This refers to the application of LGOO II McGyver T. David for the LGOO IV
position in DILG Regional Office III.
We are pleased to recommend Mr. David to the said position following his successful
completion of the Apprenticeship Program for Local Government Operations
Officers, earning the 6th place around the country in December 2023, and a rigid
selection process by the Regional Selection Board.
Mr. David is a highly esteemed team member who has continuously demonstrated
an extraordinary work ethic and dedication to his duties over the course of his seven
years with the department. The office's implementation of PPAs and special projects
was aided by his vast experience in the business sector prior to his government
tenure.
This office has also witnessed Mr. David's work ethic and tenacity since he began as
a contract service employee for locally funded projects by DILG. He was a vital
component of the LFP team, contributing technical support for two years to DILG
Bataan and three years to DILG Pampanga in the monitoring of special projects in
LGUs. Throughout his five years as a CoS employee, he has overseen a number of
the department's regular initiatives. In addition to his duties, Mr. David oversees the
creation of advocacy materials, such as an audiovisual presentation that showcases
performance in local government by means of effective project execution.
After serving as the only technical staff member in the CDS for a year, he is an
efficient and capable technical officer as an LGOO. Under the Capability
Development Section, he is in charge of multiple programs, such as EODB
(BPLS/BPCO, RR4LGU, LED4LGUs), LCPC, and GAD. As a resource, Mr. David
has already offered technical support to LGUs in the creation of their LDPC, LYDP,
and ELA-CapDev agendas.
We are confident that Mr. David will be successful in carrying out the duties and
responsibilities of an LGOO IV due to his consistent performance and educational
background (he recently passed his comprehensive examination for his Masters'
Degree in Structural Engineering at Tarlac State University). He is a registered civil
engineer, licensed materials engineer, certified safety officer, and graduate of Don
Honorio Ventura Technological State University with a bachelor's degree in civil
engineering.
