1.0 SCOPE

This Specification covers the noise limits for Plants, Units and Equipment and
identifies the information which shall be submitted to demonstrate compliance with
limits. Any deviations from this Specification may only be made with the prior written
approval of BSF.

Noise limits are presented in two basic forms, Sound Power Level (PWL) , Sound
Pressure Levels (SPL) and `A’ weighted versions of these two units.

2.0 SPECIFICATIONS AND STANDARDS

Reference is made to the following EEMUA (Engineering Equipment and Material


Users Association) and ISO publications which to the extent indicated, form part of
this Specification. The latest revision of the applicable documents shall apply:

3.0 GENERAL REQUIREMENTS

3.1 EEMUA Publication 140 and the definitions given in Publication 140 form an integral
part of this Specification.

DEP 31-10-00-31 CSPC also forms an integral part of this specification. In any case
of uncommented conflict between EEMUA and this DEP, the DEP shall take
precedence.

In this specification reference to DEP sections, (e.g. see DEP §5.4) shall be
understood to be reference to DEP 31-10-00-31 CSPC.

3.2 Noise measurements, reporting, calculations and acceptance testing on equipment


shall be made in accordance EMMUA Publication 140. Alternative, equivalent,
national test procedures may be used subject to written approval from BSF.

3.3 Where large equipment, such as a gas turbine or fired heater, has to be treated as a
number of noise emitting components, the supplier shall provide information for each
of these separate components, obtained in accordance with the procedures of
EEMUA Publication 140.

3.4 Noise control measures shall not conflict with the other requirements of the
equipment material requisition.

3.5 Silencers and acoustic enclosures forming part of the supply shall comply with
EEMUA Publication 106 and 161.

4.0 SPECIFIC REQUIREMENT


4.1 Conversion of sound power levels into sound pressure levels, and vice versa, shall
be carried out in accordance with ISO 9613-2.

5.0 APPLICATION OF NOISE LIMITS


5.1 The plant, unit and equipment noise limits have been selected so that the total noise
generated by the Complex shall not exceed the Complex limits.

5.2 Sound pressure level limits and applicable locations as stated in Table 6.3 shall
apply.

Sound pressure level limits as defined in paragraphs 6.1 to 6.3 shall apply.

5.3 Sound Power Level limits as stated in Tables 6.5 and 6.6 shall be met by the EP
Contractor.

5.4 Sound Power Level limits as stated in Table 6.4 shall be met by the equipment
suppliers.

5.5 Sound Power Level and Sound Pressure Level limits shall be specified by EP
Contractor in the requisitions for specific equipment and shall apply to the total
noise produced by all components forming part of the equipment.

Sound Power Level limits shall apply to the total noise produced by all components
within equipment package and the connecting pipework, which/may be in the supply
of others.

5.6 The equipment shall comply with the most restrictive of the specified work area or
sound power level criteria.

5.7 The noise limits shall be modified in accordance with Section 6.2 when the
equipment emits annoying characteristics such as narrow-band or impulsive noise.
The modification for narrow-band noise shall apply only to the octave band or bands
in which the characteristics occur.

5.8 If equipment emits a fluctuating or intermittent noise the maximum sound level shall
meet the specified limits. Vendor may elect to follow the requirements of DEP
§4.2.2 where he can show a cost saving or other good reason
If equipment noise differs with direction or position round the equipment the
maximum sound level shall meet the specified limits.

5.9 Individual octave band limits may be exceeded by up to 3 dB by agreement with


BSF provided the overall dB(A) limit is met.

5.10 Operational testing of equipment shall be undertaken during daytime.


No additional noise limits apply to operational testing after those in section 6 have
been complied with.

6.0 NOISE LIMITS


The noise generated by the plants, units and equipment shall not exceed the noise
limits given in the following sections, for any of the conditions of operation, including
turndown, specified in the equipment material requisition and during start-up, shut-
down and commissioning of the equipment. The limits apply for the equipment as
installed on site but excluding any reverberation effects.

Tables of limits are presented for PWL of plants and units and both SPL and PWL of
equipment. Additional SPL limit corrections are given for equipment with Narrow
Band or Impulsive Noise .

6.1 Sound Pressure Level Limits (dB re 2 x 10-5 N/m2)

These limits are applicable to a worker shift pattern 3 x 8 hours a day and the noise
emission limited to 85 dB(A) equivalent over an 8 hour day.

Sound pressure level limits apply at 1m from the equipment surface unless
otherwise stated in Section 6.3.

Restricted limits might be permitted for certain defined equipment. Such equipment
will be located in restricted access areas. (See DEP §3.2.3).

6.2 Reduction in Noise Limits for Narrow Band or Impulsive Noise

Where narrow band or impulsive noise is emitted from equipment, the limits given
above in section 6.1 shall be reduced by the values given in Table 6.2. Note that for
narrow band noise there are two rows of figures. The row to be applied depends on
whether the noise under consideration is to be heard in the workplace or in the
community.

6.7 Applicable “Sound Pressure Level” Noise Limits for Plants

7.0 INFORMATION TO BE SUBMITTED WITH THE SUPPLIER’S QUOTATION

The Supplier shall state noise guarantees for the equipment he offers to supply. The
Equipment Noise Data Sheet or Noise Data Tables forming part of the equipment
Material Requisition, shall be returned with the quotation completed by the Supplier.
Additional information shall be provided on separate sheets when required.

Information provided by the Supplier with his quotation shall include the following:

a) Guaranteed sound pressure levels in dB(A) and octave bands (63 Hz-8KHz) at
1m from the equipment surface; for equipment of standard design, of special
design, or with noise control features as appropriate.

b) If applicable, guaranteed sound power levels in dB(A) and octave bands (63 Hz-
8KHz) for equipment of standard design, of special design, or with noise control
features. The calculation method shall be shown in detail. Where equipment
sound pressure levels guaranteed by Supplier exceed 85 dB(A), sound power
levels shall also be supplied.

c) Expected or measured noise levels in dB(A) and octave bands (63 Hz-8KHz) for
equipment of standard design and of special design or with noise treatment.

d) The Supplier shall state the operating conditions for his equipment at which

noise levels emitted by the equipment are at a maximum (normally full load).
Guaranteed noise levels with apply at stated conditions unless other agreed by
BSF.

e) The Supplier shall state whether the noise source exhibits distinctive narrow
band or impulsive characteristics and indicate the dominant frequencies.

f) Where predictions of noise levels are made or where information is extrapolated


from test data, the basis of the prediction and extrapolation methods shall be
given.

g) Details of noise-reducing features included in the supply and information on


experience with these features.

h) If silencing measures outside the Suppliers scope are necessary to meet the
specified noise limits, the Suppliers shall state any such requirements.

i) Wherever possible noise test reports should be submitted, since this may enable
BSF to waive the requirements for any noise acceptance testing. In any case
additional costs associated with noise acceptance testing should be stated.

8.0 NOISE ACCEPTANCE TESTING OF SUPPLIER’S EQUIPMENT

8.1 When specified in the equipment requisition, noise tests will be required to be
undertaken as part of the general acceptance tests at the successful Supplier’s
works, or other suitable location.

8.2 Noise tests shall be conducted in accordance with part 2 of EEMUA 140 or
equivalent national or international procedure approved in writing by BSF.

8.3 A written test report shall be submitted to EP Contractor within two weeks, and BSF
within three weeks, of completion of the test and shall contain, as a minimum, all
information required by EEMUA 140.

8.4 In addition to any equipment noise tests by the Supplier, BSF, the Owner or their
agents may carry out noise measurements on equipment as part of the acceptance
testing for the complete plant.

8.5 Should the results of Supplier’s shop tests or subsequent field test show that
guaranteed noise levels are not being met, the Supplier shall be responsible for any
necessary modifications to his equipment agreed with EP Contractor, and BSF or
the Owner. Such modifications shall be carried out at time designated by EP
Contractor, and BSF or the Owner.

9.0 NOISE ACCEPTANCE TESTING OF EP CONTRACTOR’S PLANT OR UNITS

For each plant or unit it shall be demonstrated by calculation that the PWL limit set
out in Table 6.6 (See DEP §4.4), with an appropriate correction for piping noise (See
DEP §4.3.3), has been complied with.

For plants or units with Table 6.6 PWL limits greater than 109, the single equipment
with the greatest PWL in each plant or unit shall have its PWL measured by a
specific acoustic test. This is in addition to the requirements of DEP §6.3.

The largest building in each plant or unit shall be mathematically tested against the
PWL limit set out in Table 6.5.
