Welcome to Community Engagement, Solidarity and Citizenship Grade 12!
The Learning Activity Sheet is a product of the collaborative efforts of the

Schools Division of Silay and DepEd Regional Office VI - Western Visayas through
the Curriculum and Learning Management Division (CLMD). This is developed to
guide the learning facilitators (teachers, parents, and responsible adults) in helping
the learners meet the standards set by the K to 12 Basic Education Curriculum.
The Learning Activity Sheet is self-directed instructional materials aimed to

guide the learners in accomplishing activities at their own pace and time using the
contextualized resources in the community. This will also assist the learners in
acquiring the lifelong learning skills, knowledge and attitudes for productivity and
employment.

each Most Essential Learning Competency (MELC) with minimal or no face-to-face
encounter between you and the learner. This will be made available to the learners
with the references/links to ease the independent learning.

II. Background Information for Learners
Community Action aims to strengthen, mobilize, and increase the

understanding, engagement and empowering of the communities in the delivery of
basic local services. It involves activities that are often associated with social action
and community engagement.
In this lesson, you will learn and explain the methodologies and
approaches in community action.

Read and understand the underlying concept of methodologies and
approaches in community action.
Methodologies and Approaches in Community Action
A. Partnership Building with Local Groups
Allowing members of the group to work together in planning and

dealing with concerns to achieve the objectives is the primary consideration of
partnership. There is positive outcome and challenges in building partnership. The
stages involved in building partnership are the formative, normalizing, storming, and
performing. In consideration of potential partners, one may opt to gather information
through media, casual conversation, interview or through phone surveys.
B. Community Profiling
A Community Profile is a collection of relevant information about the
entirety of the community. This has basic elements which includes the aspects on
the area as a place to live, the resources and needs of the community, the
involvement of the member and lastly the preparation of the action plan.
To get to know better the community, one may use maps, surveys or
questionnaires, casual talks to natives, and through the advent of media to
further determine the profile of the community. Ensure that the reason why you
are profiling the community is clear and specific.
C. Needs Assessment
Identifying needs and planning ways on how to address the concerns

are the primary focus of Needs Assessments. In determining the Needs, the
following perspective are considered, the perceived needs, expressed needs, and
the relative needs.
The gathering of information of the community leading to planning and

action for the development are the activities in Community needs assessment.
The reasons for community needs assessments is to discover the weakness,
addressing problem, and serving the community.
D. Leadership and Participatory Action Planning
The theory of community leadership is described in various ways: the

hierarchical, enabling, and adapting. Successful leaders are challenged with
adversity. However, there are elements of leadership that enables them to be more
resilient. This includes the values of being involved, engaged, innovative, practical,
committed, persistent, and energetic. The approach that uses different ways to
achieve and solve community issues is called Participatory Action.
The framework of Participatory Action is, forming collaborative group,

group learning, planning action, and understanding the experience.
E. Resource Mobilization
Resource Mobilization is the identifying and gathering of resources from

possible provider. The most common used resources in the community are, financial
resource, in-kind material donation, in-kind intellectual services, spaces, voluntary
works, and services of locals. The benefits of this resource’s mobilization open an
avenue for gaining sense of ownership, increase in social capital, sustainability, and
independence.
F. Social Action
Social Action is the involvement of one or more individuals and their

connections of their actions to the society. The types of social actions are rational
and instrumental action. The elements of social actions are the actor, the goal, and
the situation.
G. Social Action Evaluation
To allow an individual or group to gather relevant information and to
understand the effect of community programs an evaluation must be initiated. To
guide you in evaluating, the following stages are suggested, the framing stage,
designing the evaluation stage, and the conduct of the evaluation. A brief and
concise questions will be of great help in crafting the evaluation tool.
