2017.
Ms. Nicole
AMELINE Among the governmental functions she has held, those
of State Secretary to the Minister of Equipment, Transport,
Accommodation, Tourism and Sea (2002), Delegated Minister to the Minister
of Social Affairs, Labor and Solidarity (2002-2004) and Minister in Charge of
Professional Equality and Parity (2004-2005).
In August 2005, she was appointed as ambassador on mission, in charge of social
issues and parity in international relations, then jointly, delegate of the French
Government to the board of directors of the International Labor Office, based in
Geneva, in November of the same year.
As she is an activist against violence against women, she was elected on July, 30th
2008 to the Convention on the Elimination of All Forms of Discrimination against
Women (CEDAW) at UN headquarters in New York. She took the presidency of
CEDAW in February 2013. Since April 2011, she has been an honorary member of
the think tank «Women in the service of Human», which is exclusively female.

Ms. Isabelle Durant (Belgium) took office as Deputy

Secretary-General of UNCTAD on 3 July 2017. Ms. Durant
had a distinguished career in Belgian and European
politics. She held the offices of Deputy Prime Minister,
Minister of Transport and Energy and Senator in the
Belgian Government. She also served as Vice-President of
the European Parliament and Presidency of the European
Union Council of Ministers of Transport. Ms. Durant also has
Ms Isabelle a wealth of experience collaborating with civil society and

Olivier Pierre-Louveaux is a lawyer and constitutional

specialist who has worked on democratic governance and
inclusive political processes (constitution-making process,
parliamentary strengthening, electoral and political parties
support) for the last 15 years.
Olivier is currently serving at the UNDP Regional Hub for
Arab States as Inclusive Political Processes Programme

Pierre-Louveaux Before that assignment, he was managing the UNDP
support for the constitutional process and the parliamentary
strengthening in Tunisia. Within the global UNDP team, he developed also as
Knowledge Manager (UNDP), Agora, the Portal for parliamentary development,
provided policy analysis and parliamentary strengthening technical assistance to
various UN Country Offices (namely Algeria, Morocco, Tunisia, Moldova, Guinea-
Bissau, Rwanda, Congo (DR), Kosovo, Iraq), e.g. in drafting strategy for new
parliamentary development projects, and participated in the coordination of the
Global Programme for Parliamentary Strengthening.
He was earlier Adviser at the Belgian Senate and negotiating team member for
the Belgian Government formation.

Frances Guy is currently Gender Team Leader at UNDP,

Regional Bureau for Arab States, based in Amman, Jordan.
Between 2014 and 2017 she worked with a British NGO
dealing with the Middle East region, especially Syria, Iraq
and Palestine. She was Representative for UNWomen in Iraq
from May 2012 to December 2014 and before that she had
a long career in the British Diplomatic Service where she

Biljana Ledenican has worked for UNDP for the last 16 years.
She is a Portfolio Manager for Inclusive Political Processes
in UNDP Serbia and leads the Portfolio “Strengthening
the Oversight Role and Transparency of the Parliament
– 2nd Phase”. Since 2006 she has been working with
parliamentarians in Serbia and the Region on developing
inter-parliamentary cooperation on transitional justice,
strengthening oversight and representative roles,
Ms. BILJANA cooperation with independent scrutiny bodies, outreach,
LEDENICAN public participation, establishing and supporting cross-
party caucuses such as GOPAC (Global Organisation of
Parliamentarians against Corruption), SDGs Focus Group as well as Women’s
Parliamentary Network and knowledge transfer from the National to local
assemblies.
Prior to UNDP she worked with UNTAES and OSCE on Rule of Law programmes.
Biljana contributed to developing innovative mechanisms for oversight and
transparency: a custom-designed Portal for monitoring public finance spending
for the National Assembly of the Republic of Serbia, two-way communication
with citizens at national and central level through websites, e-parliament tools,
public hearings and mobile committee sessions.
Biljana holds an MA in Environment, Development and Policy from the University
of Sussex, Global Studies, through Joint Japan/World Bank Graduate Scholarship
Program.

Ms. Begona Lasagabaster, USA, United Nations- UN Women,

lawyer specialized in community law, civil law and private
international law, is Director of Policy Division (officer in
charge).
Since 2008, she has worked as a specialist and advisor on
women’s leadership and political participation at the United
Nations, first with UNIFEM and currently with UN Women.
Ms. Begona Prior to that, she served as Representative for Guipuzcoa
LASAGABASTER in the Congress of Deputies of Spain, where she held the
position of spokesperson for the Commissions of the Interior,
Justice, External Affairs, Constitutional Affairs, Budgets and Regulations, Public
Administration, Mixed Commission (Congress-Senate) for the European Union,
and Development Cooperation and Aid.

Isabelle Moret, was born on December 30th , 1970 in

Lausanne. She is a Swiss politician, member of the Liberal-
Radical Party, living in Yens-sur-Morges in the canton of
Vaud.
Daughter of a railwayman, she grew up and studied
in Lausanne, where she obtained a law degree and a
postgraduate degree in European law. She then passed
her degree as a lawyer in Berne. Plurilingual, she is fluent in
Ms. Isabelle German, Swiss German, Italian and English. She is the
MORET mother of two young children.

Professional career
Holder of a lawyer’s degree, she worked for several years in a Lausanne Office.
In 2013, she relinquished advocating to the Bar to better focus on her political and
professionals mandates. She remains, however, legal counsel. She currently chairs
the Federation of food industries (Fial) and the hospitals’ association H+. She is
also Vice-President of the Board of Directors of Swissgrid, a national company
operating in the electrical network.
Political career
She began her political career in 1997 at the Radical Democratic Party of
Switzerland (PRD), today Liberal-Radical Party of Switzerland, in the Committee
on Domestic Policy. She was Advisor from 1998 to 2006. In 1998, she also became
Vice President of Young Radicals of Switzerland, while being a member of the
PME group and of the Economic Commission of Vaud PRD, of which she became
president in 2003.
She was elected Member of the Grand Council of Vaud in 1999, before becoming
a member of Constituent Assembly of Vaud from 1999 to 2002. She left the
cantonal parliament in 2006, after having notably sat on the Finance Committee
from 2002 to 2006.
In December 2006, she joined the federal Parliament as National Councilor, a
mandate that will be renewed in the elections of 2011 and 2015. In this last election,

she was elected with 65,351 votes, in the first place of Romand representatives.
She currently sits on the Commission of Political Institutions (CIP-CN) and

mainly with issues related to the pension system and issues in connection with
immigration and asylum. At the National Council, she is in particular responsible
for the introduction of tax deductions for childcare expenses up to 10,000 francs
per child.
In parallel with her mandate as National Councilor, she was Vice President of
Radical Democratic Party of Switzerland, then Swiss PLR after the merger with
the Swiss Liberal Party, from 2008 to 2016. Currently, Isabelle Moret is the 2nd
Vice-President of the National Council. She will chair the National Council in 2020.

Elected in 2009, Caryl Green is currently serving her third

term as Mayor of Chelsea, Québec, Canada.
In 2017, she was elected as Warden for the Mayors’ Council of
the Regional Municipality County des Collines de l’Outaouais.
She is President of Transcollines (public transportation), and
is a member of the Centre local de développement (CLD),
the Conseil régional de l’environnement et développement
durable de l’Outaouais (CRÉDDO), and United Way
Ms. Caryl GREEN
(Centraide Outaouais).
Caryl Green represents her community at the provincial
level with the Union of Municipalities of Québec (UMQ) as a Board member and
as Vice-President of the Caucus of Local Municipalities. She is also a member of
the UMQ’s Environment Commission and Committee on Climate Change.
She has collaborated with the Federation of Canadian Municipalities on numerous
projects on sustainable development.

Mrs Osmayda Hernández Beleño is an official of the National

Direction of the Federation of Cuban Women (FMC). She
has a Master in Cultural Policy and Economics, as well as a
specialization in Management Policy.
She also followed a Political Course for state leaders and
officials that work in Cuban social organizations. In 2003, she
joined the Federation of Cuban Women (FMC), where she has
held different functions: Member of the Provincial Secretariat
Mrs. Osmayda of the FMC (2006-2012), General Secretary of the FMC in Ciego
HERNÁNDEZ de Avila Province (2012-2015), and Official of the National Level
BELEÑO. of the FMC (Ideological Sphere) since 2015.
Mrs Osmayda Hernandez has participated in several national
and international events dealing with the promotion of women’s rights, including
: the VIII and IX Congress of the Federation of Cuban Women, a National Workshop
about Prevention and attention to domestic violence, the Third National Workshop
to the National Plan of Action of the Republic of Cuba to follow-up IV Conference on
Women (Beijing), a National Workshop on Gender and rural women, and a Seminar
on Leadership Skills for Female Officials (People’s Republic of China).

Hon. MUKARUGEMA MANZI Alphonsine is a member of the

Parliament of Rwanda since 2003. She has been elected on
women specific seats for her first tenure as Parliamentarian;
then elected on the list on the Rwandese Patriotic Front
(RPF) for the two respective tenure from 2008 to date. Within
the Parliament, Hon. Alphonsine has been influential in the
process to deepen gender equality and the empowerment
of women through her role in different leadership positions
she occupies, as member of the bureau of the Parliament
Honorable Standing Committees or as part of the Executive Board of
MUKARUGEMA the Rwanda Women Parliamentary Forum, to which she has
MANZI been the Chairperson from 2012- 2014. Currently, she is the
Alphonsine Vice President of the Parliament Committee on Social Affairs,
which has been her niche after the Committee on Political
Affairs and Gender that marked her second office tenure. A transformational leader
with deep commitment to women political participation, Honorable Alphonsine has
championed the empowerment of women in the south region of Rwanda, as part
of the Provincial Executive Committee of the National Women Council early since its
incubation in 1998. Thanks to her outstanding performance, she has been nominated,
then elected as the first female Mayor of her District (1999-2013), position she occupied
until her election in 2003 as member of the National Parliament. Her background as
a dedicated teacher for almost 30 years makes her a very good communicator and
motivational speaker, always admired for her focused and inspiring interventions.

Mohamed DIF, was born on September 15th, 1961 he

graduated from the Faculty of Political Sciences and
International Relations, University of Algiers, he has been

Yacine REBBOUH was born on October 01st , 1981, he is

a Senior Lecturer since January 07, 2018 at Kasdi Merbah
University of Ouargla. He is a graduate of the National
School of Administration (ENA) and Doctor of Law and
Political Science.
Since 2010, Mr. REBBOUH was Assistant Professor and then
Senior Lecturer at the University of Ouargla.

Mr. Yacine During his academic process, M. REBBOUH assumed

REBBOUH several educational and academic responsibilities such as
the presidency of an international congress, he was also a
member of various committees within the university : organizational committee,
member of disciplinary council, member of research unit, and member of
scientific council, etc.
Mr. REBBOUH has to his credit several scientific publications on the public service
in Algeria, the public service in Islam, monopolization of the government of
legislative procedures in Algeria and the evolution of the media in Algeria.
He is the author of a book entitled «political parties in Algeria : evolution and
organization» published by the publishing house BALKIS in 2010.

Mohamed SAFOU was born on December 22nd, 1974, he

is Professor, Vice Dean in charge of studies and student-
related issues and Head of Department of Political Science,
University of Oran.

administrative positions at the university, namely :

Algeria, the crisis of citizenship and protest movements in the Arab world, the
modern state and its role to guarantee the public service.

Ms. BENABBAS was born on December 3rd, 1961 in

Constantine.
Ms. BENABBAS is Professor at the Faculty of Earth Sciences,
Geography and Territorial Planning of Freres Mentouri
University in Constantine, she is also Director of Research
Founding Member and Vice-President of the Algerian
Academy of Sciences and technologies.

Ms. BENABBAS Ms. BENABBAS is also a member of the Geneva Order of

International Experts.

Ms. REKKACHE Djahida was born on January 01st, 1982, she

is Doctor of Law and Political Sciences and Senior Lecturer
at Hassiba Ben Bouali University of Chlef.
In addition to the position of Senior Lecturer, Ms. REKKACHE
held other pedagogical and administrative positions within
the University of Chlef, as a specialist manager of the LMD
system, a member or chair of a scientific council and a
member of the research laboratory unit.

Djahida Ms. REKKACHE has contributed with other researchers in
the writing of a book on «the socio-cultural characteristics
of the illegal immigrant and its impact on civilizational relations between the two
shores of the Mediterranean» (2014).
She is also the author of various articles published in national and international
journals, dealing with reform and political development, socio-cultural challenges
for political development in Algeria, rationalization of governance in the
Algerian experience, the role of the civil society for the achievement of identity
security, political changes in the Arab region and the question of constitutional
amendments and also the problem of political development in Algeria.

Ms. BELLAL is President of the National Council for the

Family and Women. She obtained her doctorate in Medicine
in 1979 from the University of Algiers. She is a member
of the National Order of Physicians, the Arab Network for
Reproductive Health Advocacy AWAN, and EvalDz network
for appraisors affiliated to Evalmennet (MENA Network).
Ms. BELLAL is an expert in gender and participatory
approaches, strategic planning and project planning, as

focused on rural development in Morocco and Tunisia. Ms. BELLAL also organized
and developed courses on gender and participatory approaches for various
stakeholders, such as members of the Algerian Parliament, agronomists and
technicians, representatives of ministries and civil society organizations in Tunisia
and other unions in the Maghreb.
She has a large experience in project management (RBM / GAC) (Results-Based
Management / Project Cycle Management) aimed at strengthening management
capacity. She is competent in results-based management approaches and
in gender-sensitive monitoring and evaluation. She worked in many regional
and international bodies, such as WHO, UNFPA, UNICEF, ILO, IFAD, GTZ (GIZ),
Belgian Development Agency, INSTRAW and OSS (Office of the Sahel and Sahara
Countries) and African Economic Commission (UNECA).

Farida Belkacem was born on December 15th 1969, she is a

journalist in charge of mission to the director of ENTV.
She holds a Master’s degree from the Higher School of
Journalism, she directs and animates a political program
broadcasted on Channel 3 of Algerian television.

Nicole Ameline, née le 4 juillet 1952 à Saint-Vaast-en-Auge

(Calvados) et Titulaire d’un doctorat en droit, est une femme
politique française.
Après des postes administratifs à Honfleur puis au conseil
général du Calvados, elle entre en politique en étant
suppléante de Michel d’Ornano à l’Assemblée Nationale
en 1988, et devenant députée en 1991. Elle y occupera des
différentes fonctions jusqu’au 2017. Parmi les fonctions
Mme Nicole gouvernementales qu’elle a exercées, on souligne celles de
AMELINE Secrétaire d’État auprès du ministre de l’équipement, des
transports, du logement du tourisme et de la mer (2002),
Ministre déléguée auprès du ministre des affaires sociales, du travail et de la
solidarité (2002-2004) et Ministre chargée de l’égalité professionnelle et de la
parité (2004-2005).
En août 2005, elle est nommée ambassadrice en mission, chargée des questions
sociales et de la parité dans les relations internationales, puis conjointement,
déléguée du Gouvernement français au conseil d’administration du Bureau
international du travail, basé à Genève, en novembre de la même année.
Militante contre les violences faites aux femmes, elle est élue le 30 juillet 2008 à
la Convention sur l’élimination de toutes les formes de discrimination à l’égard
des femmes (CEDAW) au siège de l’ONU à New York. Elle prend la présidence du
CEDAW en février 2013. Par ailleurs, depuis avril 2011, elle est membre d’honneur
du think tank (groupe de réflexion ou laboratoire d’idées) « Des femmes au service
de l’Homme », un Think Tank exclusivement féminin.

Mme Isabelle Durant (Belgique) a pris ses fonctions de

secrétaire générale adjointe de la CNUCED le 3 juillet
2017. Mme Durant a fait une brillante carrière dans les
affaires politiques belges et européennes et a occupé les
postes de Vice-première Ministre, Ministre des Transports
et de l’Energie et Sénatrice au gouvemement Belge. Elle
a également été Vice-Présidente du parlement européen
et Présidente du Conseil des Ministres des Transports de
Mme Isabelle l’Union Européenne.
DURANT Mme Durant possède également une riche expérience
de collaboration avec la société civile et le secteur privé,
notamment en tant que Vice-Présidente chargée des relations entre le Parlement
européen et la société civile. Mme Durant a également occupé des postes de
consultante senior sur l’autonomisation des femmes dans le gouvernement
local pour le PNUD et en tant que membre de la région de Bruxelles-Capitale au
Parlement de Belgique.

s’occupant de la région du Moyen-Orient, en particulier la
Syrie, l’Irak et la Palestine.
Elle a été représentante pour ONU Femmes en Irak de
Mme. Frances mai 2012 à décembre 2014 et avant cela, elle a fait une

où elle a servi comme ambassadeur britannique au Liban

Biljana Ledenican a travaillé pour le PNUD au cours des

16 dernières années. Elle est gestionnaire du portefeuille
pour les processus politiques inclusifs au PNUD Serbie et
dirige le portefeuille «Renforcer le rôle de surveillance et la
transparence du Parlement - 2ème phase». Depuis 2006,
elle travaille avec des parlementaires serbes et régionaux
sur le développement de la coopération interparlementaire
sur la justice transitionnelle, le renforcement des rôles de
Mme. Biljana surveillance et de représentation, la coopération avec les
Ledenican organes de contrôle indépendants, la sensibilisation, la
participation publique, l’établissement et le soutien des
caucus interpartis, tels que GOPAC (Organisation mondiale

novateurs de surveillance et de transparence: un portail sur mesure pour le suivi
des dépenses publiques à l’Assemblée nationale de la République de Serbie, une

Mme Begona Lasagabaster, USA, Nations Unies-

ONU Femmes, est avocate spécialisée dans le droit
communautaire, le droit civil et le droit international privé.
Elle a travaillé, depuis 2008, en tant que spécialiste et
conseillère sur le leadership des femmes et la participation
politique au sein des Nations Unies, d’abord avec l’UNIFEM
et actuellement avec ONU emmes en tant que Chef de la

Isabelle Moret, née le 30 décembre 1970 à Lausanne, est une

femme politique suisse, membre du Parti Libéral-Radical,
habitant Yens-sur-Morges dans le canton de Vaud.
Fille de cheminot, elle a grandi puis étudié à Lausanne,
où elle a obtenu une licence en droit et un postgrade en
droit européen. Elle passera par la suite son brevet d’avocat
à Berne. Plurilingue, elle parle couramment l’allemand, le
suisse allemand, l’italien et l’anglais. Elle est mère de deux

Carrière professionnelle
Titulaire d’un brevet d’avocat, elle a exercé durant plusieurs années au sein d’une
étude lausannoise.
En 2013, elle renonce à plaider au Barreau pour mieux se concentrer sur ses mandats
politiques et professionnels. Elle reste cependant avocate-conseil. Elle préside
aujourd’hui la Fédération des industries alimentaires (Fial) et l’association faîtière
des hôpitaux H+. Elle est également Viceprésidente du conseil d’administration

Carrière politique
Elle débute son parcours politique en 1997 au Parti Radical Démocratique suisse
(PRD), aujourd’hui.
Parti Libéral-Radical suisse, au sein de la Commission sur la politique intérieure.
Elle est Conseillère communale de 1998 à 2006. En 1998, elle devient également
Vice-présidente des Jeunes Radicaux suisses, tout en étant membre du groupe
PME et de la Commission économique du PRD vaudois, dont elle deviendra la
présidente en 2003.
Elle est élue députée au Grand Conseil vaudois en 1999, avant de devenir membre
de l’Assemblée constituante vaudoise de 1999 à 2002. Elle quittera le parlement
cantonal en 2006, après avoir notamment siégé à la Commission des Finances de
2002 à 2006.
En décembre 2006, elle accède au Parlement fédéral en tant que Conseillère
nationale, mandat qui sera renouvelé lors des élections de 2011 et 2015. Lors de ce
dernier scrutin, elle est, avec 65’351 suffrages, à la première place des élus romands.
Elle siège actuellement à la Commission des institutions politiques (CIP-CN) et à
la Commission de la sécurité sociale et de la santé publique (CSSSP-CN). Elle y
traite principalement des dossiers liés au système des retraites et aux questions

Mme. Caryl
GREEN Caryl Green représente sa communauté au niveau provincial
avec l’Union des municipalités du Québec (UMQ) en tant
que membre du conseil d’administration et vice-présidente du Caucus des
municipalités locales.
Elle est également membre de la Commission de l’environnement et du Comité
sur les changements climatiques de l’UMQ. Elle a collaboré avec la Fédération
canadienne des municipalités à de nombreux projets sur le développement

Mme Osmayda Hernández Beleño est responsable de

la Direction Nationale de la Fédération des Femmes
Cubaines (FMC). Elle est titulaire d’une maîtrise en politique

politique pour les dirigeants de l’État et les fonctionnaires

Mme Osmayda Hernandez a participé à plusieurs événements nationaux et

internationaux traitant de la promotion des droits des femmes, notamment: les
VIIIe et IXe Congrès de la Fédération des Femmes Cubaines, un atelier national
sur la prévention et mise en agarde contre les violences domestiques, le troisième
atelier national sur le Plan d’action national de la République Cubaine pour le
suivi de la IVe Conférence sur les femmes (Beijing), un atelier national sur le genre
et les femmes rurales et un séminaire sur les compétences en leadership des
femmes fonctionnaires (République Populaire de Chine).

Madame MUKARUGEMA MANZI Alphonsine est membre

du Parlement du Rwanda depuis 2003. Elle a été élue sur
des sièges réservées aux femmes pour son premier mandat
en tant que parlementaire; ensuite élue sur la liste du
Front Patriotique Rwandais (FPR) pour les deux mandats
respectifs de 2008 à ce jour.
Au sein du Parlement, Mme Alphonsine a influencé le
processus d’approfondissement de l’égalité des sexes et
Mme. de l’autonomisation des femmes en occupant différents
MUKARUGEMA postes de direction qu’elle occupe, en tant que membre du
MANZI bureau des comités permanents du Parlement ou en tant
Alphonsine que membre du bureau exécutif du Forum parlementaire
sur les femmes rwandaises dont elle a été la présidente de
2012 à 2014.
Actuellement, elle est la vice-présidente de la commission des affaires sociales du
Parlement, qui a été son créneau après la Commission des affaires politiques et
du genre qui a marqué son second mandat.
En tant que leader transformationnelle avec un engagement profond pour la
participation politique des femmes, Mme Alphonsine a défendu l’autonomisation
des femmes dans la région sud du Rwanda, dans le cadre du Comité exécutif
provincial du Conseil national des femmes depuis son incubation en 1998.
Grâce à sa performance exceptionnelle , elle a été nommée, puis élue en tant
que première femme maire de son district (1999-2013), poste qu’elle a occupé
jusqu’à son élection en 2003 en tant que membre du Parlement National. Ses
antécédents en tant qu’enseignante dévouée depuis près de 30 ans font d’elle
une très bonne communicatrice et conférencière motivatrice, toujours admirée
pour ses interventions ciblées et inspirantes. Mme Alphonsine détient une licence
en droit. Embrassant les valeurs fondamentales de l’intégrité, du patriotisme, de la
valeur ajoutée et de l’intérêt à apprendre, elle continue de renforcer ses capacités
par l’apprentissage autonome, l’apprentissage par les pairs et le réseautage.

l’Administration (ENA) et Docteur en droit et en sciences
politiques. Depuis 2010, Monsieur REBBOUh a été Maître
assistant puis Maitre de conférences à l’université de
Ouargla.
Durant son processus universitaire, M REBBOUH a assumé
M. Yacine plusieurs responsabilités pédagogiques et académiques tel
REBBOUH que la présidence d’un congrès international, il a été

est Docteur en droit et sciences politiques et Maître de

REKKACHE a occupé d’autres fonctions pédagogiques et
administratives au sein de l’université de Chlef, comme
responsable de spécialité du système LMD, membre ou

Mme REKKACHE a contribué avec d’autres chercheurs

Elle est également l’auteur de divers articles publiés dans des revues nationales

‫ياسين ربوح من مواليد ‪ 01‬أكتوبر ‪ 1981‬وهو أستاذ محاضر منذ ‪07‬‬

‫جانفي ‪ 2018‬بجامعة قاصدي مرباح بورقلة‪ .‬هو خريج المدرسة‬
‫الوطنية لإلدارة ودكتور في الحقوق و العلوم السياسية‪.‬‬
‫كان السيد ربوح أستاذ مساعدا منذ سنة ‪ 2010‬ليصبح بعدها أستاذ‬
‫محاضر بمجامعة ورقلة‪.‬‬
‫خالل مساره الجامعي‪ ،‬تقلد السيد ربوح عدة مسؤوليات بيداغوجية‬
‫وأكادمية كرئاسة ملتقى دولي مثال‪ .‬كان عضوا كذلك في العديد‬ ‫السيد ياسين‬
‫من اللجان ضمن الجامعة (اللجنة التنظيمية‪ ،‬عضو المجلس التأديبي‪،‬‬
‫عضو وحدة البحث وعضو المجلس العلمي‪ ،‬إلخ ‪.)...‬‬ ‫ربوح‬

‫قام السيد ربوح بنشر العديد من المواضيع العلمية تتعلق بالوظيف العمومي في الجزائر‪،‬‬
‫الوظيف العمومي في اإلسالم‪ ،‬الهيمنة الحكومية على اإلجراءات التشريعية في الجزائر‬
‫وتطور وسائل اإلعالم الجزائر‪ .‬هو صاحب كتاب «األحزاب السياسية بالجزائر‪ :‬التطور والتنظيم»‬
‫المنشور من طرف دار النشر بلقيس في ‪.2010‬‬

‫محمد صافو من مواليد ‪ 22‬ديسمبر ‪ 1974‬وهو أستاذ ونائب عميد‬

‫مكلف بالدراسات والمسائل المتعلقة بالطلبة ورئيس قسم العلوم‬
‫السياسية بجامعة وهران‪.‬‬

‫شارك السيد صافو كمحاضر في العديد من األيام الدراسية المنظمة من طرف جامعات‬
‫وهران وتلمسان وبلعباس ومستغانم وبشار ومؤسسة التميمي للبحث العلمي والمعلومات‬
‫الحديثة‪.‬‬
‫هو أيضا صاحب العديد من المقاالت المنشورة في المجالت المتخصصة تمثل موضوعها‬
‫ف‪ :‬إشكالية «الدولة» في العالم العربي‪ ،‬المغرب وتحديات بناء دولة وطنية‪ ،‬المشاركة‬
‫السياسية ودورها في تحقيق اإلدماج الوطني‪ ،‬بناء «الدولة» واألمن اإلنساني بالجزائر‪ ،‬أزمة‬
‫المواطنة والحركات االحتجاجية في الوطن العربي‪« ،‬الدولة» العصرية ودورها في ضمان‬
‫الخدمة العمومية‪.‬‬

‫السيدة ماكاروجيما مانزي ألفونسين عضو في برلمان رواندا منذ عام‬

‫‪ .2003‬وقد تم انتخابها على مقاعد محددة للنساء في منصبها األول‬
‫كبرلمانية ؛ ثم انتخبت على قائمة الجبهة الوطنية الرواندية (‪ )RPF‬لمدة‬
‫سنتين متتاليتين اعتبارا من ‪ 2008‬حتى اآلن‪.‬‬
‫داخل البرلمان ‪ ،‬كانت السيدة ألفونسين مؤثرة على مسار تعميق‬
‫المساواة بين الجنسين وتمكين المرأة من خالل دورها في المناصب‬
‫القيادية المختلفة التي تشغلها ‪ ،‬كعضو في مكتب اللجان الدائمة في‬
‫البرلمان أو كطرف في المجلس التنفيذي للمنتدى البرلماني لنساء‬ ‫السيدة ماكاروجيما‬
‫رواندا الذي كانت تترأسه ما بين ‪.2012-2014‬‬
‫مانزي‬
‫وحاليا هي نائبة رئيس لجنة الشؤون االجتماعية بالبرلمان التي كانت‬
‫محل اهتمامها بعد لجنة الشؤون السياسية والنوع الجنسي التي ميزت منصبها الثاني‪.‬‬
‫بصفتها رائدة التحول مع التزامها الراسخ بالمشاركة السياسية للمرأة ‪ ،‬دافعت السيدة ألفونسين‬
‫عن تمكين المرأة في المنطقة الجنوبية من رواندا ‪ ،‬كطرف في اللجنة التنفيذية اإلقليمية للمجلس‬
‫الوطني للمرأة في وقت مبكر منذ احتضانها في عام ‪ . 1998‬بفضل أدائها المتميز تم ترشيحها‬
‫‪ ،‬ثم انتخبت كأول سيدة عمدة لمنطقتها (‪ ، )1999-2013‬وهو المنصب الذي شغلته إلى غاية‬
‫انتخابها في عام ‪ 2003‬كعضوة في البرلمان الوطني‪.‬‬
‫عاما يجعلها بارعة في التواصل ومتحدثة تبعث على‬‫إن ماضيها كمدرسة متفانية لما يقارب ‪ً 30‬‬
‫دائما تثير اإلعجاب بتدخالتها الهادفة والمثيرة‪ .‬تحمل السيدة ألفونسين شهادة‬
‫ً‬ ‫التحفيز ‪ ،‬وهي‬
‫ليسانس في الحقوق‪ .‬من خالل ترسيخ القيم األساسية للنزاهة والوطنية والقيمة المضافة‬
‫واالهتمام بالتعلم ‪ ،‬تستمر في بناء قدراتها من خالل التعلم الذاتي والتواصل بين األقران‪.‬‬
‫دورها هو تقاسم حياتها االجتماعية مع زميالتها من النساء والمجتمع ككل‪.‬‬

‫محمد ضيف من مواليد ‪ 15‬سبتمبر ‪ 1961‬وهو خريج كلية العلوم‬

‫السياسية والعالقات الدولية بجامعة الجزائر‪ .‬هو عضو بالمجلس‬
‫الدستوري منذ ‪ 17‬مارس ‪ .2011‬شغل السيد ضيف العديدي من‬
‫الوظائف بجامعة ورقلة‪ ،‬وهي‪:‬‬
‫‪ -‬مدير مساعد بمعهد اآلداب والعلوم اإلنسانية (من ‪ 1993‬إلى ‪.)1995‬‬

‫عمدات البلدية الجهوية لمقاطعة كولينس أوتاوي‪ .‬هي حاليا رئيسة‬
‫ترانسكولين (نقل عمومي) وعضوة في المركز المحلي للتنمية‬
‫(‪ ،)CLD‬والمجلس الجهوي للبئية والتنمية المستدامة ألوتاوي (�‪CRE‬‬
‫‪ )DOC‬ومركز المساعدة ألوتاوي ( (‪.United Way‬‬
‫تمثل كاريل غرين مجتمعها على المستوى اإلقليمي لدى اتحاد‬ ‫السيد كاريل غرين‬
‫بلديات الكيباك (‪ )UMQ‬بصفة عضو مجلس إدارة ونائبة رئيس في‬
‫اجتماع البلديات المحلية‪ .‬وهي أيضا عضو في اللجنة المكلفة بالبيئة واللجنة المكلفة‬

‫السيدة أوسماياده إرنودز بياينو مسؤولة في اإلدارة الوطنية التحاد‬

‫النساء الكوبيات (‪ .)FMC‬وهي متحصلة على شهادة ماجستير في‬
‫السياسة الثقافية واالقتصاد ‪ ،‬باإلضافة إلى التخصص في سياسة‬
‫اإلدارة‪ .‬كما تابعت دروسا سياسية لقادة الدولة والمسؤولين الذين‬
‫يعملون في المنظمات االجتماعية الكوبية‪.‬‬
‫في عام ‪ ، 2003‬انضمت إلى اتحاد النساء الكوبيات (‪ ، )FMC‬حيث‬

‫حول نوع الجنس والمرأة الريفية ‪ ،‬وملتقى حول المهارات القيادية للمسؤوالت (جمهورية‬
‫الصين الشعبية)‪.‬‬

‫ولدت إيوزابيل موري في ‪ 30‬ديسمبر ‪ 1970‬بلوزان‪ ،‬وهي امرأة‬

‫سياسية سويسرية‪ ،‬عضوة في الحزب الليبيرالي الراديكلي‪ ،‬وتسكن‬
‫بيان سور مورج في إقليم فود‪.‬‬
‫السيرة الذاتية ‪:‬‬
‫هي بنت عامل في السكك الحديدية‪ ،‬كبرت ثم درست بلوزان أين‬
‫تحصلت على شهادة ليسانس في الحقوق وشهادة ما بعد التدرج‬
‫في القانون األوروبي‪ .‬بعدها اجتازت شهادة محامي ببارن‪ .‬هي‬
‫تتقن العديد من اللغات فهي تتكلم اللغة األلمانية بطالقة واللغة‬ ‫السيدة أيزابيل‬
‫السويسرية األلمانية واإليطالية واإلنجليزية‪ .‬وهي أم لطفين‬ ‫موري‬
‫صغيرين‪.‬‬
‫المسار المهني ‪:‬‬
‫هي حائزة على شهادة محامي‪ ،‬وقد مارست خالل العديد من السنوات في مكتب محماة‬
‫بلوزان‪ .‬في ‪ ،2013‬تنازلت عن المرافعة بالنقابة لتركز أكثر على عهداتها السياسية والمهنية‪.‬‬
‫لكنها بقيت محامية مستشارة‪ .‬هي اليوم تترأس فيديرالية الصناعات الغذائية (‪ )FIAL‬وجمعية‬
‫المستشفيات ‪ .+H‬كما أنها نائبة رئيس مجلس إدارة سويسغيرد‪ ،‬شركة وطنية الستغالل‬
‫الشبكة الكهربائية‪.‬‬
‫المسار السياسي ‪:‬‬
‫بدأت مسارها السياسي في ‪ 1997‬في الحزب الراديكالي الديمقراطي السيوسري (‪)PRD‬‬
‫المسمى حاليا الحزب الليبيرالي الراديكالي السويسري ضمن اللجنة المكلفة بالسياسة‬
‫الداخلية‪ .‬كانت مستشارة بلدية من ‪ 1998‬إلى ‪ 2006‬وأصبحت كذلك نائبة رئيس الراديكاليين‬
‫السويسريين الشباب في نفس الوقت الذي كانت فيه عضوة في مجموعة ‪ PME‬واللجنة‬
‫االقتصادية للحزب الراديكالي الديمقراطي لمنطقة فود التي أصبحت رئيستها في ‪.2003‬‬
‫تم انتخابها نائبة في المجلس األعلى لمنطقة فود في ‪ ،1999‬قبل أن تصبح مستشارة‬
‫وطنية حيث تم تجديد عهدتها خالل انتخابات ‪ 2011‬و ‪ .2015‬خالل التصويت اآلخير تم انتخابها‬
‫بعدد ‪ 65.351‬صوت في المرتبة األولى للمنتخبين الروماند‪ .‬حاليا تشغل منصبا بلجنة‬
‫المؤسسات السياسية (‪ )CIP- CN‬ولجنة الضمان االجتماعي والصحة العمومية (‪CSSSP-‬‬
‫‪ .)CN‬وهي تعالج على وجه الخصوص الملفات المتعلقة بنظام التقاعد والمسائل المرتبطة‬
‫بالهجرة واللجوء‪ .‬في المجلس الوطني‪ ،‬هي من بادر بإدخال االقتطاعات الجبائية لمصاريف‬
‫الحضانة في حدود ‪ 10.000‬فرنك عن كل طفل‪.‬‬
‫وبالتوازي مع عهدتها كمستشارة وطنية‪ ،‬كانت نائبة رئيس الحزب الراديكالي الديمقراطي‬
‫السويسري ثم الحزب الليبيرالي الراديكالي السويسري‪ ،‬من ‪ 2008‬إلى ‪.2016‬‬
‫حاليا‪ ،‬إيزابيل هي النائبة الثانية لرئيس المجلس الوطني وستترأس المجلس الوطني في‬

‫عملت بيلجانة لدنيكانهاي في برنامج األمم المتحدة اإلنمائي منذ ‪16‬‬

‫عاما‪ .‬وهي مديرة محفظة لسير العمليات السياسية الشاملة في‬ ‫ً‬
‫برنامج األمم المتحدة اإلنمائي في صربيا وتترأس محفظة «تعزيز‬
‫دور الرقابة والشفافية في البرلمان ‪ -‬المرحلة الثانية ‪ .‬عملت منذ‬
‫سنة ‪ 2006‬مع البرلمانيين في صربيا والمنطقة على تطوير التعاون‬
‫ما بين البرلمانات حول القضاء االنتقالي ‪ ،‬تعزيز الرقابة واألدوار‬
‫التمثيلية‪ ،‬التعاون مع هيئات الرقابة المستقلة‪ ،‬التحسيس‪ ،‬مشاركة‬
‫الجمهور‪ ،‬وإنشاء ودعم المؤتمرات الحزبية المشتركة مثل ‪GOPAC‬‬ ‫السيدة بيلجانة‬
‫(المنظمة العالمية للبرلمانيين ضد الفساد) ‪ ،‬مجموعة التركيز المعنية‬

‫ساهمت بيلجانة في تطوير آليات للرقابة والشفافية‪ :‬بوابة مصممة خصيصا لمتابعة‬
‫مصاريف المالية العمومية للمجس الوطني لجمهورية صربيا ‪ ،‬والتواصل مع المواطنين‬
‫على المستويين الوطني والمركزي من خالل المواقع اإللكترونية ‪ ،‬واألدوات اإللكترونية‬
‫للبرلمان ‪ ،‬وجلسات االستماع العمومية دورات اللجان المتنقلة‪.‬‬
‫بيلجانة متحصلة على شهادة ماجستير في البيئة والتنمية والسياسة من جامعة ساسيكس‬
‫‪ ،‬الدراسات العالمية ‪ ،‬من خالل برنامج المنح الدراسية للدراسات العليا بين اليابان والبنك‬
‫الدولي‪.‬‬

‫محامي ومختص في الدستور‪ .‬عمل في مجال الحوكمة الديمقراطية‬

‫وسير العمليات السياسية الشاملة (سير العمليات الدستورية‪،‬‬
‫الدعم البرلماني‪ ،‬دعم األحزاب السياسية واالنتخابية) منذ ‪ 15‬سنة‪.‬‬
‫حاليا‪ ،‬يشغل أوليفييه منصبا بالمركز الجهوي لبرنامج األمم المتحدة‬
‫اإلنمائي الخاص بالدول العربية بصفة مختص في سير العمليات‬
‫السياسية الشاملة‪.‬‬
‫قبل هذا كان مكلفا بدعم برنامج األمم المتحدة اإلنمائي في سير‬ ‫السيد أوليفييه‬
‫العمليات الدستورية والدعم البرلماني في تونس‪ .‬مع الفريق‬
‫العالمي لبرنامج األمم المتحدة اإلنمائي‪ ،‬قام بصفته مديرا للمعارف‬ ‫بيار لوفو‬
‫بتطوير مشروع أغورا ‪ ،‬بوابة التنمية البرلمانية‪ ،‬وقدم تحاليل سياسية‬
‫ومساعدة فنية في مجال الدعم البرلماني للعديد من مكاتب األمم المتحددة في البلدان‬
‫التالية‪ :‬الجزائر‪ ،‬المغرب‪ ،‬تونس‪ ،‬مولدافيا‪ ،‬غينيا بيساو‪ ،‬رواندا‪ ،‬الكونغو الديمقراطي‪،‬‬
‫الكوسوفو‪ ،‬العراق‪ ،‬كتحرير استراتجية لمشاريع التنمية البرلمانية وشارك في التنسيق في‬
‫البرنامج العالمي لدعم البرلمانات‪.‬‬
‫كان أوليفييه بيار لوفو في السابق مستشارا بمجلس شيوخ بلجيكا وعضوا في الفريق‬
‫المكلف بالتفاوض لتشكيل الحكومة البلجيكية‪.‬‬

‫حاليا‪ ،‬تشغل فرانس غي منصب رئيسة الفريق العامل على‬

‫المساواة بين الجنسين في برنامج األمم المتحدة اإلنمائي على‬
‫مستوى المركز الجهوي للدول العربية الكائن بعمان‪ ،‬األردن‪.‬‬
‫عملت خالل الفترة الممتدة ما بين ‪ 2014‬و ‪ 2017‬مع منظمة بريطانية‬
‫مكلفة بمنطقة الشرق األوسط وعلى وجه الخصوص سوريا والعراق‬
‫وفلسطين‪.‬‬
‫كانت ممثلة عن برنامج األمم المتحدة اإلنمائي للنساء بالعراق من‬ ‫السيدة فرانس‬
‫ماي ‪ 2012‬إلى ديسمبر ‪ 2014‬وقبلها كان لها مسارا طويال في‬ ‫غي‬
‫المصلحة الديبلوماسية البريطانية أين عملت كسفيرة لبريطانيا في‬
‫لبنان (‪ )2006-2011‬وفي اليمن (‪.)2001-2004‬‬

‫نيكول أملين من مواليد ‪ 4‬جويلية ‪ 1952‬بسان فاست أون أوج‬

‫(كالفادوس)‪ ،‬حائزة على شهادة دكتوراه في الحقوق وهي امرأة‬
‫سياسية فرنسية‪.‬‬
‫بعد تقلدها لمناصب إدارية بهنفلور ثم بالمجلس العام للكالفادوس‪،‬‬
‫دخلت المجال السياسي كبديلة لميشال أورنانو في الجمعية الوطنية‬
‫في ‪ 1988‬وأصبحت نائبة في ‪ .1991‬وهناك شغلت عدة وظائف‬
‫إلى غاية ‪.2017‬‬
‫السيدة نيكول‬
‫من بين الوظائف الحكومية التي مارستها‪ ،‬نشير إلى وظيفة كاتبة‬
‫الدولة لدى وزارة التجهيز‪ ،‬النقل‪ ،‬السكن‪ ،‬السياحة والبحر (‪،)2002‬‬ ‫أملين‬
‫وزيرة منتدبة لدى وزارة الشؤون االجتماعية‪ ،‬العمل والتضامن (‪2002‬‬
‫– ‪ )2004‬ووزيرة مكلفة بالتكافئ المهني والمساواة (‪.)2004-2005‬‬
‫في أوت ‪ ،2005‬تم تعيينها سفيرة في مهمة مكلفة بالمسائل االجتماعية والمساواة في‬
‫العالقات الدولية‪ ،‬ثم باالشتراك‪ ،‬مندوبة الحكومة الفرنسية في مجلس إدارة المكتب الدولي‬
‫للعمل الكائن بجونيف في نوفمبر من نفس السنة‪.‬‬
‫كونها مناضلة ضد أعمال العنف تجاه المرأة‪ ،‬تم انتخابها في ‪ 30‬جويلية ‪ 2008‬في االتفاقية‬
‫حول القضاء على كافة أشكال التمييز تجاه النساء (‪ )CEDAW‬بمقر منظمة األمم المتحدة‬
‫بنيويورك‪ .‬تقلدت رئاسة ‪ CEDAW‬في فيفري ‪ .2013‬من جهة أخرى‪ ،‬ومنذ أفريل ‪،2011‬‬
‫هي عضو شرفي في مجموعة التفكير أو مخبر األفكار «نساء في خدمة اإلنسان» وهو مخبر‬
‫أفكار نسوي محض‪.‬‬

‫تقلدت السيدة إيزابيل دوران (بلجيكا) مهامها كمساعدة األمين العام‬

‫لـ ‪ CNUCED‬في ‪ 03‬جويلية ‪ .2017‬كان للسيدة دوران مسارا المعا‬
‫في الشؤون السياسية البلجيكية واألوروبية‪.‬‬
‫شغلت المناصب التالية‪ :‬نائبة وزيرة أولى‪ ،‬وزيرة النقل والطاقة‬
‫وعضوة مجلس الشيوخ في الحكومة البلجيكية‪ .‬عملت كذلك كنائبة‬
‫رئيس البرلمان األوروبي ورئيسة مجلس وزراء النقل لالتحاد‬
‫األوروبي‪ .‬تملك السيدة دوران خبرة ثرية في مجال التعاون مع‬
‫المجتمع المدني والقطاع الخاص‪ ،‬السيما بصفتها نائبة رئيس‬ ‫السيدة إيزابيل‬
‫مكلفة بالعالقات بين البرلمان األوروبي والمجتمع المدني‪ .‬كما‬ ‫دوران‬
‫شغلت السيدة دوران منصب مستشارة رئيسية في تمكين النساء‬
‫في الحكم المحلي في برنامج األمم المتحدة اإلنمائي وكذا عضوة لمنطقة بروكسل‪-‬‬
‫العاصمة في البرلمان البلجيكي‪.‬‬

‫الجماعات المحلية‪ .‬يكتسي هذا‬ ‫إن تنظيم المؤتمر الدولي حول‬
‫المشروع طابعا إستراتيجيا بالنسبة‬ ‫ترقية المشاركة السياسية للمرأة‬
‫للجزائر ألنه بغض النظر عن األرقام‪،‬‬ ‫بمدينة الجزائر يمنح منبرا ممتازا‬
‫تؤكد السلطات العمومية إرادتها‬ ‫إلبراز التقدم المعتبر المسجل في‬
‫في إعطاء تماسك وإدخال النوعية‬ ‫هذا المجال بالجزائر‪.‬‬
‫على تمثيل النساء في الهيئات‬ ‫وقد عزز إدراج إصالح دستوري جريء‬
‫المنتخبة‪.‬‬ ‫في مارس ‪ 2016‬حيث التزمت‬
‫الدولة بترقية حقوق المرأة «بزيادة‬
‫خالل اليومين الذين سيعقد فيهما‬ ‫فرص التمثيل في المجالس‬
‫هذا المؤتمر‪ ،‬تم تسخير نخبة من‬ ‫المنتخبة» (المادة ‪ ،)35‬هذا التمثيل‬
‫الخبراء الجزائريين والدوليين من‬ ‫فاتحا المجال إلشراك أوسع‬
‫الجنسين للمناقشة‪ ،‬عبر ثالثة محاور‬ ‫للجزائريات في زمرة القرارات‬
‫وهي ‪:‬‬ ‫السياسية‪ ،‬على الصعيد الوطني‬
‫والمحلي‪.‬‬
‫‪ 1-‬اإلطار القانوني الوطني‬
‫والدولي‪.‬‬ ‫وفي هذا السياق‪ ،‬قامت وزارة‬
‫الداخلية والجماعات المحلية وتهيئة‬
‫‪ 2-‬مشاركة النساء كفاعالت في‬
‫اإلقليم‪ ،‬بالتعاون مع برنامج األمم‬
‫التنمية المستدامة‪.‬‬
