1 INTRODUCTION
The Duqm Refinery EPC 3 Offsite Facilities Scope of Work involves the development of facilities for storage
and export of refined and dry bulk products, from the grassroots crude Oil Refinery at Duqm.
The Refinery is planned to process a range of Middle Eastern crude oils at a design rate of 240,000 BPSD.
Refined products handled at the Terminal Export Facilities are Naphtha, Jet A1, Diesel, High Sulphur Fuel Oil,
Pressurized Liquefied Petroleum Gas, Pet Coke, and solid Sulphur.
2 SCOPE OF DOCUMENT
The purpose of this document is to define the Site Acceptance Test Procedures of the LAN/WAN System that
shall be supplied and tested for the Export Terminal Project. The document includes all the testing
procedures which are specified in 000-HA-E-49707 Inspection and Test Plan (ITP) document.

4 SITE ACCEPTANCE AND TEST PROCEDURE FAT report as a reference doc.
The Site Acceptance Testing for the LAN/WAN System shall be divided mainly into 4 categories, as follows:
4.1 PHYSICAL INSPECTION
The purpose of the visual inspection is to ensure that the wiring of the LAN/WAN System and/or associated
equipment is compliant with the relevant drawings, cables are secured with clips/cable ties and equipment
are mounted securely and correctly within the cabinet. This shall also cover the physical condition of the
offered equipment including the alignment of the equipment to the approved material, painting, finishing etc.
Quantity check will also be carried out by verifying the physical hardware items mentioned in the approved
Bill of Material Doc No. 000-HE-E-49735.

4.2 ELECTRICAL INSPECTION
The purpose of the electrical inspection test is to ensure that the manufactured equipment is in a good
condition and that there is no danger from the electrical point of view.
4.3 FUNCTIONALITY TEST
Functional test will be carried out to perform a series of testing to show functionality of the equipment as per
list of test procedures.
5 SAT SCHEDULE AND RELEVANT TESTING INFORMATION
5.1 SAT SCHEDULE
SAT shall be held at Site for all the LAN/WAN system equipment. The proposed schedule for the LAN/WAN
system Site Acceptance Test shall consist of One Day or more from 9:00 am to 5:00 pm (8 hours/day, with
one-hour lunch break). Final schedule shall be agreed between all the parties and not less than 6 weeks’
notice in writing of its readiness to carry out the tests. The SAT is to verify the LAN/WAN system devices using
the test procedures described later in the document. A detailed SAT schedule will be shared prior to the
actual SAT.
The same SAT procedure will be used in different timeline as and when the inspection and testing is
completed, the test report will be signed for relevant system or materials. On final SAT stage of each system,

Prior to commencement of testing, the following will be ensured by TSI:
• All relevant vendor documents must be approved minimum Code R with minor comments and
made available for ready reference.
• Data records of in-house I-FAT testing results shall be available & reviewed before the start of the
SAT.
• Inspection will be conducted on all Equipment offered in the project and make available at TSI

calibration certificates shall be attached with the SAT report.

5.3 TEST RESULT
Upon completion of the Site Acceptance Testing (SAT), all the recorded data will be documented and shall be
handed over to the client as part of the project document.
During the SAT, all results, comments, and observations shall be recorded in this document and on the
successful completion of the Site Acceptance Test (SAT) all recorded information shall be documented and
shall form part of the project document.
• A ‘Pass’ is to be recorded when the equipment has fulfilled the requirements as stated in this
document.
• A ‘Fail’ is to be recorded when the equipment does not meet the requirements as stated in the
document.
If a SAT test fails, then a remedial action plan is to be agreed with the CONTRACTOR and COMPANY. This is to
be recorded in the Punch List and signed by all parties.
5.4 PUNCH LIST
As applicable, a punch list shall be generated, and unsatisfactory results recorded as per the attached form in
Appendix-4. Items in the punch list shall be attended to and cleared in accordance with their individual
categories. The list is to document all faults found on the system during acceptance test. All faults, exceptions
shall be identified together with corrective actions. If faults cause an ongoing acceptance test to fail, the item
will be rectified immediately. If, on the other hand, faults do not cause the ongoing acceptance test to fail,
the fault will be reported and will become an entity of the Punch List log. If feasible, faults will be rectified
during evening hours, after acceptance testing is finished and prior to the continued test the next working
day. All the Non conformances to the project specifications shall be recorded in a separate Non-Conformance
Report as per the QC requirements for the Suppliers (Doc. No.: DRP001-OFF-PRO-N-000-008)
5.5 SAT CERTIFICATE
Upon completion of SAT, a SAT certificate shall be signed by all parties present during the SAT and the signed
certificate shall be attached with the SAT Report. An Inspection Release Certificate / Note (IRN) shall be issued
by CONTRACTOR so that the equipment can be packed and shipped to site according to the project packing &
shipping procedure. SAT Certificate is included on Appendix-5 of this document.
Packing and shipping is not

This test will be consisting of two type of visual inspections:

2. Equipment Visual Inspection and Quantity Check
6.1.1 CABINET VISUAL INSPECTION AND QUANTITY CHECK
1. TEST DESCRIPTION
The aim of this test is to demonstrate the workmanship of the equipment installed inside the cabinet and
verify if the internal wirings are in conformance to best engineering practice.
A physical inspection of the equipment cabinet shall be performed as part of this visual check.
This check will cover % OF TYPE / LOT WITNESSED (10%) as per ITP Doc No: 000-HA-E-49707 Section No 47 to
53. The quantity check shall include for the LAN/WAN System Cabinet.
2. TEST PROCEDURE SAT shall be done for 100%
of the equipment supplied.
ITP is not applicable for SAT.
A General Arrangement Drawing and Wiring & Interconnection Diagram shall be provided during the actual
SAT for verification of cabinet layout, power wiring, grounding, and equipment installation. For further
cabinet equipment and wiring details, refer to the LAN/WAN System General Arrangement and Power
Termination Drawings (Dwg No.: 000-HL-D-49737) & the LAN/WAN System Wiring & Interconnection

LAN/WAN system along with part numbers as per approved LAN/WAN system Bill of Materials. A Dimensional
Mounting Details drawing (No: 000-HL-D-49739) shall be provided during the actual SAT for verification of
LAN/WAN system mountable components.

6.2 ELECTRICAL INSPECTION (TPS-002)
6.2.1 CABINET POWER-UP TEST
1. TEST DESCRIPTION
The aim of this test to ensure that electrical safety earthing and bonding integrity are intact and that there is
no danger from the electrical point of view and to ensure that the assembled cabinet is in good condition and
can accept and operate on the 240 VAC.
2. TEST PROCEDURE
1. Ensure that the cabinet is not energized and disconnect all incoming mains (UPS A, UPS B & Non-
UPS) supply from TB-01, TB-02 and TB-03.
2. Check the continuity between electrical earth bar/ safety earth bar and earth terminal.
3. Connect the 230 VAC+/- 10VAC (as available during the SAT) power supply to the cabinet from the
main incoming power UPS A, UPS B & Non-UPS terminal blocks.
4. Connect the Multimeter to the UPS A incoming power terminal block.
5. Measure the voltage and record the results in the table (s) below.
6. Repeat steps 3 & 4 for the UPS B incoming power terminal block.
7. Repeat steps 3 & 4 for the Non-UPS incoming power terminal block.

6.2.2 EQUIPMENT POWER-UP TEST
1. TEST DESCRIPTION
The aim of this test procedure is to ensure that the power cables within the cabinets are installed correctly.
The equipment shall be successfully powered-up from external power source with its individual circuit
breakers. The power-up test shall be conducted by monitoring the installed equipment if it is ON or OFF state,
via its power LEDs.
2. TEST PROCEDURE
1. Ensure that all circuit breakers are OFF, including the circuit breakers in the Power Distribution
Board available in testing facility for the LAN/WAN system cabinet.
2. Switch ON the main circuit breaker in the power distribution board available in test premises for
the LAN/WAN system Cabinet.
3. Switch ON the circuit breaker for the individual LAN/WAN system equipment.
4. Verify that the LAN/WAN system equipment turns ON properly. This shall be seen visibly through
its power LEDs.
5. Test passes if the equipment powered ON normally.
6. Complete the test by filling up the table on the succeeding pages.

The purpose of this test is to check the functionality of the power redundancy of all LAN/WAN system

6.3.1 MODULAR SWITCH POWER ON SELF TEST
1. TEST DESCRIPTION
The aim of this test is to verify that all components / Line cards of the Core switches are operational.
2. TEST PROCEDURE
The following tests shall be performed:

a) Connect the laptop to the console port of the Switch using Cisco Console Cable.
b) Use a Terminal Emulator Software to connect with the Switch. Set the parameters to 9600 baud
rates, no parity, 8 bits, 1 stop bit and no flow control.
c) After power on, wait for the switch to finish the power-on-self-test (POST), which can take up to 5-
10 minutes to complete.
d) The “Status” LED of all line cards including power supplies shall be green (for Modular Switches).
e) The “SYST LED” and “ACTV LED” of all the stackable switches shall be green.
f) Test is pass if Switch booted normally.

6.3.2 LAN EQUIPMENT POWER REDUNDANCY TEST
1. TEST DESCRIPTION
This test is to ensure that Business LAN Equipment i.e. Switches (Core, Distribution, Access Switches),
Firewalls, WLAN Controller, NMS Server are operational in case one of the power supplies went down For this
test, a laptop with CAT 6A Patch cord is required.
2. TEST PROCEDURE Tests shall be done with Project material.

b) Assign as IP address/subnet mask to the Laptop according to the Management IP of the NMS Server.
c) Start a continuous PING to the Management IP of the NMS Server with both power supplies switched
ON.

1. TEST DESCRIPTION
The Purpose of this test is to verify that what IOS version is being used by each equipment of LAN System.
2. TEST PROCEDURE
The following steps shall be performed:

a) Connect Test PC-1 as per the SITE SETUP in LAN/WAN SYSTEM FUNCTIONAL TESTS.
b) Access the switches, routers and firewall based on the management IP Address of the devices.
c) Do “show version” to check the IOS Image.
d) Record the results of each switch, Routers, firewalls, WLC in the network.

This test is to ensure that Access switches are accessible from the Core/Distribution switches. For this test, a
laptop with Terminal Emulator Software, USB to DB – 9 converter and Cisco console cable is required.
2. TEST PROCEDURE
The following steps shall be performed.

e) Connect TEST-PC-1 to the console port of Core Switch using Cisco console cable as per SITE SETUP in
LAN/WAN SYSTEM FUNCTIONAL TESTS.
f) Use a Terminal Emulator Software to connect with Core Switch. Set the parameters to 9600 baud rates,
no parity, 8 bits, 1 stop bit and no flow control.
g) Ping the management IP of Access Switches, Router, and Firewall at remote locations as per IP Schema
Provided.
h) Test is “Pass” if PING returns successfully.

6.3.6 RING TOPOLOGY TEST
1. TEST DESCRIPTION
This test is to ensure that RING Topology is operational in LAN System for Ring-A and Ring-B.
2. TEST PROCEDURE
a) Connect the LAN devices as shown in SITE SETUP in LAN/WAN SYSTEM FUNCTIONAL TESTS.
b) From the TEST-PC connected to Core Switch, Generate a continuous PING to IP address of the TEST-
PC-2 in Main Substation for Ring -1.
c) PING should be continuous. Verify the Port that is being blocked by Spanning – Tree Protocol by
using “Show Spanning-tree” command and record the result in table.
d) Now disconnect a link from Ring-1 (Disconnect the link between the Admin Building and Distribution
switch-A.

6.3.7 WIRELESS ACCESS POINT TEST
1. TEST DESCRIPTION
This test is to ensure that Wireless LAN System is operational, and users can get connected to the configured
SSID.
2. TEST PROCEDURE

a) Connect the WLC and AP as per SITE SETUP in LAN/WAN SYSTEM FUNCTIONAL TESTS
b) A SSID named “DUQM-REF” shall be configured on the WLC and Access Points will broadcast the
configured SSID.
c) User shall connect with the SSID on laptop.
d) User shall enter the username/password and after authentication User should get connected to the
SSID.
e) Connect 2 Laptops (TEST-PC-1 and TEST-PC-2) under the same SSID.
f) Test will be successful if the Laptop can “PING” the Wi-Fi controller and another laptop which is
connected to same SSID (DUQM-REF).

6.3.10THROUGHPUT AND FRAME LOSS TEST
1. TEST DESCRIPTION
The aim of this test is to check the throughput between two Access switches connected using a fiber cable.
2. TEST PROCEDURE
a) Connect the Throughput Tester to any one of the switch in Ring -A and connect another tester to
another switch in Ring-A
b) IP setting for Ethernet Tester #1 is 172.17.9.200 and subnet mask 255.255.255.0 (VLAN 10).
c) IP setting for Ethernet Tester #2 is 172.17.9.201 and subnet mask 255.255.255.0 (VLAN 10).
d) Note: Should frame loss occur, the transmission rate is divided by two and the test is restarted.
e) Connect Ethernet tester to fiber ports on both switches.
f) The Ethernet tester should be configured to run 10000Mbps (10Gbps) duplex mode.
g) Record the results and Repeat the test for Ring-B and record the results.

6.3.11 NMS TOPOLOGY MANAGEMENT TEST
1. TEST DESCRIPTION
This test is to ensure that LAN Management System is operational and RING Topology of the LAN devices can
be viewed via the Management System. For this test, a Laptop with CAT 6A UTP patch cord is required.
2. TEST PROCEDURE
a) Connect the laptop with Access Switch and assign IP Address to the laptop in the same range as of
the NMS Server.
b) Access the NMS application using the NMS URL and Navigate to Topology Tab.

6.3.12LAN NMS ALARM REPORTING

NMS topology, and alarm
reporting shall be verified
1. TEST DESCRIPTION using the project NMS
workstation.
This test is to ensure that LAN Management System is operational and in case of link failure and Device
shutdown, NMS is reporting the same. For this test, a Laptop with CAT 6A UTP patch cord is required.
2. TEST PROCEDURE

a) Connect the laptop with Access Switch (Modular) and assign IP Address to the laptop in the same range
as of the NMS Server.
b) Access the NMS application using the NMS URL and Navigate to Topology Tab.
c) Disconnect any switch and check that is reported in the topology and Alarm tab.
d) Shutdown any switch and check that is reported in the topology and Alarm tab.
e) Verify the alarm from the Alarm Summary.

6.3.13 MDVR REACAHABILITY TEST
1. TEST DESCRIPTION
The aim of this test is the reachability the MDVR which is connected as per SITE SETUP in LAN/WAN SYSTEM
FUNCTIONAL TESTS.
2. TEST PROCEDURE

a) Test procedure to be carried out as per the SITE SETUP in LAN/WAN SYSTEM FUNCTIONAL TESTS.
b) Configure the IP Address for the MDVR System.
c) Connect the MDVR to the Access switch in Admin Building for Ring -A and connect another MDVR to
Main Substation
d) Do a continuous ping from TEST-PC-2 and TEST-PC-3 to MDVR in Admin Building and MDVR in Main
Substation.

1. TEST DESCRIPTION
The aim of this test is to test the functionality of the Video Conference System components.

b) Connect the power and power On the RealPresence Group System pressing any button on the
remote control.
c) Note the Power on Self-Test, the status of the POST sequence is displayed with the LED indicator
light on the front of the device.
d) Navigate the user interface using the remote control, note the different home screen items.
e) Make a video call between two parties. Test shall include verification of all connected VCS
devices' operation in the two rooms.
