C H A P T E R -I

INTRODUCTION

In the In d ia n economy# mere dependence on a g r i ­

c u l t u r a l o p e r a t io n s does n ot seem to a d e q u a te ly a s s i s t

th e fa rm e r in s t re n g th e n in g h i s a c t i v i t y and in a lle ­

v i a t i n g h i s econom ic s t a t u s , by way o f an in c r e a s e i n

the s ta n d a rd o f l i v i n g o r p e r c a p i t a incom e, o r b y way

o f h is p a r t ic ip a t io n and i n t e r a c t i o n w it h th e o t h e r

econom ic a c t i v i t i e s , o r b y way o f h is a p p r e c ia t io n

and u n d e rs ta n d in g o f the e f f o r t s o f econom ic p la n n in g

^ as t o f u l l y and more m e a n in g fu lly c o o p e ra t e w ith the

re q u ire m e n ts o f the s o c ie t y and th e G overnm ent,^ The

a u s p ic e s o f the Government a t v a r i o u s l e v e l s and

a g e n c ie s such as the n a t i o n a li s e d banks# th e n a t io n a ­

l i s e d bank f o r A g r i c u l t u r a l D evelopm ent an d the

N a t io n a l Commission on A g r i c u l t u r e . P roblem s o f

an im p o rta n t segment o f the economy lo o k e d a t from

the p o in t o f v ie w o f th e much d e s i r e d i n t e g r a t i o n , and

o p t im is a t io n o f a c t i v i t i e s , and b r i n g in to our f o ld , a

much n e g le c t e d b^-tan im p o rta n t, and a one tim e most

c o lc G irfu l s e c t io n o f In d ia n p o p u la t io n . The t r i b a l

economy b a d ly r e q u i r e s the unanimous a t t e n t i o n o f the

p la n n e r , if s o c i a l t e n s io n s and i n t e r n a l d i s s e n s i o n s

have to be a v o id e d , c-jid i f the enormous in v e stm e n ts

w hich a re flo w in g in t o v a r i o u s c h an n e ls o f th e s o c ie t y *

t h e modern econom y. T h i s may h ave t o b e done n o t w i t h

a p r e m a tu re s e n s e o f fu tility # b u t w ith a z e a l th at

m ig h t c u l m i n a t e i n t o a s e n se o f r e a l i t y , so t h a t any

d iscou ra g em en t i n th e i n i t i a l stages in im p le m e n tin g

t h e programmes meant f o r a g ric u ltu re , and t h e t r i b a l #

are o b v ia t e d a f t e r d is c o v e r in g th e fa u lts , weaknesses

and th e lim ita tio n s of th e p rogram m es. T h i s means t h a t

t h e programmes and t h e a d m i n i s t r a t i o n o f t h e programm es

have to c o n ta in c o n t in u it y , fle x ib ility , and e c o n o m ic

v ia b ility so as t o g r a s p t h e i n t r i c a c i e s o f th e t r i b a l

econom y, w h ic h r e q u i r e to be lo o k e d a t fr o m t h e p o i n t

o f v ie w o f the t r i b a l # r a t h e r t h a n fr o m t h e p o i n t o f

v ie w o f the r e s t o f th e s o c ie ty . Once t h e s e p r o b le m s

a r e lo o k e d a t t h e p o i n t o f the t r i b a l s , t h e y w o u ld

a u to m a tic a lly fin d a p la c e in th e fra m e w o r k s o f d e v e ­

lo p m e n t i n t e n d e d f o r the e n t i r e s o c ie ty ; o th e rw is e , they

w o u ld b e p a r t i a l , in a d eq u a te, a n d w o u ld b e lo s t in th e

n orm al p l a n n i n g e x e r c i s e s fo r la c k o f c la rity . Is s u e s

The r o l e o f d a i r y in g i n s t r e n g t h e n in g th e t r i ­

b a l economy r e l a t e s t o o n ly the r e c e n t p a s t . However

much had the t r i b a l been a s s o c ia t e d i n the p a s t w it h

the c a t t l e , the seems to have ig n o r e d the econom ic

im portan ce o f th e c a t t l e . At p resen t, if th e t r i b a l

economy h as to a c q u it i t s e l f as a s e c t io n o f the

s o c i e t y which can o r g a n is e a d e g re e o f c a p i t a l f o r ­

m ation by way o f h ou seh old s a v in g s , income g e n e r a t io n ,

in v o lv e m e n t i n employment, in v o lv e m e n t in p r o d u c t io n

and d i s t r i b u t i o n and in v e stm e n t, the t r i b a l economy

w ere made f o r a s s i s t i n g the t r i b a l i n r e o r g a n is i n g

h i s way o f l i f e , and f o r augm enting m ilk p ro d u c tio n ^

procurem ent^ m ark etin g and p r o c e s s in g o f m ilk on an

i n t e g r a t e d b a s i s w orth the s c a le t h a t i s c o n c e iv e d

b y the p la n n e r s , w ith o u t w hich the o p e r a t io n s w ould

be fu t ile ju d g e d on the b a s i s o f s t r i c t a c c o u n tin g

and economic c a l c u l a t i o n s . As a r e s u l t , d a i r y in g

h as become one o f the most im p o rta n t schemes i n

v a r i o u s developm ent programmes, lik e th e S m all

Developm ent Programmes. The e x p e r ie n c e o f th e se

o r g a n i s a t i o n s has been t h a t t h e r e a re immense p o s s i ­

b ilit ie s o f u s in g d a i r y i n g as an in s tru m e n t to b r i n g

s o c i a l and econom ic changes i n the r u r a l and t r i b a l

areas, p r o v id e d the schemes a re fo rm u la te d ap p ro ­

p r ia t e ly and f o llo w e d up c o n s i s t a n t l y . A l l the f i v e

y e a r p la n s have so f a r o u t l i n e s th is argum ent and

a n a ly s e d the g e n e r a l d e f i c i e n c i e s i n the programmes

p la n n e d p a r t i c u l a r l y f o r th e t r i b a l a r e a s , w it h th e

r e s u l t th e re seems to b e c o n s i d e r a b le scope to r e -

c h a n n a lis e th e a c t i v i t y o f the t r i b a l and the c o n -

c e p t io n o f the problem a t th e helra o f a f f a i r s . The

N a t io n a l Commission on A g r i c u lt u r e fo c u s s e s p a r t i c u ­

la r a t t e n t io n on t h i s s u b je c t and s u g g e s te d t h a t

d a i r y in g h as to be d e v e lo p e d a s an im p o rta n t econo­

mic o c c u p a tio n o f the s m a ll fa rm e r , t r ib a l o r oth er­

w is e , p a r tic u la rly i n the c o n t e s t o f the la n d l e s s

a g r i c u l t u r a l la b o u r and b r i n g ab ou t the a c t i v i t y

c i e s in the p a s t d ecade in the V isakhapatnam and

on the developm ent o f d a i r y in g as such# and the im pact

o u r c o n s id e r a t io n w hich r e p r e s e n t the s u b s t a n t i a l

chunk o f t r i b a l l o c a t i o n , p o p u la t io n and a c t i v i t y ;

th e m ethodology t h a t we have adopted f o r c o l l e c t i n g

th e in fo r r s a t io n , and f o r a n a l y s i n g the c o n te n t o f

th e d a t a ; and the scope o f the s t u d y , w it h an o v e r ­

v ie w o f the problem o f d a i r y i n g a s su ch , i n the

fir s t in s t a n c e .

1 .1 A Note on D a ir y D evelopm ent A c t i v i t i e s ;

econom ic l i f e , and w ith the im pact o f c i v i l i z a t i o n .

e a s i l y d i g e s t i b l e by human b e in g s . M ilk i t s e l f p la y s

a v e ry v i t a l r o l e i n the In d ia n s o c i e t y , as the most

im p o rta n t a l t e r n a t i v e so u rce o f anim al p r o t e in in

the d i e t o f the v e g e t a r i a n .

L a rg e s c a le m ark etin g o f m ilk has been the

phenomenon o f the t w e n t ie t h c e n t u ry . W h atever amount

o f m ilk was p rod u ced , i t was consumed l o c a l l y . W ith

the grow th o f u r b a n iz a t io n and i n d u s t r i a l i z a t i o n , the

su p p ly o f m ilk to the m asses had f a l l e n on the s h o u l­

d e r s o f the r u r a l m asses. P r i o r to th e adven t o f

d a ir y developm ent programmes i . e . , m ilk p r o c e s s in g

u n its# the su p p ly o f m ilk in u rb a n a r e a s was done

by the p r i v a t e vendors# b y u s in g v a r i o u s methods o f

t r a n s p o r t and p r o c u rin g the m ilk i n the v i l l a g e s and

s e llin g it in towns and the c i t i e s * In the r e c e n t

p ast, how ever, a ll tb e modern Governm ents o f th e

w o r ld have tak en up t h i s programme and o r g a n is e d th e

procurem ent o f m ilk# its p r o c e s s in g and d i s t r i b u t i o n

on a s c i e n t i f i c lin e s .

M ilk i s not o n ly a v a l u a b l e commodity, it is

a ls o q u ic k ly p e r i s h a b l e . B e fo r e th e adven t o f the

method o f p a s t e u r i s a t i o n , t h e r e was h a r d ly any f o o l

p r o o f method f o r s t o r a g e and t r a n s p o r t a t i o n o f f l u i d

m ilk . S u r p lu s m ilk was b e in g p r e s e r v e d i n the form

o f b y -p r o d u c t s l i k e Y o g u rt (C u r d s ), Chenna, C heese,

b u t t e r and g h ee , p a r t i c u l a r l y fo r a sh o rte r d u ra tio n s .

Now procurem ent o f m ilk , in p r o c e s s in g and d i s t r i b u ­

t io n , i n the f l u i d form to u rban d w e l le r s i s b e in g

taken up by a l l the s t a t e s in the c o u n try u n d e r the

p u b l i c and p r i v a t e se c to rs.

Procurem ent o f M ilk ;

Procurem ent^ i s th e b a s i c s t e p in t h e m ark etin g

o f m ilk . TO p ro c u re the m ilk in r u r a l a r e a s m ilk c o l ­

le c t io n c e n t r e s have to be e s t a b l i s h e d . The number o f

m ilk c o l l e c t i o n c e n t r e s lo c a t e d depends upon the s u r ­

p lu s m ilk t h a t i s a v a ila b le in th e v i l l a g e s . And,

w here la r g e q u a n t i t i e s o f s u r p lu s railk a v a i l a b l e # a

m ilk c o l l e c t i o n c e n tre f o r the e n t i r e v i l l a g e w i l l be

o rg a n is e d . A t p re se n t# a l l the m ilk c o l l e c t i o n c e n t r e s

a re b e in g run on a com m ission system . A com m ission o f

th r e e p a is e i s b e in g p a id p e r l i t r e f o r the com m ission

a g e n t . At the time o f procu rem en t, p r o d u c e r -w is e m ilk

sam ples o f 30 m l. q u a n t i t i e s w i l l be c o l l e c t e d and f a t

t e s t s w i l l be don e. A f t e r c o m p le tin g the c o l l e c t i o n

o f m ilk from a l l the p r o d u c e r s , the f a t t e s t w i l l be

done to the i n d i v i d u a l p ro d u c e r and th e acco u n ts are

m a in ta in e d , i n the r e g i s t e r s , and in the p r o d u c e r 's

p a s s e bo o k , t h a t i s b e in g m a in ta in e d b y the in d iv i­

tric t touched 60,000 l i t r e s d u r in g f l u s h season d u r ­

in g th e y e a r 1982-83. The t o t a l m ilk c o l l e c t i o n

s a id t h a t by p r o v id in g p r o p e r n u t r i t i o n and a d o p tin g

1979, th e I . T . D . A . d is trib u te d a b o u t 3000 m i l c h a n im a ls

Keeping i n mind the p r o s p e c t s o f an e x te n d e d system o f

d a i r y in g in t h i s b e l t , the Andhra P ra d e sh D a ir y D eve­

lopm ent C o rp o ra t io n has s t a r t e d f o u r y e a r s ago t h e s e

m ilk c h i l l i n g c e n t r e s a t P ad e ru , C h i n t a p a l l i and A raku

which a re a l l i n the r a d iu s o f 50 m ile s and t h i s g e s t u r e

has n o rm a lly ro u se d the e x p e c t a t io n s o f the Government

and the p e o p le t h a t th e se th re e m ilk c h i l l i n g cen tres

w ou ld be a b le to add s u b s t a n t i a l l y t o th e V is a k h a

D a ir y a d d it io n s t o m ilk c o n s i s t e n t w it h th e g ro w in g

demand o f a f a s t g ro w in g u rb a n community. In t h i s r e ­

g ard i t sh o u ld be a ls o p o in t e d o u t t h a t a t B h a d r a g ir i

o f S rik ak u lam a l s o , around the same tim e , the m ilk

c h illin g c e n t r e s w ere o r g a n is e d t o p r e s e r v e m ilk c o l ­

le c t e d by v a r i o u s railk c e n t r e s o f S rik a k u la m and send

it to the n e a r e s t d a i r y .

p a r t i c u l a r l y i n the Visakhapatnam c i t y . And a t p r e s e n t

the Visalcha D a ir y has been o p e r a t in g w it h a b o u t 30,000

l i t r e s o f m ilk p e r day and m arkets m ilk t o th e c i t y

and even th e o u t s k i t s and even m eets th e i n d u s t r i a l

demand t o a c o n s id e r a b le e x t e n t . It is f e l t o fte n th a t

if th e m ark etin g system i s f u r t h e r s tre n g th e n e d and the

u n s c ru p u lo u s m ilk v e n d o r o p e r a t io n is re s tr ic t e d , th e r e

w ou ld be ample scope to s e l l a b o u t one la k h l i t r e s of

m ilk p e r day by in c r e a s in g the c a p a c it y o f th e d a i r y .

Thus th e r e i s a f e l t need f o r d i s t r i b u t i n g the m ilc h

a n im a ls b o t h in p l a i n s and th e t r i b a l a r e a f o r th e

augm entation o f the m ilk p r o d u c t io n in th e d i s t r i c t

v h ic h i n d i r e c t l y change the s o c io -e c o n o m ic s t r u c t u r e

o f th e p l a i n s as w e l l as the t r i b a l a re a .

In the d i s t r i c t o f S rik a k u la m the t r i b a l s have

lu a t i o n o f the S rik a k u la m t r i b a l r e la t e s to a sam ple

su rv e y conducted in 1982-83 i n r e s p e c t o f a b o u t 40 sample

b e n e f i c i a r i e s i n Seetham peta b lo c k and ab ou t n e a r ly the

same sample s i z e in the S a l u r b lo c k . Thus, the stu d y

p r o v id e s a lm o st a c o n tin u o u s e v a lu a t i o n o f one o f the

m ost im p o rta n t t r i b a l d i s t r i lB t o f Andhra P ra d e s h .

The im pact o f the schemes have g e n e r a l l y been

ju d g e d i n term s o f the a d d i t i o n a l income r e c e iv e d b y

the b e n e f i c i a r i e s from the d a i r y i n g a c tiv it ie s and the

d iv e rs ific a t io n t h a t has tak en p la c e in the economy o f

the t r i b a l p a r t i c u l a r l y i n r e s p e c t o f h is a g ric u ltu ra l

o p e r a t io n s and o t h e r a sp e c ts o f o c c u p a t io n a l p a t t e r n s .

And w h e re v e r i t was n e c e s s a ry th e v ie w s and o p in io n s

o f the t r i b a l s have been o b t a in e d i n r e s p e c t o f th e

b e n e f i t s o f the schemes* S e v e r a l q u e s t io n s o f g e n e r a l
