3301 GENERAL REQUIREMENTS

1. The following Series specifies the requirements for design and construction of
the port buildings.

2. It is the Contractor’s responsibility to design and construct the buildings in


accordance to the requirements of this Series, the relevant drawings and state
of the art good praxis including all details which may be necessary to erect the
buildings as a safe, durable and functional working place.

3. Particular consideration shall be given to the choice of materials related to the


high UV-radiation condition on the sunny location in Angola.

4. The Contractor shall undertake the design in accordance with the relevant
European Standards and the specification and drawings supplied and any
other instructions issued by the Engineer.

5. The design shall include but not be limited to:

a) Performance of structural calculation of temporary and permanent works.

b) The design shall be based on the available data to be obtained by the


Contractor as part of his obligations.

c) The Contractor shall be responsible for producing the detailed working


drawings. The drawings shall include but not be limited to plans, sections
and elevations of all works to be carried in relation to this Series, e.g.
foundation design, superstructures, wall panels, reinforcement, anchoring
details and furniture.

d) The Contractor has to submit all design calculations, quantities and


drawings to the Engineer for approval prior to the commencement of works.

e) Drawings shall be in accordance with SERIES 300 EXECUTION DESIGN &


WORKING DRAWINGS of the Specifications and to appropriate scale.
General arrangement drawings, sections and elevations at least scale 1 in
50.

6. The buildings shall be equipped with air condition and automatic ventilation.
Therefore it shall be heat insulated in such a way that the average U-value of
the perimeter wall, windows, doors, roof and floors for each floor is
≤ 0.45 W/m²K (heat transfer coefficient).

7. The buildings shall be equipped according to the Employer’s specifications. All


equipment has to be new fabricated and of a high standard.

8. External sunblinds shall be installed in front of the windows in addition to


internal sunblinds

9. Staircases shall be built internally and in accordance with international and


national standards regarding fire escape routes and safety.

10. Stairs shall be designed with the formula: 2 · h + a ≈ 630 mm and h ≤ 180 mm.

3302 GEOMETRICAL REQUIREMENTS

1. The geometrical requirements of the buildings are as shown on the relevant


drawings

2. The external height shall not exceed the maximum dimensions shown on the
drawing.

3. The area of a single office shall not be less than 20 m².

4. The area of a two person office shall not be smaller than 25 m².

5. The area of a three person office shall not be smaller than 30 m².

6. The area of a four person office shall not be smaller than 40 m².

7. The area of a kitchenette shall not be smaller than 0.5 m² per person intended
to use it.

8. The area of a conference room shall not be less than 2.5 m² per person
intended to use it.

9. Depending on the amount of people presumably using the building


simultaneously a minimum of toilets and washbasins, as shown in the following
diagram, shall be provided. The toilet facilities have to be separated for male
and female employees.

10. The area per toilet shall not be smaller than 1 m².

11. The clear opening of the doors shall be of 2.0 m height.

3303 CODES OF PRACTICE FOR STRUCTURAL DESIGN

1. The latest publicised version of Standards, Recommendations or Codes of


Practice shall apply unless a specific reference is given herein. The Codes of
Practice and Recommendations to be applied for the structural design of the
buildings:

3304 WORKING DRAWINGS AND DESIGN CALCULATIONS

1. At least 28 days before commencing works on site of a particular part of the


structure, the Contractor shall submit for approval to the Engineer and for the
approval of the local Authorities six legible prints of each working drawing and
three prints of design calculations.

2. The working drawings and calculations to be submitted shall contain the


following information and other details that may be required by the Engineer,
which could be:

a) Design criteria

b) Assumptions made

c) Factors of safety used

d) All imposed loads

e) Calculation of stability within the Serviceability Limit State (SLS)

f) Calculated deflection of the structure

g) Layout, setting out, dimensions and details of connections and


reinforcement of all construction members including sections and elevations

h) Type of materials and coatings

i) Sequence of construction

3. Drawings and calculations shall be submitted at least 28 days prior to


commencement of works for review and approval by the Engineer and to
allow modifications to be made by the Contractor as deemed necessary by
the Engineer so that any undue delay to the delivery or installation of the
Works can be avoided. The drawings submitted shall be modified and when
necessary, if directed by the Engineer, resubmitted for further review. The
Contractor shall provide the Engineer with six hard copies of each approved
drawing for construction and design calculation within 2 weeks after approval
by the Engineer.

3305 LOADS FOR STRUCTURAL DESIGN

1. Specific Site Conditions

Conditions on site, e.g. wind, temperature, rain fall or ground water, have to be
considered for the design and build process. For general information refer to
Series 100.

2. General Life Loads

a) The roof shall be designed for a uniform distributed life load of 0.75 kN/m²
(vertical). A single point load of 1.5 kN has to be considered for every
position on the roof.

b) The vehicle trafficked areas shall be designed for a uniform distributed life
load of 35 kN/m² (vertical).

c) Non-vehicle trafficked areas as intermediate (1st of 2nd) floor slabs of the


buildings shall be designed for a uniform distributed life load of at least
5.0 kN/m² (vertical).

3. Accidental Impact Loads

a) The entire super structure has to be designed in a way that the removal of
any load bearing column neither affects the overall stability of the building
nor leads to the collapse of the building or parts of it.

b) Load bearing members shall be designed for an accidental horizontal force


of 100 kN at 0.75 m above the trafficked area and additional measures
have to be taken to prevent any accidental impact from fork lifts.

c) Accidental impact at non-load bearing members (e.g. walls) shall be


considered by applying an additional uniform distributed line load of 5 kN/m
at 1.2 m above the trafficked area.

4. Wind Loads

a) The structure has to be designed to withstand wind loads depending from


the shape and size of the building and especially its openings for the wind
conditions given in the Specifications.

b) For information about the wind conditions refer to Series 100 of the
Specifications.

5. Seismic Loads

For information about seismic settings refer to Series 100 of the Specifications.

3306 DESIGN LIFE

The design-life of the structure and any parts of it shall be 50 years. This
applies especially for any concrete, reinforced concrete, steel design (corrosion
protection) and plastic (fatigue).

3307 FOUNDATION – DESIGN REQUIREMENTS

1. For the final design the assumed bearing capacity has to be established by
bearing capacity tests close to the vicinity of the proposed foundation. This will
be part of the design and build process of this Series.

2. Foundation material shall be reinforced concrete with a minimum strength of


C30/37 in accordance with European Standard EN 206. Sulphate resistant
concrete for continuous contact with salt-containing water (XC4/XS3) has to be
used.

3. Type of foundation depends on the final design of the structure and the
resulting loads.

4. It is anticipated that a conventional strip or pad foundation will be sufficient


though this will depend of the requested bearing capacity and has to be
finalized by the Contractor.

3308 SUPER STRUCTURE

1. Any steel structures shall receive in-shop corrosion protection system as a


recoatable epoxy/ polyurethane system for new construction in accordance
with the supplier’s recommendations as e.g.

3309 EARTHING / LIGHTNING PROTECTION SYSTEM (LPS)

1. For earthing of the building and connected technical installations an


equipotential bonding shall be installed and connected with the reinforcement
at following positions:

2. The flag has to be made of stainless respectively high-grade steel (Material-No


1.4571) with a cross-section of at least 50 x 3.5 mm². For easy connection to
other parts the flag shall be at least 10 cm out of the concrete surface.

3. A sufficient lightning protection system (lightning conductors) has to be


installed in accordance with the requirements of European Standard
EN 62305.

4. All metal structures and claddings have to be incorporated into the lightning
protection system.

3310 ACCESS DOORS

Access doors and frame shall be suitable for highly frequented industrial day-
in-day-out usage inclusive all installation equipment for local external
environmental conditions.Double-skinned insulated steel door, single-leaf,
tight-fitting, warp and weather-resistant.

1. Galvanized steel sheets ≥ 1.5 mm, coated in colour to be agreed with the
Engineer.

2. U-value ≤ 5.00 W/m²K (heat transfer coefficient) of whole door in accordance


with EN 13241 and annex B EN 12428.

3. Flush levelled threshold.

4. Door size if not stated otherwise on the drawing approximately clear width
0.93 m, clear height 1.97 m.

5. Resistance to wind pressure as required in accordance to EN 12424 and static


calculations.

6. Sealed continuous on all four sides, e.g. all-round EPDM flexible seal.

7. Doors shall be of type

3312 SERVICE DOORS

1. Service doors shall be suitable for highly frequented industrial day-in-day-out


usage inclusive all installation equipment and control for the local
environmental conditions.

2. Door sizes as indicated on the drawings and in the contract.

3. Double skinned steel rolling shutters doors with thermal insulation.

4. Galvanized steel sheets ≥ 0.7 mm, coated in colour to be agreed with the
Engineer.

5. U-value ≤ 5.00 W/m²K (heat transfer coefficient) of whole door in accordance


with EN 13241 and annex B EN 11428.

6. Resistance to wind pressure as required in accordance to EN 11424 and static


calculations.

7. Windows, transparent, impact resistant, in door sections at about 1.7 m height,


total area ≥ 0.1 m² per metre door width.

8. Safety features and performance criteria in accordance to EN 13241-1.

9. Sealed continuously on all four sides.

10. Doors ≤ 16 m² (4x4 m):

Manual operation as standard option shall be used and installed for Service
Doors ≤ 16 m² clear opening area but a non-manual operation shall be
optional available.

11. Doors > 16 m² (4x4 m):

Non-manual operation as standard option shall be used and installed but a


manual operation must also be enabled in case of a fault or emergency for
Service Doors > 16 m² clear opening area.

3313 SLIDING DOORS

1. Sliding doors shall be suitable for highly frequented industrial day-in-day-out


usage inclusive all installation equipment and control for the local
environmental conditions.

2. Door sizes as indicated on the drawings and in the contract.

3. Wicket door, approximately clear width 0.93 m, clear height 1.97 m, threshold
≤ 125 mm.

4. Double skinned steel sliding doors with thermal insulation.

5. Galvanized steel sheets ≥ 0.7 mm, coated in colour to be agreed with the
Engineer.

6. U-value ≤ 5.00 W/m²K (heat transfer coefficient) of whole door in accordance


with EN 13241 and annex B EN 11428.

7. Resistance to wind pressure as required in accordance to EN 11424 and static


calculations.

8. Rain canopies and windows in external doors only, windows transparent,


impact resistant, in door sections at about 1.7 m height, total area ≥ 0.4 m² per
metre door width.

3311 DOUBLE GLAZING WINDOWS

1. Windows for buildings shall be suitable for highly frequented day-in-day-out


usage inclusive all installation equipment for the local environmental
conditions.

2. Rectangular window sizes as indicated on the drawings and in the contract.

3. Tilt and turn windows, opening inwards.

4. Double glazing with clear insulation glass, argon-filled void between.

5. Glass shall be tinted.

6. UV-Transmission ≤ 20 %.

8. Sound reduction ≥ 35 dB (decibel) at average 100 to 3150 Hz (Hertz)

3312 RAIN WATER COLLECTION SYSTEM

1. The rain water collection system as gutters, down pipes, rodding eyes,
maintaining and connection points, fixings etc. shall be designed in accordance
to the environmental conditions in Cabinda.

2. Plastic materials for unburied parts of the system are not acceptable.

3. For maintaining purpose the system shall be of an internal diameter not less
than 100 mm.

4. The system shall be easily maintainable by installation rodding eyes or


inspection chambers.

5. Durability of the system and the material has to be ensured by suitable


methods of protection in accordance with the manufactory’s recommendation,
e.g. corrosion protection system etc.

6. Down pipes have to be protected from accidental traffic loads.

3313 ELECTRICAL INSTALLATION

a. The installations and devices have to be built in accordance to VDE 0100 /


IEC 60364. The general layout of electrical facilities is shown on the
drawings.

b. The lighting system has to be realized with surface mounted fluorescent


lamps, with reduced energy consumption and anti-glare shape of lamellae. It
shall be types with electronic (HF) gear, 58 W lamps and with a
contemporary design.

c. Illumination level should be at least according following value:

Office 500 Lux

Corridor 100 Lux

Washroom, restroom 200 Lux

Break room, kitchen 200 Lux

d. The corridor of every floor has to be mounted with two self-contained lamps
to illuminate the escape route. It should be special green designed LED
lamps, with instruction plate, power supply from distribution board and stand-
by modus controlled.

e. The configuration with power shockproof socket and IT socket equipment


has to be built according to up to date office standard. Every workplace has
to be fitted with 3 power sockets, one IT socket and one telecom socket.
Furthermore in all common areas a power socket per 10 m² is needed. In
addition a suitable power supply for special units like air-conditions, kitchen
facilities etc. have to be implemented. In-wall and concealed installation is
required.

f. The scope of tender includes a telephone system (200 subscribers) with


central rack unit to provide internal and external calls. Buildings have to be
equipped with desk telephone sets (inclusively for entry/exit gate) with basic
display and without external power supply. The system has to be completely
built up to the interface of the external telecom provider. Interface is the
incoming cable from provider at central rack terminal. The telephone system
has to fit up with one uninterruptible power supply unit with 1 hour bridging. It
should be a small cabinet unit to arrange in IT-room.

g. Distribution boards have to mount as complete units with integrated


distribution board panels. Applicable standards are IEC 60439-1 and VDE
0660-500. Degree of protection should be at least IP30. Circuit breaker,
fuses, earth leakage circuit breaker, terminals, wiring and auxiliary
equipment are included in scope of tender.

h. IT and telephone shall be connected to the gates and other facilities.

The documents with * marker need a clearance from customer/engineer


before installation. To ensure this procedure, the drawings and documents
have to submit well timed, at least 4 weeks before works at the site are
beginning.

3314 MECHANICAL AND ELECTRICAL (M&E)

1. All electrical and mechanical equipment has to be designed and installed to


state of the art and handed over ready for use. This includes but may not be
seen as exhausting list:

• air conditioning and automatic ventilation

• entire electrical installation (low-voltage and extra-low voltage)

• potable water

• rainwater collection system

• sewage

• bathrooms / toilets

• kitchens

• lighting

• grounding and lightning protection

• smoke detection system

• fire extinguishers

3315 INTERIOR FITTINGS

2. All interior fittings have to be designed and installed to state of the art and
handed over ready for use. This includes but may not be seen as exhausting
list:

• internal walls and internal separation walls
