Project Performance Review
• Performance review: a method or a systematic and periodic process that accesses an
individual’s efficiency, effectiveness and productivity in relation to certain pre-established
criteria

• Project-level; project team-level and individual-level

• Why bother?
• Justify the organizational expenditure
• Implication for individual participants’ career progression
• Lessons learned for future projects

Project performance review process should be embedded in the

entire project management process (don’t leave to the end)

What are we reviewing?
• Project Management Performance (i.e., Time, Cost, Scope)
• Project Ownership Performance (i.e., target outcome realization)

Inherent challenges:
• Evidence-based vs. self-judged
• Depth of the diagnosis (difficult to isolate the causes to a result)
• Attribution bias (e.g., blame the environment and/or others)

Evaluation of team
• How project team work together in the pursuit of project goals?
• The weakest link in the area of project performance review (due to the temporary nature of the
team)
• Example areas of evaluation:
Inherent challenges:
• Leadership (1) unclear baseline;
• Clarity of project goals and procedures (2) unclear implication in the project
• Communications, trust among project team performance review;
(3) lack of accountability
• Conflict management and problem solving
• Who and how?
• Prior to project, project manger and team should establish the performance criteria;
• Project manager and team members evaluate project team-related criteria; team members evaluate
project manager's leadership

Realisation Delivery • Led by Project
• Led by Project Funder • Led by Project Owner Manager

• “Information Triangulation” is critical for an objective performance review

• Objective measures (e.g., productivity, iron triangle, target outcome realization)

• Subjective evaluation (e.g., supervisor-evaluated, self-evaluated and sub-ordinates evaluated)

Reality

• Often is just a “tick the box” exercise

• No clear accountability and allocated resources for such tasks
• Tight schedule and resource constraints around the new project
• Valuable lessons learned are not disseminated and incorporated into other
projects
• Lack of a structured knowledge management mechanism at the
organization-level
