1. INTRODUCTION

1. A Transaction Technical Assistance (TRTA) has been provided by the Asian Development
Bank (ADB) for preparation of a proposed 6-year Climate and Disaster Resilient Small-Scale Water
Resources Management Project (CDR-SSWRMP) for implementation in the four climate and disaster
related hotspots: (i) Barind and drought prone areas, (ii) coastal zone, (iii) Haor and flash flood areas,
and (iv) river systems and estuaries areas of Bangladesh. The CDR-SSWRMP would develop about
150 new subprojects and incorporate measures to enhance performance of about 230 existing
subprojects implemented under previous ADB-supported SSWRM Projects. The TRTA would prepare
to implementation-readiness 30 new and 50 performance enhancement subprojects.

2. This PE Justification Report (i) validates the technical feasibility of one proposed PE
Subproject through participatory field visits, (ii) assesses the works, institutional development and
supports needed to incorporate the enhancement proposal and climate and disaster resilience into
the existing subproject, and (iii) assesses the incremental benefits justifying the proposed
interventions.

Present PE Application : Application for PE of the subproject was submitted by
the WMCA in November, 2021. The application was
largely qualitative and not complete with all required
technical and/or Institutional data/information. After
reconnaissance of the subproject, TRTA Consultants
considered that more information/data would be
needed to proceed with the subproject and
subsequently undertook service of a third party to
obtain Additional Data/Information to Supplement
WMCA’s Application by visiting the subproject site,
consulting the WMCA and their records, and obtaining
local people’s opinion about the subproject and the
proposed PE works using a checklist specified by the
TRTA Consultants.

2. DESCRIPTION AND GRADING ASSESSMENT OF SUBPROJECT

2.1 Description of Subproject

Location
4. Chambi Khal is a hilly Chhara originating from Chunti Reserve Forest area flows down
northward to outfall in Dalu river which also comes from the Chunti Reserve Forest but from a
different part. The Dalu river flows north-west over a long distance, passes through Satkania and
outfalls in Sangu River further north-west.

5. Chambi Khal carries seepage flow from the hilly reserve forest area which is conserved by
constructing a Rubber Dam in Chambi Khal at a location 1.40 km above outfall to irrigate a large
patch of plain land on the right side between Chambi Khal and Dalu river. The Rubber Dam when
inflated early in the dry season creates a large lake in the channel of Chambi khal and its branches
and creeks such that the WMCA has developed a tourist spot there based on the beautiful lake and
its boating facilities.

Subproject Area
6. The FS report of the subproject implemented under the PSSWRDSP (2010-17) provided an
Index Map in Google image and mentioned subproject areas as Gross 860 ha and Benefitted 790 ha.
However, the presently operating subproject has 168 ha gross area as has been measured from
Google image. The benefited area, considering 85% of the gross area, is about 145 ha. The original
Index Map with the “present subproject area” shown on it and the salient data of the original
subproject are given in Annex-1: Index Map with Salient Data of Original SP (showing present SP
area) for comparison and understanding.

7. Regarding the big difference between the planned and presently operating subproject area,
the WMCA representatives informed that there is little cultivated land in the part of the subproject
area shown upland from the Rubber Dam for some 3 km length of Chambi khal. If there are some
individual plots/patches of land in suitable locations near the khal, people take water themselves by
means suitable to them.

8. On the left bank of Chambi khal, there are some cultivable lands near the outfall. It is far
from the Rubber Dam. People irrigate these lands using LLPs taking water from Chambi Khal and also
from Dalu river. Some individual plots/patches of lands near Chambi khal are irrigated by taking
water from the khal below the Rubber Dam using LLPs but they will not join the WMCA as they are
not taking benefit of the Rubber Dam.

9. Examination of Google map also indicates that the subproject area shown in the Index Map
of the original FS was not practicable.

Physical Works
10. The Chambi Khal Subproject constructed the following physical works:
a. Chambi Khal Rubber Dam: The Rubber Dam having Length = 20m and Height = 4.5m was
constructed in Farenga village at the place of the earthen cross dam that was being built
every year to conserve water for irrigation.
b. WMCA Office Building: A separate WMCA Office Building was constructed about a
kilometer from the Rubber Dam site.

11. No irrigation infrastructure other than the Rubber Dam was built under the subproject. The
irrigation water distribution system comprising of three earthen canals – Main Canal, Branch Canal-1
and two branch canals of earthen construction was built by the WMCA. The main canal was 2.20 km
long and the branch canal-1 and branch canal-2 were 1200m and 800m long respectively. The main
canal has no inlet structure to control flow from the reservoir.

12. The WMCA in its PE Application has requested to make the present earthen irrigation canals
lined to eliminate the hassle of rebuilding the canals every year which involves cost and
management issues and sometimes causes delay in starting cultivation activities. Besides, water is
lost due to breaches in the newly built earthen canals. The WMCA has requested to extend Branch
Canal-2 by a further 200m when about 20 ha more area will come under irrigation and also
requested to make the earthen access road to the Rubber Dam structure paved as many people
come to see the Rubber Dam and the reservoir lake.

Flooding and Drainage


13. The area that is being irrigated from the Rubber Dam is open for drainage to both Dalu river
and Chambi Khal and also gets overbank flood spill from both the rivers/khals. However, flooding
and drainage are not problems for the area.

14. Monsoon runoff from a part of forest area is carried by Chhara-A (a map-name) that
connects with the main earthen canal and flows over the area through irrigation canals and other
khals/ditches. This damages/silts up the earthen canals which need to be rebuilt every year before
the crop season.

15. The diversion of irrigation water from the reservoir is now uncontrolled. Water enters
through the main irrigation canal depending on WL in the reservoir and flows freely overland
sometimes causing flood in the area and finally draining in Dalu river and lower part of Chambi khal.
If reservoir level is high due to heavy rainfall in the catchment, the Rubber Dam is lowered to release
water. Such flood condition damages the earthen irrigation canals and sometimes standing crops are
also damaged.

2.2 Current Agriculture in Subproject Area

16. The subproject is in Chattagram district which is in Coastal (SE) hotspot in the north-east
region of the country. The subproject area is in high land areas and is not influenced by river floods
but suffers due to flash floods from small to medium Chhara/river during heavier rains. Drainage of
the subproject area is satisfactory and has no impact on crops grown.

17. The current subproject area is Gross 168 ha of which 145 ha has been estimated as the
benefitted area (NCA). The fertile flood plain lands are suitable for both Kharif and Rabi crops if
irrigation water is provided. The Rubber Dam has created a good reservoir in the upper part of
Chambi khal and its tributaries and is providing adequate irrigation water for the command area.

18. The TRTA Reconnaissance Team visited the subproject on 11 November, 2021 and obtained
by discussion with the WMCA and beneficiary farmers, information on the present (with Rubber
Dam) crops and agriculture in the subproject area as given below:

19. With a reasonable overall cropping intensity, the PE Application has focused on improving
convenience and efficiency of irrigation and increasing irrigated area. They have also asked for
making the existing earthen access road to the Rubber Dam paved and a storage facility for farmers’
produce.

2.3 Status and Performance of WMCA

20. The Report on Additional Data and Information to Supplement PE Applications (Annex-2)
that substantiate WMCA’s Application for PE of the subproject depicts status of the WMCA by the
information given in Section-2: WMCA Performance and Grading. The following paras provide
outlines of the different elements of the WMCA.

21. Election: The subproject WMCA was Registered in 22-02-2015 and the subproject was
handed over to the WMCA on 20-05-2018. The last WMCA election was held on 29-09-2020, the last
Audit was done on 14-01-2021 and the last AGM was held on 16-01-2021. From the information
obtained, it appears that the WMCA may be considered institutionally active.

22. Membership: Membership of the WMCA appears, as reported, to be satisfactory – from the
total 630 subproject HH, there are 644 Members (406 Male and 238 Female). Some HH have more
than one Member in the WMCA.

23. O&M Accounts: From the information available, it looks like the initial O&M FDR for Tk
600,000 opened in 2015 was maintained and is renewed on 29-07-2019 for the same amount. The
WMCA has a O&M savings account (O&M Operations Account) in Krishi Bank, Lohagara Branch but
Balance of the Account on 31 December for the last three years, as was requested, is not given. The
above information indicates that WMCA’s O&M Fund management has not been according to the
Guidelines.

24. Recent O&M Works and Financing: O&M activities of the subproject over the last 03 (three)
years has been as below:

25. The other O&M works and costs involved in the subproject are operation of the Rubber Dam
(staff remuneration, electricity cost) and maintenance of the Rubber Dam structure, if required. This
has not been reported. It is understood that these expenses might have been met by the WMCA’s
own fund i.e. not spent from IWRM contribution and so it is not reported. However, this is not
acceptable as all O&M expenditure need to be done through O&M Operation Account for clarity.
Funds received for use in maintenance from beneficiaries’ contribution, donated from profit of
WMCA’s business, etc must be deposited in the O&M Operation Account and then spent from there.

26. Micro-Credit Operation: The WMCA operates micro-credit as a business. Records of the
WMCA, as reported, indicate its micro-credit performance as below:

27. The WMCA has business activities in Fisheries and Tourism. A total profit of Tk 5,00,000/-
(from Fisheries Tk 2,50,000/- and from Tourism Tk 2,50,000/-) has been reported without any other
information about the business.

28. Membership of the WMCA appears to be satisfactory, elections are held and accordingly
WMCA may be considered institutionally active. The WMCA has Microcredit, Fisheries and Tourism
businesses. Performance in businesses can be considered satisfactory, dividend has been paid to
shareholders. However, financial management appears to be not according to the guidelines and
may not have been transparent.

2.4 Assessment of Grading and Eligibility of WMCA

29. IWRMU Evaluation: An evaluation of the WMCA made by LGED’s IWRMU has been reported
with overall Grade A. Date of the evaluation has not been reported.
30. Grading Assessment by TRTA Team: The TRTA Consultants conducted an assessment during
the reconnaissance. The Grading is as below:

31. Eligibility of the WMCA: According to the criteria specified for the WMCA to be eligible for
PE works (the Grading either A or B), the Chambi Khal Subproject is considered eligible.

3. THE PE WORKS: PROPOSAL, REVIEW AND TOPOGRAPHIC SURVEY

3.1 Proposal of PE Works and Initial Review

32. The Application for Performance Enhancement from the WMCA along with the works
proposed was endorsed by the Upazila Engineer and submitted by Executive Engineer, LGED,
Chattagram to the Project Director. The PE Application from WMCA is attached in Annex-3.
33. The PE works proposed for the subproject consisted of constructing 4 km pacca irrigation
canal in place of existing earthen canal. The proposal did not include map and other technical
information of the subproject. The WMCA also requested a storage facility to store farmers’ crops
for some time until market price improves.
34. TRTA Consultants obtained Index Map and some data of the original subproject. However,
the initial review of the PE Application indicated that these data and the mainly qualitative
information available from WMCA’s application were not adequate to assess the proposed PE works
from technical, economic and environmental contexts of the subproject and also in the context of
the institutional capability of the WMCA. It was therefore necessary to acquire additional data and
information to supplement WMCA’s Application for the PE works.

3.2 Additional Data and Stakeholders’ Consultation to Supplement PE


Application

35. Subsequently, additional data and information on WMCA’s institutional capacity,


performance in subproject’s infrastructure operation and maintenance, peoples’ opinion about the
subproject and the proposed PE works were obtained using a structured checklist, field check and
public consultation as given in Annex-2.
36. The information and data available from WMCA’s PE Application and the Report on
Additional Data and Information to Supplement PE Application of Subprojects were used in the
initial review of the PE works requested.
37. The initial review agreed with WMCA’s proposal for lined canal but did not agree with the
proposals of the paved Dam Access Road and Storehouse for crops. The initial review suggested a
Regulator at the inlet of the main canal from the reservoir to have control on irrigation water flow.
3.3 Topographic Survey of the PE Works

38. Topographic survey of the initially agreed PE works was assigned to Design and Survey
Organization (DSO), the contracted Firm for Topo Survey of PE Subprojects.
39. The Topo Survey was conducted by adopting the Sill Level of the Rubber Dam as the
arbitrary SP BM for survey of the PE works such that the PE Works, particularly the irrigation canals,
will be compatible with the reservoir water level and other existing structures of the subproject. The
RL value of the SP TBM was assumed arbitrarily as 10.00 m.
40. The following field surveys were done and the survey Firm submitted the Level Books, List of
TBMs kept at different places along the alignments of survey and plotting of surveys in both hard
and soft copies.

41. Based on SP BM considered for survey, design maximum WL of the reservoir is 14.50 m.
4. PROPOSED PE WORKS, QUANTITIES AND COSTS

42. Type of Subproject: The original subproject was of type WC as it was for conservation of
water by constructing the Rubber Dam. The subproject however involved irrigation of the command
area by constructing earthen irrigation canals and operating and managing the irrigation system.
Considering the actual purpose of the subproject and the PE works requested, the type of the
subproject is better described as WC & Irrigation (WC&IRR).
43. All the PE Works requested by the WMCA have been reviewed and assessed in detail
considering all available data and information including WMCA’s application, additional data and
information obtained through field check and public consultation. The review/assessment and
recommendation of the requested PE Works including quantities and costs based on survey
quantities and LGED’s schedule of rates are given in Annex-4 and also summarized below.

44. An Index Map of the present subproject area prepared based on the current Google Image
and showing original infrastructure and the recommended PE works is given as Figure-1. The
subproject boundary and area are significantly changed (refer: Subproject Area in Para 6-9).

5. BENEFITS / IMPACTS OF THE PE WORKS

45. Agriculture: The proposed PE works will make irrigation easier for the farmers and increase
water use efficiency. This may enhance scope of developing vegetable and horticultural crop
cultivation in the reservoir’s upper areas using pumps, probably solar powered pumps. With PE
works, cultivated area is likely to increase by about 20 ha at the end of the existing Branch Canal-2.
The existing and expected cropping are tabulated below.

46. Fisheries: There is good potential for open water capture fisheries in the reservoir. The
WMCA is already in fisheries activities. The PE works will not have any impact on fisheries situation.
47. Socio-Economic and Women’s Interest: The beneficiaries are already members of the
WMCA. They support the proposed PE works – making pacca irrigation canals as this will make
irrigation easier (Ref Annex-2, Section 4 - Stakeholders Consultation).
48. Women usually participate in agricultural and agri-business activities through household
works like post-harvest processing, storage, etc. They will be benefitted from increased production
by way of increased family income.
49. There is no Indigenous People /Small Ethnic Community in the subproject area.
50. Economic Impact: The economic impact of the PE works calculated as EIRR is 10.6%. The
sensitivity analysis indicated the EIRR to be 9.4% at 20% cost increase and 8.4% at 20% less benefit.
51. Environment: The subproject was implemented under the ADB-supported Participatory
SSWRD Sector Project (2010-18) that was classified as Category B (ADB SPS 2009) and Category
Orange-B (ECR Schedule 1 of DOE, Govt of Bangladesh).
52. An IEE of the subproject including its environmental management plan (EMP) has been
prepared for the proposed PE works meeting the requirements of both ADB SPS 2009 and the GOB.

6. OPERATION AND MAINTENANCE OF THE SUBPROJECT

53. The subproject was handed over to its WMCA in 2018 and O&M and management of the
subproject has been managed by the WMCA since then.
54. Performance of the WMCA in O&M of the subproject infrastructure and achieving irrigation
target (considering actual subproject area) and performance in business enterprises (Micro-Credit,
Fisheries, Tourism) are satisfactory.
55. As the WMCA is active and required O&M works are not complicated, the WMCA will be
able to undertake O&M responsibility of the PE works also.

7. JUSTIFICATION FOR PE OF THE SUBPROJECT AND RECOMMENDATION

56. The proposed PE works, providing pacca irrigation canal in place of earthen canals, will make
irrigation easier for the farmers, will improve irrigation efficiency and increase irrigated area.

57. The Economic Internal Rate of Return (EIRR) is 10.6%. Sensitivity analysis found that the
subproject remains economically viable if cost increases by 20% and benefit reduces by 20%.

58. The proposed works are technically feasible and have broad support from the WMCA,
beneficiaries and local people. The WMCA is graded B (good) and is eligible for PE support.

59. A rapid environmental screening indicated the subproject in Category-B (ADB 2009)
equivalent to Orange-B (GoB).

60. With the above considerations, the PE works for the subproject as recommended in this
Justification Report is recommended for implementation.
