EXECUTIVE ORDER NO. 13, SERIES OF 2021

“UPDATING THE COMPOSITION OF THE


CITY ORGANIC TECHNICAL COMMITTEE”

WHEREAS, it is declared a policy of the City to promote, propagate, develop further and
implement the practice of organic agriculture to condition and enrich the fertility of the soil,
increase farm productivity, reduce pollution and destruction of the environment, prevent the
depletion of natural resources, further protect the health of farmers, consumers and the
general public, and save on imported farm inputs;

WHEREAS, towards this end, it is deemed important to undertake a comprehensive


program for the promotion of community-based organic agriculture system, which include,
among others, farmer-produced purely organic fertilizers such as compost, pesticides and other
farm inputs, together with an educational and promotional campaign for their use and
processing, as well as adoption of organic agriculture system;

WHEREAS, the City Government recognizes and supports the central role of farmers,
indigenous people and other stakeholders at the grassroots level in the pursuit of this initiative;

WHEREAS, to actualize and implement various programs and activities in line with the
National Organic Agriculture Program, the City Government created the City Organic Technical
Committee, thru Executive Order No. 16, Series of 2017, as a policy-making and technical body
that will aid in the development and promotion of organic agriculture within the City pursuant
to City Ordinance No. 06, S. 2014, otherwise known as the “Organic Agriculture Ordinance of
the City of Balanga;”

WHEREAS, taking into consideration the ushering of a new calendar year, updating the
composition of the committee is essential to renew its members’ mandate in carrying out their
respective duties and responsibilities.

NOW, THEREFORE, I, FRANCIS ANTHONY S. GARCIA, by virtue of the power vested in


me by law as the Chief Executive of the City of Balanga, hereby update composition of the
City Organic Technical Committee (COTC), to wit:

SECTION I
COMPOSITION

That the said Committee should be known as the City Organic Technical Committee
(COTC), to be composed of the following :

SECTION II
POWERS AND FUNCTIONS

The City Organic Technical Committee (COTC) shall exercise the following mandate,
powers and functions, to wit:

 MANDATE :
 Carry out the policies and programs provided in the “Organic Agriculture
Ordinance of the City of Balanga;” and
 Ensure the full participation of POs, NGOs and the general public through
coordination and consultative mechanisms, such as, but not limited to, public
hearings, meetings and joint projects;

 POWERS & FUNCTIONS :

 Formulate policies, plans, programs and projects to develop and promote


organic agriculture, production, processing and trade;
 Oversee the successful implementation of the City Organic Agricultural Program;
 Identify sources of financing to expand organic agriculture;
 Monitor and evaluate the performance of programs for appropriate incentives;
 Undertake measures for international recognition of local certification of organic
products;
 Call upon any government agency to carry out and implement programs and
projects identified by the COTC;
 Call upon private sectors, POs, NGOs and academe to provide advice on matters
pertaining to organic agriculture and conduct of capability-building initiatives to
farmers, producers, extension workers, consumers and other stakeholders in
agriculture sector in coordination with the Agricultural Training Institute;
 Submit annual and other periodic reports to the Local Chief Executive, and
Chairman of the SP Committee on Agriculture;
 Promulgated such rules and regulations and exercise such other powers and
functions as may be necessary to carry out effectively the purposes and
objectives of this Ordinance; and
 Perform such functions as may be necessary for its effective operations and for
the continued enhancement, growth or development of organic agriculture.

SECTION III
TECHNICAL / ADMINISTRATIVE SUPPORT & WORK PLAN

The City Agriculture Office (CAO) shall serve as the technical and administrative support
office of the COTC. In addition to its existing functions and responsibilities, the CAO shall
perform the following functions and responsibilities :

 Implement organic agriculture programs and projects approved by the COTC;


 Update the COTC on the status of the programs, projects and activities undertaken
for the development and promotion of organic agriculture;

 Create effective networking with various stakeholders involved in organic
production; and

 Perform such other functions, duties and responsibilities as may be necessary to


implement the “Organic Agriculture Ordinance of the City of Balanga;”

In line with City Organic Agricultural Program, the CAO shall submit to the Local Chief
Executive for approval the following :

1) A plan of bringing the program down to the grassroots, utilizing available personnel
and facility on the local level and those of the Barangays;
2) A pattern of cooperation and mutual assistance with the Barangays, POs and NGOs,
which will maximize people empowerment and participatory approaches to program
formulation, implementation and monitoring; and
3) A schedule of short, medium and long-term targets on research and development,
marketing, trade promotion/initiatives, capacity building, among others.

SECTION IV
BARANGAY EXECUTIVE COMMITTEES

Every barangay chairman shall, insofar as practicable, form a barangay technical


committee, and which shall, in coordination with and assistance of the COTC, implement
activities in line with the City Organic Agricultural Program. A barangay local government unit
that intends to shift its area of responsibility to organic agriculture must ensure that local
industries have been adequate informed and consulted and that a viable plan to ensure supply
for vulnerable industries is in place.

SECTION V
CITY-WIDE ORGANIC AGRICULTURE PROGRAM

Pursuant to the “Organic Agriculture Ordinance of the City of Balanga, a comprehensive


organic agricultural program is established through the following :

 Promotion and commercialization of organic fanning practices;


 Cultivation and adoption of production and processing methods which have already
been developed, or to be developed;
 Continuing research and upgrading;
 Capacity building of farmers and the education of consumers;
 Extension of assistance to barangays, peoples' organizations (POs), non-government
organizations (NGOs) and other stakeholders, including individuals and groups who
are practicing and promoting organic agriculture methods, as well as those who are
willing to do other pertinent activities; and
 Documentation and evaluation of the National Organic Agriculture Program.

SECTION VI
ACCREDITATION OF ORGANIC CERTIFYING BODY

The City Agriculture Office (CAO) is designated and authorized to grant official
accreditation to an organic certifying body or entity. The CAO is tasked to formulate the
Accessary rules and procedures in the accreditation of the organic certifying body.

SECTION VII
FUNDING REQUIREMENT

The City Government shall allocate appropriate funding necessary to cover expenses
that may be incurred to implement the proposals and projects of the COTC.

SECTION VIII
MEETINGS

The Chairperson of the City Organic Technical Committee (COTC) shall call the members
of the COTC, or a majority thereof if not all have been designated, to a meeting to organize
themselves and prescribe its rules and procedure for the attainment of the objectives of this
Ordinance. A majority of all the members of the COTC shall constitute a quorum.

SECTION IX
SEPARABILITY CLAUSE

If, for any reason, any portion of this Order is declared unconstitutional or invalid, the
same shall not affect the validity of the other provisions not affected thereby.

SECTION X
REPEALING CLAUSE

All orders, rules, regulations and issuances or parts thereof, which shall be found
contrary to or inconsistent with the provisions of this Order are hereby amended, repealed or
modified accordingly.

SECTION XI
EFFECTIVITY

This Executive Order shall take effect immediately upon approval and shall remain valid
and effective, unless sooner revoked, amended or terminated.
