First, I am grateful to God because, with His abundant grace and permission, I was able to

undergo and successfully complete an industrial training session for 3 months or 12 weeks

located at the Keningau’s District Office.

On this occasion, I would like to say a million thanks to Madam Diana Nabila Chau

Abdullah who is also my academic supervisor who has given me the opportunity to complete

my industrial training successfully. All the help given is very big and valuable for me.

Besides that, I would like to express my gratitude and appreciation to all the staff at the

Keningau’s District Office, especially Mr. Manshor Eton, who is also a work supervisor, for

accepting me to undergo industrial training at the Keningau’s District Office. I would also like

to express my gratitude to the staff of Keningau's District Office for their guidance, and

willingness to share knowledge about the ins and outs of work and the tasks that industrial

training trainees should do throughout their industrial training at the office.

Not forgetting my beloved family, namely my mother, father, and siblings who have

always supported and encouraged me both physically and mentally throughout my industrial

training program. Thanks to their support, I was able to face all the challenges during 3

months of practical training at the Keningau’s District Office.

Finally, once again I would like to express my deepest gratitude and appreciation to all

parties involved either directly or indirectly from the beginning of my industrial training until I

finished this training and then completed the final report. I will use all the experience and

knowledge I have gained during my industrial training at the Keningau’s District Office and

put it into practice as best as possible.

CHAPTER I: INTRODUCTION
CHAPTER Ⅰ (INTRODUCTION)

1.1) INTRODUCTION AND PRACTICAL PROGRAM OBJECTIVES

Practical training refers to the activity of placing students in any organization that provides a

practical training program that aims to expose them (students) to a real work environment

that is regulated and monitored by work supervisors. The period time to carried out practical

training is set by the respective higher education institute.

Practical training program or Academic Exercise (Thesis) is one of the compulsories for

every registered full-time student in University Malaysia Sabah which is also a course

requirement for students to complete their degree. The practical training period set by

University Malaysia Sabah (UMS) is three months, or twelve weeks. This Practical Training is

in line with the objectives of University Malaysia Sabah, which includes the following:

Practical Training Objectives

• To produce graduates who are capable and ready to embark on good careers in

both academic and co-curricular fields with a professional outlook and attitude.

• To prepare academic program which have a strong theoretical and application-based

foundations in line with current situations and needs. These programs should

emphasize efficient management and impeccable quality and achieve academic

excellence at an international level.

• To explore, safeguard and apply the disciplines effectively for social and national

development, in line with the ethos of the University and our Country.

• To enhance close linkages between University Malaysia Sabah, industries, the

Government, professional bodies, and society.

Table 1: Practical Training Objectives

This practical training will undoubtedly benefit the students by providing them with

experience and knowledge of working in an organization. In this regard, students can learn

how to adapt to a real-world work environment. This is because it will be an important

preparation for students to enter the real world of work in the future. Aside from that, this

practical training will allow students to understand the role of the work done in the field they

are involved in, and students will be able to put what they have learned at the institute of

higher education into practice of work.

Furthermore, through practical training, it will be able to assist students in developing

self-confidence, which will simultaneously strengthen the spirit of struggle to never admit

defeat, be strong in facing all challenges, and be willing to accept all risks. In the meantime,

students will be able to assess themselves based on their ability and willingness to complete

assigned tasks, as well as how they interact with employers and colleagues. Therefore,

students should take this opportunity to do the work given with earnestness and always be

dedicated during industrial training as well as show a positive attitude in the field of work they

are engaged in.

Next, through this practical training as well, students will know how to be able to deal

with situations or problems faced wisely and rationally, especially in the work environment.

The importance of these two things because it will help students in making a decision wisely

and not hastily. Not only that, but students will also be able to help strengthen their existing

skills, whether soft skills or technical skills.

Therefore, it is hoped that the students will be able to fulfil all the objectives of the

practical training that have been set and all the experience and knowledge gained during the

practical training can be used in the field of work that will be undertaken in the future.

1.2) COMPANY’S BACKGROUND

In brief, Keningau's history began in 1893, when it was administered by the British, with

the first district officer and magistrate at the time being MR. J. E. G. Wheatley, until the

outbreak of WWII in 1941, when Japan captured all Southeast Asia, including northern

Borneo, in January 1942 until September 1945. After the end of the second world war and

Keningau’s was liberated by the Australian army in September 1945, the British took it back

the governing authority of Keningau’s led by the District Officer Mr. William Stephen Holley

and subsequent British officers. Throughout the administration of the British, many new things

were introduced to the local population, especially in 1893, namely civil and native laws,

registration of birth certificates, death certificates, use of currency, taxes, and land grant

registration. The improvement of the economic sector and infrastructure development in

Keningau’s has also been done under the British administration both before and after the

events of the second world war.

Meanwhile, the announced formation of a Malaysian federation from 1961 to 1963 was

rejected by some local leaders, including OKK Sodomon and G. S. Sundang, who saw Malay

leaders at the time, such as Tun Abdul Razak, come to Keningau’s to discuss and reach an

agreement on the formation of a Malaysian federation. This debate resulted in the creation of

the rights enshrined in Article 20, which should be included in the 1963 Malaysia agreement,

as well as the Keningau’s Batu Sumpah. North Borneo was granted independence by the

British on August 31, 1963, and its name was changed to Sabah. Rapid development occurred

in the Keningau’s district under the administration of the USNO, Berjaya, and PBS state

governments from 1967 until the early 1990s, when the sawmill industry grew with the

availability of abundant logs from the forests of the interior that had been explored by the

state government administration machinery at the time. Not only that, but the agricultural

sector is expanding, as is the development of infrastructure facilities in Keningau’s.

In conclusion, the change in the district-level administrative system introduced by the

British administration which started and officially operated on 22 August 1962, which is a year

before Sabah took a new step in Independence in 1963, has produced the Keningau’s District

Office which is operating at the present time, and it is under the auspices of Sabah State

Ministry of Rural Development. And in 2022, Keningau’s has become a district famous for its

history and culture in addition to economic improvements such as the agricultural sector and

the development of the district has also experienced rapid development which is also the

contribution of all residents of Keningau’s since the next British administration after achieving

independence until today.

The main activities or functions of the Keningau’s District Office are as follows:

WEEK 1 (Date: 25th JULY 2022 – 29th JULY 2022)

1. Activist

In the first week, the first thing I did was come to the Keningau District Office at 8.30 am to

report myself to the Work Supervisor, Mr. Manshor Eton. My Work Supervisor has explained

briefly about the organization of the District Office and the etiquette in the workplace. The

objective of the explanation is to give exposure to trainees or practical students about the

company. After reporting in and listening to the explanation given, I was instructed by Mr.

Manshor Eton to follow one of the staff to the Accounts Unit.

One of the first things I did at the Accounts Unit was to meet the staff there and at the

same time was given a brief explanation of their duties and work at the Accounts Unit. When

I was in the Account Unit, I was instructed to make a review process and a duplicate copy

(Photocopy) of the General Payment Voucher document, as well as make a review process of

the 2021 Trust Statement Adjustment Report (Account Unit Report) and the 2021 Expenditure

Account Ledger (Treasurer's Report) of the Trust. After that, I was told and instructed to

follow and attend the "Education Aid, Zakat and Baitulmal Presentation Ceremony" together

with some Keningau District Office staff at Hotel Perkasa (26 July 2022). On the third and

fourth day, the first week of practice at the Keningau District Office, I was at the community

hall (Keningau Complex) and was assigned to manage the arrival of people who came to listen

to the EC Briefing where these people will be on duty during the election. This SPR briefing

lasted for two days. The last day of the first week of practice, I was directed to the Revenue

or licensing Unit to send the cash collector's book and to the External Development Unit (ADO

Room) to send documents to be signed by the Keningau District Assistant Officer. I also went

to the Administration Unit to send some documents to one of the staff there.

2. Reflector

First, the reflection from the explanation about the Keningau District Office given by Mr.

Manshor Eton has given me exposure on how to adapt to the new environment, understand

the rules and policies of the Keningau District Office, as well as the requirements as a trainee.

Next, based on the tasks and activities or work given to me, I learned that to create, complete

and complete an activity especially in the real world of work is not an easy thing. Such as the

activity or work to make the general payment voucher document review process and the file

or report document review process and the trust ledger, which requires very careful scrutiny

because it is related to finance. In the meantime, a photocopy of the general payment voucher

document must also be made for office storage.

In addition, every document such as a general payment voucher that has been made

needs to be signed and verified by the Assistant District Office Officer. In addition, I also

learned and learned about the management related to the election where Keningau district

officials are the people who will indeed be involved in this kind of thing. Everything and activity

that I go through and do during the first practical week at the Keningau District Office, it will

be the first stage in creating my foundation of knowledge about the company, staff,

organizational structure, and the work that needs to be done through my process of

observation, learning and adaptation for the week -next week.

3. Theorist

The first week of practice is the starting point for me to adapt to the district office, so

communication is one of the important things to help me in the process of adapting myself,

moreover it is an organization that involves people of high and low positions where it requires

a person to communicate well and civilized In the meantime, the subject of "Corporate

Communication" that I studied at university is very helpful for me in this situation where I

need to communicate with corporate people at the Keningau District Office. Among the things

that are emphasized when communicating in a large and formal organization is the use of

appropriate sentences and polite conversation so that a communication is smooth and what

is to be conveyed can be understood and further action can be taken. One of the formal

communications that I can relate to is when I was instructed to go to the rural development

unit to meet with the Keningau district assistant officer to send and get the signature of the

general payment voucher document.

Next, being in the account unit and doing some work given, I was able to relate it to

the subject of business accounts that I studied at university where it is also related to the

ledger and cash transactions that take place. In addition, I also got to associate the subject

of "Management" with the activities or work I did while on duty at the community council,

which was during the SPR briefing where we had to manage the arrival of people on duty

during the election later. In this regard, the management of a matter, especially official and

formal matters, needs to be managed well and carefully so that it runs smoothly. Therefore,

the work given during the first practical week is to give me exposure in order to understand

how the Keningau district office operates whether it involves work inside or outside the office.

4. Pragmatist
Communication problems are one of the problems that are often faced by someone who has

just entered a new place or environment. In this regard, I also experienced the same problem

when coming to the Keningau District Office where it was difficult for me to communicate with

the people around me because I was nervous. Nevertheless, I gained more confidence to

communicate and respond to people around and colleagues after going through the

familiarization phase with the staff at the Keningau District Office. Not only that, but the

welcoming nature of the staff who welcomed me to undergo industrial training and gain

knowledge and experience in the Keningau district office made me more confident and

enthusiastic.

For the first week, I was in the account unit and Mr. Alfian was the person or staff in

the account unit who gave me work. If I don't understand the work given, I will ask Mr. Alfian

directly to avoid any mistakes that may occur when I create and complete the work. This is

also the same as when I was on duty at the community hall (Keningau Complex), I often ask

the staff who are also involved such as Puan Sharifah, Puan Norliah and some other staff

related to the work I need to do. I learned the importance of frequent communication to help

me adapt to new things especially in completing the tasks given to me in the future.

WEEK 2 (DATE: 01st AUGUST 2022 – 05th AUGUST 2022)

1. Activist

On the first day of the second week, I was instructed to go to the revenue and licensing unit

to learn about the forms that need to be filled out by members of the public who want to

make a business license. There are several different forms that need to be filled out by the

public according to their business needs at the revenue and licensing unit. On the second day

of the second week, I returned to the account unit where I was given the job by Mr. Alfian to

print (photocopy) General Payment Voucher documents. These documents must have

duplicate copies (photocopies) where the original copy is sent to the Keningau’s District

Treasurer for further payment processing and the fourth copy is kept for office storage. In the

meantime, I have also been instructed to process the bill register and to the rural development

unit to send the general payment voucher document to be signed by the Keningau’s District

Assistant Officer (ADO). Each General voucher document requires the signature of the

assistant district officer.

In addition, I was also given a task or job to check the 2022 Expense Adjustment

Statement and Expense Account Ledger as well as check the 2022 Deposit Account

Adjustment Statement and Trust Account Ledger. Both review processes need to be done

carefully where the amount and code written must be well researched. On the fourth and fifth

day of the second week, I was at the Poverty and Economic Improvement/E-Kasih Unit to file

the village profile and help organize the file in the district development officer's room. These

village profile files also need to be organized according to file number and zone to facilitate

searching if there is an office need.

2. Reflector

For the second week of practice at the district office, I learned more about how the real

working conditions in the account unit are, especially in relation to the ledger and financial

reports of the Keningau district office. Not only that, I also learned about the importance of

being more careful with finances, especially office finances because it is something that cannot

be done just once but also needs to go through a review process. Such as checking the 2022

Expenditure Adjustment Statement (Unit Account Report) where it needs to refer to the 2022

Expenditure Account Ledger (Treasurer's Report) to ensure there are no errors in the amounts

and codes. If the amount and code are the same then it can be signed and if they are not the

same then there is an error and it cannot be signed.

In addition, I also learned a lot of new things in the second week because I was in a

unit other than the account unit where the atmosphere and the work that needed to be done

were also different. The experience of working in other units such as the revenue and licensing

unit and the Poverty and Economic Improvement Unit/E-Kasih unit gave me a lot of new

exposure that was very useful and it helped me to better understand the work areas of the

staff in other units.

3. Theorist

During the second week of my industrial training, I learned more things related to accounts

and basically, I can relate those things to the subject "Business Account" just like in the first

week before because it is still related to ledgers and cash transactions. In addition, what I

learned in the revenue and licensing unit I can also relate to the business account even though

it is not entirely related to the account, but it is still geared towards business. In this regard,

when members of the public who come to make a business license, they need to tell what

type of business they want to run and some other information according to the questions that

will be submitted by the staff at the revenue and licensing unit. This is important to facilitate

the business of opening their business license to run smoothly and be approved. Meanwhile,

to start a business in Malaysia, a business license is important and needs to be opened before

the business can operate legally (Source: MyGovernment Portal (Business Management,

2022).

In addition, through assignments or work done while in the Poverty and Economic

Improvement Unit/E-Kasih, I can relate to the subject of "Economic Development" and

"Seminar on Issues in Development Economics" where it is related to economic improvement

and efforts to eradicating poverty around the Keningau district by providing aid such as E-

kasih for which those who are eligible can apply for this aid. Economic development is one of

the fields in the economy where it focuses on the economic development of a country. In this

regard, economic development focuses on ways to help the community overcome the problem

of poverty and at the same time enjoy a better standard of living (Source: CFI Team, 2020).

In the meantime, poverty is still one of the economic issues or problems that are still faced

up to the present day. Malaysia is also still struggling to overcome the problem of poverty of

the people, especially those in rural areas. Therefore, the E-Kasih system was created to help

plan, implement, and monitor poverty programs in Malaysia. Therefore, what can be

concluded in the second week of practical is that I learned new things which I can also relate

more to what I learned while at university.

4. Pragmatist

Since this week I have been given more tasks and work to do than last week, so it is a new

challenge for me considering that the work that has been given to me is not only in the

account unit but also in other units that clearly have different fields of work done. The work

given is new and different according to the function and task of a unit, then I need to think

of a suitable solution according to the situation at hand. In this regard, I learned to think more

intelligently and logically so that I can complete the given work. For the task of filing a village

profile, where the number of village profiles that must be filed is large, I and some other

practical students divide the tasks so that the work can be completed within the time frame

set.

Not only that, when compiling the completed village profile file, we also agreed to each

bring the file from the Poverty and Economic Improvement Unit/E-Kasih to the Unit to the

Village Administration Unit or to the district development officer's office so that it would be

easier and faster. Fast movement and cooperation are also important things that help in

completing tasks and work given this week.

WEEK 3 (DATE: 08th AUGUST 2022 – 12th AUGUST 2022)

1. Activist

In the third week of undergoing industrial training at the Keningau district office, I was placed

in the Revenue and Licensing Unit. Being in the revenue and licensing unit, I was assigned to

be at the special counter (review) to serve the public who came to deal in this unit. So,

basically in the revenue and licensing unit, all matters are related to business licenses such as

new applications for business licenses, renewal of business licenses, cancellation of business

licenses, change of address or site, adding fields, and adding names. Every business is

different, and I must first ask the public who come about their purpose or business to the

revenue and licensing unit to make the work easier. In addition, I was assigned to learn how

to make and fill in the "Collector's Cash Book" because the next day and the following day I

Next, I was also given a job to make business papers. In this case, I need to make the

paperwork according to the purpose and format that has been set. In addition to that, I was

book that has been prepared, which is the "Tax Section / Keningau District Office License"

book. After the process of recording the information of the letter in the book provided, I need

to send the book and the letter to the administrative unit to be signed by the staff on duty.

2. Reflector

What I learned in the third week through the assigned work is that I can learn more about

communication. In this regard, since I am and am assigned to a special counter (review) in

the Revenue and Licensing Unit, I must communicate a lot with the public. I need to

communicate clearly so that all the information I want to convey to the public is accurate and

there is no miscommunication.

In addition, I also learned how to make and fill in the "Collector's Cash Book" which was

my first experience doing it. I also learned that concentration and thoroughness in doing this

work is important and it can avoid any mistakes. Other than that, I also learned to make

business papers for official affairs which must provide new and very useful experience for me

in the future.

Since in the third week I communicated a lot not only with the staff in the revenue and

licensing unit but also with the public, the thing most related to what I studied at university

was the subject of corporate communication. Apart from having to communicate with the staff

at the revenue and licensing unit, I also communicate a lot with the public. So, in order to

create effective communication according to the situation and the person who is talking to us,

things such as the choice of language, good words, politeness, the delivery of complete and

clear information are things that need to be emphasized. If effective communication can be

established then the message delivered can be understood accurately and clearly by the

receiver or the meaning of the message delivered can be understood and shared by both

parties, the sender and receiver (Source: firo HAR, 2012). This is the same as in the licensing

unit where I must inform and explain the documents they need if they want to make a new

license application. This communication matter also helped me to be more confident when

communicating with the staff in the revenue and licensing unit considering that for the

previous two weeks I was in another unit.

4. Pragmatist

For this week, one of the new challenges I faced was communicating with the public. This is

because it is my first experience to deal with the public regarding business licenses. Therefore,

what I do to gain confidence to communicate with the public (customers) who come to deal

with business licenses at the revenue and licensing unit is that I serve as often as possible to

those who come to deal so that communication will always happen. This also helps me to face

the nervousness that I feel when talking to many people.

Meanwhile, to create and filling in the "Collector's Cash Book", was a little difficult for me

since it was the first time I did this work, besides there are code numbers and receipts that

require me to remember them so as not to make mistakes in the calculation process.

Therefore, to face this situation, I will continue to ask Madam Prisca who is the staff at the

revenue and licensing unit who gave me this task.

WEEK 4 (DATE: 15th AUGUST 2022 – 19th AUGUST 2022)

1. Activist

In the fourth week of practical training, I was still in the Revenue and Licensing Unit. Just like

last week (the third week), I am still on duty at the special counter (review) to serve the public

who come to deal in the revenue and licensing unit. In addition, I was also given the job of

making letters for the bank's use. In this case, opening a current bank for a business requires

a third copy of the business license and an original copy (photocopy) certified by an officer at

the revenue and licensing unit. However, if the opening of the current bank is at Bank Islam,

then a letter stating and confirming proof that the person who wants to open a current account

has been registered and opened a business license at the revenue and licensing unit is

required. The letter must be obtained from the Keningau district office at the revenue and

licensing unit. In addition, I have also been given the job of creating and filling out the

"Collector's Cash Book" and then sending it to the account unit to be checked and signed by

the staff at the account unit who have been assigned to check the book. The Cash Collector's

Book needs to be made and checked every day because the officer on duty (Head of the

Revenue and Licensing Unit) will make a report at the end of each month. Another work or

task that had been given to me is going to the treasurer's office to send the bank receipt and

revenue collector's statement and then record the shipment. Every day after the revenue and

licensing unit has finished operating, which is at 3pm, the money from the license and so on

needs to be deposited into the bank. After that, the bank receipt and the revenue collector's

statement need to be sent to the Keningau treasurer's department to be stamped.

2. Reflector

A reflection on the task and work that had been given to me this week, I learn more and more

about the communication with the public who come to the "Hasil and Licensing Unit". I gained

more confidence to talk with the other people in a proper way by using an appropriate

sentences and language besides considering how the situation is between the two parties. In

this regard, as you know people who come to the revenue and licensing unit are of various

ages, status, race, and religion. The use of appropriate language and intonation and not saying

anything involving sensitive issues is emphasized so that the interaction that takes place will

run smoothly. As such, I learned to be more careful when communicating with the public who

come to the revenue and licensing unit as well as always strive to provide the best service to

them.

Next, I also learned more about how to make and fill in the "Collector's Cash Book". In

this regard, I learned to remember the code number where when making the cash collector's

book, each amount of payment such as the issuance of the third copy of the business license

must be filled in and calculated according to the code that has been set. Not only that, I also

learned new things where bank receipts and revenue collection statements need to be sent

to the treasurer's department. It is a mandatory process in revenue and licensing units.

Just like last week, what I can relate to what I studied at university is more about the subject

of corporate communication. This is because, I am still given a task or job to be at a special

counter (review) where I must communicate with the public. Although it is not directly aimed

at corporate communication, but it is still related to communication. Talking communication,

it is not a foreign matter in a community life because it is one of the means of conveying and

receiving information whether it is in verbal or non-verbal form. In relation to that, some types

of communication such as communication in organizations, communication in groups,

communication in customer service and some others require special skills such as mastery of

language and the selection of appropriate words, logical thinking and information gathering

(Source: Zawiyah M. Yusof, 2009). Therefore, I was able to practice my communication skills

by using the appropriate skills because every day there will be people who come to deal with

the revenue and licensing unit.

Besides that, through the work given in the fourth week, I was also able to relate it to

the business account. This is because, when making a collector's cash book, the calculation is

almost the same as the calculation in the account. Therefore, what I learned at university is

very useful because it can also be and is almost often used in any field of work. This also

helps and makes it easier for me to adapt when entering the world of work in the future.

In this week, I need to communicate with the people who come to the "Hasil and Licensing

Unit" more often. Talking to people will sometimes make us feel confused about what we are

talking about, and it is normal. In this regard, I also feel the same because every matter and

business in the revenue and licensing unit, the process is different. Like the people who came

to ask for a confirmation letter of their business license registration at the district office

requested by the bank where I initially thought that every bank needed the letter but

apparently not but only Islamic banks. So, to overcome the confusion, I made a note to make

it easier for me to remember and I will also directly ask the staff at the revenue and licensing

unit. In connection with that, I also experienced challenges or difficulties in making a

collector's cash book. In this case, I need to make sure that when filling out the revenue

collection it must be in the correct account code section and I also need to make sure that

the receipt number that is filled in is correct. In order to avoid mistakes while filling the cash

book of the cashier, I need to increase accuracy when counting and observing the code,

receipt number and amount of revenue collection before and after the calculation and yes it

helps me a lot to overcome this difficulty.

WEEK 5 (DATE: 22nd AUGUST 2022 – 26th AUGUST 2022)

1. Activist

Just like the previous week (week three and four) I was still in the Revenue and Licensing

Unit. The tasks and work given to me are also the same as working at a special counter

(review) to serve the public who come to deal in the revenue and licensing unit. In addition,

I am also still assigned to create and fill in the "Collector's Cash Book" and then send it to the

account unit to be checked and signed by the staff at the account unit who have been assigned

to check the book. I was also instructed to go to the treasurer's office to send the bank receipt

and revenue collector's statement and then record the shipment.

In the meantime, the other work given to me is to enter every document such as the

revenue collector's statement, general receipt, bank receipt, and daily report on the business

of opening a new business license and renewing the license in the file that has been prepared.

I have been told that all these documents are important to keep because they will be evidence

and reference to the revenue and licensing unit when the chief officer in this unit makes a

report and when the audit comes to check. And on the date of 25 August 2022, which is

Thursday, I and two other practical students have been instructed to follow the District

Development Officer (DDO), namely Mr. Yamin, to the Sabah Dakwah and Islamic Studies

Institute (IPDAS) to attend and further inaugurate the Maal Celebration Ceremony Hijrah at

the Keningau district level.

In this fifth week, in general, I am still learning about communication since the tasks and work

given to me are still the same. In this regard, the work or assignment given requires me to

communicate more with the public who come to the revenue and licensing unit. So, every day

is a day where I always learn to better master communication skills. Not only that, but I also

learned that remembering and understanding information related to business licenses is

important to facilitate and facilitate the delivery of information to the public who come to deal

with the revenue and licensing unit.

Another thing I learned this week is that I learned to be faster in doing the work that

was given to me. Since the work that has been assigned to me is the same so I get a chance

to practice more and more until I can complete the task on time. Other than that, I also

learned that all documents issued by the revenue and licensing unit are important to be kept

in the files provided. This is because, the documents are an important reference for making

reports and when the audit comes to check in addition to being related to finance. Finally, for

the fifth week, I was able to gain new experience because of attending and at the same time

being a representative from the district office for outdoor activities. Attending and

representing a department for official business is an experience that will be very useful for me

in the future.

Based on the tasks and work given in this fifth week, what I can relate to what I learned at

university is still related to corporate communication. As is known, communication is a matter

that becomes a habit and is important in our daily life, especially if we work in a field that

requires the delivery of information to the public such as in the revenue and licensing unit.

Since the information that needs to be conveyed must be clear and easy to understand by the

recipient of the message, then errors such as mistaken assumptions when sending the

message, not considering who the recipient of the message is and so on must be avoided by

the sender of the message or information (Source: Munnianwar, 2014). Therefore, it really

helps me to be more careful when conveying information especially related to business license

matters to the public.

Other than that, the business account subject is also a little related to the work given

to me this week. In this regard, what I can relate to is the field or branch in business. This is

because, in the revenue and licensing unit, I was able to learn business areas through books

prepared for reference by the staff in the revenue and licensing unit as well as the staff in this

unit itself. In addition to that, I was also able to relate the subject of business information

system to the system in the computer to create a business license where in the system what

needs to be filled in and the business area that is available are already set. In this regard,

hardware, data software, procedures (design, development, and documentation) and people

are the main components in the business information system where they are used by

organizations to manage efficiently and effectively (Source: College of Business, 2022).

In this fifth week, the difficulty in remembering information such as the documents needed to

make a business license is a challenge that I face. The information I am referring to is about

the documents required to create a business license such as a copy of an identity card certified

true at the National Registration Department (UTC Keningau), a health card, letter of the

rental agreement, letter of support from the village head, and a few more depending on the

type of business to be carried out. In this regard, I feel a little confused because I haven't

fully mastered the matter yet. So, to overcome the problem, what I do is make a note and

often ask the staff at the revenue and licensing unit. Not only that, but I also must learn to

remember all the documents needed to make a business license so that I can explain

information accurately to the public.

WEEK 6 (DATE: 29th AUGUST 2022 – 02nd SEPTEMBER 2022)

1. Activist

For the sixth week of practice at the keningau district office, I was still in the Revenue and

Licensing unit. The work and tasks given are also the same as the previous weeks. In this

regard, I am still on duty at the special counter (review) to serve the public who come to deal

in the revenue and licensing unit. I am also still assigned to create and fill in the "Collector's

Cash Book" and then send it to the account unit to be checked and signed by the staff at the

account unit who have been assigned to check the book. I was also instructed to go to the

treasurer's office to send the bank receipt and revenue collector's statement and then record

the shipment. In addition, I was also instructed to send the new application forms for the

opening of a business license that has not been signed and approved to the Assistant Keningau

District Officer (ADO) for administration. Not only that, but I was also instructed to send the

liquor business license book to be signed by the Assistant Keningau District Officer (ADO)

administration. For a liquor business license, the process of applying for and opening a license

is different from the process of opening other business licenses.

The reflection on the work and assignments I was given in this sixth week is that I learned

more about the ways and documents needed to create or open a business license. For a

normal business license and a liquor business license, the manufacturing process is different.

If it is a business license, it can usually be completed on the same day as the application if

information such as forms and documents are complete, and the fee is only RM25.00 for each

business area. But for the liquor business license, the process is quite long and there are some

things that need to be done such as advertising and the opening price also reaches hundreds

and thousands of ringgits. Therefore, through the work given and the results of learning and

observation throughout the sixth week, I gained more exposure related to the operation of

producing business licenses in the revenue and licensing unit.

Other than that, the thing that I will always be able to learn and successfully gain more

experience that is very useful and valuable is communication. In other words, the revenue

and licensing unit is a place where communication will happen daily with the public as well as

giving me the opportunity to constantly try to hone and master more effective and efficient

communication skills.

The subjects I studied while at university such as business accounts, business information

systems, and corporate communication are subjects that I can relate to the work or task given

to me this week. This is because, since my work or task that has been given by the staff in

the "Unit Hasil dan Perlesenan" is still the same as the task in the previous week so the

theories learned during my time at the university that I can relate to also the same. For the

communication, I still can relate it to the subject "Corporate Communication" where I need to

speak and communicate with many people as well as I also will and need to get into the

interaction or communication with the staff in the unit results and licensing. In this regard,

communication is one of the most important elements in the world of work where it makes a

person more enthusiastic and motivated when working, regardless of whether the

communication is with colleagues or with the public (Source: Universitas Medan Area, 2021).

So, being in the "Hasil and Licensing Unit" I can keep going to build my communication skill

with the staff in the organization and also with the public at the same time.

Besides that, the calculation when I make the "Collector's Cash Book" can relate to the

business account since the total of collector's receipts and the total of the collection analysis

according to the account code when added must be the same. Other than that, since the

account code is one of the mandatory and important elements in the revenue unit and

licensing, it can be concluded that it is closely related to the account. In the meantime, the

business information system can relate to the license manufacturing system because the data

or information such as business areas have been placed in the system to facilitate the business

license issuance process. This is because previously the business license issuance process was

manual (Writing) and took quite a bit of time.

Basically, I didn't have many problems this week because the work I was given was the same

as the previous week, where I had already been shown how to do the work. I just need to

complete the tasks that have been assigned to me faster and try to learn and remember the

business areas so that I can tell and explain to people who come to get a business license.

This is because some of them are not familiar with the field, and it is my responsibility to help

them, especially the elderly.

In addition, I need to increase my focus and concentration when making "The Collector's

Cash Book." In this case, I must track the receipt number, the account code and the number

(Collection of revenue) that must be calculated. So, through this assignment and work, I must

consider and implement the best method to complete the work that has been given to me on

time and as needed.

This week, I'm still in the "Hasil and Licensing Unit" where the work and task that has been

assigned to me is still the same as the previous week. I need to serve the public (customers)

who come to the revenue and licensing unit at the special counter (review) whether for new

business license applications, business license renewals, business license cancellations,

change addresses or business sites, add business areas, and add or change owner. In addition,

the work of creating and filling the "Collector's Cash Book" and then sending it to the account

unit for the review process is also still assigned to me. After that, I was also instructed to go

to the treasurer's office to send the bank receipt and revenue collector's statement and then

record the shipment. For this week, I was only on duty at the revenue and licensing unit for

four days because on September 7, 2022, I and several other female staff of the Keningau

district office attended the "National Youth Day" celebration at the Keningau Town Square.

This week, what I have learned from the task and work that was assigned to me by the staff

in the "Hasil and Licensing Unit" are still the same as in the previous week. In this case, I

learned more and more about communication and gained more knowledge about the function

and the way of working in this unit. Not only that, but I also have a better understanding of

the rules that have been set which help me to be more disciplined and maintain my attitude

when working. This includes coming to work on time and complying with the core of the

client's charter.

In the meantime, I also better understand how to process each business such as a new

application, change the owner of a business license, and some more where it is very important

and helps to launch each business faster. The same work and tasks given helped me a lot to

work better in the following days. Another thing that I have learned this week is that I got to

know how to work in the office and outside the office. So, through the work that had been

given to me either in or outside the office this week, I can know the difference and at the

same time know how to adapt according to the situation.

Based on the tasks and work given this week, once again I can relate to the subjects of

corporate communication, business account, and business information system that I studied

while at university. In this regard, I communicate a lot with the public other than the staff in

this unit itself. To adapt to new people and environments, especially at work, communication

is an important thing that needs to be done and developed within a person. For myself, I need

to master communication skills that allow me to be a good communicator when talking to

other people in addition to the information and message that I want to convey can also be

easily understood by the recipient. This is also to prove that I am ready to step into the real

world of work.

Whereas, for the business account subject, I can relate to the calculation when making

the "Collector's Cash Book" and for the business information system, it can be related to the

me. This is because, during my time in the revenue and licensing unit, the work given to me

was the same every week. However, I still need monitoring from the revenue and licensing

unit staff such as asking them to check the work I do if there are mistakes. And if there is a

mistake, they will tell me and ask me to make and correct the mistake.

In the meantime, I still need to increase my speed to do a given job and complete it on

time. I also need to constantly learn to keep remembering the details of the information for

opening a business license.

For this week (eighth week), I am still scheduled and placed in the "Revenue and Licensing

unit" and the work given to me is still the same as being at the special counter (review) to

serve the public who come to deal with this unit. In addition, I also need to create and fill in

the "Collector's Cash Book" and then send it to the account unit for the review process which

is still assigned to me. In the meantime, I was also instructed to go to the treasurer's office

to send the bank receipt and revenue collector's statement and then record the shipment. For

this week, just like last week where I was only there and worked for four days only because

September 16, 2022, is a holiday in conjunction with Malaysia Day.

This week, what I can learn from the work given to me in the revenue and licensing unit is

that I can gain more knowledge regarding business licenses and other matters. Even in the

previous weeks, I already knew about the affairs in the revenue and licensing units, but it was

not easy to remember them in such a short time. As with business license cancellation, a letter

must be made stating that the relevant person wishes to cancel his business license which will

then be stamped and signed by the chief officer at the Keningau district revenue and licensing

unit.

Not only that, I was also able to learn more in remembering the price (payment) that has

to be paid by the general public who come to the revenue unit to deal, however, not all

transactions in this unit require payment unless there are only a few. In short, every day is a

day for me to always learn and improve my weaknesses in doing a job given to me. The

motivation that I have in myself is always an encouragement for me to keep learning

enthusiastically and gather as much experience and knowledge as possible.

this case, communication is a normal and mandatory thing to happen when in the revenue

and licensing unit, especially if working at a special counter (review). Various elements and

tips learned from the subject of corporate communication where it is very helpful to me to

create good communication whether it is internally or externally. According to a source

(Chrissila Jessica, 2022) internal or external communication is something that cannot be

considered separately because it must go hand in hand so those common goals can be fulfilled.

Therefore, to ensure that I can master internal and external communication at work, I need

to learn and master some skills and tips.

In the meantime, the work of creating and filling in the "Collector's Cash Book" can be

linked to the business account through the calculation method used and the use of elements

such as account codes. While for the business information system it can be linked to the

license manufacturing system because the data or information such as business areas are

already placed in the system to facilitate the process of issuing business licenses. Therefore,

most of the work given I can relate to what I learned at university, and it is very helpful.

For this week, I am still scheduled and placed in the "Revenue and Licensing unit". The work

given to me is still the same, which is to be at the special counter (review) to serve the public

who come to deal with this unit. In addition, I also need to create and fill in the "Collector's

Cash Book" and then send it to the account unit for the review process which is still assigned

to me. Besides that, I was also assigned to send the bank receipt and the revenue collector's

statement to the district treasurer's department at the transport level and then record the

shipment and take the revenue collection receipt "revenue unit and license" issued by the

district treasurer. Another job given to me is to find the names of people who have previously

registered to work during the next election and then confirm by checking the latest list of

names in the administrative unit.

Based on the work given to me this week, I learned and better understood the processes

related to business license matters. Besides that, I also got more exposure to other forms

than forms related to business licenses such as the declaration forms and table three form.

The declaration form is related to the confession in matters such as adoption and it must be

signed in front of the Keningau district officer (DO) or assistant Keningau district officer (ADO)

while for the third schedule form must be filled in by the court. Therefore, in addition to

learning about the business license, I also learned about other things that are outside the

work area of the revenue unit.

In the meantime, I was also able to train myself to be more flexible in doing a variety of work

apart from the usual work done. In this regard, for this week I also do work that is naturally

different from work in the revenue and licensing unit, which is the work given by the

administrative unit staff.

time what I can relate to what I learned while at university is that most of it are directed

towards the subjects of corporate communication, business account, and business information

system. All these subjects are very helpful for me to do the work given and I also gained new

In the meantime, for corporate communication it must be related to communication

where in the world of work it is necessary to master communication skills so that every

information delivered can be clearly understood in addition to it also helping to create a good

reputation for the organization. Because in the revenue and licensing unit, communication

often occurs especially with the public, so the service provided must be good and able to leave

a positive impression on the public. While for business accounts it is closely related to the

organisation but also with those around us. As a result, the subject of corporate

communication that I studied at university assisted me in communicating effectively while

carrying out the assigned work.

Meanwhile, through the calculation method and the use of elements such as account

codes, the work of creating and filling out the "Collector's Cash Book" can be linked to the

business account. The business information system, on the other hand, can be linked to the

licence manufacturing system because data or information such as business areas are already

in the system to help with the process of issuing business licences. As a result, most of the

work assigned to me is relevant to what I learned at university, which is extremely beneficial.

4. Pragmatist

As in previous weeks, the work assigned to me is the same to that of the revenue and licencing

unit. As a result, I have little difficulty completing the tasks assigned to me. I simply need to

work faster to complete the tasks assigned to me and meet the deadlines. If I don't do a good

job, it will undoubtedly cause problems. In addition, I must exercise caution when performing

calculations for the work of creating the "Collector's Cash Book." In this case, I must pay close

attention to the receipt number, account code, and revenue collection amount.

CHAPTER III (SUGGESTION AND CONCLUSION)

3.0 SUGGESTION

Throughout undergoing industrial training at the Keningau District Office for a set period of 3

months or 12 weeks, I gained a lot of exposure, experience and knowledge that will certainly

be very useful to me in the future. Not only that, but I was also able to find out how to adapt

to a real work environment, get to know such a good employer and employees and at the

same time be able to build a good relationship with them in Keningau's District Office. In the

meantime, there is no denying that while being and undergoing industrial training at the

Keningau district office, there are some weaknesses or shortcomings that I have found

although it is not a big problem, but by making some improvements in the future it will

definitely improve the performance of the organization and also at the same time will provide

a better experience to other students who will undergo practical training here. Here are some

I give some relevant suggestions according to the existing deficiencies and it is not intended

to worsen but to enable improvement of organizational performance and also industrial

training programs for future benefits.

3.1 Improve the infrastructure facilities of the Keningau District Office

The first suggestion is to improve infrastructure facilities in the Keningau district office.

For information, the Keningau district office is in the Keningau district secretariat building.

This building not only houses the keningau district office but also other departments such as

on the lower level the district treasurer's department and the community welfare department,

on the 1st level is the Sabah state computer service department and the agriculture

department, while the 2nd and 3rd level are the keningau district office and some other

departments. However, this building does not have an elevator infrastructure facility. This

causes people who come to do business, especially at the Keningau district office, especially

having to climb the stairs to levels 2 and 3. In the meantime, people who come to the Keningau

district office are also from various groups, regardless of old and young. The elderly will be

affected by the lack of lift facilities. Therefore, with the availability of lift facilities in this

building, it will certainly make it easier for all parties who come to deal, including the staff in

this building, especially those on the 2nd and 3rd levels.

3.2 Provide allowances for practical students

Next, the second recommendation is to provide an allowance for practical students. In this

regard, the Keningau district office must provide an allowance to students who undergo

practical training in this office. This is because the granting of this allowance should be given

because students also work in the organization. As it is known, most government agencies do

not give allowances to students who do internships in their companies or departments. But

this matter was expressed and fought for by Syed Syaddiq in 2019 when he held the position

of Minister of Youth and Sports. As a result, the matter fought for by Syed Syaddiq was agreed

by the cabinet in the Council of Ministers. A circular letter regarding the stipulation of

allowance payment to students at institutes of higher education who follow

internships/practicals in the public sector was issued in the same year, in September 2019. In

addition, if allowances are paid to students who undergo practicals, it will certainly increase

the students' motivation to work hard - especially during practical training in addition to

helping students who are less able to cover their expenses.

3.3 Increasing Workforce

In addition, increasing the workforce is also one of the things that need to be proposed

in the Keningau district office. In this regard, in my opinion the revenue and licensing unit at

the keningau district office needs to add more employees because the unit is often busy

especially at the beginning of the year every year because many people come to renew their

business licenses. In other words, all business license matters, and some other matters are

also managed in this unit. However, when I was at the revenue and licensing unit there were

only 4 people and those who made the license were only 3 people and another person was

on duty at the counter to serve the public. With the situation being a bit busy compared to

other units, this unit should have more employees so that all matters related to the business

license will be faster and save time. In short, both the staff and the public will benefit from

the addition of manpower in this unit. In addition, if there are more workers in the revenue

and licensing unit, the students who will undergo practical training in the future will be able

to learn and help do work such as making licenses. Therefore, this proposal to increase

manpower should indeed be made especially in the revenue and licensing unit of the Keningau

district office.

3.4 Improvements in terms of Cleanliness

The next suggestion is improvements in terms of hygiene and safety. In this case, I suggest

this improvement because there are animals like mice in this office that come from the ceiling

above the office where sometimes in the morning there is urine and excrement of the mice

on the table. So, every morning, workers in the district office must clean with a napkin and

other equipment. If improvements can be made such as improving the ceiling where the rats

came out, then cleanliness, especially in the district office, will also be improved. It can also

prevent district office staff from being infected with rat urine disease. Not only that but

important documents can also be protected because there is no guarantee that the mice will

not damage property belonging to the Keningau district office.

3.2 CONCLUSION

The conclusion that can be made during the practical training at the Keningau District Office

is that I gained very useful and valuable experience during my time here. In this regard, I feel

that my presence to undergo practical training at the Keningau district office was well received

by the employer and the staff at this office. Their very kind and friendly treatment made me

not too nervous and clumsy when doing the work given, the communication between us was

also good and most importantly they were always happy to help teach me how to do a given

work or task. This situation gives me the motivation to be more diligent in understanding and

working on the tasks given on time and by the requested work results.

In addition, based on the experience in doing the work given, I gained a lot of new

knowledge not only in terms of how to do the work but also in terms of filling in information.

This allows me to add new knowledge that I will use in the future, especially in the field of

work that I am engaged in. In the meantime, I also can strengthen my existing skills in

addition to acquiring and adding other skills whether it is soft skills or technical skills. This is

very important and useful to me as a preparation for entering the field of work in the future.

Next, the work assigned to me either in the account unit, the revenue and licensing

unit, the Poverty and Economic Improvement/E-Kasih unit, or the administrative unit helped

me assess my own abilities in doing the work assigned to me. In this regard, I can always

improve myself with help and advice from the staff in these units. The reprimands given

become a fuel for me to do the work given better. In addition, I also build my flexibility skills

to do many different tasks.

In the meantime, since I was in the revenue and licensing unit for a long time, I was

able to gain a lot of things and knowledge related to business licenses and also the available

business areas. Not only that, but I was also able to learn the process of making a business

license and the process of other affairs. I also learned to be more confident in doing the work

given especially in the work that involves counting money. While working in other units, I was

also exposed to the field of work and how it operates even though I was not in that unit for

long, but I am still grateful for having the opportunity to work in various units in the Keningau

district office.

Finally, the outside activities that I do with other staff also give me a little bit about

activities related to official affairs that I have never done before such as being on duty to

manage the arrival of people who will be on duty during the next election (EC Briefing).

Therefore, overall, I gained a lot of experience and new learning during my practical training

at the Keningau district office. I would like to say a thousand thanks to all the staff at the

keningau district office, especially the supervisor at work, Mr. Manshor Eton, for all the

guidance and guidance throughout my practical training at the keningau district office.
