PMajor Castulo also presented


the different programs and
projects as to our fight against
illegal drugs. Other programs
were also raised during the
discussion and presentation. He
also stated that the budget
extended to them by the
respected Mayor Alice L. Guo is
of big help in the maintenance of
peace and order in Bamban.

POPS PCMS UPDATE The status of POPS PCMS was


updated by Ms. Cherrylyn M.
Pascua. In order to fulfill and
accomplish peace, order, and
public safety in our municipality,
she also underlined the
importance of cooperation
among stakeholders .

Along with her presentation, she


also talks about the officials,
sectors, and roles of each
attendee in the MPO Council and
MADA Council. This was done so
that the attendees would be
aware of their obligations.
BFP PRESENTATION BFP Chief Ameline Manalaysay
presented the current status of
Bamban in terms of Fire related
incident.
She also detailed the various
actions they carried out
throughout the quarter, she also
asked for the active participation
of all as to their drive for Fire
Prevention Month.
DILG Update MLGOO Riza Guilas commended
the effort of the POPS PCMS
Focal person and so with PNP
and BFP for their joint efforts.

On the other hand, MLGOO


Guilas reminded all attendees
about the new ADAC and POC
MOVS that should be submitted.

B. ANTI DRUGS ABUSE PSGT MICHAEL MERCADO Bamban MPS through PSGT
UPDATE Presentation Michael Mercado presented the
current status of Barangay
Anupul and Barangay San Nicolas
with regards to their application
for drug cleared barangay.

PSGT Mercado also presented


the result of their Operation
Tokhang and buy bust operation.
He also stated that apprehended
individual where from Mabalacat
City.

All 15 barangays of Bamban have


no enrollees in the CBDRP since
all surrenderers who graduated
from the Bahay Pagbabago were
already been assisted by the
government and are now
employed and working.

CSO INTERVENTIONS Mr. Henglebert Isip, Accredited


CSO in Bamban suggested that
although all surrenderers who
graduated from Bahay
Pagbabago were already been
assisted, he stated that the
council should be ready with
programs that can assist drug
surrenderers and former drug
dependents to boost further
their morale. It is important that
these former drug dependents
be given priority by the
government in terms of skills
training. In this regard, the
council deemed it necessary to
enact a resolution relating to
prioritization of drug
surrenderers and former drug
dependents in the skills
programs of the Local
Government unit. And this was
duly approved by the body.

MUNICIPAL MAYOR MESSAGE Mayor Alice L. Guo address the


body by stating her support as to
the Maintenance of Peace and
Order and Public Safety in the
Municipality of Bamban. She
also stated that a peaceful
community can attract more
investors that will help the
Municipality’s economy to grow,
and with the growth of the
economy, it can augment the
needs of our indigent sectors.
She also commended the hard
work of the council. She also
mentioned some of her
programs/projects as to the
maintenance of peace and order
in our locality, these are (1)
logistical support to PNP and
BFP; (2) Additional street lights;
(3) additional CCTV; (4) Clearing
of bushes
OTHER CONCERNS Base on the different Programs
1. CF and Projects at hand, Anti
2. REGULAR MEETING Insurgency, Anti Terrorism,
3. Adjournment Illegal Drugs, Illegal Gambling
and maintaining peace and order
in the Municipality of Bamban ,
two third (2/3) of the MPOC
members agreed and approved
for the Intelligence Fund/
Confidential Fund be released
quarterly and be used for the
success of the different
programs of Peace and Order
activities.

Ms. Riza Guilas mentioned about


the schedule of the Regular
Meeting of the councils. With that
note the whole council agreed to
have the regular meeting as
follows: Today (13 January), April
4, July 11 and December 13 of
2023. It was agreed that said date
of regular meetings will be
formalized thru a resolution which
was approved by the body.

With no further agenda, the


meeting was adjourned.

the body of his plan of visiting all
Barangay, schools and different
establishments in order for him
to familiarize himself of the
different concern of said sectors.

Amidst the discussion on Peace


and Order and Public Safety the
partnership with the Associaiton
of Bamban Evangelical Churches
(ABEC) and with the Bamban
Federation of Senior Citizen was
included. It was deemed
important to include our
religious group and our elderly in
the different Programs, Projects,
Services and Activities of LGU
Bamban specially about our
drive against illegal use of Drugs.
All agreed about this proposition
thus a resolution that pertains to
this particular partnership was
approved.

3RD MECH – AFP PRESENTATION Captain Bilaya of 3rd Mech. of


Armed Forces of the Philippines
presented quickly the status of
Bamban in terms of insurgency.
He stated that generally,
Bamban in negative from
insurgents.
BFP PRESENTATION BFP Chief Ameline Manalaysay in
her power point presentation
presented the current status of
Bamban in terms of Fire related
incident.
Different activities that pertains
to fire prevention and drill were
presented. She also included in
her presentation the list of
stakeholders and schools that
participated in the different
activities of the Bureau of Fire.

2. ANTI DRUG ABUSE PMajor Edward Castulo with the


UPDATES` assistance of PSgt Michael
Mercado gave an update on the
status of the different barangays
with regards to the Drug clearing
program of the government.
1. All drug cleared
barangay were
maintained as drug
cleared. Former drug
dependents are focusing
with their works as
monitored.
2. The folder of Barangay
Anupul is being
assessed.
3. There were a number of
apprehended drug users
for this quarter but they
were not from Bamban
bur rather from other
municipalities.
MUNICIPAL MAYOR MESSAGE Mayor Alice L. Guo commended
the council of their hard work.
In addition she mentioned her
plan of constructing a multi
purpose hall that will serve as
the venue for our teen’s
activities that may resulted to
less involvement of our youth to
vices. She also mention that said
hall can serve as our Evacuation
center in cases of emergencies
or disasters. She also asked for
the assistance of our CSO and
Academe in educating our
students as to the danger of
using dangerous and prohibited
drugs that may endanger their
lives.

On the other hand, she


mentioned that the Municipal
Government of Bamban is in full
support of all the programs,
projects and activities of the
Municipal Peace and Order
Council (MPOC) as well as of the
Municipal Anti Drugs Abuse
Council (MADAC). That she is
working closely with our PNP
and BFP to ensure that all things
are in its proper order.

DEPED REPRESENTATIVE Mrs. Loida Zamora, DepEd


District Supervisor was
overwhelmed with the support
of our Local Chief Executive is
extending.

She reported that the idea of


Teen Center is timely. She
enumerated some of the
problems of our teens
nowadays:
1. Early pregnancy
2. Suicide
3. Drop out
The teen center if it will
materialize, it can help our teens
nowadays.

On the other hand, Mrs.


Rosalinda Bartolome, DepEd
district Supervisor of Bamban
West suggested to the two
councils if they can adopt a
resolution that pertains to the
profiling of all drop outs and out
of school youth and the
preparation of programs or
activities that will fit to them.
The two councils approved the
idea and the resolutions as to
the conduct of profiling.
ADJOURNMENT Since there were other matters
to discuss, the meeting was

crime solution efficiency of
Bamban MPS is 100% and
crime for this quarter is
significantly low.
OTHER MATTERS AS TO PEACE AND Ms. Cherrylyn Pascua, MPOC
ORDER Secretary encourage every
sector to speak up and identify
their concerns so that it can be
properly addressed. With such
encouragement the following
were discussed further:
1. Deputization of PNP to
be able to issue citation
ticket to motorists
2. Implementation of
Different Ordinances as
to the motorcycle with
mufflers, driving without
helmet, youth drivers
without license
3. Forming group of Traffic
enforcers
4. Selling of cigarettes and
alcoholic beverages to
children
PMajor De Mayo addressed the
aforementioned matters and
gave his assurance that they will
make the necessary action on
said matters. That on the next
meeting he will inform the body
of the necessary updates
BFP PRESENTATION BFP Chief Ameline Manalaysay
presented the current status of
Bamban in terms of Fire related
incident.
She also presented the different
activities of BFP and the action
taken to emergency cases

2. ANTI DRUGS ABUSE PRESENTATION AND DISCUSSION PMajor De Mayo together with
UPDATE PSgt Michael Mercado presented
the following:
1. current status of
Barangay Anupul’s
document that pertains
to its application for
Drug cleared Barangay.
2. Discussed the site for
Balay SIlangan
3. First batch to house in
Balay silangan were 20
surrenderers

CSO CONCERN/ SUGGESTION Another concern discussed


during the meeting is about the
volunteerism activities that the
International Blood Brother
Crime Watch Alliance would like
to participate into. The BBCW
Alliance is volunteering their
members and officers to be part
of the different programs,
projects and activities of LGU
Bamban as to the upkeep of
Peace and Order and Public
Safety of the locality. One of
our CSO present on the said
date, Mr. Henglebert Isip
suggested that the BBCW
Alliance can assist in the
distribution of IEC materials that
pertains to our fight against
illegal drugs, their experts or
professionals can also be part of
our symposium activities.

The council believed that with all


sectors and organizations
working together, we can fight
all sort of criminalities in our
locality and will be able to
maintain the peace and order
and public safety. In this regard,
a resolution was approved by
the council welcoming the BBCW
Alliance as one of our volunteer
groups.

ADJOURNMENT Without any more concerns to

observed.

The discussion revolved around the


crucial role that the barangay plays
in achieving a drug-cleared
municipality.
The emphasis was on the proactive
involvement and responsibilities of
the barangay in implementing
measures, fostering community
awareness, and collaborating with
relevant authorities to ensure the
success of drug-clearing initiatives
within the municipality.

ISSUES AND CONCERNS  Readily PNP Assistance thru

 Ms. Loida Zamora reported
the series of robbery at
Barangay Anupul. Requested
for regular PNP visibility.
 Requesting for CCTVs at
Brgy. Anupul (areas at the
back of Sonny Gomez
residence). The purpose of
this request is to enhance the
overall safety and security of
the community by providing
additional surveillance in
areas that may be vulnerable
to potential risks.
 Incorporating the Barangay
Peacekeeping Action Team
(BPATS) into our
community's safety and
security initiatives of the
Barangay.
 Leverage BPATS as an
additional set of eyes and
ears in the community.
Encourage them to report
any suspicious activities
promptly, enhancing our
overall situational awareness.
 Brgy. Captain Arnold
Patawaran of isolated cases
of robbery targeting animals
in the VDR area. The
frequency of these incidents
has raised alarms within our
community, and I believe it is
crucial to address this issue
promptly.
 There have been reports
indicating the potential
involvement of CICL in
incidents of robbery
specifically targeting piggery
establishments. This poses a
serious threat not only to the
livelihoods of our community
members but also raises
important questions about
the well-being and future
trajectory of these young
individuals.
 Hence, cases such as this,
will refer to MSWDO for
proper actions.

2. Operational Accomplishments:
The predominant form of illegal
gambling, such as card games like
"Winner Take All," frequently occurs
in alleys or side streets known as
"eskinitas."

Airforce of the Philippines Commendable achievement of the


(AFP) Municipality of Bamban, which is
widely recognized as one of the
most peaceful municipalities within
the province.

B. ANTI UPDATES ON DRUG As of November 23, 2023, Anupul


DRUGS CLEARING has been officially declared a Drug-
ABUSE Clear Barangay, marking a

two councils, nothing is
impossible. She also reiterate
her full support to all programs,
projects and activities of the
two council.
