The pursuit of academic excellence and innovation amidst a very competitive environment and in adherence to international standards is the veritable mark of a first-rate university. BU has traveled long and wide as it tries to define itself as a state university. Faced with enormous challenges of varying nature, it has survived and continues to leave an indelible mark in the lives of the Bicolanos. After almost forty years of existence, it has defied the odds, and can now be considered at par with the best higher education institutions nationwide. With strong leadership and committed men and women behind, the opportunity is now ripe to up the ante and meet the standards set by the international academic community. Against the backdrop of a dynamic and ever-changing environment, the current plan as reflected in the 10-Year BU Comprehensive Development Plan (2003-2013), needs revisiting. Doing so would underscore the exigency to respond to the opportunities brought about by recent events and development by building on accomplishments, tackling emerging gaps and meeting new challenges head on. BU, for its part, wants its presence significantly felt in the community. Guided by the twin concepts of excellence and innovation as the optimal endpoints, its current theme is bringing BU closer to the community. In no other way can BU make an impact to the community more deeply than by producing globally competitive and quality higher education graduates, and by generating new knowledge and technologies which, when transferred, will make a difference in the lives of the people. This is encapsulated in the institutional vision: A University of Excellence characterized by scholarship, engagement for the community towards sustainable development. Naturally, this only becomes possible through synergy of efforts and teamwork. The modified institutional development framework, which is product of consultation and collaboration, captures everything that BU intends to do vigorously in answer to the call of the times that of becoming a global university. Departing from the conventional, the key team players of the university came together and strategized by cluster, joining forces across all academic units to maximize discipline-based strengths. To make the benefits of growth spread across a greater number, each cluster determines core areas where it can contribute most, through advocacies. Proposed programs, projects and activities are likewise anchored on the major final outputs (MFOs), based on Organizational Performance Indicators Framework (OPIF) and the key results areas (KRAs) of SUC leveling, which serve as the barometer of organizational performance of State Universities and Colleges (SUCs). In view of the comprehensive and multi-disciplinary nature of BU, there is a pressing need to move towards one direction, mindful of the enormous tasks that are put on its shoulders, and cognizant of the huge challenges that lie ahead. Unlike a boat without a rudder, BU will no doubt reach its destination, carve its own niche in the annals of higher education institutions, and strive relentlessly TO BE THE ONE.
Overview
Vision An effective and efficient admission system by which applicants to the elementary and high school departments and to the various undergraduate courses are thoroughly screened with the end in view of providing the labor market with quality graduates for global development. As a testing center, the office shall evolve into a duly accredited Regional Psycho Educational Testing Center, serving the psychological testing needs of external clients from the school, industry, clinical and community settings. Plan Components To realize its vision, BU Extension shall focus its effort on four key areas of concern, consistent with the Bicol Universitys concept of one university, commitment to center of excellence for 2009 2013 and as specified in the BU Code, to wit: a) Extension Training; b) Information Packaging and Dissemination; c) Specialist Support Services; and d) Action-Cum-Research. a. Description of the (Objective key program areas: 1)
a.1 Extension Training Human resource is the key ingredient in the development process. Thus, Human Resource Development Program must always be considered as an important component in any development plan. The Extension training shall be concerned with the continuing capability building of the human resource pool of the extension organization of the University and Bicol Region in general. It shall continuously keep track of the training needs of the target clientele and thenceforth, prepare and conduct the necessary trainings within the bounds of its mandate and resources. a. 2 Information Packaging Dissemination This component provides the bridge between the research results and the end-users. It shall take charge of the direct dissemination of knowledge and technologies to target partners or direct client system which will help them in their decision-making process, livelihood and other development endeavors. Bringing results of research being undertaken by the university and other research institutions to the target clientele is made concrete by this component. Thus, essentially this component is concerned with the task of translating technical reports into technology packages or terms most understandable to the end-users or clientele and designing strategies on how this information could best reach the clientele. Technology or Information packages may be in the form of either one or a combination of the various media: broadcast, print, audio-visual and other media. Other media includes theater arts, folk media, etc. a.3 Specialist Support Services
This component shall be concerned with the provision of technical and/or consultancy assistance on certain field of interest, e.g. agriculture, public administration, fishery and industrial technology. Services may be in the form of delivering a lecture or serving as resource person of trainings, conferences, seminars and similar fora. Serving as consultant, adviser or technical assistant to development projects of both private and government entities also falls under this component. Moreover, university personnel may also serve as chairman or member of special committees outside of BU. a.4 Action-Cum-Research This component serves as the inter-phase between Instruction, Research, and Extension functions particularly in the tasks of developing technologies participatively, such that they are relevant and applicable to the unique situations of the service areas of end- users. Lesson and insights learned serves as good instructional materials to enhance teaching-learning experiences. Specifically, this component shall be concerned with the conduct of undertakings meant to directly address present problems or needs of the service areas or client sector but with a built-in study or research activity in order to deliberately generate insights and learning in the process through the scientific way of gathering and analyzing data and information. In the process, lessons or insights generated could provide the basis of strengthening certain development programs and for further research studies. b. b. 1.1 Training/Seminar Fee The different units shall package trainings, seminars and the like for interested clientele groups where registration fees could be collected for the conduct of the activity. Savings may be generated out of the undertaking. These trainings or seminars are meant to respond to the manpower needs of the university and the region. The scheme and rates for the said undertaking shall be approved by the University President following University policies. b.1.2 Partnership/Linkaging/Networking Another possible source of funding is through partnership, linkaging, networking and endowment with private entities, government and non-government agencies. Formalized partnership in program implementation usually requires cost-sharing among partner-stakeholders. These could be done through a Memorandum of Agreement (MOA) or Memorandum of Undertaking (MOU). This scheme shall also minimize if not totally eliminate duplication of development work which at times bring about confusion among the clientele communities or sectors. b.1.3 Consultancy/Technical Fee/ Professional Service Fee In answer to the expertise/technical assistance needs of interested clients or sectors the University could offer technical/consultancy assistance for a fee. This undertaking could benefit both the university and the faculty concerned. The Library
It is important that a library take into account not only the books on its shelves but also the people it
serves. This point of view is central in the philosophy of Bicol University. The University expects students to become familiar with the book collections housed both in University Library and in the respective unit/college libraries to master the techniques of using them, and to achieve a familiarity with the books which they will carry over into life. The General and the Graduate School Libraries found in the main campus primarily serve the students, faculty, researchers, officials and employees of the University. Researchers from other institutions and government offices may also avail of the library service under certain conditions. The Daraga Campus, BU Tabaco Campus, Engineering and BUCIT, Nursing, Education, Agriculture have their special libraries with collections geared towards the curricular and research needs of the college.
1. The library card issued to the applicant will be used throughout his/her stay in the University. It is non-transferable. For validation and clearance purposes, the requirements will be posted by the respective unit/college librarian. 2. The library card shall be used as an identification and passport when entering the unit/college libraries and in borrowing book/s for overnight or over-weekend use. 3. Any student who wishes to seek a University Clearance and Honorable Dismissal shall submit/surrender the Library card to their respective Librarians. Borrowing Procedures 1. Any student who wishes to borrow a book/s may present to the Librarian-in-charge the book/s with the signed book card/s together with the currently validated library card. 2. No student may borrow and/or sign for book/s and other library materials on behalf of someone else. 3. Students shall pay an amount of P13.00 for the lamination of library cards. Availment of Library Facilities 1. General references like encyclopedias, dictionaries, indexes, yearbooks, handbooks, atlases, newspapers, magazines and journals are FOR ROOM USE ONLY. 2. Special collections like dissertations, theses, project feasibility studies and other rare book collections and manuscripts are FOR ROOM USE ONLY AND NOT ALLOWED TO BE PHOTOCOPIED; Users are required to comply with the copyright law. 3. A reserved book may be borrowed for overnight or week-end use at the last hour before closing time to be returned on or before 9:00 A.M. the following school day. 4. A maximum of two (2) non-reserved or reference books may be borrowed for overnight or weekend use to be returned on or before 9:00 A.M. the following school day. 5. A fiction or home reading book may be borrowed for a week and may be renewed for another week, unless a borrower signifies to borrow the same. 6. Since books and other library materials are limited, faculty members may request and recommend reference book/s for reservation for a certain period only. 7. No book or any library materials may be brought out from the library without the Librarian's permission. 8. No catalog card/s may be withdrawn or pulled-out from the card catalog cabinet. 9. Use of multimedia room should be reserved three days before the use. Library Hours

The Schedule of Library Services and Calendar of Activities of the different unit/college Libraries are posted on their respective bulletin boards for further information. 2. All unit/college libraries are closed on Sundays. 3. All unit/college libraries are closed on official holidays and on days when university celebrations are being held.

BU Scholarships
Entrance Scholarship An entrance scholarship consisting of tuition fee discount shall be enjoyed for one semester by high school valedictorians/salutatorians from a public or private of a graduating class of not less than 50 students, except those who graduated from SUCs/laboratory high schools. The overall topnotcher in the BUCET shall also qualify under this scholarship. A student who meets the mentioned qualifications must apply for entrance scholarship upon enrollment by presenting his Form 138 (Fourth Year) and a certification as to the size of the graduating class and honors obtained from the high school principal or head of the secondary school where she/he graduated as valedictorian/salutatorian. Valedictorians and the BUCET overall topnotcher shall enjoy a 100%free tuition, while the salutatorians shall enjoy 50% free tuition.
Entrance scholars may become academic scholars upon meeting the qualifying average at the end of the semester. Academic Scholarship Students who obtained high average rating during the preceeding term attended in the Bicol University are granted University/Full scholarship or College/Partial scholarship upon application with the Office of Student Services, under the following conditions: University/Full Scholarship - 100% free tuition and other assessed fees for a general weighted average (GWA) of 1.00 1.25 College/Partial scholarship - 75% free tuition fee for a GWA of 1.251 - 1.5 - 50% free tuition fee for a GWA of 1.51 - 1.75 To qualify as academic scholar, the student must not have a grade lower than 2.4 (85%) in any subject, and be recommended by the concerned Dean/Director of the College/Unit. Publication Scholarship Students who qualify and are named of the officially recognized University/College publication as a result of competitive examinations are granted the Publication Scholarship every semester upon recommendation by the adviser of the College/Unit publication. Arts Scholarship Students who are members of a recognized University Arts group who win in national/regional competition and recommended by their adviser shall enjoy immediately following the semester after the award free tuition fee, as follows: National winner - 100% free tuition Regional - 50% free tuition Music Scholarship Students enrolled in the BSF program, major in Music, who win in national/regional musical competitions and are recommended by the Music Club adviser, provided, the student has no grade lower the 1.9 (90%) in Music subjects, are granted the following immediately following the semester after the award: National winner - 100% free tuition Regional winner - 50% free tuition
BU Enrollment Privilege
Dependent of B.U. Personnel Children of B.U. Personnel whose father/mother holds a permanent position in the University are granted 25% free tuition. Those availing of the privilege must have obtained a GWA of not lower than 2.5 during the preceding semester. University Athletes Students who have enrolled in BU for at least one semester and have represented the University in national/regional/city/provincial meet are entitled to the privileges as follows: SCUAA/National meet participant 100% free tuition Regional meet participant 75% free tuition City/Provincial meet participant - 50% free tuition Students availing of this privilege must be recommended by the Director, IPESR and file an application for the privilege with the Office of Student Services. Members of the University Band Students who have been enrolled in BU for at least a semester and are members of the University Band are granted 100% free tuition. They must be recommended by the Incharge, BU Band. Corps Commander/Sponsor The corps commander/sponsor of the BU-ROTC unit is granted a 100% free tuition during his/her term as such. Application for the privilege shall be with the Office of Student Services and student must be recommended by the BU-ROTC commandant. University/College Student Council Officers Students who are officers of the USC or students occupying major positions in the USC are entitled to free tuition fee, as follows: USC President 100% free tuition Other USC Officers and CSC President 75% free tuition Other CSC Officers - 50% free tuition
Study Grants
Barangay Official Privilege Study Grant(BOP) Students who are legitimate dependents of Barangay officials under the Study Grant Program for Barangay Officials and their legitimate Dependents (SGP-BOLD), shall enjoy free tuition and matriculation fees, subject to admission policies and requirements of the Bicol University. The student availing of the BOP must not be more than 21 years of age at the time of his application; if freshman, must have obtained a HS average of 80% or higher and, be financially incapable to pursue a college education, whose parents' annual income does not exceed P72,000.00. The BOP Study grant is limited to a maximum of two (2) qualified and deserving children of Barangay officials including Barangay tanods and members of the Lupong Tagapamayapa during the incumbency of the aforesaid officials Sangguniang Kabataan Official Privilege Study Grant (SKOP) Students who are incumbent SK officials shall enjoy free tuition fees, subject to admission policies and requirements of the Bicol University.

Vision The University Guidance Center envisions the emergence of forward looking guidance programs, responsive to regional, national and global development having a dynamic, functional and selfsustaining guidance activities that serve the interest and the needs of its clientele. Mission
The Center is committed to assist the administration and faculty in their effort to produce intellectually competent, socially conscious, morally upright, spiritually enriched and meaningfully responsible students who are empowered to improve their lives and those of others. Develop what is true, good and beautiful in the guidance way.
Medical/Dental Clinic
The BU Medical & Dental Services (Main Clinic) is located in the BUCE Campus near BU Little Theater. It has six sub-clinics situated in the different campuses ready to serve the university populace namely: BUPC-Polangui, BUCAF-Guinobatan, BUCBEM & BUCSSP - Daraga, BUILHSAlbay, BUCIT-BUCEng-Albay, BUTC-Tabaco City. The SFAS implements the policies and guidelines approved by the Board of Regents on scholarship and financial assistance programs of the University such as fellowship and study grants, student assistantships, grants-in-aid, tuition fee discounts, and student loans.
