CHAPTER I – PRELIMINARY

1. Short Title and Commencement: (1) These Rules may be called the RGNUL General
Intra Moot Court Competition Rules, 2024. (2) These Rules shall come into effect from
the date of their publication by the RGNUL Moot Court Committee via any means the
Committee deems fit.
2. Definitions: Unless otherwise provided, the words used in the Rules shall be construed
as defined hereinafter-
a. “Administration” means the administration of the University and shall include
the decisions of the Committee;

b. “AI Writing” refers to any content generated or produced with the assistance or direct
involvement of artificial intelligence system including but not limited to ChatGPT,
Jasper AI, etc

c. “Committee” means the RGNUL Moot Court Committee;

d. “Competition” means the RGNUL General Intra Moot Court Competition 2024-25;

e. “Draw of Lots” means the draw of lots organized to allot sides to the participating
teams or any other manner which may be prescribed by the Committee;

f. “Moot Proposition” means the case or the fact sheet released by the Committee for
the purpose of the Competition;

g. “Moot Court Competition” means various moot court competitions, national or


international, including national rounds of International Moot Court Competitions
organized by various colleges, universities and institution in and outside India wherein
the University shall be represented;

h. “Oral Rounds” mean the oral pleading presented by the teams before the judges;

i. “Plagiarism” means the direct or substantial duplication of somebody else’s work,


represented as one’s own, without properly acknowledging the same by giving a
citation or adding quotation marks.

j. “Rules” mean the RGNUL General Intra Moot Court Competition Rules, 2024-25;

k. “Soft Copy” refers to the electronic version of the written submission mailed to the

Committee via the Google form.

l. “Team” means the team composed as mentioned under Rule 4 and furthermore
is registered with the Committee under Rule 5 for participating in the Competition;

m. “Team Code” means the unique code that shall be provided to the registered teams
and shall be used by the teams for all further communications;

n. “University” means Rajiv Gandhi National University of Law, Punjab;

o. “Written Submission” means the document prepared by the team in accordance


with Chapter IV.

CHAPTER II- ELIGIBILITY & TEAM COMPOSITION

3. Eligibility: All students from the batches of 2028, 2027, 2026 and 2025 pursuing the five-
year integrated course of B.A. LL.B. (Hons.) at the University are eligible to participate in
the RGNUL General Intra Moot Court Competition, 2024.

Provided that a student who has been barred by the Committee under any foregoing Rules
of the Committee or by the order of the Administration shall not be eligible for taking part
in the Competition.

4. Team Composition: A team shall comprise of three members, all of whom are allowed
to:
a. plead/present arguments in a given a round and be eligible for receiving Speaker
Scores and Ranks.
b. participate the researcher’s test and be eligible for receiving Researcher Scores and
Ranks.
In accordance with other provisions of the RGNUL General Intra Moot Court
Competition Rules, 2024.
Explanation: In an oral round, as per discretion of the team, any two or all three members
may plead the case. The team has discretion regarding the division of issues and time
among the speakers in a round subject to other provisions of the RGNUL General Intra
Moot Court Competition Rules, 2024. Similarly, any one, two, or all three members may
participate individually in the Researcher’s Test. Provided that at least two different
members should plead during the oral rounds and at least one different member must
appear for the Researcher’s Test.

5. Registration: The Registration shall be completed by filling the form provided herein
on or before 30th June, 2024 (11:59 PM). No entries after the registration dateshall be
entertained by the Committee. Participants shall only use and provide their
RGNUL Email IDs for the purpose of registration. The link for the form is here.

6. Allotment of Team Code: Every team registered for the competition shall be allotted
a unique code which shall be used by it for all further communications with the Committee.

CHAPTER III- FORMAT OF THE COMPETITON

7. Format of the Competition: The competition shall compromise the “General Intra Moot
Court Competition” for all the batches.

8. General Intra Moot:

a. The General Intra Moot shall comprise of the regular Intra Moot Court Competition
held annually.
b. All the moots (except the moots notified for the Challengers) notified for allotment
shall be allotted via the results of the General Intra Moot. The list of moots notified
for Challengers can be amended from time to time as per the discretion of the
Committee.
9. Challenger Rounds for International Moots:
a. The Committee shall specifically notify moots for the purpose of Challenger
Rounds. The committee holds the discretion to notify moots for Challenger Rounds
from time to time.
b. The Committee would be conducting separate challenger rounds for the allotment
of International Moots for the Academic Session 2024-25. The modalities for the
Challenger Rounds shall be separately released by the Committee
10. Researcher’s Test:
a. There shall be a researchers’ test for all the teams participating in the competition.
b. The Researchers’ Test shall test the knowledge of the laws involved, the factual
details of the Moot Problem, the application of the relevant laws to the
circumstances in the Moot Problem and general rules governing citations.
c. No notes, legal texts, books or any other reference material or electronic aid shall be
permitted during the Researchers’ Test.

d. The modalities of the Researchers’ test would be informed by the Committee.


e. The format and duration of the Researchers’ Test may be subject to change
according to the Committee’s decision without any prior notification as to the same.
11. Oral Rounds:

a. The Committee shall organize oral rounds for the teams, one team against another
or ex-parte, as the case may be.

b. Each team shall be arguing one side only. The side shall be decided through a draw
of lots or any other method prescribed by the Committee. Each team shall be allotted
a maximum time of 30 minutes inclusive of time for rebuttals and sur-rebuttals.

c. In case of two members pleading from a team in an oral round, each speaker is
allowed a maximum speaking time of 18 minutes, with a minimum time requirement
of 12 minutes.

d. In case of three members pleading from a team in an oral round, each speaker is
allowed a maximum speaking of time of 12 minutes, with a minimum time
requirement of 8 minutes.

e. The rebuttals or sur-rebuttals, as the case may be, shall be presented by only one
Speaker of the team. A maximum of 2 minutes can be reserved by a team for
rebuttals/ sur-rebuttals.

f. Extra time shall be allotted on the sole discretion of the judges.

g. Speakers in the oral rounds shall be marked in accordance with the marking criteria
as provided under Schedule III of the Rules and as determined by the Committee
from time to time.

h. Individual speaker scores shall be calculated as following:

Aggregate Speaker Score: Score in Oral Rounds + ½ (Aggregate Memorial Score)

12. Computation of Aggregate Score: The aggregate score of a team shall be computed as
the total of-

a. Two times the average of all Aggregate Speaker Scores obtained by the members of
a team;

b. Average of all Aggregate Researcher Scores obtained by the members of the team.

13. Arrangement of Ranking: The Committee shall be declaring the following rankings:

a. Speaker Ranks: Speakers shall be ranked according to the individual speaker scores
calculated as per Rule 11.

b. Researcher Ranks:

i. There shall be a researcher’s test for all the researcher of the participating teams.

ii. Only the individual designated as ‘researcher’ in the registration form shall be
allowed to the take the Researcher’s Test.

iii. The Committee shall inform the modalities of the Researcher’s Test shortly.

iv. Provided that the format and duration of the Researcher’s Test may change
according to the Committee’s decision.

v. Aggregate Score of Researcher = Aggregate Researcher’s Test Score + ½


(Aggregate Memorial Score)

c. Memorial Ranking: Memorials shall be ranked as per the aggregate memorial


scores.
i. Aggregate Memorial Score = Memorial Score – Penalty imposed (in
accordance with Chapter V)
14. Results: The results of the Competition shall be declared on the date notified by the
Committee.

15. Publication of Final Result and Allotment of Moots: Notwithstanding anything


contained in these Rules, the final result published at the conclusion of the Competition shall
consist of Individual ranking list of Speakers and Researchers which shall, subject to the
RGNUL Allotment of National and International Moot Court Competition Rules, be
considered for all future purposes. The ranking and scores once declared shall be final and
binding.

CHAPTER IV – WRITTEN SUBMISSION

16. Written Submission: (1) The written submissions shall be submitted by both sides i.e.,

an Appellant/Petitioner/Plaintiff or a Respondent/Defendant. The side will be allotted to


the team after the allotment of team codes.

(2) The written submission shall be submitted as a soft copy as well as a hard copy as
notified by the Committee.

17. Parameters for the Written Submission:

a. Each team shall submit the written submission only containing pages as mentioned
in Schedule I of the rules. The pages in the said schedule shall be inclusive of
footnotes.

b. The written submission shall be typed on A4 pages with proper page numbering.

c. Font Type: The text and footnote of written submission shall be either in Times New
Roman or Garamond.

d. Font Size: The font size of the text shall be in 12 points while that of footnotes shall be
10 points.

e. Line Spacing: The line spacing shall be 1.5 for the text and 1 for the footnotes.

f. Footnote Style: The participants shall use the Bluebook 20th Edition Citation Format.

g. Colour of Cover Page: The written submission from the side of the
petitioner/appellant/complainant/applicant must have light blue paper as cover
page. On the other hand, the written submission from the other side of the
respondent/defendant must have light red paper as cover page

h. Team Code: The written submission shall contain the team code on the right corner of
the cover page and no other identification of the team shall be there other than the
teamcode on the cover page.

i. The written submissions shall be marked on the parameters which are laid down
under Schedule II of the Rules and as determined by the Committee.

18. Submission of Soft Copy of Written Submission: The soft copies of the written
submissions shall be uploaded in both .doc or .docx and .pdf via this form. All the contents
of the soft copy of the written submission shall be uploaded as a single file and each of the

four files shall be named as “TC-XXP” in case of Petitioners/Applicants/Plaintiffs and


“TC-XXR” in case of Respondents/Defendants and XX shall be replaced by respective
team codes.

19. Submission of Hard Copy of Written Submission: Each team is required to submit
four hard copies of the written submission from each side, which must be submitted during
the draw of lots.

20. No Difference Between Soft Copy and Hard Copy of Written Submissions: The hard
copies of written submissions must be an exact replica of the soft copies submitted to the
Committee. Any difference in the same will result in disqualification from the Competition.

CHAPTER V – PENALTIES

21. Penalty for late submission of written submission/memorial: If a team fails to submit
thesoft copy of the written submission on time; such team shall be facing a penalty of
deduction of two marks per hour per side in the memorial marks.

22. Penalty for exceeding the page limit: If the team exceeds the page limit of the written
submission under Schedule I, such team shall be penalized with a deduction of two marks
per extra page in the written submission.

23. Penalty for Plagiarism: The written submission must be an original production of work.
Violation of this rule may lead to instant disqualification or any other penalty which may be
imposed by the Committee.

a. A plagiarized sentence is wherein at least seven continuous words from the


original work are present and/or where a sentence has been paraphrased from
the original source with minor changes, keeping intact the import of the latter.
However, sentences which are duly cited and/or within quotation mark will not be
considered as plagiarized sentences.
i. Every plagiarized sentence is a violation of this rule, and entails a penalty
of 0.5 marks.

b. The standard applies to both inter-memo plagiarism, i.e., between memorials of


participating teams, and plagiarism vis-à-vis other sources, i.e., books, articles,

blogs, memorials submitted for other competitions, etc.


c. Index of authorities, Table of Abbreviations, Table of Contents, footnotes will be
excluded in calculating the plagiarism limit.

24. Penalty for AI Writing: All participants are responsible for ensuring that their written
submissions are free from AI writing. For the violation of this rule, a team is liable to be
penalized with deductions or disqualification depending on the gravity of the violation.

25. Penalty for violation of any other Parameter: Whichever team violates any other rule
provided under Rule 14 shall be punished with a deduction of 1 mark per side per such
violation.

26. Scouting: No team shall be allowed to hear or see the Oral Rounds of any other team. If
any team is found indulging in scouting, the members of the concerned team shall
be disqualified from the Competition.

27. Punishment for use of Unfair Means: Any person or team found indulging in use of
any unfair means during the course of the Competition shall be punished with
disqualification from the Competition and shall be deemed to be ineligible for
participating in any National and/or International Moot Court Competitions
notified by the Committee during that academic year.

Provided that no punishment under this Rule shall be levied unless an opportunity to present
his/her case is given to the delinquent.

28. Punishment for Violation of any Rule: Any person or team found in violation of any
provisions of these Rules or any other Rules made by the Committee for the Competition
shall face punishment of not less than deduction of 10% of his/her total score but not
more than deduction of 20% of his/her total score.

29. Mode of the Competition: The competition can either be held offline or online or in
hybrid mode depending upon the circumstances.

CHAPTER VI – MISCELLANEOUS

30. Clarification: Any team having any doubt relating to the moot proposition or shall submit
the same to via this form before 5th July 2024, 11:59 PM or as shall be notified by the
Committee. In case of any discrepancy, the decision of the Committee shall be final and
irrevocable.

31. Copyright: The copyright over the memorials submitted by participants shall vest
completely and fully with the Organizers. The participants shall certify the originality of
the memorials and the materials used and shall be responsible for any claim or dispute
arising out of further use and exhibition of these materials. The Organizers shall have the
right to publicly display, distribute either electronically or otherwise and they shall not be
responsible for any liability to any person for any loss caused by errors or omissions in this
collection of information, or for accuracy, completeness or adequacy of the information
contained in these materials.

32. Power to Amend or Alter Rules: The rules mentioned herein are not exhaustive. The
Organizers reserve the right to alter, amend or add to the rules mentioned herein at any point
of time. All decisions made by Organizers in case of any disputes, doubts or related issues
shall be final and binding. Imposition of all penalties including disqualification rests solely
with the organizers in case of failure to comply with the rules mentioned herein.

33. Language: The language of the Competition shall be English only.

34. Discretionary Power of the Committee: All interpretations, as well as any waivers,
consents, or other decisions in the administration of the Competition are at the complete
discretion of the Committee. Any decision made by the Committee shall be final and
binding on all participating teams.
