WHEREAS, DILG MC NO. 2020-18 encourages all local government units to effectively intensify information education
campaign against corona virus and implement programs, projects and services that will promote the health and well-being of
every Filipino.
WHEREAS, there is a need for the Barangay Health Emergency Response Team (BHERT) to conduct visits in the home of
every arriving person coming from a corona virus affected countries.
NOW THEREFORE, I Hon. Roselyn M. Malig, Punong Barangay of barangay Dao, Municipality of Pilar, Sorsogon, by virtue
of the power vested in me by law, do hereby organize the Barangay Health Emergency Response Team (BHERT);
Section 1. Composition. The Barangay Health Emergency Response Team (BHERT) is hereby reactivated/reorganized to be
constituted as follows:

1. Conduct visits in homes of every person coming from corona virus affected countries.
2. Immediately list down the person/ the arriving person came in contact with prior his arrival in his residence;
3. Take daily temperature of the arriving person for the duration of 14-day home confinement period and observe any other
signs of corona virus symptoms like cough, difficulty in breathing or shortness of breath;
4. Provide protective gadgets, including the members of the household.
5. Immediately isolate;
6. Check on the condition of arriving residents daily from a distance of more than 1 meter in checking. Always wear N95 or
surgical mask;
7. Require the corona virus suspect to wear N95 or surgical mask. Place the rest of the household also under 14-day home
confinement. Repeat the process for them, including contact tracing. If no signs manifest, report to the Municipal Health
Officer for lifting of home confinement;
8. Report to the Punong Barangay on measures or action taken per arriving resident.
Section 3. Funding Support. It shall be charged against the fund of the barangay government subject to availability funds and to
the usual accounting and auditing rules and regulations. Logistical support may be provides by the Municipal Government to the
BHERTs in carrying out their tasks.
Let copies hereof be furnished to all concerned for information, reference and guidance.

WHEREAS, Th e e c o n o m y o f t h e P h i l i p p i n e s d e p e n d s h e a v i l y o n t h e a g r i c u l t u r a l
s e c t o r , t h u s , challenges encountered, especially by farmers, have negative effects on the food security in the country.
Given its geographic location, the Philippines experienced numerous threats to food security brought
about by strings of natural calamities that have rendered farm produce unusable or increased food prices due to food shortage;
WHEREAS , COVID-19 pandemic has further worsened the country’s food security, disrupting the availability and access to
free and nutritious foods at affordable process
WHEREAS, the Philippines ranks 68 of the 116 countries assessed for experiencing hunger globally. With a
score of 16.8, the Philippines had a moderate level of hunger (2021 Global Hunger Index).In addition, the result of the latest
Social Weather Stations (SWS) National Survey released on September11, 2022 with 1500 respondents shows that
11.6% of Filipino or about 2.9 Million households have experienced involuntary hunger in the past three months.
WHEREAS, to address the problem of hunger and food insecurity in the Philippines, the national government enacted several
laws and implemented various initiative and strategies to ensure sustainable and resilient production and food availability
throughout the country. However, food insecurity remains a challenge in the country due to food shortage and rising
food prices brought by natural calamities and disasters, health crises such as the COVID-19 pandemic,
among others, hindering economic growth and national development.
WHEREAS, the Department of the Interior and Local Government thru its Memorandum Circular2023-001 shows its
support in cognizant of the role of barangay as essential partners of the national government in contributing to
address hunger and ensuring food security in the country thru the Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay
Project;
WHEREAS, HAPAG project aims to strengthen the capacities of barangay towards sustainable
agriculture initiatives. One of which is theintensification and fostering of agricultural activities and
communities will be encourage to produce fresh, healthy and affordable fruits and vegetables from their backyard spaces, through
the establishment of community gardens in the barangays with vacant areas.
Section 1. Organization and Composition. The Barangay Dao HAPAG Team is hereby organized and shall
be composed of the following:

Section 2. Roles and Functions. The Barangay Dao HAPAG Team shall have the following roles and functions:
1. Establish and maintain a HAPAG Barangay Community Garden (BCG) which shall be at least two hundred square meters
(200 sq m.) of land area whether continuous or thru vertical gardens;
2. S e t - u p a c o m m u n i t y g a r d e n i n a v a c a n t a r e a p r e f e r a b l y o w n e d b y t h e b a r a n g a y o r t h e
Municipal Government. In case of unavailability, the Sangguniang Barangay can make an arrangement with
a lot-owner in the barangay for the temporary use of the land for the HAPAG-BCG.
3. Manage the operations of the HAPAG- BCG;
4. Coordinate with the Municipal Agriculture Office for any available agricultural training, seminars and
capacity-building services as well as seeding materials and other agricultural equipment and facilities, that would help in the
operation of the HAPAG-BCG;
5. Lead the promotion of the HAPAG-BCG to the community including its importance and benefits as well as
the products produced through the community garden;
7. Keep a record of the overall operations of the HAPAG-BCG such as the types of seedlings planted,
number of vegetables and fruits harvested (e.g. per sack, per piece, per kilo etc), among others;
8. Ensure the adequate provision of agricultural services and facilities in the barangay pursuant to Section 17 of the Local
Government Code of 1991;
9.E n j o i n a g r o u p o f v o l u n t e e r s i n t h e c o m m u n i t y t o h e l p i n t h e e s t a b l i s h m e n t o f
a n d maintenance of the HAPAG-BCG as well as spread the information in setting-up household vegetable gardening and/or
planting fruit-bearing trees; and

WHEREAS, our time has come that we must learn to properly manage our world particularly then narrowing area of lands that
we are sharing altogether under the sun and upon the cradle of the earth because we are all aware that we are not decreasing in
number but we are multiplying instead;
WHEREAS, this phenomenon has been the major dilemma of our aging generation because somehow we are no longer innocent
about the effect of population boom, not only does we are going to learn to minimize space that we would need for homes but we
are also going to adapt ourselves to measures that would attend to our specific needs in response to land conversion programs of
the government in order to cater to industrial and commercial development;
WHEREAS, a particular effect of land conversions is the shortage in food supply while demand is constantly surging higher
because of population increase hence the need to utilize the remaining spaces within our own backyards for gardening is
imperative;
WHEREAS, the barangay government to provide the community with the best example shalle stablish the community garden to
be managed by the barangay officials with the help of 4P’s families;
NOW THEREFORE, I, Roselyn M. Malig, Punong Barangay of barangay Dao, Pilar, Sorsogon, by the virtue of the powers
vested in me by law, do hereby mandate maintenance and sustainability of Community Garden of barangay Dao, Pilar, Sorsogon
with the following features to wit:
1. A community garden shall be established in the barangay, to be maintained and sustained by barangay officials and 4P’s
families.
2. The Municipal Agricultural Office shall provide for the seedlings and seeds to be used in this project.
3. 4P’s families and the under-weight Pre-school children are expected to benefit from this project.

S e c t i o n 2 . F u n c t i o n s . T h e B a r a n g a y D i s a s t e r R i s k R e d u c t i o n a n d Management Committee
shall perform the following functions with impartiality given the emerging challenges brought by disasters of our times:
1 . D e s i g n , p r o g r a m , a n d c o o r d i n a t e d i s a s t e r r i s k r e d u c t i o n a n d m a n a g e m e n t activities consistent
with the National Council’s standards and guidelines;2.Facilitate and support risk assessments and contingency
planning activities at the local level;
3 . C o n s o l i d a t e l o c a l d i s a s t e r r i s k i n f o r m a t i o n w h i c h i n c l u d e s n a t u r a l h a z a r d s , vulnerabilities, and climate
change risks, and maintain a local risk map;
4 . O r g a n i z e a n d c o n d u c t t r a i n i n g , o r i e n t a t i o n , a n d k n o w l e d g e m a n a g e m e n t activities on disaster
risk reduction and management at the local level;
5.Operate a multi-hazard early warning system, linked to disaster risk reduction to provide accurate and timely
advice to national or local emergency response
o r g a n i z a t i o n s a n d t o t h e g e n e r a l p u b l i c , t h r o u g h d i v e r s e m a s s m e d i a , particularly radio, landline
communications, and technologies for communication within rural communities;
6.Formulate and implement a comprehensive and – integrated Barangay Disaster Risk Reduction and
Management Plan (BDRRMP) in accordance with the
national, regional and provincial framework, and policies on disaster risk reduction in close coordi
n a t i o n w i t h t h e B a r a n g a y D e v e l o p m e n t C o u n c i l s (BDC)
12.Maintain a database of human resource, equipment, directories, and location of critical infrastructures and their
capacities such as hospitals and evacuation centers;
15.Organize, train, equip and supervise the local emergency response teams and the ACDVs, ensuring that
humanitarian aid workers are equipped with basic skills to assist mothers to breastfeed;
17.Within its area, promote and raise public awareness of and compliance with this RA 10121 and legislative
provisions relevant to the purpose of this Act;
19.Establish linkage/network with other LGUs for disaster risk reduction and emergency response purposes;
21.Prepare and submit, through the LDC, the report on the utilization of the
B D R R M F a n d o t h e r d e d i c a t e d d i s a s t e r r i s k r e d u c t i o n a n d m a n a g e m e n t resources
t o t h e l o c a l C o m m i s s i o n o n A u d i t ( C O A ) , c o p y f u r n i s h e d t h e regional director of the OCD and the Local
Government Operations Officer of the DILG; and

WHEREAS, RA 7160 otherwise known as the Local Code of 1991provides for the Meaningful participation of non –
governmental organizations people’s organization and private sectors in the pursuit of local autonomy with furtherance
of development;
WHEREAS, the code also institutionalizes the participation of these NGOs and Post through the Barangay
Based Institutions which are primarily created and organized, which will be responsible in recommending, planning,
implementing and evaluating the projects, programs, and activities {PPAs} under their jurisdictions, and report the same to the
Sangguniang Barangay for proper and considerable actions,
WHEREAS, recognizing the role of local leaders and the existing system in the barangay, it is imperative that a Barangay
Governance Health Board is set in place to respond to the immediate needs of the community relative to their unique setting
WHEREAS, the Barangay Governance Health Board shall be composed of the following:
WHEREAS, the Barangay Governance Health Board has its own functions:
1.Annual Barangay Health Plan > this shall be based on the Barangay Scorecards
2.Budget for health > this includes the expenditures for the honoraria for the BHWs, community – based health
program initiatives and maintenance of the health facilities and services.
3.Barangay Resolutions > this is the legislative support to Barangay Health Programs
4.Delivery of basic barangay health services > this means that the services are regularly available and accessible
in the barangay.
6.Barangay Health Assembly > this is the venue for multi – stakeholder participation conducted at least once in
every quarter
7.Supporting body to the Municipal Local Health Board > The BGHB shall prepare and
r e p o r t activities and progress of health programs to the Municipal Local Health Board. This mechanics ensures the bottom up
approach to health planning.
Prepare the Barangay Scorecards. This can be updated quarterly for program planning and assessment of program
implementation
Assist the chairperson in creating the Barangay Health Plans and submit copy to the MHO.
Prepare the agenda of the meeting for the BGHB.
Supervise the activities of the Barangay Health Workers and other members of the CHT.
Conduct mortality reviews together with the Chairperson and BHW.
Ensure accuracy of health data for program planning
Represent the interest and concerns of BHWs and BNSs and members of the CHT

WHEREAS, RA 7160, otherwise the Local Government Code of the Philippines states that each Local Government Unit shall
exercise the powers expressly granted, those necessarily implied there from, as well as powers necessary, appropriate, or
incidental for its efficient and effective governance, and those which are essential to the promotion of general welfare;
WHEREAS, the Local Government Unit of Pilar, through its initiative to provide efficient assistance to the Barangay Local
Government Units of its jurisdiction, will be donating one (1) unit of Toyota Lite Ace Utility Van to all 49 barangays in this
Municipality. The donated unit vehicle will be then called as Transport Vehicle;
WHEREAS, the Barangay Local Government Unit of Dao is one of the recipients of said Transport Vehicle;
WHEREAS, considering that this transport vehicle will be a useful asset to the barangay, in which may also serve as compliance
for the SGLGB under Disaster Preparedness Governance Area, there is a need to provide necessary actions to safekeep and
maintain its functional use;
WHEREAS, in aim to safekeep and maintain the functional use of this transport vehicle there is an exigency to designate an
official driver in this barangay, primarily task to operate the service vehicle and ensure its maintenance.
NOW THEREFORE, I, HON. Roselyn M. Malig, Punong Barangay of Dao, Pilar, Sorsogon, by virtue of the powers vested in
me, by law, do hereby designate Mr. Arnold M. Belmonte as the Official Driver of the BLGU-DAO Transport Vehicle, to wit:
Section 1. Designation. Mr. Arnold M. Belmonte is hereby designated as the Official Driver of the BLGU-DAO Transport
Vehicle.
Section 2. Functions/Responsibilities. The designated Official Driver of the BLGU-DAO Transport Vehicle shall have the
following functions/responsibilities:
a. Designated Transport Vehicle Drivers shall be responsible to operate the vehicle in accordance with the laws, ordinances
ad traffic regulations;
b. Designated Transport Vehicle Drivers shall also be responsible in providing timely checking and maintenance of the
vehicle, and ensure its top peak condition before utilizing in various barangay-related trips and emergency responses;
c. Perform other tasks as may deemed necessary by the Punong Barangay.
Section 3. Repealing Clause: Previous issuance or any portion thereof, which are inconsistent with the provision of this order are
hereby amended, modified, suspended or repealed accordingly.
Section 4. Incorporation Clause: All other laws, legal orders, rules and regulations that have been issued by the duly constituted
authorities of the Republic of the Philippines are hereby incorporated herein and made an integral part hereof. In case of conflict,
such laws, legal orders, rules and regulations shall have precedence over the provisions of this Executive Order.
