PROFESSIONAL EXPERIENCE
U.S. Army, Fort Eustis, VA
Instructional Systems Specialist/Contracting Officer Representative GS-12, Feb. 2020-Present
 Review proponent Performance Working Statement (PWS) for nominated products and coordinate
with proponent to refine Distributed Learning (DL) course ware requirements to include interactivity
levels and delivery platforms.
 Prepare pre-award documents, such as the Independent Government Cost Estimate (IGCE), Quality
Assurance Surveillance Plan (QASP), evaluation criteria for contractor proposals, Operations Security
(OPSEC) form, Government Furnished Information (GFI) etc.
 Create purchase requisitions within the General Fund Enterprise business System (GFEBS).
 Coordinate, chair, and conduct a technical evaluation board (TEB) to evaluate contractor proposals
and write evaluation summaries.
 Ensure the Acquisition Management Oversight (AMO) package is prepared IAW with Army/Training
Doctrine (TRADOC) and Combined Arms Center (CAC) regulations and submitted on time.
 Create cabinets for each contract within the Paperless Contract Files (PCF) system.
 Plan, coordinate, and conduct post-award meetings.
 Ensure the contractor performs the requirements of the contract; perform inspections in connection
with contract performance; maintain written and oral communications with the contractor
concerning all aspects of the contract; monitor contractor’s performance and notify the Contracting
Officer and contractor of any deficiencies IAW with the FAR guidelines.
 Review course ware deliverables, such as storyboards, Interactivity Multimedia Instruction (IMI), and
assessments to ensure completeness and compliance.
 Receive course ware deliverables from contractor to inspect and prepare for group trials (GTs) and
functional testing.
 Submit monthly required reports to the Contracting Officer.
 Ensure 5% of awarded dollars are held for final payment until final product has passed Government
Document Review (GDR) and functional testing.
 Authorize payment within 7 days of receipt of invoice for accepted deliverable.
 Process final bill within 3 working days of receipt.
 Prepare monthly status reports for the Contracting Officer in the Procurement Integrated Enterprise
Environment (PIEE).
 Analyze contractor task order (TO) milestone schedules and identify possible issues prior to the TO
exceeding the period of performance (PoP).
 Review TO deliverables for completeness and compliance with the PWS.
 Update the virtual working environment (VWE) with impactful TO information.
 Mediate TO disputes between government and contractors.
 Earning the Services Acquisition Team Member: Acquisition Professional credential with Defense
Acquisition University (DAU).
 Serving on the Modernization of the Captains Career Course (CCC) to Distributed Learning (DL)
