    EXECUTIVE ORDER NO. 2022

    CREATION OF BARANGAY HEALTH BOARD OF BARANGAY


    CADLAN, PILI, CAMARINES SUR
    WHEREAS; Article XIII, Section 11 of the 1987 Constitution mandates for a comprehensive
    health system which encompasses promotive, preventive, curative and rehabilitative care
    services at affordable cost and shall give priority for the needs of the unprivileged sick, elderly,
    disabled women and children, as well as the undeserved and high – risk groups of the population;

    WHEREAS; same constitution mandates for the promotion of the health of the people instill
    health consciousness among them and a balanced healthful environment;

    WHEREAS; Section 17 of R.A 7160, otherwise known as the Local Government Code of 1991
    clearly specify among others, decentralization of Basic Services and Facilities for Barangay, the
    health and Social welfare services including maintenance of Barangay Heath center and daycare
    centers and general hygiene and sanitation, beautification and solid waste collection;

    WHEREAS; the Local Health Board recognizes the imperative and Barangay Health Board
    shall compliment the Municipal Health Board;

    WHEREAS; the LHB shall function at the municipal level and the Barangay Health Board shall
    compliment the Municipal Health Board;

    WHEREAS; Recognizing the role and influence of local leaders and the existing system in the
    Barangay, it is important that a Barangay health Board be set in place to respond to immediate
    needs of the community relative in their unique setting;

    WHEREAS; The Barangay Local Government Unit must utilize the empowerment given to
    them in engaging multi – stakeholders to pursue a strong health system in their locality;

    WHEREAS; the Barangay Health board will ensure delivery of basic services through
    availability of Annual health plan, Budget for Health, passage of needed Health Resolutions,
    adequate, well – compensated and competent community health volunteers, initiate or lead
    Barangay health Assembly and others deemed important for strong health system;

    NOW THEREFORE; I, WALDEN DOMINGO P. BRUSAS, Local Executive of this


    Barangay by virtue of the powers vested in me by law, do hereby order the creation of the
    Barangay Health Board (BHB) in the Barangay Cadlan, of Pili, Camarines Sur.
    SECTION 1: There is hereby create the Barangay Nutrition Council in Barangay Cadlan, Pili,
    Camarines Sur composed of the following officers and members to wit;
