1 GENERAL INFORMATION
1.1 Scope and Exceptions

The purpose of this procedure is to define the method and criteria governing the Field Design Change
performed at Site during the construction phase, accordingly to the Contract IK 6600044682 -
Schedule Q.
This document outlines the activity performed by Field Engineering Manager to notify to the
competent MOC Office, SUBCONTRACTORs and COMPANY, the changes made by CONTRACTOR on
the design documents due to requirements from engineering, construction or commissioning in
compliance with COMPANY Standards.
This activity includes the sending when necessary of any proposed design modifications to the
competent head office department/positions for approval, before carrying out the work.
All modifications to the engineering documentation executed according to this procedure and in
compliance with COMPANY Standards will be sent periodically for information to COMPANY and
included in the As Built documents.
This procedure shall be adopted and implemented, to the extent applicable, by the Affiliated
Contractor in connection with the Construction Contract. For the sake of clarity, “Affiliated
Contractor” and “Construction Contract” shall have the meaning assigned to them under Paragraph
1.1 “Definitions” of Schedule “A” of the Contract.

2 CONTRACTOR’S RESPONSIBILITIES
The FEM at Contractor’s Field Office has the final responsibility for the field design changes
classified as “minor” in the present procedure, under the PM supervision.
The TM at MOC Office has the final responsibility for the field design changes classified as “major”
in the present procedure, under the PM/PD supervision. The TM shall also be kept informed of all
FDC or ARN processed at Contractor’s Site Office or in MOC Office. TM & FEM will verify that any
modification which may have an impact on the design safety will be managed through the relevant
procedure 000-ZA-E-0009208.
The FSE, reporting to the FEM, has the responsibility to coordinate and validate for his own discipline
the preparation of the field design changes.
The documentation relevant to minor design changes will be sent to PSL for information only.
The documentation relevant to major design changes must be sent as proposed solution to PSL at
MOC office for final validation and approval; PSL at MOC office has also the responsibility to initiate
the Advance Revision Notices for his own discipline, if required.
FSE/DCC shall ensure that the Master copy of the documents mentioned on “ Procedure For
Management of Documentation at Site” is maintained up to date (red mark ups), complete and
exempt of voided or superseded prescriptions. Documents not included in the above SDMS will be
maintained updated by FEM with all the FDC issued at site, and formal revisions ( 00A/00B/etc ) of
the engineering documentation are prepared by FSE, under the responsibility of the FEM, when
required by the project needs.
Management of such revisions and their transmission to SAUDI ARAMCO will follow guidelines
provided on the document “ Procedure For Management of Documentation at Site”.

3 MANAGEMENT OF FIELD DESIGN CHANGES (FDC)
3.1 Initiation of an FDC

If design change is required on approved IFC engineering documents and/or drawings, during
construction phase, an FDC must be prepared by FSE and submitted to the FEM for approval, utilizing
COSY DMS interface form shown in the Appendix 2
The FDC can be originated due to the following reasons:
• by COMPANY: for changes instructed at Site.
• by CONTRACTOR: for changes proposed by CONTRACTOR to solve conflicts, or to rectify

incorrect and/or incompatible design output found during the construction stage.
• by SUBCONTRACTOR: for changes resulting from the issuance of a STQ by

SUBCONTRACTOR (reference STQ shall be provided in Section 1 of the FDC), aimed to solve
inconsistencies found on IFC documentation or to propose an alternative technical
solution. Such FDC must be validated by the relevant DS and by the Field Engineering
Team.
3.2 Field Design Change Tracking System (COSY DMS)

In order to guarantee the complete traceability and filing of FDC, CONTRACTOR is using an automatic
system referred as COSY DMS.
The system has the following purposes:
• It is directly connected with EDMS replica in order to assure the link with last revision of
the technical documentation.
• It manages the field revision automatically in order to avoid human mistakes.
• It guarantees the internal workflow between FEM, FSE and DCC and the relevant
authorization processes in a traceable way.
3.3 FDC recording and filing

FEM shall ensure that all design changes raised at Site are recorded and transmitted internally using
COSY DMS. DCC will fill the FDC Control Register, as per Appendix 3; DCC shall be also responsible
for distribution and filing of FDC.
The FDC must be numbered according to the following code:

YYYY identifies the sequential number, which must be a unique number, irrespective of
the discipline originating the FDC
ZZ identifies the revision of the FDC (00, 01, and so on).
3.4 Update of Engineering Documents

Changes must be marked-up on a copy of the latest IFC revision of engineering documents available
at Site, otherwise on an extract of them, or on construction sketches prepared to supersede the
related parts of engineering documentation; these sheets or sketches must be attached to the FDC
form.
The marked-up documents or parts of them such as sketch drawings shall be identified with the
document number of the affected engineering document, and with the corresponding FDC code until
a formal revision is issued; revision shall be the same of the document modified by adding a “F” and
numerical one-digit suffix (i.e. 00AF1,00AF2, and so on).
Each FSE and DS shall be responsible for removing obsolete or rejected drawings and specifications
from work areas.
FEM shall coordinate with the TM the timely incorporation of the modifications into the As-Built
drawings; FEM shall make sure that all FDC have been incorporated into the As-Built drawings by
checking the FDC Control Register (Appendix 3).

3.5 Classification of FDC

FEM and involved FSE shall review and evaluate the proposed change and decide whether it is major
or minor, in accordance with the following criteria:
MAJOR FIELD DESIGN CHANGES
Major FDC are those that affect the following basic design requirements:
a) Process and performance requirements.
b) Project specifications.
c) Supplier’s performance guarantees and warranty.
d) Drastic design change, which require re-do work to the facilities already or being
constructed.
e) Major design changes on Plot Plan.
f) Major field design changes may be subject to a Contract Change Order.
Major changes must be processed under the control of the TM with the cooperation of Site staff,
especially regarding suggestions related to progress on construction activities.
FEM shall notify major FDC to the TM providing the following information:
1) Description of design change.
2) Reason of design change.
3) Extent of design change with regards to basic design and/or contractual engineering
requirements.
4) Other relevant information for proper evaluation of design change request.
TM shall review and evaluate the proposed FDC, ensuring to obtain SAUDI ARAMCO’s concurrence
before conveying the final decision to the Site Office, in particular when the proposed change affects
costs and schedule. TM will verify if such modification has an impact on the design safety aspects
as these will have to be managed through the relevant procedure 000-ZA-E-0009208.
After review and evaluation (and on receipt of SAUDI ARAMCO’s concurrence), TM shall notify
comments and assent or rejection in writing to the FEM.
Upon receipt of revised engineering documents, FEM shall ensure that the FDC has been
incorporated, by assuring that the related FSE checked the revision before releasing the document
for construction.

PROJECT TITLE
MINOR FIELD DESIGN CHANGES
Minor FDC covers execution aspects implying requirement modification NOT essential for the design
such as slight dimensional, positional or directional changes to solve/avoid interferences or to adjust
distance between structures and facilities.
The FEM shall review, evaluate with the relevant FSE and approve the design change considering
the following items as a minimum:
a) Reason of the change.
b) Extent of the change.
c) Impact to other systems/facilities.
d) Other relevant information necessary for evaluation.
All changes must be in compliance with the applicable COMPANY’s Standards and specification
3.6 Management at site of FDC

The EDMS will be maintained updated by FEM with all the FDC issued at site.
3.7 FDC related to Changes in the Scope of Work

When field design change initiated by COMPANY foreseen a change in the Scope of Work, FEM shall
take necessary actions under the instructions of the PM to ensure that works are carried out within
the frame of the Contract Scope of Work.
FSE shall be responsible to inform the FEM about the change in the Scope of Work so that he may
take the necessary actions.
The FEM shall inform the CM and the relevant FSE that the Change is under the process of Change
Order, and therefore its implementation is suspended until the formal instruction is received from
COMPANY as mentioned below.
The field design changes related to a Change in the Scope of Work shall be incorporated into the
engineering documents upon receipt of:
• a Change Order approved and issued by SAUDI ARAMCO.
• written instruction from COMPANY to proceed with the work, if expressly agreed between
COMPANY and CONTRACTOR’s representatives that works shall proceed due to their
criticality for the Project Schedule.

3.8 FDC subject to Local Authorities approval

Since COMPANY is responsible to obtain all permits, licences and other governmental authorization,
should an FDC be subjected to approval of Local Authorities, revised documentation produced by
Contractor will be transmitted to SAUDI ARAMCO as per normal project procedures.
3.9 Close-Out of FDC

The FDC Close-Out has the scope the confirmation that the Subcontractor followed during
construction the instruction given by Contractor through FDC.
Close-Out is required for each FDC: Subcontractor shall sign off the relevant FDC after having
completed the relevant construction activity, form shown in Appendix 2 shall be utilized.
After completing the relevant construction activity, Subcontractor shall send back via transmittal
the FDC (closed as Subcontractor) to DCC; DCC will hand over the FDC to the CONSTR and QA/QC
Departments, to allow them to verify that construction activities have been carried out in
accordance with contents of the FDC, and therefore to confirm the Close-out.
As soon as Subcontractor’s Close-Out will be confirmed from both CONSTR and QA/QC Departments,
the FDC will be signed also in the Contractor Close-out part; DCC makes Project’s distribution via
email and send back the FDC via transmittal, “for information” purpose only to Subcontractor.
The Original copy of FDC is filled up every time by DCC.
4 MANAGEMENT OF ADVANCE REVISION NOTICES (ARN)
4.1 Initiation of ARN

In case of design changes initiated at Contractor’s HO on IFC documents and directly impacting the
construction activities, quick action is required to adequately inform the Site, for this purpose the
responsible PSL shall initiate an ARN utilising the form shown in Appendix 4.
The ARN shall be properly signed by PSL and TM and then transmitted to Site by email to CM, with
copy to the PD, PM, SM and FEM. The email shall contain the scan of the signed form, with all
attachments duly numbered. For major design change TM and PSL responsibility is to get
concurrence of PM.
Following issuances of the ARN are typically done:

• Rev. 00 – For Short Notice: to be issued at the earliest once the design change is
confirmed, to inform the Site of the works impacted and eventual holds to be
implemented.
• Rev. 01 – For Detail: to be issued once the relevant detailed engineering has been done,
in order to release the construction activities, without awaiting the formal re-issue of the
affected Engineering documents.
Upon receipt of the ARN, FEM shall evaluate if the preparation of a supporting FDC shall be required.
4.2 ARN recording and filing

FEM shall ensure that all ARN are recorded and controlled by DCC through the ARN Control Register
(Appendix 5); DCC shall be also responsible for distribution and filing of ARN.
The ARN must be numbered according to the following code:

If FEM considers it appropriate that an FDC must be originated, the ARN number must be indicated
on all sheets of the FDC, including attached sketch, isometric drawing, etc.
4.3 Update of engineering documents

The attachments to the ARN shall be either marked-up documents or construction sketches
drawings; these attachments shall be identified with the same number of the affected engineering
document and with the corresponding ARN until a formal revision will be issued; revision shall be
the same of the document, modified by adding an underscore and a numerical one-digit suffix (i.e.
_1, _2, and so on).
Each FSE and DS shall be responsible for removing obsolete or rejected drawings and specifications
from work areas.
The PSL shall be responsible for the subsequent issue of the revised Engineering documents in a
timely manner.
