DEPED INTERNAL POLICIES ON DISASTER PREPAREDNESS AND RESPONSE
The Department of Education is a member of NDRRMC and one of the member agencies of the Technical Working Group (TWG) under the
Philippines Disaster Management System. The Department acts as the resource and recommendatory body in support of the function of the
NDRRMC. Based on the NDRRMC calamities and Disaster Preparedness Plan, the DepEd is mandated to:
1.) Organized reaction team in the Department proper as well as the regional division offices, bureaus of including the schools, BSP, GSP,
and other institutions of learning.
2.) Make available suitable school building nearest the affected areas as evacuation center.
3.) Assist in the public education campaign through integration in the school curricula of subjects relative to the different committees, their
causes and precautionary measures. DepEd has integrated disaster management topics in the lesson and textbooks.
4.) Undertake, compiles and provides report of damages and submits the same to the chairman, NDRRMC.
5.) Disseminate weather information to general public through the school population and makes the necessary announcements as regards the
suspension of classes.
6.) Initiate the preparation/ production of circular materials on disaster preparedness, in coordination with other member-agencies, and make
these available to schools.

7.) Undertake rehabilitation of typhoon-damage school buildings in the identified typhoon- stricken place.

DEPED Mandate to Role in Disaster Management
Prioritizing the mainstreaming of disaster risk reduction management in the school system and implementation of program and projects
relative therefore;
1. Building schools, nations and committees resilient to disaster is one of the objectives of the hyogo framework for action 2005 - 2016 is now
considered as a priority policy for implementation by the department.
2. Under the non-structural component of the school program one of the activities undertaken by the department is the preparation of the
Disaster Risk Reduction Resource Manual (DRRRM) which will serve source of information to be used by school administrators, school
head/principal, and teachers relative to the implementation of Disaster Risk Reduction Management Project.
3. In view hereof, all concerned are enjoined to priorities the following:
a. Utilization of the Disaster Risk Reduction Resource Manual (DRRRM) which was prepared by the technical working group created by
through DepEd Memorandum #175, s. 2007 b. Implementation of Safe School Program relative to disaster risk reduction effort such as: 1.
Non-structural Components (NGO's)
a.1) Mainstreaming Disaster Risk Reduction Concepts in the Secondary
School Curricula. ( Dep Ed Order no. 55,s. 2007)
b.1) School Mapping
c.1) School water and electrical facilities assessment project
d.1) Preparation of Disaster Preparedness Modules through Multi-Media
e.1) Quarterly conduct of earthquake and fire drills; and
f.1) Road safety education for children.
2. Structural component (DepED)
a.) Construction of Hazards Resilient School Building.
i. Learning & Public Use School Building (LAPUS)
ii. Be better, Build better International Design Competition
iii. Assessment of school buildings structural integrity and stability (ASSIST)
c. Information Dissemination Campaign for Energy water conservation flyers (Enclosure #2 & 3 on water conservation will be distributed to
the school and all concerned are enjoined to use these flyers as advocacy and information dissemination campaign materials. A
communication plan was also developed by the National Disaster Risk Reduction Management Council (NDRRMC) with the DepED as one
of its member agencies with the

resources.
d. Monitoring of the implementation of the Disaster Risk Reduction Project and other activities under this order shall be done by the Central
office particularly the Calamity/Disaster and Fire Control Group (CDFCG) care of the office of the Director for Administrative services, now
