Proposal of hiring of vehicles in respect of NABARD & RURAL


Roads wing, Highways Department

The Chief Engineer (H), NABARD & RURAL Roads placed the above agenda before
the Board f Engineers and explained the Agenda as below:

"NABARD and Rural Roads wing is headed by Chief Engineer (H) with 4 circtes,
14 Divisions, 54 Sub Divisions and 131 sections. This wing undertakes Construction/

Reconstruction of Bridges with loan assistance from NABARD bank and Upgradation of
Panchayat roads / Panchayat Union Roads to Other District Roads standard under State
Fund. At present 165 numbers of Bridges at cost of Rs.480.52
a crore of 1564 number of
Roads at a cost of Rs.2514.50 Crore and 12 numbers of ROB/RUB/L US at a cost of
Rs.210.14 Crore ure undertaken by this wing. In addition, Administrative Sanction for the

Construciion/ Reconstruction of 77 Bridges at a cost of Rs. 3 52. 41 Crore has been issued.

For the purpose of site inspection and supervision of works, total of only 45 vehicles

are available. The allocation of vehicles is as under:

1. For Superintending Engineers () 4 cars

2. For Divisional Engineers (H) 14 jeeps


3. For Assistant Divisional Engineers (H)/

The vehicles are available for all the Superintending Engineers (H) and the

Divisional Engineers (H). But 50% of the Sub-Divisions (ie. 27 sub divisions) are
functioning without vehicles.

Jurisdiction area of each Sub-Division is at the range of 1500 2300 sq.km. The
work sites are far away from Sub-Division headquarters and located even in remote areas
where public transports are low and the Assistant Divisional Engineers (H) find very

difficult to reach the work site on time.

Rs.55360- (as in annexure) which is more expensive than the hiring of vehicle. It is loss to

Hence explaining the above circumstances, the Chief Engineer (H),


NABARD and Rural Roads placed the proposal of "Hiring the vehicle for site

inspection of Assistant Divisional Engineers in respect of NABARD and Rural


roads wing on monthly rental basis at the value of Rs.40,000/- per month,
which may be met out from Contingencies and Petty Supervision charges of
the sanctioned estimates" before the Board of Engineers.
The Board of Engineers discussed the proposal in detail and
requested the Chief Engineer (H), NABARD & RURAL Roads to analyse
the proposal in comparison with the procedures adopted in this
regard
in various Departments. A detailed proposal shall be presented by the
Chief Engineer (H), NABARD and Rural Roads, in subsequent Board of
Engineers meeting for further discussion and decision.

Reconstitution of Committee for Revision of the Standard Data of

Highways Department
The Chairman of Committee for Revision of the Standard Data of Highways

Department/Director, Highways Research Station placed the agenda for "Reconstitution of


Committee for Revision of the Standard Data of Highways Department" before the Board
Engineers and explained the Agenda as below:

During the 163" Board of Engineers Meeting conducted on 27.04.2015, the Board
f Engineers approved the Revised Standard Data for Bridges and requested the
Director General(H) to send the Standard Data for Bridges approved by the Board of
Engineers to all wings of Highways Department to enable them for adopting Revised
Standard Data for Bridges from 01.05.2015 and also requested the Chairman of the
Standard Data Committee to finalise the Revised Standard Data for roads at the earliest.
A committee has been reconstituted to scrutinize the observations and modifications
suggested by Chief Engineers on Revised Standard Data for Bridges and to finalise the
Revisionof Standard Data for Roads as below vide the Director General,
Highways

In the above said Committee, Er.M. Gnana Sekaran, Joint Director (H), Admin, 0%
the Director General (H), Chennai had retired on Superannuation on 31.05.2016.
Moreover,
the Commnittee has been
formed five years ago. Hence, reconstitution of the Commnittee is
the
warranted".
The Director, Highways Research Station also expressed before the
Op Board of Engineers that the Data Committee shall be comprised with

Superintending Engineers from all Execution wings as members and the


Chief Engineer of any Execution wing may be nominated as Chairman, as

they deal with data and estimates on day-to-day basis, which can facilitate to

improve and fine tune the Existing Data.

The Board of Engineers discussed and analysed the proposal in

detail. Based on the reasons putforth by the Director, Highways


Research Station, the Board of Engineers agreed to the same.

The Board of Engineers decided to re-constitute the committee


with the Chief Engineer, National Highways as Chairman, since

National Highways wing is dealing with both State Data and MORT&H
Data. The following officials have been nominated as members. The
Chairman shall intimate all the members for further proceedings. The

Board of Engineers suggested that if any of the follo wing members is

transferred from the respective wing, then the respective Chief


Engineers shall substitute with other oficial from their wing.

The committee shall study the feasibility of adopting MORT&H

data for all the items of Bridge and Road works for all the wings of
Highways Department. The committee shall also find out all the

required items, which are not covered in MORTaH data and to

formulate data for those ttems. The committee shall finalise the
Standard Data within a period of 4 months.
