Chief of Staff, Tamara Mayberry

Tamara Mayberry brings nearly 20 years of government affairs and public


engagement experience, with a proven track record of working with mayors from
inside a mayor’s office. Tamara has significant legislative and legal experience and
has worked at the city, state, and federal levels. Mayberry has worked for the U.S.
House of Representatives, former United States Senator Harry Reid, Deputy
Director of Government Affairs for the City of Chicago, Deputy Associate
Director for Public Engagement for the White House National Drug Control
Policy. Most recently, she has served as the Director of Government Relations for
New York State Empire State Development. Mayberry is a graduate of Ithaca
College and The George Washington University Law School.

Director of Special Projects, Hilda Rosario Escher


Hilda Rosario Escher has worked over thirty years in the Human Services field and
has a record of serving the community. She spent more than 25 years at IBERO
American Action League, where she retired as the President and CEO after serving
in that role for 13 years. Escher is a board member of New York State Empire
State Development, New York State Regional Economic Development Council,
serves as Chair of Programs for the New York State Office of Mental Health and
Substance Abuse. She also serves on the boards of Common Ground Health and
the Strong Museum of Play. She is a graduate of the University of Puerto Rico.

Director of Human Resources, Rose Nichols


Rose Nichols, EdD, has extensive experience working in Government and the not-
for-profit sectors. She has worked at the United Way of Greater Rochester in
various roles and served as the Administrative Officer under two Presidential
Administrations in the Federal Government. Nichols has served as the Affirmative
Action Officer for the City of Rochester. Currently, she serves as Deputy Director
of Human Resources, where she has overseen many significant human capital-
related initiatives. She is a graduate of the University of Rochester, Roberts
Wesleyan College, and holds a doctorate from St. John Fisher College.

Director of Communications and Special Events, Barbara Pierce


Barbara Pierce is a business leader with decades of experience developing teams
and driving business growth for non-profit and corporate organizations. She has
effectively trained, coached, and developed executives, employees, and teams with
understanding and enthusiasm.

Pierce specializes in communications -- internal and external, strategy/planning,


and crisis response and brings local, regional, national, and international
experience. Pierce has served as Managing Partner and Public Relations Director at
Dixon Schwabl + Company, Strategic Communications Director at Kodak, and
President of Tipping Point Communications. She currently serves as Chief
Development Officer of the United Way of Greater Rochester. Pierce is a graduate
of the University of Rochester.

Director of the Office of Management and Budget, Chris Wagner


Chris Wagner is a 30-year City of Rochester employee and has served numerous
administrations. He has spent time with the Department of Environmental Services
(DES). He has served as Director of Operations and has served as a Principal Staff
Assistant, Senior Administrative Analyst, and Municipal Assistant. Wagner served
OMB as Assistant Budget Director and as Budget Director for the past nine years.
Chris holds degrees from Le Moyne College and the University of Rochester.

Special Assistant to the Mayor, John Brach


John Brach has spent his career in public opinion research and strategic consulting.
A passionate believer in finding the citizen’s voice, Brach worked for Greenberg
Quinlan Research in Washington DC. He has also served as Chief Strategist to
Mayor-Elect Malik Evans. Brach brings a unique blend of data analysis and
problem-solving to the many projects he has worked on over the years. Brach is a
graduate of the University of Rochester.

Mayor’s Advisor on Violence Prevention Programs, Victor Saunders


Victor Saunders is the former Supervisor of Youth Intervention Specialists for the
Pathways to Peace Youth Initiative. He helped launch Pathways to Peace and
served for 16 years. Currently, Saunders serves as the Socio-Emotional Specialist
Team Leader at the Center for Youth Services at Roberto Clemente School # 8 in
the Rochester City School District. Saunders has over 30 years of experience
working with those at high risk of behavioral issues, violence, and gang
involvement. He has had the honor of leading various nationally recognized Best
Practice Models for Youth Intervention during his career. Those efforts were
coordinated by nationally renowned Professor of Criminology and Director of the
Center for Public Safety Initiatives Dr. John Klofas and Dr. David Kennedy, who
is the director of the Center for Crime Prevention and Control at John Jay College
of Criminal Justice in New York City.

Liaison to City Council, Josanne Reaves


Josanne Reaves brings years of community leadership experience to the role of
Liaison to City Council. She spent over seventeen years as Executive Director of
Leadership Rochester, a program that inspires, connects, and educates a vibrant,
diverse network of individuals who provide leadership to transform and strengthen
the Greater Rochester Region. Reaves also spent 12 years as a Legislative Aide to
Rochester City Council and has served on Sector 4 Community Development
Corporation and the City of Rochester Zoning Board of Appeals. She is a graduate
of the State University of New York College at Brockport.

Corporation Counsel, Linda Kingsley, ESQ


Linda Kingsley is an attorney with over 35 years of experience in state and local
government law. She has served as an Adjunct Professor at Albany Law School,
teaching state and local government law for the past eleven years. Kingsley has
maintained a legal consulting practice in Rochester, New York, focusing on
municipal law issues. She has served as pro bono counsel to the Rochester City
Council for the past year, served as Corporation Counsel of the City of Rochester
for 12 years, and as Corporation Counsel for the City of Binghamton before that.
She was Counsel to the New York State Conference of Mayors and maintained a
legal practice in Albany, New York. Kingsley received her Juris Doctor from
Albany Law School. She has served as the Chair of the Municipal Law Section of
the New York State Bar Association and as a Board Member of the International
Municipal Lawyers Association and the Monroe County Bar Association. She has
been a frequent speaker and trainer on various subjects, including disaster
preparedness, eminent domain, risk management, labor and personnel issues, and
municipal/police liability.

Commissioner of Department of Environmental Services, Richard Perrin


Richard Perrin is a highly qualified chief executive with nationally recognized
experience in successfully creating and implementing inventive solutions to meet
diverse stakeholders’ economic, land use, and environmental needs through
transportation projects and programs. Perrin has served as a Regional Planner for
Genesee Finger Lakes Regional Planning Council. He also spent 14 years at the
Genesee Transportation Council, serving as Executive Director for almost 12
years. Perrin is currently the Associate Vice President and Director of Planning
Services for T.Y. Lin International. He is a graduate of St. John Fisher College and
University at Buffalo.

Commissioner of Department of Recreation and Human Services, Shirley


Green EdD
Shirley Green began her career working in the private sector. Green has spent the
last 29 years serving in public education. Greene has held the positions of
Classroom Teacher, Assistant Principal, Principal, Executive Director of
Specialized Services and currently serving as Chief of Schools where she oversees
over 20 schools and programs. Green is an active member of Delta Sigma Theta
Sorority Incorporated, which provides service to the community. Greene is a
graduate of Delaware State University, Nazareth College, and she holds a Doctor
of Education from St. John Fisher College.

Fire Chief, Felipe Hernandez


Felipe Hernandez is an experienced Chief Fire Officer with a demonstrated history
of working in a diverse mid-sized urban community. Hernandez has spent the last
22 years with the Rochester Fire Department. Hernandez has served in several
roles over his long career, including Firefighter, Lieutenant Training Division,
Captain and Lieutenant of Suppression Division, Deputy Chief of Training, Deputy
Chief Emergency Management, Deputy Chief Suppression Division, Executive
Deputy Chief, and for this past year Interim Fire Chief. Felipe Hernandez will
become the first permanent Latino Fire Chief in Rochester’s history. He is a
graduate of Monroe Community College, State University College at Brockport,
and Nazareth College.

Director of Emergency Communications, Michael Cerreto


Michael Cerretto is a veteran of the U.S. Navy. He spent over 30 years with the
New York State Police rising to the rank of Lieutenant Colonel. Cerreto was
Director of the Division of Homeland Security and Emergency Services for the
New York State Police. For the past three years, he has served as Director of the
Emergency Communication Department, overseeing all aspects of emergency
communications, coordinating 911 functions for City Police and Fire, Monroe
County Sheriff’s Office, various town and village police and fire departments, and
ambulance corps. Cerreto is a graduate of the FBI National Academy.

Interim Police Chief, David Smith


David Smith has spent his career in Law Enforcement serving the Rochester Police
Department for 29 years serving in various positions. He has most recently served
as Deputy Chief of Operations. He will serve as Interim Police Chief until Mayor-
Elect concludes a search and names a permanent Chief of Police.
