Job Description:(Roles, Responsibilities, Duties)
1.Basic Function and Scope:
Monitor production, logistics, security, HSE, community relations and other matters to ensure the safe, economic
and stable operation of the station; ensure the health of staffs and harmonious community relations; ensure that all
work at the station is carried out according to safety regulations and procedures and that station equipment and
pipelines operate safely and smoothly.
2.Tasks and Duties
1) Supervise and manage QHSE tasks , check and improve the QHSE management system, refine emergency plan,
organize emergency training and drills.
2) Strictly implement the rules and regulations of company and the work instructions of the operation department.
3) Supervise and assess the work of contractors.
4) Supervise the work of station , fully monitor the situation of the station, identify problems, find causes and deal
with them in a timely manner.
5) Review the production plans, maintenance plans, operation permits, procurement plans, applications for
materials and spare parts, and statistical management of materials and spare parts proposed by each post.
6) Review all kinds of statements and reports of the station, convening and attending all kinds of meetings of the
station and operation department, arranging relevant work in a timely manner.
7) Supervise the station's temporary construction, repair and renovation work.
8) Supervise the economic operation of the station, checking fuel consumption, electricity consumption, spare parts
management and consumption, etc., and economizing resources.
9) Supervise the medical work of the station, safe transport and vehicle management work.
10) Coordinate and communicate with stationed soldiers, surrounding villagers, nomads, and Chinese and nigerian
employees, and ensure their healthy.
11) Coordinate and communicate with the upstream and downstream stations.
12) Supervise the operation of the third party in the station; supervise the control and handling of dangerous
chemicals and pollutants.
13) Cooperate with staffs from other departments to accomplish related work.
14) Formulate production plan according to the production tasks and accomplish the tasks on time
15) Inspect the site and revise the problems of production and management

Requirements

Petroleum Engineering,Mechanical

Job Description:(Roles, Responsibilities, Duties)

1.Basic Function and Scope:


Under the guidance of his supervisor, Be responsible for the maintenance and emergency repair of the
Pipeline and associated facilities to ensure the safe, reliable of pipeline. Coordinate the commencement
management, site engineering, construction, quality, HSSE, schedule, documentation, local content, and
commissioning of the above-mentioned works in Maintenance Center and the pipeline site under its
jurisdiction.
The Shadow Maintenance Engineer will learn and practice professional knowledges and operation skills
during two(2) year shadow practice period, and will be promoted to formal maintenance Engineer after career
evaluation arranged by Company. The shadow period could be extended as per actual situation.
2.Tasks and Duties
1) Supervise the activities of assigned personnel who conduct in maintenance and rush repair activities.
Perform supervisory duties at the level established by management for the position.
2) Direct and manage the maintenance activities of the pipeline system network and associated facilities to
ensure safe, reliable movement of operation.
3) Supervise routine and non-routine maintenance and repair of pipeline and related facilities. This includes
the installation, testing and commissioning of new equipment, directing and participating in work requiring
special technical skills.
4) Review work orders for maintenance and repairs of pipelines and related installations. This includes
checking sites to determine nature of work required, providing technical advice on such work and ensuring its
proper completion to acceptance standards.
5) Organize the implementation of the established preventive maintenance schedule. Ensure that accurate
records of maintenance activities are kept and that irregularities and unusual problems with the pipeline and
associated facilities are reported immediately for further attention and resolution of the problem.
6) Ensure frequent or regular inspection along the pipeline and to the block valve stations and related
facilities.
7) Development of pipeline maintenance proposal and participates in recommending engineering
modifications and improvements to the pipeline network system.
8) Manage site maintenance programs of the pipeline network, including pipeline MER activates, pipeline
emergency drills and drill assessments, planned repairs for pipeline corrosion defects and external anti-
corrosion layer defects, and assisting other departments to implement the maintenance and reconstruction of
pipeline auxiliaries, pump station equipment and facilities;

1.Basic Function and Scope:


Under the guidance of his supervisor, Be responsible for the cathodic protection along the pipeline, guide and
supervise the CP site work along the pipeline, optimize various program documents, coordinate and cooperate
with other departments, and be responsible for the integrity of the entire pipeline route.
The Shadow CP Engineer will learn and practice professional knowledges and operation skills during two(2)
year shadow practice period, and will be promoted to formal CP Engineer after career evaluation arranged by
Company. The shadow period could be extended as per actual situation.
2.Tasks and Duties
1) Supervise and check the operation and maintenance of the cathodic protection equipment ,ensure that the
pipeline is in the correct protected state.
2) Provide technical support for the operation and maintenance of cathodic protection equipment.
3) Put forward improvement suggestions on the operation and maintenance of cathodic protection equipment.
4) Organize and resolve issues and faults in the cathodic protection system.
5) Review the annual operation and maintenance plan of cathodic protection equipment, and supervise the
implementation of the plan.
6) Review the technical transformation plan of cathodic protection equipment.
7) Work jointly with Procurement Dept. for tender of spare parts for cathodic protection equipment and the
technical service. Supervise the implementation of related contracts.
8) Evaluate technical documents of technical transformation projects and spare parts suppliers.
9) Prepare the operation and maintenance cost budget of cathodic protection equipment, and supervising the
implementation of the budget.
10) Check the compliance of equipment accounts, spare parts accounts, maintenance reports, operating
procedures and working procedures of cathodic protection major.

appropriate instructions. This includes checking sites to determine nature of work required, providing
technical advice on such work and ensuring its proper completion to acceptance standards.
6) Direct and supervise the implementation of the established preventive protection schedule. Ensure that
accurate records of protection activities are kept and that irregularities and unusual problems with the HP are
reported immediately for further attention and resolution of the problem.
7) Ensure that HP surveys and ROW surveillance are carried out regularly and accurate records maintained.
8) Hand over report preparation during each working shift.

Basic Function and Scope:
1. To provide technical and engineering support for Pipeline systems to ensure smooth, safe, reliable and efficient
transportation of crude oil from production site/s to delivery points.
2. Provide process engineering advisory and design services for pipeline and related facilities.
3. Carry out advisory services in areas of expertise, prepares/oversees conceptual designs for modifications or new
facilities and evaluates plant change requests and requests for engineering support.
4. Develop project strategies for presentation to Management for approval.
5. Initiates studies, conducts process audits and recommends plant/ field modifications to improve efficiency,
productivity, safety, cost savings and technology updates.
6. Maintain and updates the Company’s process engineering standards and specifications.
Accountabilities:
1. Censors and approves PMC/EPC project process and pipeline design drawings, documentations, calculation
books and specifications, As-built drawings and documents in terms of conceptual design, basic design, detailed
design and other relevant design work.
2. Advice on process engineering activities related to the Company’s existing and proposed process. Participates as
a member of various special or adhoc committees to study various technical problems/facilities, or as an individual
contributor, provides expert technical advice as and when requested.
3. Participate in the evaluation of plant modification requests involving a wide variety of process elements or
problems and recommends appropriate solutions and/or acceptance or rejection of proposed changes as necessary.

1. Basic Function and Scope:
• Provides electrical & Instrument engineering advisory and design services for pipeline projects.
• Carries out advisory services in areas of expertise; prepares/oversees conceptual designs for modifications or new
facilities and evaluates plant modification requests and requests for engineering support.
• Cooperation with plan department for budget and cost issues related to Electrical & Instrument activities and
Electrical & Instrument projects.

2. Accountabilities:

• Liaise with operation department to define their bottleneck/future requirements and prepare scope of work
accordingly.
• Preparation of internal feasibility & conceptual design and scope of work to Contractors to develop conceptual &
Basic design and to handle the project detail engineering, procurement, construction and commissioning.
• Follow up of ITB preparation & tendering process & evaluation to select the suitable Contractor/Supplier to
handle the required scope and service as per approved strategies and procedures.
• Follow up of detail engineering with EPCC contractor and ensure design fully meet the required scope and
conduct design review and HAZOP meetings. Take necessary decisions/corrections and update the design as per
design and HAZOP meetings recommendation.
• Keep close monitor of project during execution and ensure timely review and action of changes.
• Advises on electrical engineering activities related to Company’s existing and proposed processes. Participates as
a member of various special or ad-hoc committees to study various technical problems/facilities.
• Participates with manager and section head in the establishment and updating of engineering standards, develops
design philosophies and prepares and administers a standards design consultancy contract framework within areas
of responsibility.
3. Independence of Operation:
• The function is carried out within well-established and well-defined policies and procedures. These are subject to
ongoing review and development to maintain and improve upon the quality-of-service delivery.
• Follow-up the project and implements policies and procedures within the framework of established Company
policies, specifications, procedures and international standards.
• Advise to project manager on possible solutions to resolve disputes arising from the conflicts with contractors

1. Basic Function and Scope:
Assist in the formulation of the IT Service Center Section annual plan, annual expenditure, medium and long-
term development plan, and be in charge of supervising the implementation and effect evaluation.
Responsible for departmental personnel and daily affairs management.
2.Tasks and Duties
1) Responsible for Digital Transformation and Intelligent Development research, planning, implementation
management, operations and maintenance, system evaluation for Company’s production and operation.
2) Responsible for IT Service Center planning and implementation management, quality improvement and
evaluation.
3) Responsible for organizing the preparation of the monthly and annual inspection plan for the Information
systems, and organizing the monthly and annual tests of the Information systems. Information system

solution, update management, file sharing & printer management, meeting room system, video surveillance

4. Work experience in communication systems related to long-distance crude oil pipelines is preferred.

Job Description:(Roles, Responsibilities, Duties)
1. Basic Function and Scope
Prepare ITB and contract files, change orders, and contract extension, execute commercial evaluation and related
TC paper preparation. Negotiates with bidders to draw up contracts etc.
2. Tasks and Duties
 Negotiates, administers, extends, terminates, and renegotiates contracts.
 Formulates and coordinates procurement proposals.
 Directs and coordinates activities of teams engaged in formulating bid proposals.
 Evaluates or monitors contract performance to determine necessity for amendments or extensions of a contracts,
and compliance to contractual obligations.
 Approves or rejects requests for deviations from contract specifications and delivery schedules.
 Arbitrates claims or complaints occurring in performance of contracts.
 Analyzes price proposals, financial reports, and other data to determine reasonableness of prices.
 Prepares, together with the user department, the TC paper concerning the contract strategy, and discuss it in the
TC meeting to get the approval and further process as per TC instructions and comments.
 Prepares the ITB documents to send them to the pre-qualified bidders.
 Responses to bidders Clarification regarding the ITB documents contents.
 Participates on the Technical and Commercial evaluation as a technical evaluation member and commercial
evaluation team leader.
 Prepares the technical and commercial evaluation reports respectively and submit them to TC for discussions,
approval and further instructions.
 Prepares letter of Award to the successful contractors, and then prepares the final contract draft and initialed
every pages with the Contractor for president signature.
 Prepares the change orders and contracts extensions whenever required following the tender procedures and TC
instructions.
 Negotiates with the Contractors, if the contract on negotiation basis, and prepares and submit the conclusion
report to TC for approval, and then prepares the contract as per negotiation, conclusion and TC comments.
