1 PURPOSE
This standard identifies the requirements for managing the movement of materials to sites and
the safe unloading of delivered materials.
2 SCOPE
This standard shall apply to all personnel involved with the procurement, transportation,
management and receipt of materials and goods on sites.
3 DEFINITIONS
Competent Person:
A person assessed as competent by the Contractor for the tasks they shall perform and who has
acquired, through training, qualification or experience or a combination of those things, the
knowledge and skills required to perform the required task competently.
Contractor:
Contractors, contractor management and supervision, contractor employees, subcontractors and
suppliers assigned to carry out contact works.
Driver:
Is the person who is in control of a vehicle or truck, and who has a recognised legal obligation or
the control of that vehicle or truck?
Passenger:
Any person, other than a bona fide driver’s mate or relief driver employed by a logistics and
haulage contractor to assist in the delivery or operation of the vehicle.
The Contractor shall allocate specific actions to responsible persons to ensure the effective
implementation of this Standard.
5 REQUIREMENTS
On arrival at Site the vehicle and load shall be considered as being under the control of the
Construction Manager or (nominated delegate.) Regardless of a current Site Induction Pass, the
Driver shall park the vehicle in the designated staging area and proceed to the security
gatehouse / Administration Office. The security gatehouse / office personnel shall contact the
relevant Contractor concerning the load and arrange for their Nominated Receiving Person to
take control of the vehicle and load.
• Complete the form Conditions of Site Entry – Truck Drivers, Appendix 2. Confirm compliance
with the Standard Specifications Site Requirements – Fitness for Work – 9999HSESD7011,
and
• Receive a short site briefing at the gatehouse / Administration Office (by the Nominated
Receiving Person) and be issued with a Visitors Pass prior to entering the Project Site.

The Contractor is responsible for ensuring the Driver has and continues to wear the appropriate
PPE or shall supply that which is required to allow the Driver to enter the Site and to dismount the
vehicle or truck. If the Driver does not have the appropriate PPE, the Contractor shall provide it.
The Contractor shall escort the Driver whilst on Site at all times, and may make additional
arrangements for a further induction process to be completed upon arrival at the unloading area.
Passengers (other than a bona fide Driver’s mate), children or animals will not be permitted onto
the Site under any circumstances.
The Nominated Receiving person will conduct an inspection of the vehicle and load to assess
suitability to enter Site. If there are concerns regarding the integrity of the load, the carriage of
chemicals or condition of the vehicle then it shall remain parked up in a designated parking area
and a further opinion sought from the Project HSE Manager.
In addition, the Nominated Receiving person shall ensure that any mobile plant being delivered to
Site is inspected by a Competent Person prior to use.
Vehicles entering the Site must comply with the following requirements.
• Site speed limits and road signage shall be observed at all times,
• Directions of the escort shall be followed at all times, and
• On completion of unloading, the vehicle shall be escorted offsite via agreed routes.
5.2 Unloading
On arrival at the unloading area the Driver shall remain in the cab until, a Competent Person
(i.e. rigger or dogman) responsible for unloading shall fully inspect and assess the load prior to
the Driver releasing the binding chains or straps.
This inspection shall include the following:
• Conducting a walk around inspection of the cargo from all sides,
• Looking for any movement that may have occurred during transit,
• Checking for broken or missing dunnage, and
• Completing the Load Assessment Plan Appendix 1.
The completed Load Assessment Plan Appendix 1 shall be maintained on file by the Contractor
and made available for inspection by Ausenco as required.
The purpose of the Load Assessment Plan Appendix 1 is to assess the risk, establish the
method for unloading the vehicle safely and recording the required controls. A JSA may be
required for complex loads or loads that have shifted in transit but are still possible to unload
safely. The requirement for a JSA shall be determined by the person completing the Load
Assessment Plan Appendix 1. In the event that the person assessing the load has concerns
that it cannot be completed safely due to the manner in which the load has been placed, the
nature or content of the load or, if the load has slipped in transit and the risk cannot be
controlled or eliminated then:

The Load Assessment Plan Appendix 1 shall be discussed and agreed with the equipment
operators and crew prior to the commencement of unloading. Work shall not commence until the
Load Assessment Plan Appendix 1 has been completed. The driver shall not form a part of the
working group that unloads the vehicle, except in the case of specialised vehicles as stated
below. The driver may remain with the vehicle by choice or may be escorted to an area
such as a crib room, rest area or other secure area where the driver shall remain until
escorted back to the vehicle.
Specialised vehicles included those manufactured, intended or designed to carry and unload bulk
materials, dangerous goods, bulk chemicals cement, waste or liquids shall be unloaded by a
competent person specifically trained for that task while remaining under the general supervision
of the appropriate site personnel.
Vehicles carrying materials and loads arriving at site after hours will not be admitted to site unless
prior arrangements have been made with the Construction Manager. Where prior arrangements
have not been made, the Contractor shall enure that the driver:
• Proceeds with an escort to a designated overnight parking area,
• Secures the vehicle overnight, and is escorted to arranged accommodation, and
• Awaits escort to the unloading area the following morning.
Where the Contractor requires out of hours delivery and unloading, prior approval shall be
obtained from the Construction Manager (or nominated delegate).
On completion of unloading and after making safe or stowing equipment such as tarps, chains or
other load restraints, the Driver and vehicle shall be escorted back to the site entrance. The
Visitors Pass and any PPE provided on entry shall be returned to the appropriate person.
