Child Protection CD1
In accordance with the Constitution of 1987, the State must guarantee children's
rights to assistance, including adequate care and nutrition, as well as specific protection
against all types of neglect, abuse, cruelty, exploitation, and other circumstances that are
harmful to their development (Article XV, Section 3 [2]). In DepEd Order 40 s. 2012 holding
sessions, training, and seminars on healthy peer relationships and the development of social
and emotional competence, all public and private elementary and secondary schools are
required to increase the capacity of school staff, students, learners, parents, and guardians to
understand and deal with child abuse, exploitation, violence and discrimination cases,
bullying, and peer violence. The implementation grade indicates that while the policy is
known to the schools, they do not rigidly enforce it. Two hundred thirty-eight (238) items are
listed as implemented, and three hundred eighty-five (385) as moderately implemented. Given
this realization, it is recommended that regular capacity building in schools is done to ensure
its accomplishment and that seminars be held with training modules on gender sensitivity,
anger, and stress management, and positive and non-violent discipline in classroom
management be conducted. The Cotabato Schools Division Office's Child Protection Policy has
implemented training and monitored based on the results of the research.
