Reg 27. Qualification and appointment of manager.

no person shall act or continue to act, or be appointed, as manager of a mine or mines the
average output of which corresponds to the figures given in column (i) of the table below
unless he holds the corresponding qualifications given in column (ii) thereof:

29. Qualification and appointment of safety officer.-

In every belowground mine the average monthly output of which exceeds 5,000 tonnes or
in every opencast mine the average monthly material handled of which exceeds 20,000
cubic metre, the manager shall be assisted in the work of promoting safe practices in the
mine by a safety officer who shall be a person holding the following qualifications,
namely:-

• (a) in the case of a belowground mine having an average monthly output in excess
of 15,000 tonnes, a First Class Manager’s Certificate not restricted to opencast
mines only;

• (b) in case of a mine having opencast workings with an average monthly material
handled in excess of 50,000 cubic metre, a First Class Manager’s Certificate;
• (c) in case of a belowground mine having an average monthly output in excess of
10,000 tonnes, but not exceeding 15,000 tonnes, a First Class Manager’s Certificate
or Second Class Manager’s Certificate not restricted to opencast mines only;

• (d) in case of a mine with opencast workings having an average monthly material
handled in excess of 20,000 cubic metre but not exceeding 50,000 cubic metre, a
First Class Manager’s Certificate or Second Class Manager’s Certificate;

• (e) in the case of a belowground mine having an average monthly output in excess
of 5,000 tonnes but not exceeding 10,000 tonnes, holder of a First Class Manager’s
Certificate or Second Class Manager’s Certificate not restricted to opencast mines
only, or a degree or diploma in Mining or Mining Engineering approved by the
Central Government:

30. Appointment of assistant manager.-

1.0 Underground mines:

In every mine the average output of which exceeds 7,000 tonnes, the manager shall be
assisted by assistant managers on the following scale:

Provided that in a mine where the average output exceeds 20,000 tonnes, at least
one of the assistant managers as aforesaid shall hold a First Class Manager’s Certificate.

Note:

(a) Average output of any mine, means the average output per month during the preceding
financial year of the total output from all workings within the specified mine boundary as
defined in Regulation 2 (1) (g) of the Coal Mines Regulations, 2017.
(b) In specific cases, the Chief inspector may relax the requirement of the appointment of
assistant managers as specified by the Board in accordance with the provision of
Regulation 30 of the Coal Mines Regulations, 2017.

2.0 Opencast mines:

In every mine, the manager shall be assisted by assistant managers on the following scale:

At least 30 % of the assistant managers required in an opencast mine shall be holder of


First Class Manager’s Certificate.

Note:

(a) The expression “average material handled” of any mine means ‘the average material
(coal and overburden material) handled per year during three (03) preceding financial
years from all workings within the specified mine boundaries.

(b) In specific cases, the Chief inspector may relax the requirement of the appointment of
assistant managers as specified by the Board in accordance with the provision of
Regulation 30 of the Coal Mines Regulations, 2017.

31. Qualification and appointment of ventilation officer.-

In every belowground mine consisting of gassy seams of first degree, the average output
of which exceeds 5,000 tonnes or of second or third degree the average output of which
exceeds 2,500 tonnes, the manager shall be assisted in the work of supervising the
maintenance of ventilation system of the mine in accordance with the provisions of these
regulations by a ventilation officer who shall be a person holding the following
qualifications, namely:

• (a) in the case of a mine consisting of gassy seams of first degree and having an
average output in excess of 15,000 tonnes or a mine consisting of gassy seams of
second or third degree and having an average output in excess of 10,000 tonnes, a
Manager’s Certificate not restricted to open cast mines only; and
• (b) in every other case, a Manager’s Certificate not restricted to opencast mines
only or a Degree or Diploma in Mining or Mining Engineering recognised by the
Central Government:

Provided that where special conditions exist, the Chief Inspector may, by an order
in writing and subject to such conditions as he may specify therein, permit or require the
appointment of a ventilation officer in variance of these provisions or require the
appointment of such number of persons to assist the ventilation officer, as may be
specified in the order:

Provided further that in the case of a mine consisting of gassy seams of first degree
and having an average output less than 15,000 tonnes, the Chief Inspector may,
considering the nature and extent of workings therein, permit, by an order in writing and
subject to such conditions as he may specify therein, combine the post of ventilation
officer with that of safety officer appointed under regulation 29.

Explanation.- For the purposes of this regulation the expression “average output” means
the average per month of the total output during the preceding financial year from the
belowground working of all seams:

Provided that where the mine consists of gassy seams of different degrees, the
aforementioned average output shall be deemed to be from the seam or seams of the
highest degree of gassiness.

32. Appointment of engineers.–

Provided that where electrical energy exceeding 650 volts is used and the installed
capacity of all electrical equipment is 1.5 MVA and above, an engineer holding a degree
or diploma in electrical engineering or equivalent qualification as may be recognised by
the Central Government, shall be appointed to hold charge of all the electrical equipment
installed at the mine in addition to that specified above:

Provided further that in case of opencast mines worked by heavy earth moving
machinery or in any mechanised mine having belowground workings, in which the
aggregate horse power of all the machinery used exceeds 1500, a person holding a degree
or diploma in mechanical engineering, mining machinery or equivalent qualification as
may be recognised by the Central Government, shall also be appointed to hold charge of
all the mechanical equipment installed at the mine in addition to that specified above:

34. Appointment of surveyors.–

1.0 Underground mines:


The number of surveyors required to be appointed shall be on the following scale namely;

Provided that for calculating the output of the mine only half of the output in the
mine obtained from the depillaring operations shall be taken into consideration.

2.0 Opencast mines:


The number of surveyors required to be appointed shall be on the following scale namely;

G.S.R. 973(E).—In exercise of the powers conferred on me as Chief Inspector of


Mines, under sub- regulation (3) of Regulation 64 of the Coal Mines Regulations 2017, I,
Prasanta Kumar Sarkar, Chief Inspector of Mines, also designated as the Director General
of Mines Safety, hereby, specify that all plans and sections prepared or submitted in
accordance with the provisions of Coal Mines Regulations, 2017 shall be accurate within
the limits of error as specified below:

Maximum man-winding speeds

The maximum speed of man-winding in any shaft shall not exceed the values as given

Note: The maximum speeds for man winding in coal mines recommended in view of
shaft conditions and functioning of automatic contrivance, however the speed shall be

111. Development work.-

The distance between the centres of any two adjacent pillars left in a seam or section shall
not be less than that specified in the table below as corresponding to the depth of the seam
or section from the surface at that point and the width of the galleries in the working in
question.

compliance with the above provision is not practicable or not necessary, he may, by an

Maximum air velocities (Cir 42/1974)


The current regulations specified only minimum velocities of air at or near
working faces but the maximum velocity is in shafts, main roadways etc. have not
yet been stipulated. In designing a mine, however it is necessary to know the
maximum limits which should not be exceeded taking into consideration factors
like dust hazards, fire hazards, human discomfort etc. as also on economic
considerations (cost of excavation versus high pressure / power costs etc.) so as to
determine optimum dimensions of shafts and roadways.

Recommended Noise Standard -

Based on the recent ILO code of practice the following standards and guidelines are
provisionally recommended for attainment, as far as practicable :

- A warning limit value of 85 dB(A) may be set as the level below which very little risk to
an unprotected ear, of hearing impairment exits for an eight hour exposure.

- The danger limit value shall be 90 dB(A), above which the danger of hearing
impairment and deafness may result from and unprotected ear.

- A worker should not be allowed to enter, without appropriate ear protection, in area in
which the noise level is 115 dB(A) or more.
- Personal protective equipment shall be worn, if there are single isolated outbursts of
noise which can go above 130 dB(A) Impulse or 120 dB(A) Fast.

- No worker shall be allowed to enter an area where the noise level exceed 140 dB(A).

Working in the proximity of bodies of water on surface or underground and


unconsolidated surface deposits.

Warning line - When the working has approached within 120 m from a water body /
unconsolidated deposits, plan shall be marked with green verged yellow line as warning
line.

Statutory restriction line - when the working has approached within 60 m from a water
body / consolidated deposits, plan shall be marked with green verged green as statutory
line. Any advance beyond this line can only be made with the permission of Chief
Inspector.

Check survey - Check survey shall be done when working has approached 120 m from
water body and shall be check by a surveyor other than the one normally making surveys
at the colliery.

Where water is the likely to a accumulated behind stopping, there shall be provided in the
stopping ‘water seal’ viz. a suitable pipe or other device to drain away the water without
permitting any leakage of air or gas.
Stopping should be kept properly whitewashed to enable fine cracks to be detected.

Specification of boting systems -

The length of the Bolt should be at least one-third of the width of roadway. However the
length should normally be not less than 1.5 metre. For restricted height, coupled bolts
would have to be used. A 20-22 mm diameter bolt (ribbed bar) will meet the requirements
in most of the cases.

The bolting density for the thee types of roof, where bolting has been recommended, will
be as given below :

(i) Poor - 1.2 to 1.5 bolts/m²


(ii) Fair - 1.0 bolt/m²
(iii) Good - 0.7 bolt/m²

At junctions, the density should be increased by 25%. The bearing plates should be not
less than 15 cm x 15 cm or equivalent area. The bolt angle should generally be normal to
the bedding plane in rectangular roadways. The bolt angle should generally be normal to

Safe use of guide ropes

For watery shafts - half locked coil guide may be preferred because they have a smooth
and larger wearing surface and after greater resistance to corrosion as it is not easy for
water to enter the interstices between wires. They have higher breaking load also as
compared to 6 over 1 type.
Number of guide rope - Normally four (04) guide ropes shall be arranged at four corners
of each cage to provide maximum resistance against tendency of stranded winding ropes
of untwist and go reduce swinging.

Storage - guide rope shall be stored in rested condition under covered shed for a period

Use of rubbing ropes - rubbing ropes are special guide ropes provided between the cages
in shafts where clearance are small. But the tension given in rubbing ropes, shall be at
least 10% more than the tension given in the guide rope. Use of half locked coil
construction as rubbing ropes is preferred.

Maintenance - each guide rope should be properly inspected at regular interval but not
exceeding 01 month.

Discard norms - guide rope should be replace :


(a) when reduction in diameter is between 12% and 15% of the original diameter when
new.
(b) 12% reduction in diameter of the is effected by corrosion of medium degree and
extended to must of the portion in the shaft.
(c) corrosion of heavy degree.
(d) 15% reduction in diameter of the rope any where along the length.
(e) when the outer rods have lost more than one third (35%) of their depth by wear or
corrosion or both or the rope no longer appears safe for use due to any defect such as
broken wire etc.

Damage criteria - The damage to be belowground opening in reference of opencast


blasting is general classified into four categories :

1. No appreciable damage - no visible damage

2. Threshold damage - formation of superficial cracks in pillar, roof, isolation and / or


ventilation stopping, air crossing, dams and the belowground structure.

3. Minor damage - Detachment of loosened chips from roof and / or pillar, opening and
lengthening of old cracks, loosening of joints.

4. Major damage - Fall of rock / coal block from roof and / or pillar, cracks in isolation /
ventilation stopping, serious weakening of belowground structures.

Tele-monitoring systems and their features for use in underground coal mines

Tele-monitoring system is used for continuous monitoring of inflammable / toxic gases,


air velocity etc.

1. Basic components of a Tele-monitoring system :


• audio visual warning device
• surface monitoring system for display, storage and retrieval of readings
• power supply system
• electrical power tripping arrangement
• connected data transmission cable

2. Various parameter of the sensors :


(a) minimum operating life of a sensors shall be as follows.

Minimum intensity of the audio part of the audio visual alarm provided with the tele-
monitoring system shall be 90 dB(A).

Use and care of local methane detectors in underground coal mines

Local Methane Detectors (LMD) are now being installed in underground coal mines for
monitoring the make of inflammable gases and for initiating suitable mitigating measures
well in advance before the concentration assumed dangerous properties.

1.0 Various components which make a LMD : LMD shall include the following as
essential basic components :
• A CH4 sensor unit.
• FLP housing for the electrical circuit and a display unit of the detecting and measured
CH4 concentration. The FLP housing may be integrated with the sensor unit. It shall
be of an approved type, and shall accommodate arrangements for battery backup and
coupling the LMD with power supply system of the ventilating district.
• An audio-visual warning alarm unit.

2.0 Life of sensor used in in LMDs and their operating limits in term of temperature
and relative humidity : The life of sensor used in the LMD shall be at least three (03)
years. The sensor shall operate satisfactorily at the temperature up to 50°C and a relative
humidity of up to 100%.

3.0 Place of installation of the LMD : The LMD shall be installed in the return airway of
the district, as close as practically possible to a well supported roof as may facilitate clear
observation of the display unit.

4.0 Type of electrical interlinking necessary with the LMD : Every LMD shall have
provision of a suitable outlet for coupling it with the electrical supply system of the
ventilating district by approved cables, connectors and other electrical accessories. That
tripping circuit of LMD shall be electrically interlocked with power supply system of the
connected working so as to cut off power supply when concentration of inflammable
gases exceed a preset value.
5.0 Power backup with the LMD : Minimum required power backup in the event of
disruption of main electrical power supply shall be for a period of 60 minutes. It shall be
provided by a battery preferably of rechargeable type and with a minimum life of 12
months from the date of dispatch of the battery. Whenever there is a no battery backup,
the same shall be incorporated within a period of six (06) months.

6.0 Levels of audio-visual alarm to be provided in terms of intensity : The audio level
of the audio-visual alarm shall be at least 85 dB(A). The visual alarm shall consists of a
cluster of LEDs or other suitable arrangements as may be distinctly visible from at least
two opposite directions.

7.0 Frequency of calibration of sensors and other components : Maximum interval of


calibration of the sensor shall not exceed three (03) months, alternating between the OEM
and the user. All other calibration shall be done by the OEM.

8.0 Type of back-up service required for proper upkeep of the system for reliability :
The OEM shall examine the LMD in totality at least once every six (06) months.

Sub - standards for the use of glass/fibre reinforced. Plastic/polymer (GRP/FRP) rock
bolts assemblies and components as supports for other than roof strata in working of
belowground coal mines.

2.1 General Requirements :

2.1.1 GRP/FRP rock bolts assemblies and components shall not be used for supporting
roof strata in a belowground working of coal mines.

2.1.2 The complete assembly of GRP/FRP rock bolts assembly consisting of the GRP/
FRP rock bolts nut conical seat and domed washer plate shall be manufactured by one
single manufacture having all necessary arrangements and facilities thereof.

2.1.3 GRP/FRP rock bolts nut/seat/conical domed washer supplied along with shall be
suitably marked by manufacturer.

2.2 Physico-Mechanical Properties - GRP/FRP rock bolt bar :

2.2.1 The bar of the GRP/FRP rock bolts shall be of circular section and may have a
rough or threaded surface.

2.2.2 The minimum equivalent diameter of the GRP/FRP rock bolts bar defined as the
diameter of an equivalent circular bar calculated from the weight and density of a 150 mm
long sample of actual bar, shall be not less than 21.5 mm. The minimum measurement
across the minor axis shall be not less than 20 mm.

2.2.3 Straightness shall be within 0.4% of the length of the GRP/FRP rock bolts bar.

2.2.4 The minimum torsional strength of GRP/FRP rock bolts bar shall be 100 Nm in both
directions.

2.2.5 The minimum length of the thread of the GRP/FRP rock bolts bar shall be not less
than 150 mm threads shall be compatible with the nut.
2.2.6 The distal end the GRP/FRP rock bolts bar shall be machined and free from burrs or
edges which protrude beyond the profile of the rock bolt.

2.2.7 The tolerance on the manufacture length of the GRP/FRP rock bolts bar shall be 5
mm. Rock bolts length shall be identified by colour coding on the proximal lengths other
than those listed in table 1 shall be identified as such colour(s) other than those listed in
the above table.

2.2.8 Type Tests :

(a) Tensile strength : GRP/FRP rock bolts bar shall have a tensile strength of not less than
850 N/mm². The peak load shall be at least 320 KN.

(b) Flexural strength : the material shall have a flexural strength of not less than 750 N/
mm² based on the maximum load recorder during the test.

2.1 Physico-mechanical properties :

(a) The fluid expendable rock bolts shall be manufactured from hot rolled medium and
high tensile structural steel Grade fe E- 550 or above.

(b) However the medium load bearing capacity of the fluid expendable rock bolts shall be
12 tonnes.

2.3 Bearing plate


(a) the bearing plate of fluid expendable rock bolts shall be Dome Washer Plate of
dimension 150x150x8 (minimum) mm with compatible central hole of required size.

(b) The minimum load at which the Dome Washer Plate will become flat should be at
least 12 tonnes.

2.4 Other properties and parameters

(a) Weatherability
The fluid expendables rock bolts and its components are parts shall be subjected to a
Accelerated Weathering Test in mine water condition for 20 days. No deterioration should
occur on the Assembly.

(b) Accelerated Weathering Test (AWT) shall also be conducted in acidic water condition
for 20 days during which no deterioration should occur on the assembly.
[Note - The AWT under mine water condition generally is at pH>4 and that under
acidic water condition is considered at pH - 2 (5% HCL aqueous solution) during testing.]

6.0 Anchorage testing

6.2 (a) The use of fluid expendable rock bolts shall be discontinued whenever the
anchorage strength measured is less than 12 tonnes.

(a) The friction stabilizers (split sets) shall be manufactured from high strength steel
Grade EN10149-2 S550-700MC or equivalent standard.

(b) However the medium load bearing capacity of the friction stabilizers (split sets) shall

2.3 Bearing plate


(a) the bearing plate of friction stabilizers (split sets) shall be Dome Washer Plate of

02) DMS electrical has granted relaxation under Rule 134 to some dragline mine to use
upto 600 m length pliable armoured cable with draglines.

Solid Blasting

• Permission has to be sought from DGMS.


• Only P5 permitted explosive and ‘non incentive’ copper short delay detonator shall be
used.
• Maximum charge per hole is 1,000 grams for degree I and 565 grams for degree II and
degree III mine.
• Delay between first and last shot shall not exceed 150 milliseconds for degree I and II
(100 milliseconds for degree III mine)
• Delay between any two consecutive short shall not exceed 60 milliseconds.
• The maximum distance between the two adjacent shot holes of different delays shall not
be less than 60 cm.
• At least 284 cubic metre per minute of air shall be conducted upto every face where
solid blasting (in degree III more than 300 cubic metre per minute)
• Before blasting inflammable gas test should be done upto 20 m radius.
• Water shall be sprayed within 90 m of face.
• More than 25 shots should not be blasted in one ground.
• No solid blasting shall be done when a geological disturbance has been detected or
methane exceed 0.5%.

Conditions for Haul Roads


(See Regulation 101)

(1) All roads for trucks, tippers, dumpers or other mobile machinery shall be constructed
to suit their load capacity and maintained in good condition. No vehicle other than
HEMM shall be used on haul roads except between designated points and when permitted
in writing by the manager.

(2) Design, construction, dimension and layout of haul roads shall be laid down at
company level in respect of each opencast mine.

(3) All haul roads in opencast workings shall be arranged to provide one way traffic
having width of the largest vehicle plying on that road plus 5m. Where this is not
practicable, no road shall be of a width less than three (03) times width of the largest
vehicle plying on that road plus five (05) m.

(4) All corners and bends on roads shall be made in such a way that the operators of
vehicles have a clear view of distance of not less than 3 times the breaking distance as
specified by the manufacturer in respect of the HEMM speeding at 40 Km/hour.

Where it is not possible to ensure a visibility for a distance as mentioned above,


there shall be provided with two separate roads of width not less than 2 times plus 3m of
largest vehicle plying on the road with a strong road divider at centre with adequate
lighting and reflector along the divider.

(5) No road shall have a gradient steeper than 1 in 16. Ramps shall be used for crawler
mounted machines only and not for tyre mounted machines. Gradient of ramps shall not
be steeper than 1 in 10 and its length shall not be more that 50 m at one stretch.

(6) Where any road existing above level of surrounding area, it shall be provided with
strong parapet wall / embankment of following dimensions:

(i) Width at top-not less than 1 m.


(ii) Width at bottom-not less than 2.5 m.
(iii) The height not less that the diameter of the largest tyre of the vehicles plying on the
road.
Dumping of mud or overburden shall not be treated as strong parapet wall.

(7) Separate haul road shall be provided for light vehicles plying in the mine premises.
Where it is not practicable, definite turnouts, crossing points and waiting points shall be
designated for use of vehicles.

(8) Pedestrian or two wheelers shall not be allowed to travel on the haul road made for
trucks, tippers, dumpers or other mobile machinery.
(9) Road signs with fluorescent paint shall be provided at every turning point for guidance
of drivers especially at night times.

(10) At every curve, parapet walls or vertical posts with ‘Zebra’ line shall be provided to
help the drivers to keep the transport vehicle on the track especially at night times.

(11) Suitable drainage system shall be provided and maintained on one side of the haul
road.

Where special condition exists, the Regional inspector may permit the haul road to
be maintained in variance of aforesaid conditions.
