SCOPE OF WORK TO BE PERFORMED BY MSM AND THE APPROVED O&M

CONTRACTOR SHALL INCLUDE BUT NOT LIMITED TO THE FOLLOWING:

1. Optimally operate and maintain installed units of all facilities


2. Carryout general operation and maintenance of the Gas Dehydrating Facilities in
accordance with OPB and OEM recommended standards for the plants and
equipment.
3. Carryout general operation and maintenance for all utilities and associated
auxiliaries connected to or required for the availability and operation of the
Plants. Such utilities to include power generation, air units, hydraulic units and all
other such sub facilities as required for the availability of the plants.
4. Carryout operations and maintenance for all Assets’ Flow stations with all
associated static, rotary, storage equipment and utilities.
5. Support LACT unit and wellhead operations and maintenance.
6. Standardize and document Operations and maintenance Manuals for all plant
facilities, in accordance with OPB and OEM recommended operation and
maintenance plans. Procedures are expected to reflect trends and patterns for
the plants and equipment.
7. Carryout pipeline integrity checks and preservation. This is to include but not
limited to cathodic protection checks, re-lagging of failed insulations on process
lines, and pipeline routine coating.
8. Identify, prepare, and carryout out non-routine critical equipment maintenance in
accordance with OEM recommended periodic maintenance plan.
9. Ensure timely and up-to-date certification of all plant safety critical equipment
such as relief valves, detectors, firefighting equipment (Hose Reels,
Extinguishers among others), Pressure/Flow/Level/Temperature transmitters &
sensors, Quality meters & Analysers, Laboratory analysis of product testing
systems among others, shall be statutorily inspected, replaced as required, and
calibrated in compliance to regulatory and insurance requirement.
10. Provide, maintain, and manage first line fire and gas safety systems, to ensure
early detection, prevention and first line responder intervention.
11. Basic First Aid & Emergency Response: Contractor shall be responsible for
management of basic first aid response to site personnel and manage
emergency response processes including medical evacuation and community
disturbances in line with NEPL Emergency Response Procedures.
12. Environmental and Process Safety: Contractor shall manage all environmental
activities related to the facilities’ operations and maintenance including effluent
water discharge, emission & flare gas control, leak preventions, etc.
13. Waste Management: Contractor shall manage all plant or process wastes, and all
offsite generated wastes, to include collection of hazardous and non-hazardous
waste and safe disposal in compliance to all statutory requirements.
14. Material Handling (Chemicals and consumables): contractor shall develop and
maintain robust minimum inventory list, MSDS for all stored materials, manual
handling, warning signages for all chemicals, consumable materials required for
the operations and maintenance of the facilities.
15. Provide and maintain minimum critical equipment spares for all plants’
equipment, as required to guarantee optimal plant availability.
16. Housekeeping and fumigation: Contractor shall ensure regular housekeeping
and fumigation within and around the facilities including the FLBs, to control
rodents and reptiles.
17. Grass cutting services of all the well heads, export lines, flow lines, access roads,
flow stations, Living quarters, Helipad areas, inside plants, Trailer car parks in the
entire locations.
18. Security and Surveillance: Provide security services for the entire field including
but not limited to processing facilities, flowlines & pipelines ROWs, Wellheads,
FLB, and LACT Unit.
19. Personnel: Contract shall provide efficient manning for all plants and facilities; to
include specialist, skilled operators and technicians and other semi-skilled
personnel as may be required for the efficient and productive running of plants
and facilities. This function shall include required training for personnel.
20. Personnel: Contractor personnel shall demonstrate knowledge and gas plant
facilities from wellhead operations to flow stations, Slug removal and cleaning
and gas compression, Mechanical Refrigeration loops, JT valve and Turbo
expansion loop, Exchangers, De-methanizer, Residue Gas Compression and
Custody transfer metering, Propane and LPG Fraction towers, Condensers, Hot
Oil loop, Reboilers and product export and recycle tanks and pumps, Power
generation and MCC, Process automation and safety system, Chemical injection,
Fire and gas detection, fire water and deluge system, Plant Air compression and
distribution, Flare, Telecoms and Plant Security System.
21. Personnel: Provide Personal Protective Equipment (PPEs) as an applicable
mandatory requirement for all personnel doing work.
22. Tools: Provide working tools for the operations and maintenance of the Plants
and facilities.
23. Catering & Laundry services: Contractor shall be responsible for the provision
of feeding for all site personnel, to include catering and laundry services.
24. Reporting: Contractor shall communicate in approved template daily plant
operations reports to include safety records in accordance with defined KPIs in
section
25. Contractor shall be required to issue monthly O&M report capturing all plant and
offsite activities with details of maintenance backlogs and operational constraints.
26. Audits: Contractor shall support in full, routine Audits of O&M activities.
27. Permits: Contractor shall provide prompt notification for renewals of operating
Licenses and Permits for the plants and facilities.
28. CMMS: Contractor shall deploy a holistic Computerized Maintenance
Management System for the plants and facilities. CMMS for deployment shall be
presented for acceptance and approval before deployment.
29. The contractor is responsible for furnishing continuous equipment, vehicles,
heavy duty machinery, and tools required for the secure and effective upkeep
and functioning of the oil and gas facilities in line with the manpower distribution
tabulated in table 1 below:

30. Contractor shall provide Original Equipment Manufacturers Technical Support


Agreements administration for all oil and gas facilities. Contractor shall revalidate
all OEM specialized technical agreement administration on a cost-plus basis for
10% mark up for but not limited to the following:
 ARIEL COMPRESSOR
 CATERPILLAR
 LA TURBINE
 GAS CHROMATOGRAPH OEM
 NOV PUMPS
