cities/towns and 5.5 Lakhs villages.

BSNL is numero uno operator of India in all services in its license area. The

BSNL cellular service, CellOne, has more than 17.8 million cellular customers,
garnering 24 percent of all mobile users as its subscribers. That means that almost every
fourth mobile user in the country has a BSNL connection. In basic services, BSNL is
miles ahead of its rivals, with 35.1 million Basic Phone subscribers i.e. 85 per cent share
of the
subscriber base and 92 percent share in revenue terms.
BSNL has more than 2.5 million WLL subscribers and 2.5 million Internet
Customers who access Internet through various modes viz. Dial-up, Leased Line, DIAS,

Scaling new heights of success, the present turnover of BSNL is more than Rs.351,820

The BSNL is making substantial investment year to year for its network
expansion and modernization. During the current financial year BSNL has made
the gross investment of Rs. 8153 crore ( US $ 1.87 billion) in Fixed Assets. These

ACCOUNTING POLICIES

2. REVENUE RECOGNITION
Income from services is accounted for on accrual basis and in conformity with
Accounting Standard – 9 of ICAI. Accordingly,
a) Revenue for all services is recognized when earned and are realizable at the time of
billing. Unbilled revenues from the billing date to the end of the year are recorded as
accrued revenue during the period in which the services are provided. Provision is made
in respect of bills considered to be disputed (by the management), debts outstanding for
more than two years and for debts due for less than 2 years, to the extent considered
necessary by the management.
b) Installation Charges recovered from subscribers at the time of new telephone
connections are recognized as income in the first year of the billing.
c) In terms of the arrangement between Department of Telecommunications (“DoT”) and
the Company, the charges for telecommunication services and other infrastructural
services provided by BSNL to DoT are neither being billed nor provided for.
d) Sale proceeds of scrap arising from maintenance and project works are taken into
miscellaneous income in the year of sale.
e) Income from SIMs, recharge coupons of Mobile, Prepaid Calling Cards, and Prepaid
internet connection cards are treated as income of the year in which the payment is
received since the extent of use of these cards within the financial year could not be
ascertained.
f) Wherever there is uncertainty in realization of income, such as liquidated damages,
claims on Government Departments & local authorities etc., these are recognized on
collection basis.
g) The claims on account of reimbursement for provision of infrastructure, operation and
maintenance of Village Public Telephones (VPTs) and Rural Household Connections
(RDELs) receivable from U.S.O. fund are accounted for as revenue on account of the fact
that the claim for infrastructure cannot be credited to the concerned asset account since
the claim amount could not be segregated asset wise.
h) Other income by way of interest on loans to employees, security deposit with
Government Departments and local authorities, being not material, are accounted for on
collection.

3. FIXED ASSETS
3.1 Fixed assets are carried at cost less depreciation. Cost includes directly related
establishment and other expenses including employee remuneration and benefits, directly
identifiable to the construction or creation of the assets.
3.2 Expenditure on replacement of assets, equipments, instruments and rehabilitation
works is capitalized if, in the opinion of the management, it results in enhancement of
revenue generating capacity.
3.3 Assets are capitalized to the extent completion certificates have been obtained,
wherever applicable.
3.4 The cost of stores and materials at the time of issue to a project, is debited to CWIP.
3.5 Apparatus and plants principally consisting of telephone exchanges, transmission
equipments and air conditioning plants etc. are capitalized as and when an exchange is
commissioned and put to use.
3.6 Cables are capitalized as and when ready for connection to the main system.
3.7 Intangible assets are stated at cost of acquiring the same less accumulated
depreciation /amortization.
4. DEPRECIATION/AMORTIZATION
Depreciation is provided based on the Written Down Value method at the rates
prescribed in Schedule XIV to the Companies Act, 1956 except for Subscriber
Installation. The Subscriber Installation is depreciated over the useful life of 5 years on
Written Down Value method.
Assets costing up to Rs. 5,000 are depreciated fully in the year of purchase. Similarly,
partition works costing up to Rs. 2,00,000 are depreciated fully in the year of
construction.
The depreciation on machinery & tools used both for project and maintenance work is
charged to profit and loss account instead of capitalization.
All telephone exchange buildings, administrative offices and captive consumption
assembling premises/workshops are considered as normal building and not as factory
building. Accordingly depreciation is charged uniformly.
Intangible assets such as Entry License Fee for Telecom Service operations are amortized
over the license period (i.e. 20 years) and standalone computer software applications are
amortized over the license period subject to maximum of 10 years as per straight line
method.
5. IMPAIRMENT OF ASSETS
Assets, which are impaired by disuse or obsolescence, are segregated from the concerned
assets category and shown as ‘Decommissioned Assets’ and provision made for the loss,
if any, due to the difference between their net carrying cost and the net realizable value.

6. INVESTMENTS
Long-term investments are carried at cost, after providing for any diminution in value, if
such diminution is of a permanent nature.
7. INVENTORIES
Inventories are valued at cost or net realizable value as the case may be - cost ascertained
generally on weighted average method; obsolete/non moving inventories are valued at net
realizable value.
(i) Transactions in foreign currency are recorded at the exchange rate prevailing on the
date of the transaction i.e. on the date of payment or receipt as the case may be.
(ii) All Foreign Currency Liabilities and monetary assets are stated at the exchange rate
prevailing as at the date of Balance Sheet and the difference taken to Profit and Loss
Accounts as Exchange Fluctuation Loss or Gain.
9. EXTRAORDINARY ITEMS
Short Term employee benefits are recognized in the period during which the services
have beenrendered.
c) Contribution for Leave Salary For employees on deemed deputation from Government,
Leave salary contribution is provided and such leave salary contribution takes care of
leave encashment also.
a) Leave Encashment:
The liability on account of unavailed leave in respect of absorbed employees and directly
recruited employees at the year end is fully provided for on estimated basis.
b) Gratuity
The company provides for gratuity, a defined benefit plan (the Gratuity Plan) covering all
directly recruited eligible employees. In accordance with the payment of Gratuity Act,
1972, the Gratuity Plan provides a lump sum payment to vested employees on retirement,
deaths, incapacitation or termination of employment. Liabilities with regards to the
Gratuity Plan are determined by actuarial valuation on balance sheet date and are
expensed in the profit and loss account
c) Other benefits including post employment medical care Medical reimbursements and
other personal claim bills of existing / retired employees are accounted for on actual basis
in respect of bills received till the cut off period in the accounts at the concerned primary
units as per the prescribed limits.
Expenses incurred at Factory units are allocated to the cost of the manufactured products.
Items of Income/expenditure exceeding Rs. 5 lakh are only considered for being treated
as 'prior period items'.
Taxes on Income for the current period are determined on the basis of taxable income and
tax credits computed in accordance with the provisions of the Income Tax Act, 1961.
In accordance with the AS-22, Deferred Tax Liability is recognized on the timing
differences between accounting income and the taxable income for the period taking into

consideration the contents of Accounting Standard Interpretations 3 and quantified using
the tax rates in force or substantively enacted as on the Balance Sheet date.
Deferred Tax Assets are recognized and carried forward to the extent there is a virtual
certainty that such deferred tax assets can be realized
14. PROVISIONS
Provisions are recognized when the Company has a present obligation as a result of past
events; it is more likely than not that an outflow of resources will be required to settle the
obligation; and the amount has been reliably estimated.
Liabilities, though contingent, are provided for if there are reasonable chances of
maturing such liabilities as per management. Other contingent liabilities, barring
frivolous claims, not acknowledged as debts, are disclosed by way of notes.
Earning Per Share ("EPS") comprises the Net Profit after tax (excluding extraordinary
income net of tax). The number of shares used in computing Basic & Diluted EPS is the
weighted average number of shares outstanding during the year.
The primary segment consists of ‘basic’ and ‘cellular’ services provided. The
manufacturing activities have not been treated as a separate segment since such activities
are essentially carried on as support service to other segments.
The following specific accounting policies have been followed for segment reporting:
Segment Revenue includes service income and other income directly identifiable
with/allocable to the segment.
Income/expense, which relates to the Company, as a whole and not allocable to
individual business segment is included in “Un-allocable Corporate Income/expense
respectively”.
Expenses that are directly identifiable with/allocable to segments are considered for
determining Segment Results.
Segment Assets and Liabilities include those directly identifiable with the respective
segments. Unallowable corporate assets and liabilities represent the assets and liabilities
that relate to the Company as a whole and not allocable to any segment.

BSNL is the largest telecom operator in India and is known to everybody for Basic
Telephony Services for over 100 years. Presently the Plain old, countrywide telephone
service is being provided through 32,000 electronic exchanges, 326 Digital Trunk
Automatic Exchanges (TAX), Digitalized Public Switched Telephone Network
(PSTN) all interlinked by over 2.4 lakh km of Optical Fiber Cable, with a host of Phone
Plus value additions to our valued customers. BSNL's telephony network expands
throughout the vast expanses of the country reaching to the remotest part of the country.
BSNL provides almost every telecom service, however following are the main Telecom
Services being provided by BSNL in India:-
The Plain old, Countrywide telephone Service through 32,000 electronic exchanges.
Digitalized Public Switched Telephone Network (PSTN) with a host of Phone Plus value
additions.

BSNL launched DataOne broadband service in January 2005 which shall be extended to
198 cities very shortly. The service is being provided on existing copper infrastructure on
ADSL2 technology. The minimum speed offered to the customer is 256 Kbps at Rs. 250/-
per month only. Subsequently, other services such as VPN, Multicasting, Video
Conferencing, Video-on-Demand, Broadcast application etc will be added. BSNL has
around 50% marketshare in broadband in India. BSNL has planned aggressive rollout in
broadband for current financial year.
Internet
Keeping the global network of Networks networked, the countrywide Internet Services of
BSNL under the brand name includes Internet dial up/ Leased line access,
CLI based access (no account is required) and DIAS service, for web browsing and E-
mail applications. You can use your dialup Sancharnet account from any place in India
using the same access no '172233' , the facility which no other ISP has. BSNL has
customer base of more than 1.7 million for Sancharnet service.
BSNL also offers Web hosting and co-location services at very cheap rates.

Intelligent Network
Intelligent Network Service (In Service) offers value-added services, such as:
I-Net
India s x.25 based packet Switched Public Data Network is operational in 104 cities of
the country. It offers x.25 x.28 leased, x.28 Dial up (PSTN) Connection) and frame relay
services.
BSNL provides leased lines for voice and data communication for various application on
point to point basis. It offers a choice of high, medium and low speed leased data circuits
as well as dial-up lines. Bandwidth is available on demand in most cities. Managed
Leased Line Network (MLLN) offers flexibility of providing circuits with speeds of nx64
kbps upto 2mbps, useful for Internet leased lines and International Principle Leased
Circuits (IPLCs).

Countrywide Cellular Service Pre-paid Card
BSNLs GSM cellular mobile service Cellone has a customer base of over 5.2 million.
CellOne provides all the services like MMS, GPRS, Voice Mail, E-mail, Short Message
Service (SMS)
both national and international, unified messaging service (send and receive e-
mails) etc. You can use CellOne in over 160 countries worldwide and in 270 cellular
networks and over 1000 cities/towns across India. It has got coverage in all National and
State Highways and train routes. CellOne offers all India Roaming facility to both pre-
paid and post-paid customers (including Mumbai & Delhi)
• Countrywide WLL is being offered in areas that are non-feasible for the normal
network.
• Helping relieve congestion of connections in the normal cable/wire based network
in urban areas.
• Connecting the remote and scattered rural areas.
• Limited mobility without any air-time charge.

INSTRUCTIONS FOR FILLING UP STAFF DETAILS FORM.
The system proposes to generate a unique 9 digit staff number for all employees
in the form XXXX, YYYY. The first four digits are captured from the year of
appointment like 1976, 1980 etc. The last five digits are the serial number for the
particular year. The staff no. is system generated, on entering certain mandatory fields
into the database. The fields which are mandatory are so mentioned in the enclosed
proforma. It implies that staff data entry need not be stopped if all the fields are not
available as per the enclosed proforma. By entering the mandatory fields we can
generate the staff No. and get the minimum required reports.
Mandatory: The field is necessary to be filled up. Computer will not accept nil data
here.
Mandatory & SB: This mandatory data should be verified with that in the service book
at the data entry.
Not mandatory: The computer accepts nil data here. If the employee does not give the
information, it will be left blank. And at the appropriate time the employee may be put to
inconvenience due to non availability of data.

Organizational Structure
The structure in this system is defined at 4 levels –
a) Corporate office
b) Circle
c) SSA
d) Unit
All the units under one SSA come at the fourth level. E.g. Area GMs/DGM say
GM(West); DGM(East) etc. Every office is a unit. Each unit has a reporting unit. The
reporting unit can be the SSA itself. (The office of a DGM can have a reporting unit as
the SSA if the SSA is headed by a GM). Similarly office of a DE will have a reporting
unit as the DGM’s office. The office of the SSA head is itself a unit for all the staff
working in that office. Similarly the office of the CGM is itself a unit for all the staff
working in that office; say for GM(HQ). For all those who are working in Corporate
office the unit will be corporate office and there will not be any circle or SSA attached to
them.
For Regions, Projects, T&D, QA, Data Network, IT, Training Centres and Telecom
Factory, there will not be any SSA. There will be units directly attached to circles. Unit to
unit reporting (e.g DGM (Region) reporting to GM(Region)) will however be there.
Civil and Electrical wings will be different units under the circles with their own unit to
unit hierarchies.
Sections are under different units; like Administration, Planning, Accounts, Marketing
etc.

The name of each field and the relevant details are given below :
The staff no. generated will be unique and will be constant till the attachment of
the employee to the department is severed and any vacated staff no. by an
employee will not be reused.
The office in which the employees working at the time of data entry is given here.
E.g. O/o The PGM, Pune, O/o CGMT, MH Circle, O/o PGM (mobile), O/o DE.
(Chinchwad) etc.
The offices or the units are to be created by the SSA administrators depending on
the organizational structure followed in their SSA, because the organizational
structure below SSA defers from one SSA to the another.

3) Present Section (Mandatory Field)
The section in which the employee is working may be written here from the list of
the sections given in the enclosed list. If the section in which you are working is
not available in the enclosed list then, mention so and give the section name. The
examples of section are Admn, Estt., Staff, Cable Planning etc.
The Designation of the employee may be written here from the list of the
designations given in the enclosed list. If the designation which you are holding is
not available in the enclosed list then, mention so and give the designation name.
eg. SDE Telecom, SDE T/F, SDE (Civil), SDE (Elect.) etc.
The details in this field are essential for non- All India Transferable category
employees. There are certain designations like JTO, TTA etc. whose seniority is
maintained in their parent unit even though they are working in a different unit.
E.g. A JTO working in Q/A is taken from the SSA/Circle in which the QA office
is located. All the employees of non All India transferable category should give
this information.

Some employees change their name by giving due notice in the gazette. Women
employees mostly change their name after marriage. The changed name if any
may be entered in this field.
15) Date of birth (Mandatory & to be verified from the service book.)
Date of birth of the employee in DDMMYYYY format may be given here.

16) Nationality ( Not mandatory)
The nationality of the employee may be given. The default value in this field is
‘Indian’.
This field is to be filled up by taking it from the list which contains direct
Recruitment, Transfer, Deputation etc. For most of the employees it is ‘Direct
Recruitment’ only. If an employee does not give value in this it may be taken as
direct recruitment.
The natures of appointment is taken from the Recruitment rules prescribed for
various categories.
26) Date of joining and training (mandatory and to be verified from service book)
Certain cadres like JTO, JAO have pre-appointment training. This data may be
filled up in DDMMYYYY format. Wherever the pre appointment training is not
prescribed the date of joining on appointment may be filled here.
This is a very important field. The staff no. is generated by picking up the year
from this. It is to be filled in DDMMYYYY format.

Educational Qualification
1. Qualification at the time of appointment (To be verified from the service book).
This may be given from the enclosed list which contains a list of qualifications.
2. Qualification acquired after appointment
The details may be given by the employee from the enclosed list.
Absorption Details :
It may be filled up from the list enclosed containing DOT/BSNL absorbed etc.
Wherever the employee is BSNL/MTNL absorbed, the absorption order No. &
date of the order and the date from which the absorption took place are to be
given.
1)The training type may be given from the enclosed list e.g. in-service/workshop
seminar etc.
2) Name of Training Institute may be given by the employee..
3) Address of the Institute may be given by the employee.
4) The country may be given by the employee.
5) The course attended may be given here by the employee.
6) The starting date and ending date of training may be entered. If the exact date is
not known the month and year may be given.
Note :
Some of the lists for City, Training Institute, Course may not contain the required name
In such a case mention so and write the actual name.
Details of foreign visits (if any)
1) Organization name may be given by the employee.
2) The name of country may be given.
3) The type of visit may be given like ITU, APT, TCIL from the enclosed list.
4) In the other fields the details as given by the employee.
