1. Purpose
The Health, Safety, Security, Environment and Quality (QHSSE) Requirements Checklist for Contractors is aimed
to describe Scatec minimum occupational health and safety, security, environment, and quality requirements
to ensure compliance with applicable legal and other requirements.
Please note:
 The summary of HSSE & Quality Requirements for Contractors is to be read and implemented in
conjunction with applicable and other requirements.
 This summary does not relieve the Contractor from legal obligations and/or any specifications.

2. Scope
The HSSE & Quality Requirements Checklist for Contractors shall apply in all Scatec Plants during Operations
and Maintenance phase.

3. Responsibilities, accountabilities, and authorities


Plant Manager/Plant Supervisor is primarily responsible to enforce and implement the HSSE & Quality
Requirements Checklists for Contractors to ensure the contractor is in compliance with the minimum
requirements before work commences.
The HSE Coordinator is responsible to assist in auditing and ensure the contractor is in compliance with all HSE
& Quality Requirements for Contractors before work commences.
Plant Safety Engineer/O&M Manager is responsible (when required) to review and advise on HSSE and Quality
requirements.

4. Procedure
 The HSSE & Quality Requirements for Contractors to be part of the tendering documents i.e., Request for
Proposal (RFP) Pack.
 The HSSE & Quality requirements to be communicated to contractors during the tender and/or kick-off
meetings. If a clarification session is required, Contractor to reach out timeously and request same.
 The key and essential documentations to be submitted to the HSE personnel for perusal at least five
working days prior to start date of the project. This will be in the form of a digital submission on Scatec’s
external SharePoint that will be provided. Note that any documents that are missing will result in
Contractor not being able to gain access to site or commence works.
 The supplied documentations to be also reviewed and/or approved by the Plant Manager. The Plant
Safety Engineer to review and approve HSE & Quality documentations for the works on electrical
installations and/or plant equipment.
 The Contractor to submit Quality and HSE files (Digital [Electronic] & hard copies) to be audited (final
checks) beforehand. Please note: mandatory documentation (marked under comments) must be
submitted as a minimum for all tasks.
 Both Scatec and Contract Representative to sign off the QHSE Requirements Checklist.
 The HSSE & Quality files to be permanently kept on site and made available for inspection upon request.
 The Contractor will be subjected to regular (monthly or quarterly) HSSE & Quality second party audits.

 The Contractor to prepare a detailed Close Out report at the end of the project.
 The Contractor to scan and submit the project HSSE & Quality files including medical exit certificates Final
