Project Title : 1st Siargao Island Volleyball Association(SIVA) Mens Volleyball

Tournament ‘22
Project Proponent : All Male Volleyball Enthusiasts in Siargao Island
Project Venue : Barangay Roxas Covered Court, Brgy Roxas, San Isidro,
Surigao del Norte

Project Sponsor : Congressman Francisco Jose “Bingo” F. Matugas
General Objective:
To have an activity that will suffice the need in improving and honing the
volleyball skills of the youth in Siargao Island.
Specific Objective:
1. To provide a place for volleyball players where they can express their
selves through this sport.
2. To establish a strong and harmonious bond between players of the same

field of sports.
3. To be able to shift youth’s attention to sports and not in any illegal

substance that would harm their future.
Methodology:
Volleyball Tournament
Brief Discussion:
 This is a 2-Day Volleyball tournament designed for ALL MALE

VOLLEYBALL ENTHUSIASTS who has NO team in other places
outside Siargao Island and NOT part of any other Volleyball
Association except SIVA.
 Only 8 slots (volleyball teams) is up for grabs.
 The organizer will send invitations to teams who are interested to be
part of this tournament. FIRST COME, FIRST SERVE basis.
 There is NO REGISTRATION FEE.
Expected Output:
This tournament will expectedly end after 2 days. One (1) will emerge as
CHAMPION and Two (2) runner-ups. The three winners will receive a corresponding
cash prizes courtesy of our sponsor, Congressman Bingo Matugas.

Volleyball Tournament Rules
A. Rules
1. The tournament will follow the official laws of FIVB.
2. The tournament committee has the power to revamp the rules for
the sake of an orderly and fair tournament management.
B. Ground Rules
B.1 Team Compositions
1. Teams must have a minimum of FIFTEEN(15) players.
 Coach and manager is optional
 Libero is optional
2. The final line up must be submitted on 3 Days before the
tournament.
 NO CHANGES of the official team line up shall be allowed after
it has been submitted.
 Team Captain shall be responsible of the team’s concern and
he/she is the only one authorized to talk to the committee and
officiating officials.
 Only the players enlisted in the line-up will be allowed to play.
 Violation of these rules will result to disqualification of the
whole team.
3. Team uniform is optional but the jersey number is required and no-
similarities among the team players. Failure to comply for the jersey
number will result to disqualification of the player/s with no number
or with the same number.
4. Each member of the Official Team Line up must be present during
the opening program. Failure to do so, the player/s will not be allowed
to play for the 1st set of the teams first game.
B.2 Default and Forfeiture

1. Each team must be present at the venue One (1) hour before the
match schedule. In cases of forfeiture of the match before hand, the
next match will start 15 minutes after the time of forfeiture.
2. If the team is incomplete during the match schedule, the officials

will give 15 minutes grace period. If it still incomplete after the grace
period, the team will be declared as DEFAULT. It will be considered 0-
2 set record, 0-25 score record.
B. 3 Protest
1. Each team has the right to protest.
 Must submit a protest letter (brief and specific)
 Failure to submit a letter after 4 hours, the protest will be
denied.
2. Only the Team Captain can talk to the officiating officials when a
suspicious call occurs. If the captain is not satisfied with the
explanation of the officials, he/she may approach the table and
request for protest and the scorer will record the time of request. The
team captain must affix his/her signature and B.3.1 will be applied.
3. The committee shall resolve the protest within 24 hours and must
relay the decision after this period.
C. Tournament Format
C. 1 Tournament format for 6-10 teams
1. 2 Bracket Double Elimination
2. Rank 1 and 2 of each bracket will be automatically qualified for
semis.
3. In case of a tie, two teams will play a game of 1 set race to 21.
C. 2 Tournament format for 12 teams

1. 4 bracket round robin
2. Rank 1 team of each bracket will automatically qualified for semis.
3. In case of a triple tie, a point system will be applied, counting the
number of sets won by each team during the elims.
C.3 Match Ups

1. It will be available after the deadline of submission of team line
ups.
C.4 Semifinals and Battle for Third

1. Best of 3 sets (25,25,15)
C.5 Finals
1. Best of 5 sets (25,25,25,25,15)
