 Miscellaneous mistake during meeting shall be fined KES . 2000.


 Members should use official languages ,during the meeting [ Kiswahili and English ]. Local languages shall serve a fine
of KES. 2000.
 Every member must be involded in account i.e 100 % .
 If a group uses the Account C funds to remit member`s due a fine of 10% per week of the amount is payable .
 If a member fails to repay to Account C, 1st ,2nd and 3rd week , in the fourth week all money shall be extracted from
his /her passbook with an extra fine from the financial institution concered .
 Members shall participate in decision making of the group . The Chairperson shall give financial remarks at the end of
the meeting .
 A member shall cease to be member when:
a) He / she misses three [3] consecutive meeting without due notice in writing phone call/messenger
b) When he /she is declared of unsound mind
c) A membner is proved beyond reasonable doubt to be in contrary with group vision and mission.
OBJECTIVES
 To bring its members close to another so that it will be easier to tackle any business affecting its
members i.e , looking identifying a common market for their farm produce
 To borrow funds from financial institutions and well-wishers.
 To trust in socially related problems and issues .
 To improve food security and income for farms families.

BORROWING FUNDS

 Each member should be a guarantor to all other members .


 Each members has to obey law as per the group`s by – law and financial institutions requirements .
 Member applying for a loan should make sure their saving are up – to – date .
 Amount given to member should be in consideration to the ability of his /her business to pay back the
loan ( credit committee ) will be involved.

IN CASE OF DEFAULT

 Report the matter to the area chief


 Auction the item as a security within 21 days .
 Report the matter to the nearest police station.
QUALIFICATION OF A MEMBER APPLYING FOR A LOAN
 Should have recognized business.
 Should represent households assets to the group
 Should have loan security funds [ L.S. F.] responding to the law
 Should be clean on fines and penalty free .
 Should have security of A C shares amounting to 10 % of the loan applied .
 Should come clean on loan balances with other financials institutions .
 If a member is missing any of the above , decision of the members present will be final.

LOAN APLLICATION
 Mentioning in the group for members to discuss
 Release of loan form
 Asset confirmation report within the group
 Official`s opinion about the loan , then member`s final decision.
 Members signatories to crown the decision .
 Official signatories .
 Area chief`s signature and stamp
 Loan form to be forwaded to the relevant financial institution .
 The above process should take place during the group meetings only
 The above should not take less than 7 days for proper screening .

LOAN CLIMBINNG LADDER


Members recommend following financial institutions climbing ladder
In case a member fails to remit his payment three times he / she will automatically repeat that loan stage in the ladder.
GROUP ACCOUNTS
1. ACCOUNT A
 This will help the group in making passbook savings .
1. ACCOUNT B
 This will help the group in savings members loan repayments.
1. ACCOUNT C
 This account will help the group in savings penalty funds, account C shares . 10 %
interest and late registration fees.
 This will help the group in settings same experiences
 The surplus should be arranged the members annually .
 Strictly three [3] signatories.

 Vegetable production food security

PROJECTS
 Project involvement should be compursory.

RESOLUTIONS
 A member should take a resolution to follow all the rules and regulations by
committing himself , herself by signing a copy of all constitution .

AMMENDMENTS
 The constitution should be amended when deemed necessary by members . This
shall be during a meeting and shall be by two thirds [2/3] majority of the registered
members.

ROLES OF THE OFFICIALS
CHAIRPERSON
 Chairs and conduct the meetings
 Assist in resolving different between members .
 Calls for emergency meetings where necessary.
 Approves any documents concerning transaction on behalf of the group
 Will be a signatory to the Account
SECRETARY
 Writes minutes of the meeting held .
 Read out previous minutes held .
 Update group records
 Notifies member of group meetings by availing minutes of previous meeting two
weeks before the meeting .
 Is an Account signatory .

TREASURE

 Keeps all financial records of the group and sub- group


 Responsible for collection of group funds i.e . savings , loans repayments and other
contributions.
 Will be a signatory to the account .

DISCIPLINARIAN

 Conduct roll call


 Recieves all members apology
 Collection of fines that are passed to the treasure for banking .
 Ensures that all rules and regulation are kept .
 Penalizes those whob do not abide by the rules and regulations.
 Collects merry go round and rent funds for the office .
LOAN COMMITTEE
 Loan committee chairperson shall be elected by the loan committee [sub- group
leaders ]
 Shall appraise all loans applications
 Advices the borrower where necessary

SUB GROUP LEADERS


 They shall be leaders in the sub group that come together to make the whole
group .

They shall keep records of all payment i.e. savings , loan repayments and other
contribution at the sub- group level.

They shall record payment in the passbooks.


They shall present sub-group payment to the treasurer.

TRUSTEE
 Shall be elected by members .
 ADVISER TO THE GROUP
 Assist the chairperson in resolving differences / disputes amongst members.
 Presides over elections .

ELECTIONS
 Elections shall be held annually .
 Members shall propose a name of a member for election and the name shall be seconded by
A fellow member.

Voting shall be secret ballot

An elected member shall take office immediately after ,handing over .

By – elections will be held in case of death , incapacitation , voluntary or compulsory.

DISSOLUTION
A) The dissolution of the group shall be made annual general meetings of the members
B) At least 75 % of the members MUST be in favor of dissolution
C) On dissolution all property acquired including cash at hand and in the bank shall be shared to all
registered members as at the date of dissolution within ration commonly agreeable with all
members.

ARBITRATION PROCEDURES
In the event of a great conflict within and outside the group , this constitution shall be followed to the later .
The patron shall have powers to appoint two more elders to arbitrate together with him . Upon dissatisfication of
the either parts the matter shall reffered to the ministry of gender and social srvices at the district level for
arbitration .
