CCED is the Operator of Blocks 3 & 4 situated in the south-eastern belt in Oman and covers an
area of approximately 29,000 square kilometres.
Currently, there are treatment facilities for produced fluids at FARHA, SAIWAN, SHB and SHF
and ULFA stations.
Separated oil from all the other stations transported to SAIWAN storage facilities. From SAIWAN,
crude is transported to CCED’s custody metering at Qarn Alam via an 83 km 16” oil pipeline and
then to the PDO Main Pipeline System.
Associated gas is collected at each gathering station some of which is used to fire heater treaters
at all stations, but the majority of associated gas is flared.
Power generation in the field provided via diesel generator sets locally installed at each station
and demand point.
Most of the associated gas collected at ULFA and SHB EPFs. CCED recognizes the opportunity
to create value through the utilization of this associated gas by reducing the OPEX as well as by
turning the facility more environment-friendly.
Hence, CCED has defined a gas utilization project to study the potentials of utilizing the associated
gas.
As part of this project scope two power generation plants has been considered, one in block-3 at
the vicinity of ULFA EPF and the other one in Block-4, adjacent to SHB EPF. Fuel gas will be
supplied from ULFA and SHB EPF to each power plant respectively.
The produced power at each power plant will then be distributed within each block via 33kV OHL
with the intention of maximum coverage of the area and elimination of local diesel power
generation
Post 2026 if the associated gas in Block-4 is not sufficient for producing required power for block-
4 consumers, the power plant at block-4 will be relocated to block-3 as expansion of ULFA power
plant, and an interconnection line between two blocks will transmit power from block-3 to block-4
power distribution grid.
Project expected start-up date is Q4 2023 but it is a project aspiration to start up as soon as
possible.
This document specifies power generation & distribution philosophy requirements for gas power
plants in ULFA (Block-3) & SHB (Block-4), based on use of reciprocating gas engines, of a modern
well proven design.

The plants design life shall be 25 years. All supplied equipment and components shall be designed
for at least 25 years and shall be of well- proven design. No prototype or otherwise unproven
equipment and sub-equipment element will be considered. All supplied equipment shall be
suitable for coast desert / marine, salt and dust laden, highly corrosive environment. For

Business plan (BP-2022) production forecast is used as basis for this study.
The ULFA EPF currently receives well fluids from the Samha and Ulfa wells. In January 2023 the
Masarrah wells might be tied in to the Ulfa EPF for processing.
The SHB EPF currently receives well fluids from the SHB and SHD wells .It is assumed as part of
2021 business plan that around 6,000 BOPD from SHI wells is diverted to SHB EPF. The GOR of

SHI well is 365 SCF/BPD. Hence, the peak gas amount diverted to SHB EPF from SHI wells is
2.2 MMSCFD.
Refer to gas availability profiles above the produced gas amount is dropping in the future and it is
one of the main uncertainties of Project. Moreover, considering the long distances between
stations, and challenges for gathering and transferring gas to power plant location, the power plant
as well as fuel gas conditioning unit shall be designed in a way to be able to be relocated with
minimum effort.
The suitable prime mover for power generation using fuel gas are either Gas Turbine (GT) or Gas
engine (GE). Both the technology have their advantage and disadvantage as prime movers. The
technology selection study has been conducted as part of concept study and concluded in the
report that gas engines are more suitable and have advantage over gas turbines for the given
power rating range.
The main deciding factors are future power demand and gas availability. Based on the projected
gas availability and power demand for Block 3 and Block 4, the power rating of the generators has
to be 1MW to 5MW range. Also it is foreseen that the equipment may have to be shifted from one
block to other block depending on gas availability and power demand in future case. Considering
these factors it is recommended that more number of smaller power generating equipment are
better suited than small number of large power generating equipment

As part of this project scope, two independent power plants: one in Block-3, & the other in Block-
4 along with associated power distribution networks based on Concrete pole OHL is proposed.
Power plant at block-3 will be located in the vicinity of ULFA EPF plant whereas power plant at
Block-4 will be located in the vicinity of SHB EPF plant, considering the availability of fuel gas as
explained in Cl. No. 4
No. of Gas Engine Generators & Diesel Engine Generators in Block-3 & 4 power plant are selected
with consideration of sparing and spinning reserve such that the power plant will be able to cater
the load demands of the Block-3 &4 for each year between 2023 -2040 even after tripping of 1 no.
of GEG & taking out another GEG for maintenance.
For the various selection criteria & the list of selected Gas Engine generators rating & model refer
to the equipment selection study report document Number COM-XX-M04-2000-001-01-JS1137-
MEC
Apart from the criteria listed in the equipment selection report following points have been
considered while selecting the power station configuration
Generator Circuit breaker to be part of the GEG skid & Generator shall be synchronized across
this Generator Circuit Breaker. All control/synchronizing/protections/ metering/ indication/alarm
shall be part of the GEG skid controller. All necessary control logic for equal load sharing among
the generators (GEG & DG), load shedding scheme logic, logic for start up & tripping the GEG/DG
based on load demand etc shall be provided part of Master Control Panel PLC or DCS. Same
shall be decided during Detail Design stage
Generated Low voltage power will then be stepped up to 33kV via Generator transformers.
Generators shall be connected to step up transformers using suitably sized underground buried

Generator transformers shall be further hooked up to 33kV, 630A Ring Main Unit (RMU) system.
Diesel generators, station auxiliary transformer & EPF plant load transformer shall also be hooked
up to the 33kV RMU units.
Type-I: RMU with 2 Nos. 630A On load Isolator & 2 nos. of outgoing VCB feeders
630A On load isolator shall be connected to next adjacent RMU to form a ring connection whereas
2 Nos. VCB feeders shall feed GEG/EDG/Station auxiliary transformer, EPF plant transformer
Type-II: RMU with 1 No. 630A On load Isolator, 1 No. 630A VCB & 2 nos. of outgoing VCB
feeders
Type-II RMU shall be used where RMU is finally hooked up to 33kV PMR of the switch rack to
complete the ring configuration. 630A ON load isolator shall be connected to next adjacent RMU,
630A VCB shall be connected to 33kV PMR of the switch rack in the 33kV ring connection whereas
2 Nos. VCB feeders shall feed GEG/EDG/Station auxiliary transformer, EPF plant transformer

In the ring connection of the RMUs, VCB has been considered at the connection point to 33kV
switch rack. Rest all connections in 33kV RMU ring circuit shall be ON load isolators.
All the RMUs shall be connected in ring connection & shall be finally hooked up to 33kV switchrack
(installed adjacent to the power plant) via 33kV Cables & 630A PMR along with 400A ON load
Isolator. It shall be possible to manual close/open 33kV RMU outgoing VCB (connected to
DG/GEG) from local & remote (DCS HMI). Control of rest of the VCB ie in ring circuit, on load
isolators & earth switch shall be controlled only from local. PMR in switchrack & in the fields shall
have manual control from both local panel & remote (DCS HMI).
For further details refer to the attached Power plant Key SLD of Block-3 & 4 power plant (Dwg No.
ULF-OF-E06-2001-001 & SHB-OF-E06-2001-001).
Loading on the RMU ring shall be restricted to 360A(considering 10% margin) considering the
33kV switchrack equipment current rating. Accordingly no. of RMUs/Generators & load connected
in one ring connection shall be decided
The overall philosophy of selecting outdoor 33kV Ring Main Units along with 33kV switchrack with
ON load isolators & PMRs as compared to 33kV Indoor switchgear is to provide a cost effective
design for power plant and distribution system.
- RMU can be easily expandable, quickly disconnected, and transported to other location &
reused without taking shutdown of the plant
- RMU is easy to install
- RMU has low maintenance requirement as compared to 33kV indoor switchboards
- Since RMUs are suitable for outdoor installation, all direct/indirect cost related to 33kV
switchgear & its building is reduced. RMU to be installed outdoor in a kiosk having access
control/restriction
- RMU is economical as compared to 33kV Air insulated/Gas insulated switchgear

Instead of Outdoor 33kV CB, PMR has been considered for following reasons:
PMRs have been considered in order to have a simplified and economical design of power
distribution system
PMR are typically available in current ratings of 630 A or 800 A, with some vendors offering
other ratings such as 400 A and 1200 A. For ULFA & SHB power plant, Continuous maximum
load current on 33kV system is low. Preliminary results of the Load Flow study in ETAP
(considering 1.23MW Generator skids & maximum load demand (i) for the year 2026 for
ULFA area & (ii) for the year 2029 for Block-4) shows the continuous maximum load current
on 33kV system below 350A. Hence PMR can be used for the power project
PMR are typically available with symmetrical short-circuit ratings of 12.5 kA or 16 kA, with
some offerings at lower or higher currents. For ULFA & SHB power plant, Short circuit current
expected on 33kV system is low. Preliminary results of the short circuit study in ETAP
(considering 1.23MW Generator skids & for ULFA area & Block-4) shows the prospective
short circuit level on 33kV system as low as 2.5KA. Hence PMR can be used for the power
project
PMR have current sensors incorporated in the molded housing, and it is not possible to add
additional current transformers directly to the PMR assembly. Additional current
transformers, if needed, would have to be added separate from the PMR, increasing the cost
of the total installation. Also, the PMR control cabinet is of fixed size, so there is likely no
room to bring the secondary leads from additional current transformers into the PMR
controller cabinet. Therefore, PMR are not readily adaptable to addition of metering or
additional relays (e.g., for transformer differential or other protection). For ULFA & SHB
power plant, since the maximum 2MVA rating is envisaged for generator transformer/ station
auxiliary transformer, special or specific protections requirement like transformer Differential,
REF protection etc. is not envisaged. Hence Overcurrent/Earth fault/Sensitive earth fault
(residual current based) protection relays as a part of outdoor RMU VCB unit & PMR will
suffice the protection requirements.
Considering the above aspects, PMRs fits into our requirement of distribution and control
philosophy and hence they have been used
33kV Switchrack
33kV Switchrack with concrete poles has been considered with following philosophy
No. of bays has been decided based on no. of RMU ring connection, earthing transformer
connection & the required no. of OHL line
No. of OHL feeders have been decided considering the distribution of loads eg in Block 3,
single OHL considered as the loads or linearly distributed in one direction where as in Block-
4, 2 nos. OHL considered as the loads are distributed in 2 opposite direction

Also loading on each OHL decides whether single or twin ELM conductor required for 33kV
OHL line & also the no. of OHL feeder required
Bus section ON load isolator has been provided so that any extension of bus for future
extension shall be possible without taking the complete shutdown of the switchrack
Minimum 1 no. equipped spare OHL bay has been considered in each power plant for any
future OHL or interconnection link
For rest of the available bays only on load isolator has been considered, so that in future the
bay can be constructed as required without taking any shutdown of the switchrack
Generated power shall be further distributed to all consumers within Blocks-3 & 4 via 33kV OHL.
Refer to the switchrack and OHL layout for more details.
Grounding 33kV system using Zigzag transformer with NER to restrict the fault current to
400A. One number of Zigzag transformer on either side of the 33kV switchrack shall be
connected at outgoing feeder so that even when one of the 33kV bus section is out, zigzag
transformer will be available. At any time any one of the 2 Zigzag transformers shall remain
connected to 33kV system.

This section covers the Gas engine-starting, shutdown and operation philosophy. As per the
requirement of the project, several GEGs operate in parallel to meet the load demand. Essentially
this requires Engine control system, Load sharing system, AVR system and synchronizing system.
Engine control system (or Engine control unit ECU): integrates spark timing control, speed
governing, detonation detection (knocking), air-fuel control, start-stop control; diagnostic tools fault
logging and engine safety requirements. In addition, the control system shall have safety
shutdowns such as low oil pressure, engine over-speed, high intake manifold air temperature,
high coolant outlet temperature and uncontrolled detonation.
The control panel shall be placed either on the engine skid or nearby such that operator/
maintenance staff can locally access the panel. The panel shall have human interface with or
without touch screen function. The Control Panel shall be able to connect to the DCS via MODBUS
or TCP/IP network Protocol.
The engine control system manages the start, stop and emergency stop sequence of the engine
including Pre and post lube. The Pre lube (before starting the engine) and post lube (after shutting
down) requirement shall be defined by the OEM.
The operator shall give the command to start, stop and external emergency stope signal and
engine control system shall implement the same.
The engine shall have Knock sensors mounted on the engine to detect the uncontrolled
combustion. The engine control system shall modify the influencing parameter to reduce/ stop the
knocking or shutdown depending on conditions and control procedure.
Load Sharing System: The GEGs shall be provided with Load Sharing System which senses the
power output of the generator and provides signal to the control system to adjust the power output
of the engine-generator set to match the load demand & share the load proportionate to its kVA
rating
The gas engine fuel gas condition skid has to be ready with header pressure higher than the
minimum pressure requirement as recommended by OEM.
When all the prerequisite as per the start –up procedure (Start –up interlock) met like lube oil pump
start, coolant pump stat-up, cooler fan start etc. as per the OEM recommendation, engine start
shall be enabled for the operator to start.
Initiating manual start command to each GEG skid shall be possible from local control panel &
DCS HMI (installed in the control room of each power plant)
The engines shall be sequentially started. The sequence of starting the GEG shall be
predetermined and shall be rotated in order to maintain similar running hours.

The fuel gas header pressure shall be monitored for pressure, temperature and shall have alarm
and trip functions.
The engine start permissive status shall be enabled at 1 barg header pressure.
The fuel gas temperature shall be less than 60°C. Same shall be reconfirmed with OEM
The fuel gas dew point temperature shall have at least 10°C lower than the supply temperature.
Vendor recommended temperature difference shall be followed.
Once start permissive is enabled, the starup procedure as per OEM recommendation shall be
followed with start-up of auxiliary systems one by one and finally stating of the engine. Cl. No. 7.4
shall be referred for further sequence
Once the engine starts and generator voltage is normalized, then GCB can be closed either on
dead line or live line scenario. In case of a live line scenario, once the engine starts and generator
voltage is normalized, it can be manually (or Auto) synchronized with live line across GCB.
Start-up, synchronising and loading of Gas Engine generators shall be possible from local control
panel & DCS HMI (installed in the control room of each power plant) Gas Engine shall have the
provision to start in Manual or Auto mode. In Auto mode, Gas Engine shall be provided with
automatic control schemes to facilitate auto start up once the start command is initiated from Local
panel or DCS. Automatic control scheme shall also cover the automatic synchronizing across skid
mounted GCB & automatic loading of the generator.
The above start up philosophy shall be reconfirmed with the GEG vendor. Status/Alarm of the
GEG skids can be monitored from the DCS HMI in Control Room. Also electrical parameters, such
as Voltage, Current, Frequency, Load (kW, kVAR, KVA) can be monitored from Control room by
Operator. All the parameters and running hours shall be recorded in the DCS system
The engine starting system shall have a battery-operated starter which should crank the engine
for a time duration as per OEM recommendation followed by a break before next start attempt.
Such cycle shall be repeated until the engine starts. The number of attempt (cycle) shall be limited
as per OEM guideline in order to avoid causing any damage to the engine
Failure to start the engine after repeat of recommend number of attempts shall disable starting
process of that engine and alert the operator. Any further starting attempt shall only enabled only
after thorough checking and troubleshooting recommendations from OEM.
The operator shall be able to start the next engine in sequence after attempt to start the current
engine fails.
Once started, the engine shall be allowed to run at no load condition for a period as recommended

The GEG shall then be synchronized with other GEGs in operation. The synchronization can be
done in manual or Auto Mode.
After Synchronizing, the load sharing system shall monitor and control the loading of individual
GEGs such that all of them operate with equal load and normal operating condition shall follow
(refer section 7.4).
The equipment shall be isolated from the grid and the Shutdown procedure from OEM shall be
followed. The auxiliary system such as lube oil and cooling water circulation pumps shall be shut
down only after the time gap as recommended by the OEM.
Initiating manual stop command to each GEG skid shall be possible from local control panel &
DCS HMI (installed in the control room of each power plant).
There are two emergency shutdown scenarios exist. Once is self-triggered by equipment
protection system and the other is externally triggered emergency shutdown.
In both case the GEG shall be isolated from grid and vendor recommended shutdown procedure
shall be followed.
In case of plant shut down, refer to ESD procedure and C&E diagram No. SHB-IC-I07-2001-001-
01-JS1137-MEC, ULF-IC-I07-2001_001_01_JS1137_MEC
Once GEG is synchronized with the captive grid, the GEG control panel shall start loading based
on hot start or cold start as applicable and recommended by the OEM.
The loading sharing system shall be part of the master control panel which shall be part of the
GEG package. The load sharing system shall divide the load among operating machines. All GEG
& DG controller shall be hooked up to each other or a separate master control panel using soft
communication for the proper load sharing among the generators. Viability of communication of
DG controller with master control PLC/Local control panel of GEG supplied by GEG vendor shall
be verified by EPC contractor during Detail Design stage
During normal operation of the power plant, if any one of the GEG trips, suitable alarm shall
intimate the operator in DCS HMI of the condition. Also suitable logic shall be built up in master
control panel or DCS (to be decided during Detail Design stage), such that in case the loading on
the remaining running GEG is more than 90% of its capacity, automatic start command shall be
initiated to one of the available GEG not running or else, one of the DG. Once GEG/DG has started
successfully generating rated voltage, it shall be synchronized to 33kV ring circuit across its
generator circuit breaker. Suitable logic shall be built up in master control panel to ensure load is
shared equally among all the generators. GEG/DGs shall be started automatically one by one till

the loading on each generator is within 90% of its rated capacity. Provision shall also be available
to start & stop the DG manually by operator from control room
If during normal operating condition if the fuel gas header pressure starts to fall, the rate of
pressure drop shall be an indication of nature of problem.
If the rate of fall of header pressure is more than the predetermined value, then the equipment
shall be isolated and shutdown procedure of GEG shall begin as per operator decision or in a
predetermined sequence of shut down. Operator intervention in such condition is optional as the
fall of header pressure is significant and emergency measures must be undertaken.
Whereas if the rate of fall of header pressure is gradual, alarm shall be raised and operator
intervention shall be sought. If in case operator does not intervene and pressure drops below
alarm level, the GEGs must be sequentially isolated from grid and normal shutdown procedure
must begin.
The GEGs shall be grouped for the sequential shutdown, the header pressure shall determine the
specific group GEG to be isolated & shutdown. The header pressure at which engine are shutdown
at minimum difference of 0.xx barg (HOLD) before the next group of GEGs proceed to shutdown
There also must be an option for the operator to unload and isolate the GEGs, while keeping the
machine operating at no load for a period of maximum predetermined time such that any normal
process upset can be handled without shutting down the GEG and re-starting.
The differential pressure across the fuel conditioning skid shall be monitored and if the differential
pressure is more than the predetermined value the alarm shall be raised.
The dew point temperature of the fuel gas shall be monitored and alarm and trip must be set as
per OEM recommendation.

An emergency Shutdown (ESD) system is proposed for the new facilities under this project. The
safeguarding system will ensure that the plant remains within design envelope in the event that
the control system fails or in the event of an upset condition. It shall also enable a safe and rapid
shutdown of the plant either automatically or manually.
The facility shall be ensured of, at all conditions with safe starting, safe operation and safe
shutdown at all times. Safe shutdown includes those activities required to ensure that safe
conditions shall be maintained after the actual shutting down procedure.
Critical safeguarding signals shall be hardwired to the plant ESD system as per the advice of gas
engine vendor.
Based on the power plant operation philosophy the power plant will be monitored and controlled
by DCS and the necessary tripping of Gas Engines will be initiated through the power plant ESD
system.
The cause of tripping may be self-triggered by equipment protection system or externally triggered
process conditions or plant emergency shutdown. In all these cases the equipment shall be
isolated from the grid following vendor recommended shutdown procedure

The power plant will operate in electrical island mode without any external grid connection. All the
generators will operate in kW/Power sharing mode.
Voltage Control
Voltage control shall be a primary function of generators to maintain the output voltage within 0.5%
of the generation voltage under steady state operational conditions.
Generator voltage control along with the OCTC of the Generator transformers shall be used for
the voltage regulation of the 33kV OHL network as per the load demand in Block-3 & 4.
Based on overall system studies results, fixed OCTC tap setting shall be recommended for
generator transformers.
As per overall Load Flow study recommendation, due to high load demand, long length of OHL &
resultant voltage drop, 33kV capacitor banks with APFC panel will be required both in Block-3 &
4 distribution network, to maintain the voltage profile at the load end within voltage variation of +/-
5%
During normal operation of the power plant, if any one of the GEG trips, suitable logic shall be built
up in master control panel, such that in case the loading on the remaining running GEG is more
than 90% of its capacity, automatic start command shall be initiated to one of the DG. Once DG
has started successfully generating rated voltage, it shall be synchronized to 33kV ring circuit
across its generator circuit breaker. Suitable logic shall be built up in master control panel or DCS
(to be decided during Detail Design stage) to ensure load is shared equally among all the
generators.
In case at any time the load demand outreaches the total generation power in the power plant,
suitable load shedding logic shall be built in master control panel PLC or DCS (to be decided
during Detail Design stage), to start tripping the PMR in OHL grid feeding low priority loads like
yard, camp loads. The final priority list shall be developed by EPC contractor during Detail Design
stage in consultation with CCED.

The plant shall be designed such that a failure of one Generator set will not result in the loss of
remaining generating set. Power plant shall be capable to cater the peak load demand for each
Block, as per Doc No. COM-XX-E08-2000-001-02-JS1137-MEC and power plant auxiliary load,
even in case of failure within one Gas Engine Generator set. Accordingly, No. of Gas Engine
Generators shall be considered based on N-1 philosophy
Further, to prevent any impact due to loss or maintenance of one more GEG, a 1 No. maintenance
spare Diesel Engine Generator of similar rating as that of Gas Engine Generator shall be
considered in each power plant. In case of preventive maintenance of GEG skid, the spare Diesel
Engine generator shall be started manually, synchronized & loaded & then GEG skid shall be
stopped manually
Auxiliary Power supply for each Gas Engine generator skid shall be derived within the skid
itself. This will reduce the impact of common mode failure (e.g. due to failure of one of the
bus of LV switchboard) on the operation of Gas Engine Generator skids. This philosophy
shall be verified with the GEG skid vendors
Each 33kV RMU connected to maximum 2 Nos. GEG skids. This will reduce the impact due
to failure or maintenance of any one RMU resulting to the outage of no. of generators in the
plant
All generators are connected at 33kV side in a ring formation through multiple RMUs. In case
of failure or unavailability of any one RMU will not affect the continuity of generated power
supply to the 33kV switch rack from the generators connected to remaining RMUs.
Each GEG & DG shall be hooked up to its own Generator transformer. This will reduce the
impact due to failure or maintenance of any one Generator transformer resulting in the outage
of no. of generators in the plant
The fuel conditioning skid designed with sufficient capacity with margin for additional engine
installation keeping in mind the future demand. The filters, separators and vessels to have 1
working +1 standby configuration. The Chiller (if applicable) also be designed with sufficient
margin to take care of future demand.

General
Rating of the DG shall be similar to GEG skid rating such that it can serve the following purpose:
Can be used as mechanical spare when any one of the GEG skid is out for maintenance
Sufficient number of high gas producing wells in order to reinstate the first few number of
GEG. (Specific wells list for each Block-3 & 4 shall be discussed & agreed with CCED)
EPF plant load (critical load list to be finalized by EPC contractor during DD stage in
consultation with CCED)
UPS system
Quantity of DG shall be decided considering required power demand to feed the essential loads
as stated above & with a design margin of 15% for any future loads. DG shall also be sized for
largest motor starting (among the above stated essential loads). A gravity fed Day tank shall be
suitably sized to hold sufficient fuel for 48 hours of continuous EDG operation at its rated capacity
assuming 24 hours required to start and stabilize all the GEGs and 24 hours of additional
contingency margin.
During normal operation of the plant, in case of a Black out or In case of starting the power plant
during initial start-up , DG skids will be manually started one by one to cater the essential loads.
Provision shall be made available to start EDG manually from local & remote (DCS HMI). After
the essential load demand reaches 50% of the 1st DG capacity, then only 2nd DG shall be started.
After both the DGs are in operation and equal sharing of load, the loading on the DGs can be
increased in a gradual and step manner such that it reaches up to 70% of its rated capacity.
Recommended safe loading of DGs to be revalidated with the manufacturer during detailed design
stage.
Before starting the 1st DG, operator shall ensure following conditions:
PMRs of 33kV Switchrack (which is a part of RMU ring circuit), & PMR in fields are in open
condition

All 33kV VCBs in the RMU outgoing feeders which are hooked up to GEGs/ DGs, and Station
auxiliary transformers are in open condition
630A VCB & on load isolator of 33kV Ring circuit in RMU are in closed position
All On-load isolators of 33kV RMU outgoing feeders are in closed position
Once above pre-requisites related to electrical network is ensured, power plant shall be started in
the following sequence during Black start:
33kV RMU outgoing VCB hooked up to the DG which has just been started, shall be closed
manually by operator. Suitable interlock shall ensure that, generator circuit breaker can only
be closed if the upstream 33kV VCB is in close position & open condition of this upstream
33kV CB shall initiate inter-trip to Generator circuit breaker. This interlock & inter trip is true
for all GEG feeders
Once the DG has started successfully and is generating the rated voltage, its respective
GCB shall be closed on dead line, energising the 33kV RMU and subsequently 33 kV ring
circuit
Maximum no. of transformers & its rating that can be energized on No-load by a single DG
shall be simulated and validated by the Detail Design EPC contractor during DD stage, based
on DG vendor data, using an EMT software. Accordingly decision on no. of transformer that
can be energized on No-load at same time on DG shall be decided during DD stage
33kV RMU outgoing VCB hooked up to the station auxiliary transformer of the power plant
shall be closed energizing the transformer. Further LV switchboard incomer CB shall be
closed & outgoing feeders of the power plant LV switchboard feeding the identified critical
loads shall be closed one by one by the operator manually. It shall be the responsibility of
the operator to ensure non critical loads are not switched ON. Suitable interlock shall ensure
that, LV switchboard incomer CB can only be closed if upstream 33kV VCB is in closed
position & 33kV VCB’s open position shall initiate inter-trip to LV circuit breaker
33kV RMU outgoing VCB hooked up to the station auxiliary transformer of the EPF plant
shall be closed energizing the transformer. Further LV switchboard incomer CB shall be
closed & outgoing feeders of the EPF plant LV switchboard feeding the critical loads shall be
closed one by one by the operator manually. It shall be the responsibility of the operator to
ensure non critical loads are not switched ON. Suitable interlock shall ensure that, LV
switchboard incomer CB can only be closed if upstream 33kV VCB is in closed position &
33kV VCB’s open position shall initiate inter-trip to LV circuit breaker

While running the DGs after blackout condition, and before switching ON the OHL network,
operator shall ensure that DG is sufficiently loaded to avoid DG running on leading PF and
importing the VARs due to Ferranti Effect which may lead to voltage instability in 33kV system
and damage to DGs due to overheating. Now 33kV PMR in the RMU ring circuit & in OHL
outgoing feeder shall be closed sequentially, energizing the first section of the 33kV OHL
grid. Operator to ensure that PMRs in backbone (mainline) OHL shall only be closed
manually from the control room on No-load condition only if DG power factor is not leading
Suitable alarm shall be generated & made available in DCS HMI to intimate the operator
once DG is loaded to 50% of its capacity. Once the first DG is loaded up to 50% of its
capacity, other DGs shall be started manually in a similar manner/sequence as the first DG
& synchronized to 33kV RMU ring, across generator circuit breaker. Suitable logic shall be
built up in DCS to generate an alarm when each DG is loaded to 50% of its capacity to alert
the operator. As per ISO-8528-1, permissible average power output of each DG, over 24hr
of operation shall not exceed 70% of prime power rating of DG. Accordingly it shall be the
responsibility of the operator to ensure the DGs are not loaded beyond this capacity
It is recommended to switch ON some of the loads connected to the first section of 33kV
OHL before closing the next PMRs in the 33kV OHL grid. This is required to avoid over
voltage condition on the 33kV system due to Ferranti effect of switching on long OHL on No-
load. Hence operator shall now start some wells hooked up in the 1 st section of the OHL
which is energized, in co-ordination with Power plant control room & EPF plant control room
and feed the high gas producing Wells. Once the OHL section is suitably loaded to ensure
DG is not operating in leading power factor, next PMR shall be closed from the remote control
room to energize the next section & Operator shall start other wells hooked up to the 2nd
section of the energized OHL.
PMR in the spur line feeding the camps, yard, plant loads shall remain in open condition
Once Wells are started & enough gas is available to start the first set of few GEGs, one of
the GEG shall be started manually by the operator. 33kV RMU outgoing VCB hooked up to
the GEG which has been started, shall be closed manually by operator. Suitable interlock
shall ensure that, generator circuit breaker can only be closed if upstream 33kV VCB is in
closed position & 33kV VCB’s open position shall initiate inter-trip of Generator Circuit
Breaker. Once GEG has started successfully generating rated voltage, it shall be
synchronized to 33kV ring, across its generator circuit breaker. Similarly other GEGs will be
started sequentially to produce more power to be able to feed more Wells and receive more
gas in the station. This process shall go on till the last PMR in the main OHL line is closed.
This process of starting Wells and GEGs shall be gradual & always in close co-ordination
between Operators starting the wells & operators in the EPF & Power Plant Control room
starting the GEGs. This will continue till the power plant reaches the normal operation and
all the well heads, plants, yards, camps & other loads fed from 33kV grid, are energized.
Once, the power plant, and other loads achieve the normal operation, then the DG sets shall
be shut down manually & it shall be ensured by the operator that 33kV RMU VCB connected

to DG transformers are in closed position, ready for start & synchronizing DG across GCB,
as required in auto operation. A proper operating procedure shall be prepared during detail
design stage by EPC contractor in agreement with CCED for starting up the loads during
power plant start up during black out condition
Once all the loads hooked up to 33kV grid are energized, DG sets shall be shut down
manually
To ensure sequential start up of the loads on DG & DG is operating within its capability curve
limits, following logics shall be built up in master control panel PLC or DCS (to be decided
during Detail Design Stage)
- Logic to ensure PMR can be manually closed by operator only in sequential order ie PMR
can be manually closed by the operator only once all the upstream PMRs are in closed
position.
- Logic to ensure PMR can be closed to energize the next OHL section, only if DG is
sufficiently loaded to avoid DG going into leading PF & accordingly to avoid overvoltage
condition in the grid system. During Detail design stage EPC contractor shall get the
capability curves of the DGs from manufacturer to finalize the logic
There is no emergency supply envisaged to start the GEG skid. All supply required to start the
GEG skid, shall be derived internally in each GEG . This shall be verified with the GEG vendors.

Power Plant and its distribution network will be monitored, controlled and safeguarded by the by
the Plant Automation System (PAS) installed in the control room of the power plant substation
building.
Electrical signals for Status, Alarm, measuring signals like Voltage, Current, Frequency, Load
Power (kW,KVA,kVAR) will be wired from electrical switchgear to Power Plant DCS.
New HMIs / work stations shall be provided in the new control room which will provide the operator
with all essential information for control & monitoring of the total process in a single window
interface concept. Process parameters, alarms etc., from all control subsystems in the facility shall
be available to the operator in the HMIs / work stations.
Gas engines will have their local control panels for control & operation. These local control panels
will be integrated with the Plant Automation System (PAS) via serial interface and hard wiring of
essential signals to enable the operator to monitor and operate the gas engines from the control
room HMIs / work stations.
Similarly third part systems such as Instrument Air, FACP and other electrical equipment will be
interfaced with Plant Automation System (PAS) via serial interface and hardwired signals,
wherever necessary.
Graphic Interface:
Graphics of all systems and subsystem of the facility will be provided in the HMIs / work stations
for monitoring and control of facilities. All graphics in HMI including line colours, faceplate, dynamic
symbols, navigation menu, etc. shall be in line with existing plant philosophy.
The existing plant process network shall be connected to new control room process network via
Fibre Optic Cable (FOC). Crtical signals like plant ESD activated and Fire and Gas detected
signals shall be exchanged between existing facility and power plant facility. All data of existing
facility shall be available in the power plant control room for necessary monitoring and control.
Following hardwired interface as a minimum shall be considered to DCS system in the control
room of each Block power station:
- Status (feedback) signals for Electrical switchgear of 33kV RMU/switchrack/ field PMR,
- Control signals for 33kV RMU outgoing CBs,

- HVAC Control Panel
Field PMR Status, alarm & Control signals shall be transferred to control room of respective block
power station using FOC . Also metering parameters like Voltage, Ampere, frequency, power
factor, kW, kVAR, KVA etc shall be transferred from each field & switchrack PMR to control room
of respective block power station using FOC.
All control logics as indicated in the other sections of this document shall be built in the DCS

The GEG shall be provided with access and maintenance space of minimum 2m all around.
If more space recommended by vendor, the same shall be considered during detailed engineering.
Sufficient buffer space for such modification shall be provided on the either side of the shelter in
the plot plan.
The GEGs are placed under shelter irrespective of noise enclosure. The shelter will protect
equipment and men from direct sunlight, rain and sandstorm during operation and maintenance.
If in case Containerized GEGs are finalized during EPC stage with top mounted cooler, then no
shelter is required. In case of noise enclosure or no enclosure, the equipment shall be placed
under shelter, where as in case of containerized arrangement, no shelter is required.
When GEGs are installed under shelter, the shelter roof shall be removable type for lifting the
equipment in case of heavy lifting required.
The engine starter batteries shall be placed near to the engine and provided with suitable ingress
protection as recommended by OEM.
The shelter shall be provided with a 2 (Hold) Ton capacity EOT crane for lifting regular
maintenance parts. The heavy lifting requirement (lifting the engine block or alternator) is not
anticipated over the useful service life except for major damage unforeseen at this time. However,
the shelter roof shall be removable and using a heavy lift external crane, the equipment can be
removed and transported if such event occur.
The GEG shall be electrically isolated and positively verified for such isolation before maintenance.
For electrically isolating the GEG/DG from 33kV RMU, ON load isolator in the 33kV RMU outgoing
feeder shall be switched off & earthed.
The fuel gas supply line shall be closed and valve shall be blind flanged before any major
maintenance. The isolation philosophy shall be aligned with vendor requirement depending on
nature of maintenance.
The sequence of starting the GEG shall be predetermined and shall be rotated in order to maintain
similar running hours among all GEGs.
The time period after which the starting sequence shall be reviewed and changed shall be
determined based on OEM recommendation. The service hours of engines shall be managed
such that engine regular maintenance happens sequentially (among engines) or at a time period
as per plan.

15.1 General
At present power to all the wells and other consumers & plants of Block-3 & 4 is being supplied
through dedicated DG sets scattered around the field in various locations. Also in Block-3, total
13 nos. & in Block-4, total 4 nos. of Power Clusters are existing which supplies required power to
the wells in their vicinity. Power Clusters typically consist of a bank of DGs and a distribution board
placed in a plot and supply power to Well VFDs located in the same plot. The output of VFDs are
then connected to the Well pumps (ESPs) via underground medium Voltage cables at the
maximum distance of approx. 2.5 km.
As part of this project scope completely two independent power plants and associated power
distribution 33kV networks based on concrete pole OHL will be designed. Each Block’s power
plant will feed to the wells, station and other load demand points of its own Block. Hence at each
load end suitable modification shall be done to tie in to new 33kV OHL.
However, if in future Shahd B (Block-4) gas volumes drops below the demand requirements to
operate the Gas Engines Generators, the Block-4 power plant shall be moved to ULFA (Block-3)
power plant as an extended plant and an interconnecting Overhead Line (OHL) will be installed
between the Blocks so that Block-3 power plant along with the extended plant shall cater to the
total Block-3 & 4 load demands. Hence an interconnection line between Block-3 grid and Block-4
OHL grid shall be considered in the design for future.
Following standard ratings of transformer shall be used for Block-3 & 4: 315kVA, 800kVA,
1250kVA, 2000kVA. Also a typical PDB SLD shall be standardised for all the well head loads &
power clusters. This will help to maintain the minimum common spares & will also allow the
possibility of relocation to various load points during the lifecycle of project
For Tie-in in existing well heads & power cluster, skid mounted Transformer with LV switchboard
has been proposed due to following reasons:
Existing EDG & Synchronising power DB feeding the well heads shall be demolished. New skid
mounted single 33/0.433kV Transformer along with LV switchboard, suitable for outdoor condition
shall be installed in the field to feed the existing VFDs of the Oil & Water wells. New cables shall

be considered between new skid mounted LV switchboards & the existing VFDs of the wells. The
cables between the VFDs to wells shall remain as it is.
To decide on the distribution philosophy for well heads, following 2 options were evaluated:
Option-1: Common Transformer along with LV switchboard used to feed all the wells in the vicinity
within a range of 300m distance
Option-2: Common Transformer along with LV switchboard used to feed all the wells in the vicinity
within a range of 1500m distance
It was concluded Option-1 is more economical option as compared to Option-2 mainly due to
major cost saving in LV cables due to lower cable size & length. Also, since option-2 is feeding
larger number of wells, even if few of the Wells die, still the transformer & LV switchboard has to
be used operating at lower loading, feeding to the remaining wells. Where as in case of Option-1,
since its feeding fewer no. of wells once the connected well die, the skid mounted transformer with
its LV switchboard can be disconnected & relocated to other locations where new wells are drilled.
Hence no new power clusters are recommended.
Refer to Attachment-1 for details of the above two options. Accordingly quantity of Transformer
with LV switchboard skid shall be decided. Refer to Transformer sizing document (Doc No. COM-
XX-E04-2000-001-01-JS1137-MEC) for the transformer sizes for well heads in different locations.
While selecting the transformer size 20% spare capacity for future loads shall be considered.
As per feedback from CCED team & site visit observation, existing synchronising power DB are
having integrity issue & are very old. Hence it is recommended to demolish the existing EDG &
Synchronising power DB feeding the well heads & other loads of power cluster. New skid mounted
single 33/0.433kV Transformer along with LV switchboard, suitable for outdoor condition shall be
installed in the existing power cluster plot to feed the existing VFDs located in the same plot. Also
any other wells within a range of 500m distance shall be hooked up to the power cluster LV
switchboard. This will avoid any additional separate PDB if the existing wells are nearby to the
existing power cluster. New cables shall be considered between skid mounted LV switchboards &
the existing VFDs of the wells. The cables between the VFDs to wells shall remain as it is. All the
existing outgoing loads fed from the existing synchronizing distribution panel of each power cluster
shall be diverted to the new skid mounted LV switchboard. In some power clusters VFD along with
its output filter panel are installed in a container. These containers along with indoor lighting &
other utilities shall be retained
Accordingly at existing power cluster combination of 1 or 2 typical rating transformer along with
skid mounted LV switchboard shall be used to feeds the existing loads. Refer to Transformer
sizing document (Doc No. COM-XX-E04-2000-001-01-JS1137-MEC) for the transformer sizes for
existing power clusters in Block-3 & 4. While selecting the transformer size, 20% spare capacity
for future loads to be considered

Possibility of tie in at the existing LV switchboard checked at each plant considering following
points:
Suitability of incomer breaker & Busbar rating to hook up with selected rating of new
33/0.433kV transformers
Availability of space in the existing switchgear room / outdoor plot to extend the LV
switchgear panel if required
Feedback from CCED operation team for any integrity issues & shutdown requirement if any
Based on evaluation of above points in each existing plant, it was concluded existing switchboards
with required modification can be used to hook up to 33kV grid using 33/0.433kV. Transformer
shall be sized to feed the peak load of the plant. Additional 20% design margin shall be considered
for transformer sizing wherever possible. New switchboards shall be required to feed FARHA Old
Camp & Yard, FARHA New Camp
Short circuit rating of the new LV switchboard shall be decided based on the short circuit
studies with 10% additional margin.
At each load end (plant, camp/ yards), provision shall be made available to hook up rental
EDG as required in future.

This clause outlines 33 kV overhead lines design philosophy with or without an aerial all dielectric
self-supporting (ADSS) fibre optic (FO) cable supported on concrete pole structures.
OHL branches from 33kV switch-rack outside ULFA & SHB power plant shall transmit power
toward Wells, stations and other demand points with the intention of covering as many load as
practically possible and commercially viable within each block.
OHL preliminary routing for each block & interconnection line between Block-3 & 4 shall be
prepared based on GIS data. The proposed route shall be surveyed by third party agency. Based
on their outcome report, profile drawing of 33kV OHL route for Block- 3, 4 and Interconnection
OHL shall be prepared
Single circuit radial feeder lines (single ELM conductor) on concrete poles shall be considered for
Block-3, considering the fact the area is linearly spread and will be cost effective as compared to
that of ring connection. Also for Block-4, considering ring feeder connection will lead to an extra
route length of around 15 KM. Hence radial feeder lines (single ELM conductor) on concrete poles
shall be considered for Block-4 also.
All the conductors & jumpers in 33kV Switch rack shall be used with conductor sleeves
33kV OHL system shall meet minimum technical requirements of IEC 60826. 33 kV System is
alternating current, 50 Hz, three phase, three wire system.
33kV OHL route interconnecting Block-3 & 4 power plant, shall be designed for ADSS
installation in future. The main 33kV OHL from switchrack routed in Block-3 & 4 shall be
designed for ADSS. All spur lines from the main 33kV OHL in Block-3 & 4 shall be designed
without ADSS installation
In order to avoid cascade failure due to high wind, the line design shall observe the
requirement to have a maximum section length of 2000m. Conductor drums shall be
programmed for stringing taking into consideration that mid span joints are not permitted.
Surge arresters shall be installed at locations where 33kV cables are connected to the
overhead lines.
To ensure OHL extension to new loads in future without taking the complete shutdown of the
33kV grid, ON load isolators shall be considered in every branch of the main 33kV OHL & its
sub branches. This will have following benefits: (i) Easy Isolation for each branch for service
and maintenance (ii) when a well or an area is out of service/abandoned and no more power
is needed, the relevant OHL and power equipment will be dismantled and moved to other

locations without disturbing other loads. Also ON load isolators shall be proposed at the
locations where know future wells are proposed as per CCED dwg
Considering load shedding philosophy & control philosophy of step wise energizing the 33kV
OHL line during black start of the power plant PMR can be considered at following locations
of 33kV Grid:
- in the main branch lines of 33kV line, fulfilling the following conditions (i) with route length
more than 2kM or (ii) feeding plant/yard/camp loads.
- In the main OHL line after every 4-5 existing load branches to create small sections of
OHL grid which can be energized one by one during black start of power plant. These
PMR will have only under voltage setting with rest all protections disabled, so that it can
trip during grid failure & can be closed manually from power plant control room one by
one. However, possibility to enable all the protection function of these PMR shall be
reviewed during Detail Design stage based grading of the PMRs. Grading of all PMRs in
the backbone OHL to be studied when the Protection study is being done in Detailed
design
Pole-mounted auto re-closers for spur lines and tap branch lines shall typically be located on
the second pole after the tap off arrangement and Field Isolator.
Well/load far away from main OHL line are note being fed from 33kV grid. They will continue
to operate with their own DG
For 33kV OHL expansions / extensions are done based on the load demand in the area and
its geographical location. In general strategies for OHL extension is, either by tapping
arrangements / extension from the existing terminal pole, or introduction of D2/D5 pole. In
case of tap off OHL, Field isolators are introduced at the tapping location for its segregation
for operation & maintenance independent of other existing / main header OHL. Philosophy
for considering PMR, ON load isolators shall be as explained elsewhere in this document.
Since Concrete pole OHL is proposed for the new OHL construction, In case of relocation
of the spur line is planned due to depleting existing field and expected expansion in a
different location, it is feasible to use most of the existing OHL materials such as concrete
poles, insulator & hardware, conductor, if it is properly dismantled, packed and preserved
for a new location. Only jumpering & sleeving materials compression dead end, jumper
cone, armour rod, few contingencies of insulators / hardware / conductor would need to be
considered in such relocation.
The OHL design is considering the required clearances specified under OHL Design
Specification document and the working clearances for operation & maintenances shall be as
per Electrical safety rules. Standard pad locks to be applied for all the disconnector / PMR
operating mechanism boxes, fences / transformer skid gates. Danger & caution notices are to
be provided for all Electrical apparatus as per standard practices.

Pole identification plates, number plates, phase plates to be provided for the OHL structures
and Tag plates for the Transformer skids to ensure proper identification & traceability
Auto recloser shall be provided with covers/Boots & sleeve to prevent short circuits resulted
from bird strike.
Auxiliary Supply for Auto recloser installed in field shall be derived by using 33/0.240kV,
500VA VT.
Auxiliary supply for Auto recloser installed in 33kV switchrack outside Block-3 & 4 power
plant shall be arranged from 240V AC UPS available in the respective power plant substation
building.
Indication / alarm & control signals from/to field PMR shall be transferred to control room of
respective block power station using ADSS.

Unique tag No. shall be assigned by the Detain Design contractor for electrical equipment during
Details Design stage for record & Maintenance. Following Tagging philosophy shall be followed
during DD stage of the project.
Equipment Tagging shall be as per CCED document: Project Document Management Procedure
(Doc No. OM-ENG-SOP-001-R02).
