PROJECT DESCRIPTION SUMMARY

This Environmental Performance Report and Management Plan (EPRMP) for Petron Refinery Special Projects is
being updated to include the modification of Petron Bataan Refinery’s Refinery Solid Fuel Fired Boilers (RSFFB)
and its auxiliary facilities along with Fuel Transfer Lines to SL Harbor Bulk Terminal Corporation (SLHBTC).

Petron Corporation has developed a Refinery Master Plan (RMP) for the upgrade of its existing Petron Bataan
Refinery(PBR). The five-phase Refinery Master Plan defines Petron’s upgrading strategy that is consistent with its
growth platform of diversifying into petroleum derivatives, while leveraging on its Refinery assets.

The first phase of the Refinery Master Plan (RMP 1) was designed to jumpstart PBR’s petrochemical feedstock
production and to upgrade PBR’s processing units which were successfully implemented in 2008 and 2009. The
second phase of the Refinery Master Plan (RMP 2) was implemented to convert PBR into a full-conversion refinery.
This has allowed the refinery to convert all fuel oils into white products and process heavy and cheaper crude oils.
Under RMP 2, the RSFFB 1 and 2 were also constructed. RSFFB Phase 1 contains Circulating Fluidized Bed
(CFB) boilers 1 and 2, and Wastewater Treatment Facility 1 (WWTF-1), while RSFFB Phase 2 contains CFBs 3
and 4, and WWTF-2. RSFFB phases 1 and 2 are collectively referred to as RSFFB 1/2. RSFFB Phases pertains
to the physical location of the boilers and their auxiliary units, and does not pertain to the time of construction.

The proposed modifications of the PBR, named as Petron Refinery Special Projects, contains the following:
 RSFFB phase 3 (RSFFB 3) – The installation of two (2) Circulating Fluidized Bed (CFB) boilers and its
auxiliaries inside the PBR boundary which will be called CFBs 5 and 6
 Transfer Line – The installation of a 0.5 km 8” transfer line in the existing piperack and modification of the
0.5 km 14” and 6” Lines to SLHBTC
The RSFFB Phase 3 proposed modification is intended to install the two CFB boilers to lower the current emissions
generated by the refinery while maintaining its current production capacity to meet the demands of the country.

Petron Bataan Refinery (PBR) secured its ECC with Reference No. 1002-0007 issued by the DENR Central Office
on April 30, 2010 (Annex A) for the Petron Bataan Refinery Upgrade Project located in Barangay Alangan, Limay,
Bataan. It was later amended on December 3, 2012 (Annex A) which included the changes in the capacities of
the RMP 2 process units, additional RMP-2 process units, and additional support facilities.

The components of the Petron Refinery Special Projects or the proposed modifications are summarized in the
Project Fact Sheet (PFS). This ECC Amendment Application will add the components of the proposed
modifications to the existing components of PBR covered under the mother ECC (No. 1002-0007). The ECC (No.
1002-0007) covers the existing components of the PBR listed in Table ES-1.

review of five (5) years of quarterly self-monitoring reports accomplished by PBR, as discussed during the
Technical Scoping.

PUBLIC PARTICIPATION/ IEC ACTIVITIES

The PBR initiated a consultation with the stakeholders discussing the contents of the EPRMP, the procedure and
status of the ECC application, as well as other factors concerning the Petron Refinery Special Projects. A public
consultation was conducted on December 13, 2019 and was called to inform the local government and
stakeholders of the purpose and impacts of the Petron Refinery Special Projects. A public scoping meeting was
conducted on April 5, 2021. The meeting was conducted via a web conference with 31 attendees including
stakeholders, community leaders, NGOs and LGU representatives.

A meeting with the LGU will also be held once the ECC for the Petron Refinery Special Projects is obtained. An
IEC Framework for this activity is provided in Section 2.2 of the Social Development Plan & Information, Education,
Communication.

RISKS AND UNCERTAINTIES


The proposed modifications will supplement the existing refinery operations. There are no project risks and
uncertainties relating to the findings and implications for decision making in this modification.

ECC STATUS OF COMPLIANCE


Petron Bataan Refinery (PBR) secured its ECC with Reference No. 1002-0007 issued by the DENR Central Office
on April 30, 2010. As part of the EMP, compliance to ECC is monitored. These conditions were observed for the
years 2015 to 2020 and has no outstanding issues.

The draft Environmental Impact Statement (EIS) and this ESP will be posted in the EMB website
(www.emb.gov.ph) at least 20 days before the public hearing. Upon completion of the review, a copy of the final
EIS will be available to the public
