1. India (hereinafter called “Borrower”) has applied for financing from the Asian Development
Bank toward the cost of Enhancing Connectivity and Resilience of Madhya Pradesh
Road Network Project (ECRMPRNP). Part of this financing will be used for payments
under the contracts named below. Bidding is open to Bidders from eligible source
countries of ADB.

2. M.P. Road Development Corporation Limited, a fully owned Company of Government

of Madhya Pradesh registered under Companies Act, 1956, invites online bids from
eligible bidders for the Development of following Civil Work Contract Packages (the
works).

3. The Concession Period shall be of 12 Years which includes 2 Years of Construction

Period and 10 Years of Operation & Maintenance Period.
4. Bidders may bid for one or more contract packages, as defined in the Bidding Document.
Separate bids shall be required for each package.
5. Open competitive bidding (National Advertisement) will be conducted in accordance
with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from
eligible source countries.
6. The complete Bidding Document can be viewed/ downloaded by the Bidder from the e-
procurement portal https://mptenders.gov.in at no cost.
7. To obtain further information, Bidders should contact the office of: The Chief Engineer

8. To participate in the bidding process:

INTERNAL. This information is accessible to ADB Management and staff. It may be shared outside ADB with appropriate permission.
  Register with e-procurement portal https://mptenders.gov.in for obtaining user ID and
password. The user manual, guidelines and FAQ are available on the MP eProcurement
website to facilitate understanding and use. Registration requires a registration fee (please
check the prevailing amount on the portal) through the e-payment gateway. Further,
Tender Processing Fees for MP eProcurement portal (please check the prevailing amount
on the portal) shall also need to be paid through the e-payment gateway.
 Purchase the Bidding Document online through portal by payment of a non-refundable
document fee of INR 50,000/- (Rupees Fifty Thousand only) and processing fee for each
Package through e-payment gateway. The Document shall be available for sale from
19th May 2023 (18:00 hours. IST) to 19th June 2023 (15:30 hours. IST)
 Consequently, payment for bid security for each package should be made online through
the e-payment gateway before bid submission deadline.
 Use valid digital certificates issued by the National Certificate Authorities (list of authorized
certifying authority is available on web site) for purchasing and submissions of bids.

9. Deliver bids:
 Online through the MP eProcurement portal: https://mptenders.gov.in
 On or before 15:30 hours. (IST) on 19th June 2023.
Detailed guidelines for MP eProcurement are available on the MP eProcurement portal
The required bids will need to be prepared and scanned in different files (in PDF format)
and uploaded into the relevant online folders.

Technical Bids will be opened online on 15:30 hours. (IST) on 19th June 2023 as detailed
in Para 25 of ITB of the Bidding Documents at MPRDC office (45-A, Arera Hills, Bhopal)
in the presence of Bidders’ representatives who choose to attend. In the event of the
specified date of opening of Technical Bids being declared a Government Holiday, the
next official working day would be deemed as the date of opening of Technical Bids.

Note: Bidders shall submit their bids electronically only. Manual submissions will not be
accepted and if any manual submission received, it will be returned as it is (unopened
submission).
9. A Pre-bid meeting will be held at the Office of Managing Director, M.P. Road Development
Corporation Ltd., 45-A, Arera Hills, Bhopal (M.P) on 26th May 2023 at 15:30 hours (IST).
The clarification/ addendum/ corrigendum (if any) shall be published on the website
https://mptenders.gov.in only.
