• The ICAO Standards and Recommended Practices
(SARPS) promulgated in several Annexes to the Chicago Convention require the implementation of a safety management system by the following aviation service provider organisations: • aircraft operators; • aircraft maintenance organisations; • air navigation services providers; • aiport operators. Generic SMS Regulatory Framework • ICAO SARPS (Standards and Recommended Practices) to include the requirement to implement a safety management system will be harmonised and extended to include : • training organisations, and • aircraft manufacturers. • As ICAO SARPS are not directly applicable within national legislative and regulatory frameworks, States shall establish safety programmes and, as part of such programmes, ensure that operators/service providers implement a safety management system. Course goals • The goals of the Safety Management Systems (SMS) Course are to: – provide participants knowledge of safety management concepts and ICAO Standards and Recommended Practices (SARPs) on safety management in Annexes1, 6, 8, 11, 13 and 14, and related guidance material; and – develop participants’ knowledge to accept and oversee the key components of an SMS, including their implementation, and the establishment of the State safety programme (SSP) in compliance with relevant ICAO SARPs.
