ABSTRACT
Nowadays, the quality in the construction industry has become very important
because it contribute to the nation’s economic growth and quality of life of the house
occupants. Therefore, CIDB is proposed to enforce the implementation of QLASSIC as the main
element of project approval for issuance of Certificate of Fitness (CFO) or Certificate of
Compliances (C.C.C) in construction industry of Malaysia. The objectives of this study are to
identify the views of contractors toward the compulsory of the QLASSIC and to determine the
impacts of the QLASSIC in the construction industry. The result of the study shows that, the
views of the respondents toward the compulsory of QLASSIC and the main impacts of the
QLASSIC were identified. The significance of this study is it can help contractors to understand
the impacts and the important of using QLASSIC.
Definition
The term QLASSIC stands for Quality Assessment System for Building Construction works
QLASSIC is carried out based on the construction quality launched by Construction
Industry Development Board Malaysia in 2006. QLASSIC stands for Quality Assessment
System for Building Construction works. It is a construction workmanship quality
assessment system standard specified in Construction Industry Standards. In other
terms QLASSIC is a system or method to measure and evaluate the workmanship
Quality of a building construction based on construction industry standards QLASSIC
enables the quality of workmanship between construction projects to be objectively
compared through a scoring system.
OBJECTIVE FOR QLASSIC
 To benchmark the quality of workmanship of the construction industry

 To establish a standard quality assessment system on quality of workmanship of
construction work
 To assess the quality of workmanship of a construction project based on the relevant
approved standard
 To be used as a criterion to evaluate the performance of contractors based on quality of
workmanship
 To compile data for statistical analysis
QLASSIC FLOW PROCESS
QLASSIC Assessment will be conducted after completion of a building construction work.

Before handing over of the completed projects.
Starting of QLASSIC PROCESS FLOW
 Apply to CIDB: The Developers / project owners / contractors to submit application.

 Scope of Assessment: 1. Architectural work 2. Structural work 3 M&E work
4 External work
 Sampling by Assessor: No. of samples to be assessed are based on the sampling
guideline in CIS . Location of samples are predetermined and marked in the
construction drawing for easy access to assessor
 Onsite Assessment: Independent and qualified assessors are to carry out assessment.
Quality workmanship are based on requirements in CIS 7 Assessment form
 QLASSIC Score (%): CIDB to issue assessment report on project basis

BENEFITS OF QLASSIC
The views of the professional practitioners in the construction industry towards the QLASSIC
are increase quality of work, increase value of product, simple procedure, cause delay of work,
and effect the cost of the construction project. The property developers and contractors
perceived QLASSIC is able to increase the quality of work and the value of the product. And at
the same time, it is found that the QLASSIC is simple to be adopted.
QLASSIC can well measure the level of quality achieved by the contractor. QLASSIC score
deemed to indicate the level of quality for a given construction project . The higher the QLASSIC
score will proportionately reflect the higher the quality output of the assessed construction
project. Furthermore, the QLASSIC can use to benchmark the level of quality of the construction
industry in Malaysia. The scoring point attained can be used to benchmark project performance
of similar project scope internally and externally. The other views of the professional
practitioners in the construction industry toward the QLASSIC score can be used to reflect the
effectiveness of the developed Quality Management System (QMS) and assist the contractor
prioritize the areas that need to be improved. The implementation of QLASSIC brings much
impact to construction industry. Having QLASSIC helps in things mentioned below
 Improve the quality of the construction project.
 Enhance business opportunity of the company.
 Increase the company marketability.
 Reduce rework for the projects.
 Save time and money.
 Increase the market share of the company.
Increase the competitiveness of the company.
 Ensure less rework and defectives of the construction project.
 Enhancing the image of the company.
 Solidifying company position in the market

DISADVANTAGES OF QLASSIC
Nowadays, majority of the people are more concerned about the building’s quality.They will
hesitate if the building or product is worth to purchase and is up to the standard. People are
always emphasize quality in a construction project, hence QLASSIC was designed and
introduced to the developers and contractors which can act as a reliable guideline for them to
produce a quality product. In Malaysia QLASSIC is not commonly heard in the construction
Industry. However, most of the people may not know the differences of standards and
Specifications quality assessment system. Besides, QLASSIC is still not commonly implemented
in Malaysia. But QLASSIC has many disadvantages in the construction business mentioned
below.
1. Lack of skilled workers

2. Lack of human resources
3. Cost consumption to meet quality requirement
4. Higher standard to meet quality standard requirement
5. Lack of training programs for learning QLASSIC assessment standard
6. Lack of understanding and cooperation between client and customers
7. Minimal benefits for adopting this process
8. Total cost of performing this Qlassic standard process is too high
9. Other assessment processes available for cheaper and durable outcome
CONCLUSION
In conclusion Generally, the purpose of this research is to identify the view of contractors on
the compulsory of QLASSIC in construction industry and to determine the impacts of the
implementation of QLASSIC. The research also shows that the compulsory of QLASSIC in all the
building of construction work and organization. Therefore, the first objective of this research
had achieved. Through the analysis of the data the research found that the main impact of the
implementation of QLASSIC on the construction project and the construction field are “the
quality of workmanship of the construction project increases”, “the organization become more
competitive” and “QLASSIC helps in the development of quality culture in the construction
field” respectively.
