The Scope of Work to be performed by CONTRACTOR which is as specified and implied within
this Exhibit, Specifications, Drawings and as can be reasonably inferred from other relevant
Exhibit(s) as contained and from the CONTRACT documents shall be considered as an overall
Project description and the minimum standard required which are necessary for the
Engineering, Procurement, Construction and Handover of the WORK.
This Exhibit broadly describes the Scope of Work together with the basic instructions, standards,
procedures and other requirements for the execution of the WORK to be performed by
CONTRACTOR for the realisation of the Project. No deviation from the Exhibit(s) by
CONTRACTOR proposed detailed design or data shall proceed without prior written approval
from PCIHBV.
Omission of any item from this Exhibit and from other relevant Exhibit(s) does not relieve
CONTRACTOR of its responsibilities under the CONTRACT to provide all facilities necessary to
ensure the Project intent including operability, maintainability and safety. CONTRACTOR shall
include all such items at no cost to PCIHBV.
PCIHBV will assign a Resident Engineering PMT to the Engineering and Procurement offices of
CONTRACTOR, the function of which will be to monitor and audit the progress, technical content
and quality of CONTRACTOR work as provided in the CONTRACT. The Resident Engineering
PMT will act as the liaison between CONTRACTOR and PCIHBV.
PCIHBV will also assign a Resident Construction PMT to the WORKSITE(s) whose task will be
to monitor and audit the progress, quality and safety of the CONTRACTOR work at
WORKSITE(s). The Resident Construction PMT will also act as PCIHBV representatives for all
Construction and mobilise related matters.
For those matters which are CONTRACTOR’s responsibility under the terms of the CONTRACT,
it is PCIHBV intention that, after initial introduction by PCIHBV and agreement of procedures
between PCIHBV, CONTRACTOR and Authority concerned, CONTRACTOR will conduct the
contacts without involvement of PCIHBV. All communication between CONTRACTOR and
Authority shall be copied to PCIHBV.
1.3.2 Permits
1.3.2.1 Permits to be obtained by PCIHBV for which CONTRACTOR Assistance is required
CONTRACTOR shall obtain and/ or assist to obtain, all permits and approvals required from the
relevant Iraq Government and semi-governmental bodies on behalf of PCIHBV to complete the
WORK.
CONTRACTOR shall prepare the necessary documentation and assist PCIHBV to seek
applications and attend discussions with the authority concerned (CONTRACTOR shall provide
an Authority Coordinator to work closely with PCIHBV).
CONTRACTOR is required to provide, as part of the WORK, all documents, calculations and
other data in the required format for the use of PCIHBV.
The CONTRACTOR shall include in the Lump Sum Price, all fees payable to relevant Regulatory
Authorities to complete the WORK in the CONTRACT PRICE.
CONTRACTOR shall identify and provide a detailed schedule of when permit approvals shall be
obtained to prevent disruption to the WORK. A monthly status report for each Authority Approval
being sought and obtained shall be provided to PCIHBV.
All relevant and required regulatory permits or approvals shall be in place before activities are
initiated. Copies of all regulatory approvals shall be submitted to PCIHBV in a timely manner.
The scope as defined herein shall give principal guidance of the WORK that are required to be
performed by the CONTRACTOR. Notwithstanding this, CONTRACTOR shall read this Scope
of Work in conjunction with the specifications and drawings given in this Exhibit I and other
acceptable International Codes and Standards, specifications and the applicable Iraqi
Government rules, regulations and laws, such that a full appreciation of the technical objectives
and responsibilities pertaining thereto is gained.
The CONTRACTOR shall comply with the Standard Specification for Roads and Bridges
(Department of Design and studies, 1983)
Details Project Schedule and Milestones are as per Exhibit II –Schedule of Work.
The Scope of Work consists of the construction and completion of structural, infrastructure,
architecture and interior fit out works and works where required, including the supply and
installation of signage, installation of electrical wiring, fittings, sanitary plumbing, sewerage,
mechanical items and related operational items and equipment.
The CONTRACTOR shall be responsible for coordination and interfacing works with the
existing infrastructure and service provider and to conduct testing and commissioning for the
WORK and providing warranty upon completion (including during warranty period). The
CONTRACTOR is responsible to deliver the project within stipulated time and to the quality as
indicated in the contract.

Scope of WORK includes all the necessary Engineering, Procurement, Construction and
commission activities. CONTRACTOR shall carry out all installation WORK in accordance with
procedures and methods prepared for all Construction trades.
(PCIHBV have a right to award in total (item 1, 2, 3, & 4) or in combination of the above)
The school is currently in operation and need to be upgraded by constructing new block of
classroom and toilet facilities. CONTRACTOR shall ensure the school is fully operational at all
times during construction period. CONTRACTOR shall be fully responsible over coordination,
interfacing and safety provision during the construction period.
All WORKs shall be read altogether with attached Drawings in Exhibit III - Drawings

PCIHBV will, but is not obliged to provide assistance to the CONTRACTOR in securing
necessary permits or data from Governmental Authorities and/ or agencies when required under
this CONTRACT. Failure by PCIHBV to obtain and provide such assistance shall not relieve the
CONTRACTOR from its obligation to secure the same at its own costs, as follows:
1) Location for CONTRACTOR Construction facilities, such as site office and warehouse.
The signing, countersigning or other endorsements of any drawings and documentation by
PCIHBV Representatives, agents or employees shall not be interpreted as implying the
responsibility for the correctness of such documents nor relieving the CONTRACTOR of its
obligations to review all information, data and drawings provided by PCIHBV.
CONTRACTOR shall liaise through PCIHBV with other Contractors in their respective interface
areas related to WORK.
PCIHBV Representatives shall have rights to prohibit or stop the commencement of any WORK
at any time if the work is carry out without approve procedure and if equipment, personnel or
work conditions are considered to be unsafe or not in compliance with contractual rules and
regulations.
Any PROJECT SCHEDULE delays and/ or the cost of such remedial measures shall be borne
by the CONTRACTOR and shall not be used as reasons for extension of PROJECT
SCHEDULE.
CONTRACTOR shall accept the WORKSITE “As is Where is Basis” and undertake full
responsibility to carry out the following:
CONTRACTOR shall be responsible to provide access road from main road to the WORKSITE.
CONTRACTOR shall ensure that surface of access road shall be immediately scraped clean
and washed down to remove silt and other material discharged from the site or dislodged from
vehicle during transportation of Construction material.
Wash bay facilities shall be provided by the CONTRACTOR at exit points of the WORKSITE to
wash clean the vehicle wheels immediately prior to travel on any public bituminous road.
CONTRACTOR shall carry out transportation of construction material etc. in such a manner not
to cause damage or blockage to the access road, public roads, drains and culverts, etc. and any
such damage or blockage shall be repaired or reinstated to the satisfaction of PCIHBV and other
relevant authorities at the expense of CONTRACTOR.
CONTRACTOR shall ensure that all roads, bridges and other transportation infrastructures are
capable of handling transportation vehicles, loads and dimensions and CONTRACTOR shall
adhere to all Iraq Laws and Regulations.
The improvements required to upgrade roads, bridges and other transportation infrastructures
to meet the project requirements shall be the CONTRACTOR’s responsibility.
When CONTRACTOR’s operations are conflicting with normal traffic, on roads, highways, or
other traffic ways, CONTRACTOR shall provide suitable detours around Construction activities
for such traffic. Continuous movement of traffic shall be maintained at all time.
CONTRACTOR shall provide flag persons and safety supervisor(s) and shall supply, install and
maintain all temporary signs and other devices necessary for warning oncoming traffic of
construction activities. Such signs and devices and placement thereof shall conform to those
specified by the authorities having jurisdiction over such matters.
CONTRACTOR shall be responsible for supplying and maintaining all equipment, tools,
consumables and all other resources necessary to execute the WORK. CONTRACTOR shall
obtain all import licenses and other permits required for the importation into and use in Iraq of all
equipment and other Construction items to be supplied and made available from sources outside
Iraq. All such items shall be imported by CONTRACTOR in the name of CONTRACTOR.
At the end of Construction activities, CONTRACTOR shall offer the sale of their equipment and
surplus materials to PCIHBV and if requested by PCIHBV, shall enter into such negotiations.
4.2.1 Language
English language shall be used for all documents and for communication between parties in
connection with the WORK.
It is the responsibility of CONTRACTOR to check which Iraq Laws and Regulations are
applicable and to ensure that all legal obligations, applicable for the realisation of the WORK are
met.
CONTRACTOR shall comply with applicable laws and regulations in carrying out the WORK,
particularly in respect to:
1) Importation,
2) Taxation,
3) Royalties,
4) Recruitment of labour,
5) Temporary employment,
6) Restrictions for foreign and non-local labour entry,
7) Employee relations,
8) Environmental matters,
9) Registration of personnel,
10) Housing,
11) Testing/ inspection.
CONTRACTOR shall provide all utilities for Construction and be responsible for all installation
and removal costs, including any costs levied by public utilities themselves.
The areas to be allocated for Construction facilities shall be discussed immediately after the start
of WORK. The usage to which these areas will be put by CONTRACTOR, and the related
procedures, will be subject to agreement between PCIHBV and CONTRACTOR before the start
of construction activities.
Rigid procedures shall be in place and enforced for all parties on the WORKSITE, comprising a
permit system covering the access to the WORKSITE and the erection, occupation and
maintenance of all temporary facilities on the WORKSITE.
CONTRACTOR shall make all necessary arrangements at CONTRACTOR own cost in order to
dispose of excess soil and importation of clean fill material in a manner acceptable to the Iraqi’s
Governance Authorities. This includes all associated costs of disposal, including royalties, if any.
CONTRACTOR shall be fully responsible for and shall make all arrangements for the proper
disposal of permanent/ scheduled waste, litter and garbage in a manner acceptable to the Iraqi’s
Governance Authorities as part of WORK at no additional cost to PCIHBV.
CONTRACTOR shall provide offices, utilities and all facilities associated with the site offices for
PCIHBV’s use during the execution of the WORK as specified in Exhibit IV –Administrative
Procedures.
Work procedure is a formal written statement used to control certain types of works, which are
identified as potentially hazardous. The procedure must be signed by a PCIHBV authorised
person, provides that the holder can carry out the prescribed works, in the manner stated.

CONTRACTOR shall include work permit procedure in the Construction Plan, which will be
reviewed and approved by PCIHBV, prior to commencement of construction work.
CONTRACTOR shall comply with all the applicable regulations, codes and laws of Iraq
Governments and other duly constituted regulatory authorities having jurisdiction.
Activities requiring CONTRACTOR’s liaison with authorities will include, but not be limited to
transporting large or heavy equipment on public roads, crossing of transportation ways,
underground facilities and above and below ground utilities that may be encountered in the
course of executing the WORK.
Liaison with authorities will also be required for the use of bridges and culverts, and residential
roads, to determine the allowable loads on these facilities.
CONTRACTOR shall give due consideration to the interest and property of landowners wherever
involved, and shall carry out and perform the WORK in a manner, which will result in minimum
inconvenience to the landowner and minimum damage to the land.
During the course of construction, CONTRACTOR may encounter other PCIHBV’s assigned
contractors engaged in other phases of the work, particularly in and around the WORK area.
Prior to commencing construction in such common areas CONTRACTOR shall, in conjunction
with the other contractors, develop procedures for coordination of construction activities in such
common areas so as to minimise inconvenience to all parties.
CONTRACTOR shall co-operate fully with other contractors employed by PCIHBV and shall
afford reasonable access and facility for the execution of their work. CONTRACTOR shall ensure
that any part of the WORKSITE, which is to be shared with other contractors, is cleaned up and
left in reasonable condition for use by others.
6.1 GENERAL
CONTRACTOR shall ensure that all parties involved in the WORK are properly co-ordinated and that all
interfaces are dealt with in a prompt manner. CONTRACTOR shall initiate and implement appropriate
Project Management, and Project Control and Administration Procedures. Provision and implementation
of the procedures for the WORK shall be as per the guidelines provided in this Section.
The Project Master Schedule (Level 1) will be derived from the activity network analysis. The
Project Master Schedule will contain a summary of activities contained in Level 2 and Level 3 /
4 Detailed CONTRACT Schedule; clearly indicating the dates set out in the schedules and will
contain all key milestones.
The Project Master Schedule will contain a minimum of 20 activities or as necessary to clearly
indicate the method of execution for the total work, covering the whole CONTRACT period.

6.4.4 Reporting
6.4.4.1 General
For the entire duration of the WORK, an accurate and timely reporting covering engineering,
procurement, construction and commissioning activities will be provided by the CONTRACTOR.
The report will contain details on all aspects of the project over the reporting period and give an
up-to-date and clear picture of the progress and overall status of the work.
The reports will highlight all trends that impact the schedule and / or the CONTRACT PRICE and
will include detailed information of the progress of work, variations with explanation for slippage
in schedule and the recovery plan as may be required.
The progress curves and histograms will indicate the planned cumulative percentage progress
and the actual cumulative percentage progress. Manpower histograms shall be categorized by
resource trade grouping or phase of work.
During Material Procurement phase, Two-Month Look Ahead bar chart covering activities related
to engineering and procurement will be extracted (from the Level 3 / 4 detailed project schedule),
updated and issued on a fortnightly basis. Furthermore, six (6) weeks look-ahead bar chart
covering constructed related activities only will be extracted from detailed project schedule,
updated and issued on a fortnightly basis.
6.4.4.2 Daily Construction Report (Log Book for Job Site Work)
Daily Reports will be submitted only during the Construction phase. A daily construction report
will be submitted before 10:00 a.m. on the following day. This report will set out the following
items.
A weekly progress report will be submitted two (2) days after the weekly cut-off date of Thursday.
The weekly status will, as a minimum, include:
6.4.5 Invoicing
7.1 GENERAL
CONTRACTOR’s scope of WORK shall accommodate the presence of PCIHBV representatives
and any third party nominated by PCIHBV for such purposes as CONTRACT co-ordination,
monitoring and all other aspects of the WORK. Unless herein indicated, cost of these services
and facilities are included in the CONTRACT price.
8.1 GENERAL
PCIHBV is committed to the protection of the environment, and the safety of personnel working
on this Project as well as others who may be affected by WORK activities.
It is required that, the CONTRACTOR also fulfils this commitment and in so doing provides for
the protection of people, property and the environment. CONTRACTOR will, in advance,
endeavour to eliminate any foreseeable hazards, which could result in accidental loss, including
personnel injury, fire, and security loss and property damage.
CONTRACTOR shall ensure that all of its personnel including Suppliers, SUB-CONTRACTORS
and third party employees to attend all the required HSE’s training prior to entering the
WORKSITE and performing any WORK.
It is mandatory for CONTRACTOR workforce to be fully attired with necessary HSE gears, such
as coverall, hard-hats, safety goggles/ glasses, safety boots, safety belts etc when they are at
the WORKSITE.
CONTRACTOR shall comply with the procedures and requirements defined in Exhibit VIII –
Health, Safety and Environment (HSE) Requirement. CONTRACTOR shall develop and
provide all documents necessary for the safe successful completion of the WORK.
The policy is implemented with special attention to the following specific aspects:
9.2 RESPONSIBILITY
9.2.1 HSE Manager and Officers
The Contractor shall have at all times a fulltime responsible person appointed as the crew's HSE
Manager and HSE Officers. The HSE Manager and HSE Officers shall manage and oversee all
matters pertaining to HSE in all crews operation and shall;
CONTRACTOR must be responsible for maintaining and enhancing the HSE awareness of its
personnel and subcontractor personnel, including arranging and / or participating in regular HSE
meetings/briefing and emergency drills.
The objectives of HSE meetings are to:
1. Provide opportunities for personnel to voice their concern over unsafe situations or
procedures in their respective work places.
2. Provide information and warning for other personnel in regard to potential or existing
hazards.
3. Allow collective solutions to be put forward through discussion.
It is PCIHBV's requirement that all CONTRACTOR personnel attend weekly HSE meetings and
names of attendees shall appear on the minutes of such meetings. Non-attendance at an HSE
meeting must be authorized by a responsible person and a reason for non-attendance must be
given in the minutes.
A Monthly HSE Meeting shall be conducted accordingly with full participation of
CONTRACTOR’s Management and key personnel.
9.4.3 Frequency
The meeting shall be held fortnightly and include an HSE talk or presentation on a chosen
subject aimed at enhancing HSE awareness on site.
HSE audits shall be conducted by the Party Chief / HSE Officer in conjunction with the PCIHBV
Representative on a monthly basis or whenever deemed necessary. Tool Box Meeting shall be
conducted on daily basis by authorized HSE Officer.
9.5 REPORTING
9.5.1 All HSE meetings are to be minuted and forwarded to PCIHBV Representative.
9.5.2 All emergency drills are also to be forwarded to the PCIHBV Representative.
9.5.3 All HSE audits are to be reported to PCIHBV Representative monthly, with action points listed.
9.5.4 All accidents and incidents related to the survey shall be reported in accordance with PCIHBV
Accident Reporting Procedure, within twenty four (24) hours in the event of:
1. Any loss of or damage to material or equipment supplied by either the PCIHBV or
CONTRACTOR.
2. Any personal injury to any PCIHBV or CONTRACTOR Personnel, its agents or
subcontractors.
3. Any injury to any third party.
4. A near miss incident.
9.5.5 A full detailed report via telex or fax or email sent to PCIHBV within twenty four (24) hours and
an Accident or Incident Report filled out by the CONTRACTOR Contract Administrator
immediately.
9.6 SAFETY TOOLS AND EQUIPMENT
9.6.1 Use of correct, properly designed and serviceable tools and safety equipment is required. All
working personnel should be taught the proper and correct way of using safety tools and
equipment.
CONTRACTOR shall where applicable at its own expense provide adequate first aid, firefighting,
lifesaving and other safety equipment and shall maintain this equipment in a professional manner
and where appropriate re-certify as dictated by legal and industry standards. CONTRACTOR
shall keep up-to-date records of all said equipment, including equipment location plans.
9.9.1 Accident is defined as any unintentional or unplanned event or condition, which has or could
have resulted in injury to a person and loss or damage to equipment, plant or property.
9.9.2 It is PCIHBV requirement that all accident, no matter how trivial, must be reported to PCIHBV
Representative. CONTRACTOR shall ensure that its employees are aware of this mandatory
requirement.
9.9.3 CONTRACTOR shall be responsible to investigate, in a professional manner, all accidents that
occur during the performance of the WORK and the investigation report shall be made available
to PCIHBV when requested. CONTRACTOR shall also be responsible to assist PCIHBV in
accident investigation if so required. PCIHBV may call for a joint investigation with
CONTRACTOR if necessary.
9.9.4 CONTRACTOR shall where applicable have, prior to commencement of CONTRACT, accident
reporting and investigation procedures and shall maintain accident statistics, which shall be
compatible with PCIHBV Accident Reporting Procedures. Otherwise, CONTRACTOR shall
adopt the current PCIHBV Accident Reporting Procedures.
9.9.5 CONTRACTOR shall submit the basic HSE information to the appropriate PCIHBV
Representative not later than the first day of the month following the month under review, by
telex or fax or email.
9.10 ALCOHOL/ DRUG POLICY
9.10.1 CONTRACTOR warrants that its personnel, agents and subcontractors shall not perform any
WORK for PCIHBV while under the influence of alcohol or any controlled substance
CONTRACTOR. CONTRACTOR personnel, agents and Subcontractors shall not misuse
legitimate drugs or possess, use, distribute, or sell illicit or unprescribed controlled substances
or drug on PCIHBV business or premises. CONTRACTOR shall adopt and enforce work rules
and policies in order to assure compliance with these obligations.
9.10.2 CONTRACTOR is to conduct alcohol and/or drug tests on CONTRACTOR personnel, agents or
Subcontractors while on premises owned or controlled by PCIHBV where reasonable cause
exists.

9.10.3 PCIHBV also reserves the right to conduct searches on possession of drug and/or alcohol to the
person, vehicles, and other property of CONTRACTOR, its personnel, agents or Subcontractors
while on premises owned or controlled by PCIHBV. Any person who refuses to cooperate with
any such search shall be removed from the premises and not permitted to return.
9.10.4 CONTRACTOR shall require its personnel, agents and Subcontractor to submit to medical
evaluation on alcohol or drug testing where cause exists to suspect alcohol or drug use.
9.10.5 CONTRACTOR warrants that any of its personnel, agent or Subcontractor who either (a) refuses
to participate in medical evaluation or alcohol or drug tests, or (b) tests positive for alcohol or
controlled substance, shall be removed from the premises and not be permitted to perform any
work with PCIHBV.
9.10.6 CONTRACTOR shall maintain strict discipline and good order among its personnel, agents and
Subcontractors, and shall not permit any of them to engage in activities which PCIHBV deems
contrary or detrimental to PCIHBV interests. If PCIHBV should request that any personnel of
CONTRACTOR or of Subcontractors be removed from PCIHBV property or Work site pursuant
to this CONTRACT for any reason CONTRACTOR shall accede to such request and shall
provide a replacement acceptable to PCIHBV at no additional cost to PCIHBV.
9.10.7 In the event CONTRACTOR is unable to comply with these obligations, PCIHBV shall have the
right to terminate this CONTRACT.
9.11 MEDICAL WELFARE
9.11.1 CONTRACTOR shall ensure that all its personnel and/or other personnel assigned by the
CONTRACTOR for the performance of the WORK are medically fit and healthy. Any medical
disabilities including such disabilities which CONTRACTOR may consider will not adversely
influence the person's ability to perform his role in the WORK should be reported to PCIHBV
prior to the start of the WORK. CONTRACTOR, if requested by PCIHBV, shall provide medical
certificates for CONTRACTOR and Subcontractor personnel.
9.11.2 CONTRACTOR shall subject its key personnel and its Subcontractor personnel to regular
medical examination at their cost. Records of such examination shall be made available to
PCIHBV on request.
9.11.3 CONTRACTOR shall at no cost to PCIHBV be responsible for the medical welfare of its own and
Subcontractor personnel and shall take care of arrangements for medical attendance treatment
or hospitalization if and when necessary and will arrange suitable insurance coverage for such
contingencies. In cases of emergency, PCIHBV may make or provide for, the necessary
emergency arrangements, the costs of which shall be reimbursed to PCIHBV by
CONTRACTOR.
9.11.4 CONTRACTOR shall make first aid arrangements for all of its personnel and ensure that all
personnel are informed of such arrangements.
9.11.5 Where applicable, CONTRACTOR shall provide a suitably equipped and staffed first aid room
with medical supply and assigned Ambulance Vehicle if the Work Site presents a high risk from
hazards.
9.12 REPORT
CONTRACTOR is responsible to document its performance in HSE for the duration of the
contract and submit to PCIHBV on monthly basis and overall report at the end of contract or
when requested by PCIHBV.
10.1.1 General
CONTRACTOR shall perform Engineering services necessary for WORK as specified in the
CONTRACT.
CONTRACTOR shall be responsible for verifying and completing the WORK based on information
contained in the subsequent section.
1. Road Alignment Detail Design including specifications and drawings inclusive horizontal
alignment, vertical alignment, cross section for every 50m interval and road detail e.g Sub grade,
Sub base, Road base, ACBC and ACWC.
2. Road Drainage Detail Design including specifications and drawings;
3. Prepare, update and issue Technical Document Register (TDR) on a weekly basis;
4. Preparation of technical specifications, detail calculations, Schedules, drawings, procedures,
method statements, required for the Engineering, Procurement and Construction;
5. All studies, analysis, calculations, which are required as part of the design;
6. Where computer programs are used, CONTRACTOR shall supply details of the software to
PCIHBV for review and approval, prior to commencing the design work. All the software, programs
shall be checked and validated prior to usage for design and shall be of the latest version, and
licensed to CONTRACTOR;
7. Any studies for optimisation shall be performed using established computation techniques and
programs;
8. All necessary site surveys and field subsurface verifications shall be established and all expenses
shall be borne by the CONTRACTOR.
9. CONTRACTOR shall submit comprehensive reports of the above to PCIHBV;
10. Submission of specifications, drawings, method statements, schedules, calculations, test results
etc. to PCIHBV for review and approval.
11. All documents, drawings etc. which require PCIHBV approval shall be identified by PCIHBV during
approval of Technical Document Register (TDR);
12. CONTRACTOR shall review documents for compliance with QA/QC and HSE requirements;
13. CONTRACTOR shall provide Engineering support to the Sub-Contractors as required in the
interpretation of drawings;
14. CONTRACTOR shall provide Construction Engineering assistance during Construction,
Completion, Warranty and Maintenance stages.
15. CONTRACTOR shall make available all Codes and Standards for PCIHBV reference during
Project execution period.
The WORK shall be design in accordance with applicable International Codes and Standards.
The most standards shall be applied are as follows:-
1. Standard Specification for Roads and Bridges (Department of Design and studies, 1983)
2. AASHTO-Geometric Design of Highway and Streets 2004 or latest
3. ASTM-American Society for Testing and Materials (reapproved 1994 or latest)
CONTRACTOR shall prepare Technical Document Register (TDR) which will include all technical
specifications, drawings, schedules, manuals, calculations, procedures and other documents planned to
be generated/ updated as a part of Detail Engineering.
TDR will indicate the scheduled date for preparation and issue of these documents. CONTRACTOR
shall submit TDR for PCIHBV approval within one (1) week from the CONTRACT EFFECTIVE DATE.
All drawings and documents, which require PCIHBV approval, shall be identified by PCIHBV while
approving TDR.
PCIHBV will return the documents/ drawings within one (1) week, with comments/ approval to the
CONTRACTOR. CONTRACTOR shall seek re-approval from PCIHBV in case of any further changes
with respect to the basic design, philosophy, scheme of PCIHBV approved deliverables.
CONTRACTOR shall update the Technical Document Register and issue on a weekly basis to PCIHBV.
Approval of documents/ drawings by PCIHBV does not relieve CONTRACTOR of Contractual
responsibilities and guarantees towards the completeness, correctness of the Engineering of the
Facilities.
CONTRACTOR is responsible for obtaining all necessary approvals from certification bodies and/or
authorities, if necessary. In this respect, CONTRACTOR shall copy all correspondence with certification
bodies and/or authorities to PCIHBV representative
11.0 CONSTRUCTION
11.1 GENERAL
CONTRACTOR shall construct the WORK in accordance with the requirements of this CONTRACT and
with proven and generally accepted practices and procedures. The WORK shall be safe, reliable and
suitable for their intended purpose.
CONTRACTOR shall perform the Construction works which includes the followings:
1. Obtaining all required licenses, approvals, and permits for the WORK.
2. Establishing WORKSITE safety rules and providing a Security Officer, Safety Officer and staff for
the WORK.
3. Providing CONTRACTOR’s Representative, temporary work, temporary facilities and other facilities
required for the WORK. All temporary facilities construction and installation shall meet all safety
regulations.
4. Providing and maintaining lodging and transportation for CONTRACTOR’s personnel and Sub-
Contractors in-compliance with Iraq Laws and Regulations.
5. Managing, coordinating and supervising the WORK of CONTRACTOR and Sub-Contractors to
ensure WORK is performed on schedule and in accordance to quality and safety requirements,
including preparing detailed schedules for the WORK in accordance with the overall Project and
Construction Schedules, regular monitoring of this schedule and making appropriate adjustments to
obtain efficient usage of resources.
6. Providing subcontracting plan with respective Scope of Work and Local Content percentage.
7. CONTRACTOR shall provide the Sub-Contractors project experience and track record.
8. Providing detailed manpower and Construction plan loading charts.
9. Providing schedule and progress reporting in accordance with the requirements of the CONTRACT.
10. Providing and implementing a Quality Assurance Plan (QAP) and developing and implementing
quality control procedures.
11. Providing WORKSITE QA/QC and inspection and testing services for the WORK. This shall include
all civil, structural, welding, piping, mechanical and painting/ coating inspections related to the
WORK.
12. Prepare all Construction procedures for PCIHBV’s review and approval.
13. Preparation of method statement for all construction activities i.e. excavation, earthworks, road
construction, temporary supports, lifting, road closures, steel erection, waste disposal, etc.
14. Maintenance all temporary facilities required for the WORK.
15. Maintaining Construction records in formats to be submitted for PCIHBV’s review and approval.
16. Ensuring timely mobilisation of Vendor’s/ Sub-Vendor’s and Sub-Contractors representatives and/
or any specialists to WORKSITE and to remain at WORKSITE for the required duration.
17. Providing and following all HSE requirements of the PCIHBV and working safety.
18. Maintaining and operating an adequate, sound and proven system of document control and
availability of drawings, specifications, codes and standards at their latest revision at WORKSITE.
19. Managing and recording field queries, field changes and revision of drawings and documents within
the stipulated time frame so as not to impede the Scheduled Construction activities and plans.
20. All field changes shall required PCIHBV approval prior to proceeding with the actual Construction
work.
29. CONTRACTOR shall take photographs during the CONTRACT duration and shall be submitted on
monthly basis with the Monthly Report showing photos representative of the progress. Four (4)
copies of 200mm x 150mm colour prints shall be made for each photograph selected. A suitable
typed caption describing the details and the date taken shall be affixed to the lowest reserve of each
photograph.
CONTRACTOR shall organise a qualified and competent Construction team headed by a Construction
Manager for Construction work.
The Construction Manager shall be responsible for:
CONTRACTOR Site Office shall be equipped with the following office facilities, as a minimum:
1) High speed heavy-duty photocopier machine (A4, A3 size) with auto feeder and sorting facility,
2) Personal Computers with printers, rewritable CD writer and scanner,
3) Writing Boards,
4) Telephones with international dialling facility and telecommunication radio base stations,
5) Local area network and E-mail with Internet access for data transmission,
6) First Aid Kits,
7) Notice Boards,
8) Secretarial assistance.

Information shall be stated in English. Notice boards shall be self-supporting, and have a minimum size
of 2m x 2m.
CONTRACTOR shall take sole responsibility for safety and security of the WORK and shall comply in all
respects with the requirements of Project Plan. The scope of safety and security shall include the
following:
11.7.1 General
The CONTRACTOR shall perform the Site Preparation for the WORKSITE,
This work involves clearing, grubbing and stripping topsoil in the areas designated hereunder and/ or
shown on the drawings and as per directed by the PCIHBV. The work shall also include the demolition
and disposal of structures except where otherwise specified.
All fences, buildings, structures, and encumbrances of any character within the limits of the proposed
Project, except those to be removed by others or designated to remain, shall be demolished and removed
by the CONTRACTOR.
All equipment, labour and material required to load, unload, transport and store material shall be supplied
by CONTRACTOR.
Slopes shall be restored to their original condition or as otherwise approved by PCIHBV. CONTRACTOR
shall ensure that all slopes are geotechnically stable.
11.8.1 General
The civil Construction scope shall include, but not limited to all civil and structural Construction works
including supply of machineries, materials, tools, tackles, equipment, transport, supervision, inspection,
sampling, testing, consumables, etc, as specified in this CONTRACT.
All civil and structural works shall be performed in accordance with latest Uniform Building By-Laws,
drawings and specifications.
CONTRACTOR shall perform all civil works activities for the WORK shall include, but not limited to the
following:
11.10 Clean-Up
CONTRACTOR shall clean-up the WORKSITE and any additional areas used in any phase of the WORK
in a manner satisfactory to PCIHBV, all landowners, tenants, and any authority having jurisdiction.
a) It conforms to the CONTRACT requirements and all specifications and Drawings referred to in
this CONTRACT or thereafter furnished and approved by PCIHBV in accordance with this
CONTRACT,
b) It is free of any defect in fabrication, installation, construction on workmanship, other than a
minimum number of minor defects subject to prompt correction and that said minor defects are
fully described and attached to the said written notice as a Punch List,
c) It meets all requirements of a certifying authority, if such a certifying authority has been appointed
by PCIHBV,
d) Equipment, material and supplies furnished by CONTRACTOR for the WORK are in accordance
with the CONTRACT specifications, and are fit for the intended purposes,
COMPLETION Certificate with a “Critical Punch list” clearance acknowledgement signed-off by PCIHBV;
1) Non-Critical Punch list;
Once the PROVISIONAL ACCEPTANCE Certificate for the Facilities is issued by PETRONAS
Carigali and received by the CONTRACTOR, then the WORK is considered fully handed-over to
PCIHBV and ready to be put into service.
13.0 WARRANTY
13.1 The Warranty Period shall be effective from the date of PROVISIONAL ACCEPTANCE
Certificate for a period of twelve (12) months and shall be as per Article 52 – Warranty Period.
13.2 For the fulfilment of CONTRACTOR obligations throughout the Warranty Period,
CONTRACTOR shall:
13.2.1 Submit for PCIHBV review the proposed warranty team and warranty procedure two (2)
weeks prior to the start of the Final Inspection.
13.3 Within thirty (30) days from the end of the Warranty Period of the WORK and after all repairs,
rectifications, replacements and making good thereto have been carried out in accordance with
CONTRACT, and all requirements of the CONTRACT have been satisfactorily met,
CONTRACTOR shall issue the Contract Closure Certificate.
14.1 FINAL ACCEPTANCE shall be as per Article 49 – Completion and Acceptance of Work.
1) All documentation required by this CONTRACT has been delivered to and received by
PCIHBV,
2) All Punch List WORK items have been completed to PCIHBV’s satisfaction,
3) CONTRACTOR shall submit to PCIHBV the Contract Closure Certificate within thirty
(30) days from the end of the Warranty Period (refer
and istrative Procedures (Appendix IV-K));
4) The Warranty Period, pursuant to has ended and no
further warranty issues are outstanding.
14.3 Once CONTRACTOR has to apply for final completion above, PCIHBV shall within ten (10)
working days of receipt of such notice, either issue a FINAL ACCEPTANCE Certificate or
otherwise inform CONTRACTOR in writing of PCIHBV’s reasons for not accepting the WORK.
CONTRACTOR shall continue in this fashion until all deficiencies have been corrected to
PCIHBV’s satisfaction and a FINAL ACCEPTANCE Certificate has been issued.
15.0 DEMOBILIZATION
1) Dismantling and removal of all temporary facilities (Site Office, Workshop, Stores, Camp
accommodation etc.) and utility systems;
2) Removals of all balance CONTRACTOR Equipment, Machinery, Tools, Rigging,
Cranes, Scaffolding etc. from WORKSITE;
3) Hand over all surplus equipment and material to PCIHBV wherever applicable (i.e.
PCIHBV Free Issue Material);
4) Reinstatement of the areas of temporary facilities to a clean and tidy condition to the
satisfaction of PCIHBV;
5) Reinstatement of any damaged facilities (such as existing infrastructures, etc.) caused
by CONTRACTOR during execution of the WORK.
15.2 CONTRACTOR is required to mobilise required personnel, equipment and facilities to perform
the Warranty Work at WORKSITE during Warranty Period.
16.1 The Exhibit IV - Administrative Procedures broadly describes the scope of Project
Documentation together with the basic instructions, procedures and other requirements to be
performed by CONTRACTOR. Clauses below explained general requirement for Project
Documentation which shall be complied by the CONTRACTOR.
CONTRACTOR shall be responsible for preparing and submitting the Final Documentation as
per industrial standard practice.
16.2 DOCUMENTATION DURING PROCUREMENT AND CONSTRUCTION PHASES
16.2.1 The documents and drawings, which are to be submitted to PCIHBV for review and
approval CONTRACTOR shall submit three (3) sets of the required documentation for
PCIHBV review.

16.2.2 PCIHBV approval cycle shall be seven (7) calendar days from the receipt of the
document. CONTRACTOR shall plan and schedule all related Project activities, taking
into account the seven (7) calendar days PCIHBV approval cycle. PCIHBV shall,
however, endeavour to review critical documents on priority, with shorter approval cycle,
to the extent possible.
2) Hard copies shall be properly labelled, bounded with 3-ring hard-cover files with complete
documentation index in each volume, in addition to the index of the respective volume.
3) Electronic copies shall be on CD or DVD with labels and List of Contents.
4) The Final Project Documentation shall include, but not limited to, the following:
16.3.2 Purchase orders for all bulk items will be included in final documentation.
16.3.3 The above purchase orders shall not be subject to any review, audit or reimbursement and shall
be submitted for PCIHBV future reference only.
16.3.4 FINAL ACCEPTANCE Certificate shall be issued by PCIHBV, only after Handover of complete
Final Documentation by CONTRACTOR to PCIHBV satisfaction and completion of Warranty
Period.
17.1 CONTRACTOR shall be responsible for preparing the Close-Out Report after completion of the
WORK.
The final Project Close-Out Report shall be submitted within two (2) months after issuance
FINAL ACCEPTANCE Certificate. This Project Close-Out Report shall incorporate documents,
data, PCIHBV comments, etc which has been developed during the execution at the WORK.
The report should be updated and compiled progressively so that it could be completed on time.
17.2 Project Close-Out Report will include an updated PROJECT SCHEDULE, s-curves, histograms,
and material tracking record showing scheduled versus actual data.
