REORGANIZATION AND COMPOSITION OF THE BARANGAY HEALTH


EMERGENCY RESPONSE TEAM (BHERT)

WHEREAS, Section 16, or the General Welfare Clause, of the Local Government Code
of 1991, the local government units are charged with the promotion of health and safety
within their respective territorial jurisdiction;

WHEREAS, Her Excellency President Gloria Macapagal Arroyo issued Executive Order
No. 201 and several directives, followed by DILG MC No. 2003-95 to institute measures that
would confine, restrict or otherwise prevent the spread of infectious diseases in their respective
area of jurisdiction;

NOW, THEREFORE, I, ENRY L. SANTOS, Punong Barangay of Barangay Gaya-


Gaya of City of San Jose del Monte, Bulacan, by virtue of the powers vested in me by law, do
hereby order:

Section 1. Reorganization and Composition of the Barangay Health Emergency


Response Team (BHERT). Pursuant to Executive Order No. 23-01-006, there is hereby a
reorganized “Barangay Emergency Health Response Team” to be composed of the following:

MARK CLIFF LAPITAN - Member


Barangay Kagawad

ROGELIO BALAGOT - Member


Barangay Tanod

DRA. LYDEN CAMIGLA - Member

JASMIN NEGARE - Member


Barangay Health Worker

Section 2. Duties and Functions of the Barangay Health Emergency Response


Team, BHERT shall have the following duties and functions.

1. With or without the list of arrivals from the Mayor supposed to be given by the BID,
conduct visits in the home of every arriving person from a country with prevalence of
infectious disease;
2. Immediately list down the person(s) the arrival came in contact with prior to his
arrival in his residence;

3. Take daily the temperature of the arrival and observe any other signs of any infectious
disease like cough, difficulty in breathing or shortness of breath;

4. If symptoms are observed, and the arrival becomes a possible case, provide protective
gadgets to the person, including the members of the household. Immediately isolate
and confine infected person to a room away from the members of the household prior
to the immediate transport to a DOH-designated referral center or hospital for further
examination and treatment;

5. Monitor the case. Place the rest of the household also under a 14-day home
confinement. Repeat the process for them, including contact tracing. If no signs
manifest, declare them safe; and

6. Report to the Punong Barangay on measures or actions taken per arrival.

Section 3. Meetings. The BHERT shall meet at least once a month or as


as often as may be necessary.

Section 4. Effectivity. This Order shall take effect immediately.

Done this 2nd day of January, 2024 at Barangay Gaya-Gaya, City of San Jose del Monte,
Bulacan, Philippines.
