POLITY AND GOVERNANCE
National

Forests a national asset and a major contributor to financial wealth, says Supreme Court
· The Supreme Court has asserted in a judgment that forests in India are a national asset and a major
contributor to the nation’s financial wealth. “It is the spirit of the forest that moves the earth,” a Bench headed
by Justice M.M. Sundresh observed in a judgment based on an appeal filed by the State of Telangana against a
High Court decision “graciously gifting” forest land to a private person.
· The State’s forest officials, expected to preserve the forest, had made matters worse by filing conflicting affidavits
in court about the nature of the land. The apex court ordered ₹5 lakh in costs from both the State government
and the private persons. The State was asked to open an enquiry against its own forest officials.
· The judgment has come at a pivotal time when the controversial Forest Conservation (Amendment) Act of 2023
or the FCAA has attracted widespread criticism. The FCAA is accused of giving a free hand to States to
regularise encroachments in protected forests and determine diversions of forestlands. The Act has been
criticised for paving the way for the commercial exploitation of forests, besides exempting infrastructural projects
from environmental clearance.
The Supreme Court of India came into being on 28 January 1950. It replaced both the Federal Court of India
and the Judicial Committee of the Privy Council which were then at the apex of the Indian court system. The
first Chief Justice of India was Sir H J Kania. Originally, the Constitution of India envisaged a supreme court
with a chief justice and seven judges; leaving it to parliament to increase this number. At present, SC is
consisting of the Chief Justice of India and 33 sanctioned other judges. The motto of the Supreme Court is
‘Yato Dharmastato Jayaḥ’, means “whence law (dharma), thence victory”. It is also referred to – as the wheel of
righteousness, encompassing truth, goodness and equity. The Chief Justice of India is the Chief Judge of the
Supreme Court of India as well as the highest-ranking officer of the Indian Judiciary. The Constitution of India
grants power to the president of India to appoint, in consultation with the outgoing chief justice, the next chief
justice, who will serve until they reach the age of sixty-five or are removed by impeachment. As per convention,
the name suggested by the incumbent chief justice is almost always the next senior most judge in the Supreme
Court. However this convention has been broken twice. In 1973, Justice A. N. Ray was appointed superseding 3
senior judges. Also, in 1977 Justice Mirza Hameedullah Beg was appointed as the chief justice superseding
Justice Hans Raj Khanna.

Lac bangles from Hyderabad secure GI tag

· The lac bangles of Hyderabad have been registered with the Registrar of Geographical Indications,
Chennai. This is the second GI tag for a Hyderabad product after haleem. “This is a good development and it will
boost our industry. Currently 4,000-odd families live on this as a source of income. Now that will expand due to
the label of identity. There was an air of anticipation and happiness in the Laad Bazaar area as the businesses and
households involved in lac bangle industry can now charge a premium for their product. The GI tag gives the
identity as provenance and gives the lac bangles an edge over similar products manufactured in Rajasthan and
Uttar Pradesh.

A geographical indication (GI) is a name or sign used on certain products which corresponds to a specific
geographical location or origin (e.g., a town, region, or country). India, as a member of the World Trade
Organization (WTO), enacted the Geographical Indications of Goods (Registration and Protection) Act, 1999
has come into force with effect from 15 September 2003. GIs have been defined under Article 22 (1) of the WTO
Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) Agreement as: “Indications which
identify a good as originating in the territory of a member, or a region or a locality in that territory, where a given
quality, reputation or characteristic of the good is essentially attributable to its geographic origin.” The GI tag
ensures that none other than those registered as authorised users (or at least those residing inside the
geographic territory) are allowed to use the popular product name. Darjeeling tea became the first GI tagged
product in India, in 2004–2005. The registration of a geographical indication is valid for a period of 10 years. It
can be renewed from time to time for further period of 10 years each.

With 954 hectares, MP leads in tree plantation under ‘green credit’ plan
· Madhya Pradesh has taken lead in implementing the Centre’s Green Credit Programme (GCP) which got
over 500 land parcels spanning 4,980 hectares across 10 states approved for tree plantation in the past two
months. These states, along with three others, have together identified more than 10,000 hectares of land for the
programme.
· Madhya Pradesh has, so far, reported the highest 954 hectares of approved degraded forest land for
plantation/greening exercises followed by Telangana (845 hectares), Chhattisgarh (713 hectares), Gujarat (595
hectares) and Assam (454 hectares). Other five states where such land parcels have been approved by the
administrator - Indian Council of Forestry Research and Education (ICFRE) - are Bihar, Rajasthan, Tamil Nadu,
Maharashtra and Odisha. As many as 14 public sector undertaking (PSUs) and other entities have been registered
to do plantations on degraded forest land and eventually earn green credits. Individuals, industries and other
public/private entities, including philanthropies and local bodies, can voluntarily participate in the GCP.
Green Credit Program (GCP) is an innovative market-based mechanism designed to incentivize voluntary
environmental actions across diverse sectors, by various stakeholders like individuals, communities, private sector
industries, and companies. It is designed to foster a sustainable lifestyle and environmental conservation as part
of the ‘LiFE’ initiative announced by the Prime Minister in United Nations Climate Change Conference of the
Parties (COP26). The GCP is part of India’s efforts to adhere to international commitments, such as those made
during COP26. It complements the Carbon Credit Trading Scheme introduced by the Energy Conservation
(Amendment) Act, 2022, and broadens the scope of tradable credits beyond CO2 reductions to include a range
of sustainable practices. The GCP aligns with the UN Decade on Ecosystem Restoration (2021-2030), which
emphasises the scaling up of restoration efforts.

CDP-SURAKSHA, govt’s new digital platform to disburse subsidies to horticulture farmers

· The government has come up with a new platform to disburse subsidies to horticulture farmers under the
Cluster Development Programme (CDP) — the Centre’s initiative to promote horticulture crops. The platform
is known as CDP-SURAKSHA. The move seeks to push the growth of India’s horticulture sector, which
contributes nearly one-third to the agriculture gross value addition (GVA), making a substantial contribution to
the Indian economy.
· The total production of horticulture crops has also spiked in recent years. While in 2010-11, it stood at 240.53
million tonnes, the number rose to 334.60 million tonnes in 2020-21. The CDP-SURAKSHA is essentially a
digital platform. SURAKSHA stands for “System for Unified Resource Allocation, Knowledge, and Secure
Horticulture Assistance.”
· The platform will allow an instant disbursal of subsidies to farmers in their bank account by utilising the e-RUPI
voucher (more on this later) from the National Payments Corporation of India (NPCI). The CDP-SURAKSHA
has features such as database integration with PM-KISAN, cloud-based server space from NIC, UIDAI
validation, eRUPI integration, local government directory (LGD), content management system, geotagging,
and geo-fencing.

Following Supreme Court directive, Centre sets up panel to address queer community concerns
· The Centre has constituted a six-member committee to examine and recommend on various issues affecting
queer community. This is in keeping with the Supreme Court’s judgement in which it examined the issue of
same sex marriages. The top court had asked the government to form a committee to address the concerns of the
queer community. The Centre had given an undertaking to create a committee to set out the rights which
will be available to queer couples in unions, when the Supreme Court agreed with the centre’s position and
declined to grant legal recognition to same-sex marriages.
· On October 17, a five-judge Constitution Bench of the Supreme Court led by Chief Justice of India D Y
Chandrachud declined to recognise the right to marry as a fundamental right for same-sex couples.
However, in a minority opinion, the SC ruled in favor of civil unions, stopping short of marriage, to grant legal
rights to same-sex couples.
· The order notified in the gazette by the law and justice ministry lays out a detailed mandate for the committee to
make way for measures to ensure queer persons do not face any discrimination, threat of violence and involuntary
medical treatment among other concerns. While the Union cabinet secretary will be chairperson of this
committee, the secretary of the ministry of social justice and empowerment will be the convener. Secretaries

the ethnic cleansing of Armenians from the Nagorno-Karabakh region. The case is part of the fallout from
decades of confrontation between the South Caucasus neighbours, most explosively over the disputed region in
Azerbaijan. Azerbaijan’s armed forces recaptured the mountainous region in September after years of

Belarus’ parliament votes to leave Europe’s conventional forces treaty already abandoned by
Russia
· The Belarusian parliament voted to suspend the country’s participation in the Conventional Forces in
Europe treaty that once was a key security doctrine for the continent, a 1990 agreement that was
abandoned last year by Russia. The bill, introduced by authoritarian President Alexander Lukashenko earlier
this month, could pave the way for Belarus — Russia’s ally in the war in Ukraine — to expand its military.
Belarus lawmakers unanimously approved the bill calling for the treaty’s suspension; Lukashenko now needs to
sign the bill for it to become law.
· The treaty, signed in 1990, places limits on tanks, combat vehicles, warplanes and heavy artillery that can
be deployed in Europe. It aimed at keeping a military balance between the West and the countries that were part
of the Cold War-era Warsaw Pact.

Scotland ditches 2030 climate target to cut emissions by 75%

· Scotland scrapped its target of cutting climate-damaging greenhouse gas emissions by 75% by 2030, but
said it still intends to meet a 2045 net zero target. The move came in response to a critical report published last
month by the independent Climate Change Committee (CCC), which said Scotland was so far behind what was
needed to meet the 2030 target that it was no longer credible.
· “We accept the CCC’s recent re-articulation that this parliament’s interim 2030 target is out of reach,”
Mairi McAllan, the Net Zero Secretary for Scotland’s devolved government. Scotland’s semi-autonomous

India-born researcher led NASA’s sounding rockets mission during solar eclipse
· NASA’s mission that launched sounding rockets during the recent total solar eclipse was led by Aroh
Barjatya, an India-born researcher who studied in cities across the country before moving to the United States,
his family said. The US space agency on April 8 launched three sounding rockets during the solar eclipse —
visible in North America — to study how Earth’s upper atmosphere is affected when sunlight momentarily
dims over a portion of the planet. “The mission was led by Aroh Barjatya, a professor of engineering physics
at Embry-Riddle Aeronautical University in Florida, where he directs the Space and Atmospheric Instrumentation
Lab”.
National Aeronautics and Space Administration (NASA) is an independent agency of the executive branch of
the United States federal government responsible for the civilian space program, as well as aeronautics and
aerospace research. President Dwight D. Eisenhower established NASA in 1958. Bill Nelson was sworn in as the
14th NASA administrator on May 3, 2021, tasked with carrying out the Biden-Harris administration’s vision for
the agency.

A black hole, 33 times the mass of the Sun, found hiding in Milky Way Galaxy
· In a first, ESA’s Gaia mission researchers have discovered a huge black hole that is of stellar origin, hiding
in plain sight in our very own Milky Way Galaxy. This sleeping giant was found in the constellation Aquila
and that is just under 2000 light-years away from Earth. The intriguing part is that galaxies of such nature have
not been found in the Milky Way before. They were mostly seen in galaxies that are much farther away.
· Most stellar-mass black holes eat up matter from some hapless nearby star companion. However, when a
black hole does not have a companion close enough to steal matter from, it does not have such material at its
disposal and it becomes even tougher to spot and gets termed as a ‘dormant’ black hole.
A black hole is a region of spacetime where gravity is so strong that nothing, including light or other
electromagnetic waves, has enough energy to escape its event horizon. The theory of general relativity predicts
that a sufficiently compact mass can deform spacetime to form a black hole. The boundary of no escape is
called the event horizon. Although it has a great effect on the fate and circumstances of an object crossing it, it has
no locally detectable features according to general relativity. In many ways, a black hole acts like an ideal black body,
as it reflects no light. Moreover, quantum field theory in curved spacetime predicts that event horizons emit
Hawking radiation, with the same spectrum as a black body of a temperature inversely proportional to its mass. This
temperature is of the order of billionths of a kelvin for stellar black holes, making it essentially impossible to observe
directly.

In world first, Nigeria introduces new 5-in-1 vaccine against meningitis

· In a historic move, Nigeria has become the first country in the world to roll out a new vaccine (called
Men5CV) recommended by the World Health Organization (WHO), which protects people against five
strains of the meningococcus bacteria.

A General Awareness Weekly, 2024 Page : 15

· The vaccine and emergency vaccination activities are funded by Gavi, the Vaccine Alliance, which funds the
global meningitis vaccine stockpile, and supports lower-income countries with routine vaccination against
meningitis. Nigeria is one of the 26 meningitis hyper-endemic countries of Africa, situated in the area known
as the African Meningitis Belt. Last year, there was a 50% jump in annual meningitis cases reported across
Africa.
NASA Mars sample return program is expensive and will take too long
· NASA’s Perseverance Rover, nicknamed Percy, in 2023 created the first “sample depot on another world”
by putting down ten rock sample tubes that are slated to be returned to Earth as part of the Mars Sample Return
Campaign. One problem, though — that plan is too expensive and will only be executed by the year 2040.
· “The bottom line is that $11 billion is too expensive, and not returning samples until 2040 is unacceptably
too long. It’s the decade of the 2040s that we’re going to be landing astronauts on Mars,”. Nelson attributed this
to the 2025 budget of the space agency as well as additional budget cuts. An independent review of the return
program conducted last year referred to it as a highly constrained and challenging campaign that had unrealistic
budget and schedule expectations from the beginning. For context, the cost of the whole program was
estimated to be around $3 billion in 2020.
Mars is the fourth planet and the furthest terrestrial planet from the Sun. The reddish color of its surface is
due to finely grained iron(III) oxide dust in the soil, giving it the nickname “the Red Planet”. Mars’s radius is
second smallest among the planets in the Solar System at 3,389.5 km. The Martian dichotomy is visible on the
surface: on average, the terrain on Mars’s northern hemisphere is flatter and lower than its southern hemisphere. Mars
has a thin atmosphere made primarily of carbon dioxide, and two irregularly shaped natural satellites: Phobos and
Deimos. Like the other planets in the Solar System, Mars was formed approximately 4.5 billion years ago. The Mars
Orbiter Mission (MOM), unofficially known as Mangalyaan was a space probe orbiting Mars since 24
September 2014. It was launched on 5 November 2013 by the Indian Space Research Organisation (ISRO). It
was India’s first interplanetary mission and it made ISRO the fourth space agency to achieve Mars orbit, after
Roscosmos, NASA, and the European Space Agency. It made India the first Asian nation to reach the Martian
orbit and the first nation in the world to do so on its maiden attempt.

NASA says its futuristic Dragonfly mission will launch in 2028
· NASA confirmed Dragonfly rotorcraft mission to Saturn’s organic compound-rich moon Titan with a
budget of $3.35 billion and a launch date set for July 2028. The Dragonfly mission passed all the criteria of its
Preliminary Design Review in early 2023 but it was asked to develop an updated budget and schedule to fit into
the current budget of the space agency.
· This updated plan was presented and then conditionally approved in November 2023. Dragonfly was confirmed
with the release of the US President’s Fiscal Year 2025 Budget Request, with a two-times cost increase and a
delay of more than two years from its originally intended launch window selected in 2019. But to compensate for
this delay, NASA will provide extra funding for a heavy-lift launch vehicle so that the time spent cruising to the
Saturnian moon is reduced.
Purple is the new green for alien life
· From tiny single-celled algae to the giant sequoias, green is the colour that we most associate with life on
Earth. But a new study suggests that in the search for extraterrestrial life, we should probably look for the colour
purple instead of green. The reason so many plants and life forms are green is because they produce oxygen
with the help of the green pigment chlorophyll. But things could be very different on an Earth-like planet that
orbits another star since bacteria-like life form might be able to live in locations that receive little sunlight and
have no oxygen.
· In fact, there are such locations on Earth, where the bacteria have purple pigments to help absorb the
energy from invisible infrared radiation to power their photosynthesis. If there is a distant world where such
bacteria dominate, they might generate a distinct “light fingerprint” that our cutting edge space telescopes, like
Webb, might be able to detect.
Rocket Lab set to reuse Electron rocket for the first time
· California-based Rocket Lab announced that it is, for the first time, returning a previously flown Electron
rocket’s first stage back into the production line, preparing to launch it again. This will be the first time that
it is reflying the Electron rocket, a big step for a company that aims to make it the world’s first reusable small
orbital launch vehicle. The company has already recovered many first stages of Electron rockets in various ways
— having them return to Earth with a parachute, splashing them down in the ocean, and even trying to catch them
mid-air using a helicopter.

A General Awareness Weekly, 2024 Page : 17

· Rocket Lab analysed the boosters recovered previously but this is the first time one has been moved back
into the standard production line in preparation to be launched again. This first stage was launched as part of
the “Four of a Kind” mission after recovery; it has already passed more acceptance tests than any other recovered
Electron stage. It will now go through a final fit out, along with rigorous qualification and acceptance tests that
will hold it to the same standards as a brand new Electron.

Fossils of massive prehistoric snake found in lignite mine in Gujarat
· Researchers at the Indian Institute of Technology (IIT) Roorkee have reported the discovery of fossils of
one of the largest snakes that ever existed and likely lived 47 million years ago during a period called the
Middle Eocene. The fossils were found in Kutch, Gujarat, and the reptile, named Vasuki Indicus, could have been
anywhere between 10 metres and 15 metres long, or as big as a modern-day school bus. It belonged to the now-
extinct Madtsoiidae snake family but represents a unique lineage from India.
NASA says Artemis 3 astronauts will install moonquake detector
· NASA said its Goddard Space Flight Center in Greenbelt, Maryland is building a moonquake detector for
astronauts to deploy when they land on the Moon during the Artemis 3 mission. The space agency selected
the instrument, the Lunar Environment Monitoring Station (LEMS) as one of the first three potential payloads of
Artemis 3. LEMS is a compact, autonomous seismometer made to sustain long-term monitoring of ground motion
from moonquakes around the celestial body’s South Pole.
· It is intended to work on the lunar surface from three months up to two years and could become a key station in a
future global lunar geophysical network. Moonquakes were first observed by Apollo missions when they
placed seismometers between 1969 and 1972. These quakes are caused by the same tug of gravity that
causes ocean tides. The Moon’s surface trembles as it expands and contracts due to temperature changes. Seismic
data was collected on the Earth facing side of the Moon near the equator. But scientists do not yet have seismic
data from the lunar South Pole that can help them understand the local and global lunar surface structure.
· The other candidate instruments are the Lunar Effects on Agricultural Flora Instrument, which is led by
researchers at Space Lab Technologies, and the Lunar Dielectric Analyser instrument led by researchers at
the Tokyo University and Japan Aerospace Exploration Agency.
The Artemis program is a Moon exploration program that is led by the United States’ NASA and was formally
established in 2017 via Space Policy Directive 1. The Artemis program is intended to reestablish a human
presence on the Moon for the first time since Apollo 17 in 1972. The program’s stated long-term goal is to
establish a permanent base on the Moon to facilitate human missions to Mars. Two principal elements of the
Artemis program are derived from the now-cancelled Constellation program: the Orion spacecraft and the Space
Launch System (as a reincarnation of Ares V). Other elements of the program, such as the Lunar Gateway space
station and the Human Landing System, are in development by government space agencies and private spaceflight
companies. This collaboration is bound together by the Artemis Accords and governmental contracts.
