1. Introduction and Purpose


ALFANAR is committed to the safety and well-being of its Employees,
Visitor & Stakeholders. Upholding this commitment requires planning and
practice. This plan exists to satisfy those needs and Protect the facility,
personnel and equipment, and reduce losses and confined as much as
possible by defining the duties and responsibilities to deal with emergencies
and educate and train employees on how to deal with emergency cases so
that the exercise of the tasks assigned to teams of emergency routine to
reduce the confusion and do their duties to the fullest sense and act in case
of emergency.

2. Applicability and Scope


All ALFANAR employee and subcontractors working within Conversion of
PP10, shall apply this procedure in situations where equipment could be
damaged or personnel injured due to an inspected release of energy include
mechanical, electrical, and pneumatic systems or hazardous materials. This
procedure shall be applied in conjunction with implemented work permit
procedure.
The scope of this plan is intended to encompass all hazards. This plan may
be consulted when responding to any and all emergencies. When
encountering a situation which has not been expressly addressed in this
plan, use good judgment and the guiding principles outlined below.

3. Recurrence of the emergency plan


Training is done on emergency plan every six months internally by all
members of the emergency teams, and is performed to a scenario also.
Emergency plan is the responsibility of Project Manager, Site Manager, HSE
Manager, Emergency Coordinator and Emergency Team Members, will
review and update this plan at least once annually. Revisions will be made
as needed throughout the year. Any suggestions, comments, or questions
should be directed to HSE Manager/ Project Manager.

It has been identified as a room office, of HSE Manager, exercised through which
Chief Operating Officer and the heads of the difference of their duties, with the

8. Responsibility
The duties of Chief Operating Officer (HSE Manager)
• The distribution of tasks to team leaders.
• Make decisions regarding the control of an emergency.
• External and internal communications.
• Give the necessary powers to team leaders to accelerate the control of an
emergency.
• Full supervision of the emergency cases.
• Develop a plan for real-time combat and reduce losses in the circumstances
and events and set priorities for control of the emergency cases and in
cooperation with all team leaders.
The duties of the commander of Combat Team:
This team is considered the team president in dealing with emergency situations and
the rest of the difference is the support and assistance teams to limit the human and
material losses.
• The ability to deal with emergency situations.
• Report of defense for civilian and stakeholder’s occurrence of an emergency
situation with a statement of the nature and determine its place.
• Coordination with the head of operations to control emergency situations.
• Begin to fight the fires until the arrival of the civil defense and help in the fight
against the fires to reduce losses at all times and all places of established
using manual fire extinguishers, hoses.
• Implementation of the plan to combat and reduce losses in the circumstances
and events and set priorities for control of the emergency cases and in
cooperation with all team leaders and the head of the operating room.
• Limit the spread of the emergency situation to the neighboring areas.
• Request for assistance and additional support from the SEC PP10 and civil
defense teams and other emergency in the event of need for them.
• Inventory of the damage and loss assessment with the participation of
Chairman of the Chamber of emergency operations and the heads of other
teams.
• help reduce the risk of fire in the Plant/Laydown area for all from internal
sources or external sources during normal circumstances.
• support in dealing with the injured and trapped and report their location for
ambulance and rescue teams.

The duties of the commander of the rescue team:


• Find the missing. • Saving Lives and / or persons trapped somewhere inside
places the state of emergency (fire, flood or leak hazardous substances).
• To assist in the transfer of infected persons to a safe place and away from the
emergency situation.
• Help protect neighboring areas from the spread of the emergency situation.
• Protect the most valuable areas in the location of the spread of the
emergency situation.

The duties of the commander of the team statistics and guidance:
• Direct people to assembly points.
• Counting people. • Reporting on missing persons and their positions to the
rescue team.
• Reporting for persons with special needs and their sites.
• Report any visitor or contractor located in the workplace in an emergency.
• Ensure that all who are gathered for the moment the announcement of a state
of emergency, staff, visitors and contractors and applicants for the job, in the
assembly points concerned in every one of them according to their presence

hospitalization and as required by the head of the emergency teams.
• Provide emergency team’s head of a list of the number of cases that have

Staff responsible for first aid and medical assistance:


1. have received adequate and specialized training in line with the practice of the
profession of a paramedic system so that should be finished initial medical training
for at least a week of specialized hand and was awarded a license and accreditation
from those who provided training in accordance with applicable legislation Third

2. Have sufficient knowledge about the specific health risks associated with the
disease and have received lectures on pathogens that travel through the blood and
the risks and ways to avoid them.
3. Have been providing them with equipment and personal protective equipment
needed and they use and maintain.
4. Maintaining the correct and appropriate work practices to prevent contact
materials causing the infection.

9. Emergency Communications

During an emergency, ALFANAR will use the following means and methods of
communication.
Megaphone(siren), mobile phone, whistle, voice, hand signals.

12. Evacuation points


It has been identified assembly and evacuation points in the Site office as follows:
1. The first assembly point is located front of the Rest Room.
2. The second assembly point is located at PP10 site Near with Control Building.

3. The Third Assembly points is located at PP10 Site Near with Tank Area.

13. Emergency Protocols

Fire and Evacuation for Construction site, Site Offices and Material Lay
down area

31.1. In the Event of a Fire:


Pull the Fire Alarm, blow vessel, or make noise FIRE, FIRE, FIRE and Call to Any
from Emergency Directory.

If you see smoke or flames:


Use CARE:

• Contain the fire by closing all doors as you leave

• Activate the nearest Fire Alarm station

• Report/Call the fire to Emergency Coordinator or to any one from


Emergency contacts directory.

• Evacuate or extinguish (In most cases, it is best to Evacuate)

Use a Fire Extinguisher only if:

• You have been trained

• You have your back to an unobstructed exit

• You have a fully charged and proper type unit for the fire you are fighting

• The fire is contained, and you have reported the fire by Fire Alarm Call
the fire to Emergency Coordinator or to any one from Emergency contacts
directory.

• Everyone else has left the area

• There is little smoke or flames


Never fight a fire if:

• You lack a safe way to escape should your efforts fail

• It has left its source of origin

• You are unsure of the type of extinguisher you need or have

• If you can’t control the fire within 30 seconds, abandon your efforts, close
the door(s) and evacuate immediately.
Evacuation
You should familiarize yourself with the evacuation routes/Evacuation map posted in
all area. If an evacuation order is issued for your area, or if it were necessary to
evacuate due to an emergency, fully cooperate with Safety and Security/emergency
personnel and:

• Take only keys, wallets and essential belongings with you

• Do not Panic

• If you are the last one to exit your room close, and lock doors

• Leave the building immediately

• Do not investigate the source of the emergency

• Walk, don’t run, to the nearest exit

• Use stairs, not elevators

• Evacuate the room or building by using the nearest fire exit.

• Assemble at the near the assembly point.

• Do not return to the room or building for any reason unless it is declared/
signaled safe to do so.

• Assist people with special needs

Evacuation for PP10 Site


1. Do not panic! In case of an emergency which include such as
serious injury, explosion, flood, electrocution, fire, release of
radioactive, chemical spill and collapse of adjacent structure, or Gas
Leakage.

• Activate the alarm near to you or rung the whistle in provision of all
supervisors

• Do not climb up from Roof/Pipe trench only use the Monkey/portable ladder
which have provided by PP10/Alfanar

• Evacuate the Building/Pipeline/Control Building/ PP10 office/Alfanar


office/Alfanar New building area and report to the nearest assembly point

• Call emergency Numbers provided on the chart displayed with rest


shelter/Site office/Control building or new construction area

• NAME;

• Location

• Nature & Type of injury

• State of consciousness of the injured persons

• If possible, the name of the injured person and

• Any relevant information- breathing/not breathing, chest pain, bleeding.

2. Do not return inside the building or area until it is cleared /signed safe to do

13.2. Medical Emergency

If someone is injured or becomes ill:

• Stay Calm

• Dial Emergency Contact Personnel and explain the type of emergency,


the location, condition, and number of victims

• Let the emergency team member know of any safety hazards - chemical
spill, fire, fumes,Gas Leak etc.

• Do not hang up unless told to do so by the dispatcher

• Do not move the victim unless there is danger of further injury if s/he is not
moved

• Render first-aid or CPR only if you have been trained

• Do not leave the injured person except to summon help

• Comfort the victim until emergency medical services arrive

• Have someone stand outside the building to flag down the ambulance
and/or Safety and Security when they reach the vicinity

13.3. Bomb Threat


If you receive a bomb threat, remain calm and:
1) Obtain as much information as possible:

• Write down the number from where the call is coming

• Write down the exact time of the call

• Write down as accurately as possible the statements made

• Listen to the voice to determine the sex, age, accents, lisps, tone, etc.
(Note any distinguishing feature)

• Listen for background noises

• Try to signal a for someone else to also listen on the telephone line, if
possible

• Do not hang up and stay on the line as long as possible; wait for the caller
to hang up
2) Keep the bomb threat caller talking, and ask as many questions of the caller as
you can:

• When will the bomb go off? How much time remains?

• Where is the bomb located?

• What does it look like?

• What kind of bomb is it?

• How do you know about this bomb?

• Why was it placed here?

• Who are you?

• What is your name?


3) Call 911 immediately and then
the Department of Safety and Security

13.4. Excavation Collapse/Underground Utility Hit due to Excavation

Excavation Collapse/Utility Failures due to Manual or Machine


Excavation
These may include electrical cables, plumbing failure/flooding, gas leaks, steam line
breaks, ventilation problems, etc. Immediately inform PP10 Emergency Team. PP10
ERT has procedures to deal with utility failures and resumption of service. For your
personal safety, in the event of a utility failure:

• Remain calm

• Immediately notify Safety and responsible on phones)

• The Area must be evacuated, follow the instructions on Evacuation

• Do not go to trench or Excavation until dry, and no risk of collapse

• Move to higher, safer ground

• Shut off all electrical equipment

• Do not attempt to drive or walk through collapsed areas

• Wait for further instructions on immediate action from Safety.

13.5. Floods
Minor or area flooding on project could occur as a result of a water main break, loss
of power to sump pumps, or major multiple rainstorms. Safety monitors the National
Weather Service, and other emergency advisory systems to stay abreast of weather
and alert related conditions and will provide instructions should they be necessary.
For imminent or actual flooding, and only if you can safely do so:

• Secure vital equipment, records, and other important papers

• If present in your area, report all hazardous materials (chemical, biological,


and/or radioactive) to Safety and Security or to Environmental Health and
Safety coordinator.

• If you are in trench come out and remove all the equipment.

• Do not go to trench un till dry, and no risk of collapse.

• Move to higher, safer ground

• Shut off all electrical equipment

• Do not attempt to drive or walk through flooded areas

• Wait for further instructions on immediate action from Safety.

• If the building must be evacuated, follow the instructions on Building


Evacuation

• Do not return to your building if you have been evacuated by flooding until
you have been instructed to do so.

• If you are assisting with flood cleanup, report immediately to


Environmental Health and Safety any oil, chemical, or radioactive
materials suspected of mixing with flood waters

13.6. Tornadoes/Sand Storms


A “Tornado Watch” means that tornadoes could potentially develop. A “Tornado
Warning” means a tornado has actually been sighted. If you see a tornado, report it
immediately by calling HSE Manager, and seek shelter or safety:

• Go to a basement, underground excavation, or lower floor of interior


hallway or corridor (preferably a steel-framed or reinforced concrete
building)

• Seek shelter under a sturdy workbench or heavy furniture if no basement


is available

• Listen for reports and siren/public address announcements

• Avoid:
- Top floors of buildings
- Areas with glass windows or doors

• If out in the open:


- Cars -do not wait out the storm in a car; cars are not safe in tornadoes
- Move away from the path of the tornado at a right angle direction
- Lie flat in the nearest depression, ditch, or ravine if there is no time to
escape

13.7. Earthquakes
In the event of an earthquake:

• Stay away from large windows, shelving systems, or tall room partitions

• Get under a desk, table, door arch, or stairwell

• If none of these is available: move against an interior wall and cover your
head with your arms

• Remain under cover until the movement subsides

• After the shaking stops, survey your immediate area for trapped or injured
persons and ruptured utilities (water, gas, etc.)

• If damage has occurred in your area, inform Safety and Security


immediately.

• If it is safe to do so, remain at your location and await further instructions


from Safety personnel

• Do not evacuate until instructed by emergency personnel

• If out in the open:


- Stay in an open area away from buildings, power lines, trees or roadways
- If in a car, pull over and stop. Do not park under an overpass or near a
building. Be cautious about driving again, in the event roads are damaged
1. After an earthquake:

• Put on enclosed shoes to protect against broken glass


• If the power is out use a flashlight. Do not light a match or candle
• Be alert for safety hazards such as fire, electrical wires, gas leaks, etc.
• Check on others. If there are injuries or other urgent problems, report
them to Safety and Security.
• Give or seek first aid. Assist any disabled persons in finding a safe
place for them
Evacuate if the building seems unsafe or if instructed to do so:

• Use stairs, not elevators


• Unplug small electrical appliances
• Bring keys, purses, wallets, warm clothing
• Be prepared for aftershocks
• Cooperate with emergency personnel, keep informed, and remain
calm.

13.8. Procedures in case of spillage of liquid chemicals


1. Removal of all persons who are not concerned about the danger zone.
2. Stay upwind direction and away from low-lying areas for fear of volatiles or formed
or materials resulting from the interaction with other materials gases.
3. Report simultaneous safety officer and director of the region concerned spill with
the stated place and the name of spilled material and size of the spill, to learn
necessary to control taking care equation article as soon as possible with water or
proper materials or restrict materials absorbable and non-reaction or combustion or
use the dirt for this purpose actions at least.
4. Close the region warning tape and writing panel guiding reading "Beware spill
chemicals."
5. Emergency contact with the civil defense to help if the spill not in control.

combustible.
7. In the case of large spill is cordoned off the area radius of at least 25 meters and
concern for the equation of spilled material according to specific procedures and
material mentioned in the MSDS and follow its own procedures for disposal by
peaceful means placing them in a special container.
8. in the event that an employee of the chemical must follow these steps: A. put a
patient under a stream of water for at least 15 minutes. (B) The transfer of the patient
to fresh air and contact the nearest hospital. C. If the patient stops breathing
respirator must work. D. If the patient is given the difficulty of breathing oxygen. (C)
Remove contaminated clothing and shoes at the scene. (H) Washing the place
where the worker was injured running water for at least 15 minutes G. Report head
of emergency operations for accidents and injuries which necessitated request
external assistance.

13.9. Procedures in case of Gas Leakage


Incase of Gas Leakage inside PP10 Stop the work, unplug the electrical Equipment’s
and Appliance if it is using by Group. Disconnect All the Hoses if engaged in Tig
Welding or Cutting Activity, Close the valve of cylinder (Argon,Accetyline,Oxygen)
and Tied up with rachets or slings in the trolley at standing position Leave the Area
immediately and proceed to Assembly Point Report the Gas Leakage emergency to

PP10 operation Team by emergency contact numbers and provide the Name of the
reporter, Specific Location/Area inside plant, Nature of emergency and number of
casualties if there is, what type of Service required. Answer all the questions speak
slowly, Do not disconnect the call until the receiver told to do so
