Inviting Expression of Interest from reputed Agencies/Companies

for Designing an End to End Supplies Traceability Mobile App for
Tribal Welfare Institutions functioning in Telangana.

The e-Tenders are invited for Designing an End to End Supplies Traceability
Mobile App for Tribal Welfare Institutions functioning in Telangana and maintenance
for a period of (3) years.

The following are the dates for e-tenders:

As per the above schedule, e-tenders will be conducted.

Bids shall be submitted online only at e- procurement portal website
https://tender.telangana.gov.in

The e-Tenders completed in all respect must be uploaded on or before bid

submission closing/end date as per schedule timelines mentioned above.
The Bidder should submit the particulars in the format specified in the tender
schedule along with following substantiating certificates/documents.

1.Scope of work
A. The Tribal Welfare Department is running 319 Ashram Schools in the State
with 90548 students and 149 Hostels with 26373 students for Classes from III
to X.
B. All the food provisions and cosmetics are being supplied to all the TW
educational Institutions by the TGGCC.
C. The TGGCC is planning to have an end to end tracking and monitoring
system for Food provisions and Cosmetics supplies to the institutions through
a mobile app with integrated dashboards. The Agency/ Firm/ Company has
to design the Mobile app and has to maintain it for (3) years.
D. Features of the Proposed Mobile App

I. Real-Time Tracking: The app would enable real-time tracking of

food provisions and cosmetics from the point of indent generation at
institution level, purchase to delivery, ensuring transparency and
accountability.

II. Timeline Approvals: A timeline approval feature to streamline the

process of indents, Tenders for procurement, budget releases and
payments, reducing delays and ensuring that funds are allocated
efficiently.
III. Data Analytics: Logins to all the institutions, TW officers and GCC
functionary to be provided. Dashboards should provide valuable
insights into supply chain performance, helping to identify trends,
bottlenecks, and areas for improvement.
IV. Financial Monitoring: The app would track budget releases and
payments, allowing for better financial management and the
prevention of misappropriation of funds.

In this regard, the TGGCC invites Expression of Interest (EOI) from

reputed Agencies/Firms/Companies with an excellent track record and
experience in the above services.

2.Eligibility Criteria

To qualify for consideration of award of the assignment, each tenderer

should fulfil the following eligibility criteria:

a) The Agency/Firm/ Companies should have the experience in the above

service and have should have executed or executing contract of
similar kind of work with any Government department.
b) The Agency/Firm/ Companies should be an Income tax and GST payer
and having turnover above Rs.1 Crore.
c) The Agency/Firm/ Companies should have a good track record.
d) The Agency/Firm/ Companies should have required man power having
sound experience in providing technical assistance.
e) The Agency/Firm/ Companies should have a mechanism to design the
app and conducting training on using the mobile app.

3. The tenderer should submit the particulars in the format specified in the
https://www.tender.telangana.gov.in along with following substantiating
certificates/documents.

4.Bid Process:
The Bidder has to submit Expression of Interest (EOI) in two fold Bid systems,
one containing Technical Bid and the other Financial Bid. The bidder will be
allowed to quote the rates in financial bid but only be evaluated after
qualifying in the technical Bid. The detailed Technical proposal for
Designing an End to End Supplies Traceability Mobile application with integrated dash
boards has to be submitted in the portal. All the copies of documents and Technical
proposal should be submitted in the office of the VC & Managing Director, TGGCC
Ltd., Hyderabad as per the schedule mentioned above. The financial bid should only
be uploaded in the portal.

5. Earnest Money Deposit:

The Earnest Money Deposit of Rs.50,000/- (Rupees Fifty thousand only)
should be paid to e procurement portal. The EMD of unsuccessful bidders will
be refunded on finalization of bid. The EMD of successful bidder will be
refunded, after the satisfactory completion of Health Service. No interest is
payable on the EMD amount.
 The EMD may be forfeited:
a. If the successful bidder fails to accept the Work Order or amends, impairs
or derogates from the tender in any respect within the period of validity
of this tender.
b. If the bidder withdraws the bid during the period of bid validity specified
in the tender.
c. If the bidder fails to furnish the acceptance in writing, within 7-days of
award of contract/ order.
The EMD shall be refunded to the unsuccessful bidders once the
order is released on the successful bidder.

6. Terms & Conditions:

I. The Tenderer should make necessary arrangements for Designing and

providing Mobile App with Dash boards as confirmed by the VC& MD,
Telangana from time to time in the work order.
II. The Tenderer shall be solely responsible to comply with all legal and
statutory requirements that arise out of this tender agreement as per the
terms of this tender.
III. Final acceptance of the tender rests with the Selection Committee who
reserves the right to accept or reject any or all tenders without assigning
any reason.
IV. Submission of the tender by the Agency/Firm/ Companies implies that
these conditions of contract have been read and is aware of the scope of
the service and the number of supporting staff/coordinators to be
deployed.
V. Tenders not submitted in the prescribed form will be rejected. Tenders
which propose any alterations in the service specified or containing other
conditions of any sort will be rejected.
VI. Tenderer fails to submit the copies of the documents and Technical
proposals in the office of the VC& MD., TGGCC ltd., Hyderabad within the
scheduled time will be rejected.
VII. The successful Tenderer shall indemnify/deemed to have indemnified the
VC&MD, TGGCC Ltd., Hyderabad for all claims/losses arising out of this
tender. The tenderer is deemed to have indemnified VC&MD, TGGCC Ltd.,
Hyderabad against any claim by any authority once the work order is
awarded. In the event, the VC & MD,TGGCC Ltd., Hyderabad has to pay
any individual, statutory body or any agency for reasons directly or
indirectly attributable to this tender, the Tenderer only shall pay such
claim/damages and even if the VC&MD, TGGCC Ltd., Hyderabad is called
upon to pay, such damages/penalties and or cost shall be recovered from
the Tenderer's dues/amount payable or shall be paid by the Tenderer on a
demand from VC&MD, TGGCC Ltd., Hyderabad.
 VIII. The prices quoted by the bidders are eligible for approval only after
verification of the documents uploaded by them. If the documents
uploaded by the merchants are found ineligible their bid will be rejected.
IX. Successful bidder should execute an Agreement bond on non-judicial
stamp paper worth Rs.100/- for faithful, sincere and satisfactory
performance of the contract. The specimen of the Agreement bond will
be supplied by the office along with the tender acceptance letter.
X. If the successful bidder fails to furnish the Agreement bond mentioned
above within the prescribed period. Such failure will constitute breach of
terms and conditions of this tender and Earnest Money Deposit paid by
him will be forfeited and acceptance of tender will be treated as
cancelled.
XI. No permission shall be granted to modify or change the rate on any
ground/circumstances whatsoever.
XII. No sub contract / lease by the successful bidder is permissible.
XIII. The VC&MD, TGGCC Ltd., Hyderabad reserves the right to cancel this
work order & agreement at any point of time by issuing the due notice in
case the agency violates any of the terms and conditions mentioned in the
allotment order.
XIV. The successful tenderer should abide by the terms and conditions laid
down in the work order copy as per tender allotment order.
XV. In case of breach of any conditions of the contract and for all type of
losses caused in the event of Contract or failing to execute the Contract,
VC&MD,TGGCC Ltd., Hyderabad shall make deductions at appropriate
rate from the EMD first & then from other dues to the Bidder.
XVI. The powers of the VC&MD,TGGCC Ltd., Hyderabad under these
conditions shall in no way affect or prejudice the powers in certain
events to terminate the contract vested in him as herein provided.
XVII. The Selection Committee shall examine the Pre Qualification and
Technical Proposal documents of the Agency/Firm/Companies and on
that basis; a list of qualified bidders will be prepared and the financial
bid of those tenderers will only be evaluated.
XVIII. If the successful Bidder/contractor does not complete the work as per
the work order within stipulated period after awarding of e-tender; the
EMD will be forfeited.

7. Additional Terms and Conditions

1) Conditional EOI Proposals are liable for rejection.

2) Intending the Agency/Firm/ Companies can have detailed information
from the office of the VC&MD, TGGCC during office hours.
3) The Selection Committee reserves the right to reject any or all tenders
without assigning any reason.
 4) If the finalized Agency/Firm’s services are not provided in time or not
satisfactory, they will be blacklisted and the agreement will be cancelled
and complete fee due will not be paid.
5) The selected Agency/Firm shall enter into a MoU on a non-judicial stamp
paper as per Stamp Duty Act, Government of Telangana, with terms and
conditions as per the format specified by VC&MD, TGGCC Ltd., Hyderabad
within 15 days from the receipt of written communication of letter of
acceptance to this effect failing which the EMD will be forfeited.
6) The VC&MD, TGGCC Ltd., Hyderabad shall have the right to issue notice
in writing and to instruct/direct the selected Agency/Firm to make
alterations/variations in the assigned work.

8. Failure to abide by the Agreement:

The conditions stipulated in the agreement/MoU shall be strictly adhered
to and violation of any of the conditions will entail termination of the
contract without prejudice to the rights of the TGGCC with such penalties as
specified in the Bidding document and the Agreement/MoU.
9. Rejection Criteria:
Besides other conditions and terms highlighted in the tender document,
bids may be rejected under following circumstances.
A. Pre- Qualification cum Technical Bid Rejection Criteria.
 Bids submitted without EMD or with improper EMD.
 The information provided by the Bidder is found to be incorrect /
misleading at any stage / time during the Tendering Process.
 Any effort on the part of a Bidder to influence the bid evaluation, bid
comparison or contract award decisions.
 Bids without power of authorization and any other document consisting
of adequate proof of the ability of the signatory to bind the Bidder.

Failure to furnish proofs for information provided.

Technical Bid containing commercial details.

Revelation of prices in any form or by any reason before opening the
commercial Bid.
 Failure to furnish all information required as per tender document.
 The Bidder not conforming to unconditional acceptance of full
responsibility of providing services in accordance with the Agreements
of this tender.
10.Terms of Payment:

I. No payment shall be made in advance nor shall any loan from any bank or
financial institution be recommended on the basis of the order of award of
work.
II. The Office of the VC & MD, TGGCC Ltd., Hyderabad shall be at liberty to
withhold any of the payments in full or in part subject to recovery of
penalties mentioned above.
III. The successful agencies / bidder shall attend the office of the VC&MD,
TGGCC Ltd., DSS Bhavan, Masab Tank, Hyderabad on a date fixed and
intimated for entering a service contract as per tender timelines.
IV. In all matters of doubts and disputes etc., arising on opening of tenders or
arising out of the terms and conditions, the decision of the VC&MD,
TGGCC Ltd., Hyderabad is final and binding on the parties/firms.
