Project Scope Statement (6 parts)
New Recreational Community Centre

Project Objective:
The objective of this project is to construct a state-of-the-art Recreational Community
Centre in the Town of Newfane, providing high-quality sporting facilities to encourage
friendly and competitive events that promote the Town's team spirit. The project is
scheduled to start in September of the current year and must be completed within 12
months before the Grand Opening in September of the following year. The total budget
for the project is $65M.

Deliverables:

a) A 150,000 square foot Recreational Community Centre with the following facilities:

• Hockey rink
• 25m main swimming pool
• Learner pool
• Fitness suite
• 6 community multi-purpose studios
• Gymnasium/basketball court
• Lounges and food concession areas
• Restrooms
• Seating
• Lighting
• Flooring
• Scoreboards
• Landscaping and parking area

Milestones:

a) Completion of Architectural Design and Planning - Milestone to ensure all aspects of


the facility are considered and approved.
b) Construction Completion - Milestone marking the completion of the building structure
and interior facilities.
c) Grand Opening - Milestone representing the official opening of the Recreational
Community Centre to the public.

Technical Requirements:

a) All building materials and construction must meet industry standards and safety
regulations. b) The main swimming pool must be 25 meters in length and equipped with
necessary safety features.
c) The fitness suite should be equipped with modern exercise equipment suitable for
public use. d) Lighting and scoreboards in the gymnasium/basketball court should meet
competitive standards for sporting events.

Limits & Exclusions:


a) The project will not include any additional facilities beyond the specified amenities.
b) Construction activities will not include other infrastructure projects in the Town of
Newfane.
c) Any changes or expansions to the original scope will be considered in a separate
project.

Customer Reviews:

The main point of contact for customer reviews and expectations management will be the
Town Recreation and Infrastructure Project Committees. Regular communication
channels, such as meetings and progress reports, will be established to keep key
stakeholders informed about the project's status, milestones, and any potential
challenges. Additionally, community consultations and feedback sessions will be
conducted throughout the project to gather input from the local community and address
their expectations and concerns.

Here, the Community Consultation Costs, Permit/Fees, and Cost of Equipment Rentals
are not based on square footage, so they are considered fixed costs and have been
calculated separately.

Risks and Mitigation Strategies

As a Project Management student, it's crucial to identify possible risks and come up with
ways to handle them effectively for a successful project. Let's look at the risks associated
with different parts of the project and how we can deal with them:

Planning Risks:

One of the main concerns in a greenfield project is how it might affect the environment
and local habitats, especially endangered species. To tackle this, we should carry out a
thorough Environmental Impact Assessment (EIA) to recognize potential risks and create
plans to reduce any negative effects. This may involve protecting natural habitats, using
eco-friendly building methods, and following environmental rules.

Big changes in the area might cause opposition from the local community. To handle this,
we can involve the community in the planning process by having regular meetings to listen
to their worries and address them proactively. This way, we can gain support from the
community for our project.

Schedule Delays:

We must create a detailed project schedule with extra time for unexpected delays.
Regularly checking and updating the schedule will help us deal with any deviations
quickly.
Making sure we have the right resources, like skilled workers and materials, as planned
will help prevent delays. Keeping clear communication with suppliers and subcontractors
will help us address any possible supply issues promptly.
Having a Plan B or contingency plan ready will help us respond to any disruptions to the
project schedule. We can think of alternative ways to handle delays, like changing the
project scope or reallocating resources if needed.

Cost Increases:

Including price escalation clauses in our contracts with suppliers and contractors can help
us guard against sudden price increases in materials. These clauses let us adjust the
contract price based on material cost changes.
Getting long-term contracts for essential materials will lock in prices and ensure we have
a stable supply throughout the project.
We can use value engineering practices to find cost-efficient options without sacrificing
quality, helping us manage cost increases.

Environmental Risks:

We must comply with all environmental regulations and obtain necessary permits before
we start the project. Regularly checking our compliance during construction will help us
stay on track.

Assessing flood risks will help us identify areas prone to flooding and design the facility
to minimize these risks. We can raise the structure or implement proper drainage
systems.
Working with environmental experts will help us identify and protect habitats of
endangered species, reducing disruption to the local ecosystem during construction.
In conclusion, having open and honest communication with all stakeholders, following
best practices, and being proactive in managing risks will play a key role in successfully
completing the greenfield project while ensuring minimal impact on the environment and
the local community.

Conclusion
The key findings of this report indicate that the project to construct the new Recreational
Community Centre in the Town of Newfane is well-planned and organised. The project
has a clear objective, defined deliverables, and a comprehensive work breakdown
structure.The Gantt chart provides a visual representation of the project timeline and key
milestones, and the budget analysis shows a breakdown of costs and the percentage of
the total budget dedicated to each resource.

Based on the information presented, the project has a good chance of finishing on time
and within budget. The project management phase is scheduled to start in September of
the current year and is expected to last three months, allowing ample time for initial
planning and preparation. The construction phase, which is the most time-consuming
part, is set to begin on March 1st of the following year and is allocated six months,
providing sufficient time for the actual construction work to be completed. The total project
budget of $65 million appears to be well-distributed among various resources, and the
cost estimates seem reasonable based on industry standards.

However, it is essential to consider potential risks and uncertainties that may arise during
the project's execution, such as schedule delays, cost increases, and environmental risks.
Proper risk management and mitigation strategies, as mentioned in the report, will be
crucial in addressing these challenges effectively.

In conclusion, with effective project management practices, adherence to the work


breakdown structure, and proactive risk management, the project has a promising outlook
for successful completion on time and within budget. The involvement and cooperation of
all stakeholders, including key decision-makers, the Town Recreation and Infrastructure

success.
