About PCGT
Public Concern for Governance Trust, established in 2002 by
Mr. Julio Ribeiro, Dr. R.K. Anand, and the late Mr. B.G.
Deshmukh, aims to enhance public engagement and
activism to foster a more transparent and effective
governance system.

Two of our founding trustees, Dr. R.K. Anand and Mr. Dara
Gandhy, successfully filed a Public Interest Litigation (PIL)
against the proposed transfer of a principled IPS officer,
resulting in a favorable ruling by the Bombay High Court.
This sparked the initiative to advocate for honest officers
and combat corruption.

The vision of PCGT is to strive towards good governance,


containing corruption, inculcating values and enhancing
Sadbhavana.

Challenging corruption is a difficult task. We have focused on


shaping young minds at the school and college levels to
instill ethical and moral values, guiding them to become
responsible citizens of our great nation. We are proud to
assert our significant success, evident from the number of
interns who volunteer to assist us in achieving our objectives.
Board of Trustees

Shri D. Sivanandhan is the Hon'ble Chairman of


Public Concern for Governance Trust. He joined the
Indian Police Service in 1976 and prior to that he
worked as Professor of Economics in the University
of Madras for three years. As an IPS officer, he
worked for Intelligence Bureau for 6 years. He was
promoted to Inspector General of Police of Nagpur
range for 3 years and as a Joint Director of Central
Bureau Intelligence and served as a Commissioner of
Police of Mumbai, Thane and Nagpur cities for 6
years.

Shri J. F. Ribeiro joined the Indian Police Service in


1953 and rose to be theCommissioner of Police,
Mumbai, from February 1982 to May 1985. He is the
recipient Padma Bhushan Award in 1987. Post
retirement, Sir was appointed as an ambassador to
Romania where he served for four years from 1989-
1993. J.F. Riberio sir is our very source of inspiration.

About Pravin Gandhi
College of Law
Pravin Gandhi College of Law was established in the year 2004 by
Shri Vile Parle Kelavani Mandal (SVKM) to impart high quality legal
education and to address the societal needs and the needs of the
industry with the advent of globalisation. The college has been
granted linguistic minority status for the Gujarati Community. The
vision PGCL is to be an institution of excellence in imparting law
education in the country, catering to the needs of society by bringing
out students who are sensitive to the societal needs and be zealous in
upholding the rule of law with social compassion.

Pravin Gandhi College of Law has contributed a


lot in success of 5 editions of PGCT National

Events Of PCGT

In 2012, PCGT started the Youth for Governance


Programme to provide a platform to young students
who will be our future policymakers. The predominant
features of the program are transparency,
responsiveness, efficiency, accountability, and rule of
law. PCGT believes in a well-educated and engaged
youth with information about good governance
practices, ethical values of honesty and integrity,
creates a citizen who can engage on any platform to
actively get involved with the government to enhance
the spirit of governance.

In its vision and mission, PCGT launched the Campus


Ambassadors Program in July 2019 to involve young
college-going students in Mumbai and Pune in projects
related to good governance and hone their leadership
skills. The Campus Ambassadors play a crucial role in
promoting PCGT's mission and vision in their respective
institutions and serve as a strategic link between PCGT
and their institution. This program also helps young
minds to enhance leadership quality in them.
Events Of PCGT

A program by the Public Concern for Governance Trust


extends education beyond the school curriculum and
textbooks. Its purpose is to instill values in students and
youth, helping them become better citizens.

"Kuchh Aur" focuses on value education for responsible


citizens and includes BMC schools, private schools, and
aided schools in Mumbai. Our goal is to instill values, and
our sessions with students to encourage an open
interaction, helping them understand the importance of
values in daily life. We collaborate with the community
NGO "Children of the World, Navi Mumbai," where over
300 students participate in these sessions, engaging in
numerous activities and lessons on values.
Events Of PCGT

To promote the effective use of RTI among college


students, as well as poor and uneducated citizens, and to
assist them in obtaining their rightful benefits from the
government without paying bribes, PCGT's RTI Cell offers
free legal assistance and guidance in filing RTI applications
and appeals for the underprivileged.

The RTI Cell also raises awareness in colleges and


communities across Mumbai about current socio- legal
issues. PCGT conducts visits to communities and colleges,
files RTI applications on behalf of the affected individuals,
and consistently follows up with various government
departments and citizens both in Mumbai and across the
country. Since 2018, PCGT has incorporated the
Maharashtra Right Services Act (RTS Act) into its
awareness program.
The PCGT NYP serves as an ideal platform for students to understand the
legislative process and functioning of the Parliament as well as to analyse and
further research upon the issues that are current and relevant from a socio-legal
perspective. It gives them a chance to put forth their views on various issues
concerning the country. The program encourages the youth to engage with
public issues, understand the common man's point of views, form their opinions,
and express them in an articulate manner. It also helps them to develop and
enhance decision making abilities and a respect and tolerance for the views of
others.
PCGT organized the fifth edition of the National Youth
Parliament (NYP) in association with Pravin Gandhi College
of Law, Mumbai (PGCL) in offline mode on August 19th
and 20th, 2023. Over 200 students nationwide
participated in NYP 2023 in five mock committees, making
it the largest edition.

The closing ceremony of PCGT NYP 2023 was graced by


Hon'ble Justice Mr. S. C. Gupte. The winners of all the
college committees received cash prizes along with an
opportunity to intern at PCGT for one month to broaden
their perspective about good governance. Over the past
five editions of PCGT NYP, it has been graced with the
presence of several Chief Guests from fields of Civil
Services and Law. The following Chief Guests are as
follows:

Lokur, Hon’ble Justice A.P. Shah, Hon’ble Justice Gautam
Patel.

One of the most important aspects of PCGT National


Youth Parliament is that we always welcome experienced
Executive Board Members having an experience around
500-600 Conferences. It helps delegates to always learn
something new from Executive Board and also provides
them networking opportunities which will help them in
their future endeavors.

Deliberations on the review of Enforcement Directorate in cases


of Prevention of Money Laundering Act (PMLA), 2002.

Deliberations on the reformations in Juvenile Justice (Care and


Protection of Children) Act 2015.

Discussions on the Preservation and Promotion of Cultural


Heritage of Maharashtra with special emphasis on providing
Classical Language Status to Marathi Language.

Deliberations upon implementation of New Education Policy


(NEP), 2020.

To discuss and review the Parliament Resolution to Jammu &


Kashmir, 22 February 1994.

National Youth
Parliament

1. English and Hindi will be the languages used for all the
Committees and Marathi will be the primary language
for the Maharashtra Legislative Assembly Committee.

2. The process of registering for a delegation will include


making an Excel Sheet of all the participants with their
contact details which should be sent to us. Each
participant from the delegation has to fill out the form
separately and have to mention the delegation that
they are a part of.

members are needed to form a delegation, there is no
upper limit for the same)

• The winners will also be awarded with an Internship


at Public Concern for Governance Trust.
