ABSTRACT

First and foremost, I would like to thank Allah S.W.T as I was able to
complete my industrial training and I would like to thank Him for providing me good
health and the capability to complete my internship efficiently and report in timely
manner.
I also would like to thank the Majlis Bandaraya Kuching Selatan (MBKS) and
the Rating and Valuation Division for encouraging me to develop knowledge and
expertise while also guiding my internship session at the organization. Thank you to
my Rating and Valuation supervisors, Puan Dayang Siti Nirwana, and the other
employees who helped me a lot throughout my internship session with an abundance
of knowledge and helpful feedback to assist my journey during the internship and
with these opportunities.
I'd also want to express my gratitude to all the personnel in this division for
their hospitality, which made me feel at ease throughout my internship and gave me a
sense of belonging there. They offered their entire cooperation for this 10-week
internship. They have taught me a great deal of information, expertise, and abilities.
Without their support and guidance, I am unable to fulfill my internship requirements.

1.0 INTRODUCTION

Industrial Training is part of the mandatory course for all students of Universiti
Malaysia Sarawak (UNIMAS). Each student is required to undergo 10 weeks of
industry training on the intersession break. This Industry Training takes place at a
firm or organization that is student-selected or self-appointed. The main purpose of
this industry training is to provide graduates who are ready and able to pursue careers
in both academic and non-academic fields with a high degree of professionalism. In
approximately 10 weeks duration, from 2nd of August till 9th of October 2021, I
underwent my industrial training at Majlis Bandaraya Kuching Selatan or mostly
known as MBKS under Rating and Valuation Division. During my 10 weeks here,
I’ve been exposed to lot of experience on how to work in a real office atmosphere. I
was able to demonstrate my skills while at university and to improve my weaknesses
each time I was reprimanded by my supervisor.
In addition, it exposes students to real-world situations and helps improve students'
social skills. Industry training provides a wealth of experience and helps students
broaden their minds to see a career in a good light. Before entering the actual world of
employment, students are required to make strong preparations by expanding their
knowledge, improving their communication skills, and communicating their
confidence. The purpose of training in this profession is not only to improve abilities,
but also to allow students to recognize and comprehend the genuine work
environment so that they are not afraid to enter the future. It will assist the student in
accepting the work environment and even resolving the issues that arise, as well as
assisting self and other students in growing self-confidence. This type of industry
training is also an excellent method to prepare students' mental wellbeing for social
interactions with coworkers and peers. Even students can learn how to communicate
effectively with their coworkers and supervisors. Discipline and behavior are
extremely crucial to maintain at work in order to avoid any issues that could harm
your company's reputation.

2.0 Company and Supervisor Profile

2.1 Organization Background

Majlis Bandaraya Kuching Selatan


The Council of the City of Kuching South is a corporation established under the Local
Authorities Ordinance, 1996. Like all other local authorities, it is essentially an
authority providing public services within its area of jurisdiction comprising an area
of 61.53 sq.km. The Council now comprises of a Mayor, a Deputy Mayor and 30
Councilors, all of whom are appointed by the State Government of Sarawak. The
State Government appoints the Councilors on a 2-year term, renewable at its
discretion. The Councilors represent the various political component parties of the
coalition government of Sarawak. The Councilors are responsible for formulating the
Councils policies and for ensuring that the Administrator implements these policies in
an efficient and effective manner. The mode by which the Council conducts its
business is through the committee system. The Standing Committees normally meet
once a month to deal with matters under their respective terms of reference. The
Committees make decisions in the form of recommendations to the Full Council for
its adoption at its ordinary meeting, which is usually held at the end of the month. The
City Secretary is the Chief Administrative Officer of the City Council. Its various
divisions, namely the Administration, the Treasury, the Building & Landscaping, the
Engineering, the Rating and Valuation, the Public Health, and the Licensing and the
Enforcement Division undertake the functions of the Organization.

2.3 Supervisor Experience

During my 10 weeks of internship, I was supervised under Mdm. Dayang Siti


Nirwana. She has been working in the Rating and Valuation Division since 2019 and
is accountable for Rates of Recovery. Mdm Dayang Siti Nirwana will be in charge of
City Valuation as Assistant Administrative Officer (N29). Her three main
responsibilities are office management and general administration, collection of
assessment rates, and other activities.
The Administrative Assistant Officer, for example, ensures that staff issue a Reminder
Notice and Demand Notice to rate defaulters who owe less than RM 1000 following
the payment period's due date on 31/5 and 31/10 each year. Aside from that, she will
ensure that the caveats and withdrawals provided by the employees involved are in
order, as well as the attached documents, before they are accepted by the evaluation
officer, which is expected to be 2 to 3 cases per week.

2.4 Major Work/ Business Activity

The function of the Majlis Bandaraya Kuching Selatan is to fulfils the legislative
functions of the city, crafting ordinances and developing policies. They are also
tasked with establishing the overall direction of the city and providing general
direction to the city manager.

The functions of the Council of the Kuching South are as follows:


1. Cleaning Services which include collection and disposal of waste and sewerage,
cleaning of roads, drains, rivers, public toilets and grass cutting.
2. Health and pollution control services which include public health service, vector
and pest control, public hygiene, sanitation and pollution control.
3. Construction and maintenance of roads.
4. Traffic system management and control.
5. Drainage construction and maintenance.
6. Sewerage services.
7. Urban beautification and landscaping.
8. Licensing and Enforcement of council's By-Laws.
9. Valuation of Rateables Holding and Collection of Assessment Rates.
10. Participation in public celebrations and development.
11. Provision and maintenance of markets & public toilets.
12. Provision and maintenance of sports and recreational amenities such as parks,
swimming pools, multipurpose halls, stalls, sports complexes, stadiums, and
children's playgrounds.
13. Provision and maintenance of public car parks.

2.6 Client Charter for MBKS

1. To ensure that the Bulk Generation and Printing of Annual Assessment Bills are
completed four (4) months before the due date for the first half year Assessment Rates.
2. To ensure that the application on usage of Council facilities is processed within 5
working days upon receipt of application in a calendar year unless the application
requires the decision of the relevant committee.
3. To ensure response to any complaints / issues regarding hardscape and softscape is
processed within 3 working days in a calendar year from the date of receipt of the
complaint.

4. To ensure building plans are processed within 54 days upon receipt of application
provided all the necessary documents are in order and fulfill all council’s requirement
within a calendar year.
5. To ensure structural plans are checked and cleared within 7 working days upon
receipt from consultant in a calendar year.
6. To ensure processing of entertainment licenses are completed within 14 working
days upon receipt of application provided all the necessary documents are in order
and fulfill all council’s requirement within a calendar year.
7. To ensure the processing of food licenses to be completed within 10 working days
upon receipt of application provided all the necessary documents are in order and
fulfill all council’s requirement within a calendar year.
8. To ensure that the markets and hawker centers licenses are issued to successful
applicant within 5 working days upon compliance with Council requirements.
9. To ensure payments are processed within 14 working days upon receipt of
complete documents from various divisions in a calendar year.
10. To ensure that complaint / request received from the public are replied within 7
working days in a calendar year.

2.7 MBKS Core Value

Integrity
Is the backbone to all the values. In the context of the SCS, Integrity means honesty,
trust and accountability demonstrated through transparency, justice and fairness in
actions.

Kind and Caring


Is about that aspect of empathy and care in performing our daily tasks whether it is to
the rakyat or fellow colleague. The value of kind and caring will create harmony and
goodwill based on a sense of sincerity and friendship.

Professionalism
Refers to the ability of civil servants to be impartial, transparent, and compliant to the
rules and regulations regardless the status, ethnicity, faith or kinship. Any decision
made in the interest of the organization and not for the interest of any individual or
person.

Sense of Urgency and Ownership


Requires the civil service to be efficient, punctual and be fully accountable in carrying
out its responsibility of delivering that are timely, each time and every time, thus
putting a stop paper-pushing and pen-pushing.

Teamwork
Is a strong desire to establish a relationship between individuals in executing a task to
achieve a common goal. This spirit is practiced through cooperation, commitment and
interaction through the exchange of ideas and experiences on an ongoing basis.

Result-Oriented
Refers to the mindset and actions that are focused on the processes and results.
Important elements in achieving result-oriented approach are Specific, Measurable,
Achievable, Realistic and Timely (SMART). This means that the civil service must
ensure that any action taken should be carefully planned and not to act recklessly,
taking into account all the elements mentioned.

3.0 PROJECT/TRAINING/WORK

3.1 Duties and Responsibilities

My line of work throughout the internship period was to assist my supervisor


especially on filing task. This task will be assigned only when I’m being present in the
office only and not during Work from Home (WFH). Every week, I have been asked
by my supervisor to maintain assessment files and records for it to be remain updated.
This will make it be easily accessible as these files are crucial because they contained
all the community’s personal profile regarding the annual rates of their property under
Majlis Bandaraya Kuching Selatan area/zone. When there is new property, such as
new apartment that falls under MBKS zone, we will be given a task to create a new
file for the apartment. The tasks will be mostly on stamping the files and the
movement cards. This will later be organized and kept in the assigned assessment files
and filing cabinets.
Other than that, my task was also including in handling outgoing mails which contain
all the demand notice for the rate defaulter. Rate defaulter is people who has
outstanding loans that a lender has written off after a prolonged period of missed
payments. Demand notice is only issued when there are cases where no payment has
been received after the due date.
For working from home (WFH) tasks, the supervisor will assign me on solely on
studying about the aim and uses of the Rating and Valuation Division and how does
the rating and valuation work. The aim of a valuation for rating is to find the annual
rental value of a hereditament (property that can be inherited) at a particular time,
in accordance with the definition of rateables value. Regarding on how the
organization works, my supervisor will advise and assign me tasks on reading the
Local Authorities Ordinance, 1996.
There is a lot of knowledge and experience I have been gained throughout my
internship such as can be able to understand the world of administration, rating and
valuations, and the various problems and challenges, learn how to communicate
effectively with department staff and able to understand and study organizational
management systems and develop high levels of confidence in dealing with different
behaviors from different individuals.

Besides, I be able to build good relationships at all levels of the community whether
they be unit heads, administrative assistants, clerks, gardeners or custom

3.2 Impacts

It is undeniable that the work experience obtained throughout the internship had
changed my view of the administrative profession and life in general. Besides,
working in this division has exposed me on how and daily task of Assessment Rates
Collection Management. I was able to apply the knowledge I learnt in class and
obtained valuable skill set.
My administrative knowledge is better compared to when I first entered the company
because the employees at company are always kind in answering my queries with in-
depth explanations. I would have been forever in debt of their kindness and their
passion in the administrative profession deeply affected me.

3.3 Problem Encountered

Throughout the course of my internship, I encountered a number of issues while


working at the office. First and foremost, my everyday responsibilities have little to
do with my major, which is Corporate Management. This is due to the fact that what I
study in my Corporate Management degree differs significantly from the placement of
my internship, which is under Rating and Valuation.
Furthermore, because I did not specialize in rates studies, it is difficult for my
supervisor to provide a job. Aside from that, as an intern in the organization, I was not
given the same privileges as their workers. However, it was still a beneficial job
experience for me because I learned a lot about Rating and Valuation.
Aside from that, during this difficult period in which we are dealing with the Covid-
19 problem, there will be a restricted number of works completed in the office. This is
because the workplace manages to make certain split team arrangements in order to
prevent the virus from spreading unnecessarily and to maintain company continuity.
Based on my prior experience, if one person in an office team is diagnosed with the
Corona virus, the remainder of the team will most likely be placed in quarantine,
which means that the employees will be unable to work physically in the office. To
minimize difficulties, they will work various shifts to guarantee minimum contact
between staff and consumers, and they have assigned us a work-from-home duty.

3.4 Area of Improvement

Based on my observations over the course of ten weeks, the division frequently
encountered problems due to miscommunication. Miscommunication among
employees sometimes leads to lost production and blaming each other when an issue
arises. The majority of the employees does not agree with the primary supervisor. If
you want engaged employees who feel appreciated and driven, good workplace
communication must be two-way. I propose that the firm undertake employee
engagement questionnaires to gather input. Leadership can collect feedback and drill
down into the data needed to monitor concerns, enhance workplace culture, and
promote employee engagement by surveying employees on a regular basis.
