S WAYAM

Study Webs of Active Learning for Young Aspiring Minds (SWAYAM), was launched on July 9, 2017 by
launched by Hon. Pranab Mukherjee, under Ministry of Human Resource Development to provide
one integrated platform and portal for online courses.

About
SWAYAM is a programme initiated by Government of India and designed to achieve the three
cardinal principles of Education Policy viz., access, equity and quality. This is done through a platform
that facilitates hosting of all the courses, taught in classrooms from Class 9 till post-graduation to be
accessed by anyone, anywhere at any time. All the courses are interactive, prepared by the best
teachers in the country and are available, free of cost to any learner. More than 1,000 specially
chosen faculty and teachers from across the country have participated in preparing these courses. As
of December 2022, there are over 2000 courses available on the platform, all taught by experienced
instructors.

Objectives
The objective of the SWAYAM initiative is to make top-quality educational resources accessible to
everyone, especially those who have been underserved. This includes:
1. Closing the digital gap for students who have not yet benefited from the digital revolution
and couldn't participate in the knowledge economy.
2. Offering a comprehensive web and mobile platform with interactive e-content for all
educational levels, from High School to University.
3. Delivering a high-quality learning experience through multimedia, available at any time and
from anywhere.
4. Establishing an advanced system for easy access, monitoring, and certification.
5. Creating opportunities for peer interaction and discussion forums to address questions and
concerns.

Features
The courses hosted on SWAYAM are in 4 quadrants – (1) video lecture, (2) specially prepared reading
material that can be downloaded/printed (3) self-assessment tests through tests and quizzes and (4)
an online discussion forum for clearing the doubts. Steps have been taken to enrich the learning
experience by using audio-video and multi-media and state of the art pedagogy / technology.

The SWAYAM platform provides the certificate after completing the course. The exam for the
certificate is conducted in a proctoring manner to stop any malpractice and to maintain the integrity
of the exam. All the courses on the SWAYAM platform are available free of cost.

Transfer of Credit – The UGC has notified the UGC (credit framework for online learning courses
through SWAYAM) Regulation 2016 to allow the transfer of credits earned from SWAYAM courses into
the student's academic record in their parent institutions or universities.

In order to ensure that best quality content is produced and delivered, nine National Coordinators
have been appointed. They are:
1.AICTE (All India Council for Technical Education) for self-paced and international courses
2.NPTEL (National Programme on Technology Enhanced Learning) for Engineering
3.UGC (University Grants Commission) for non technical post-graduation education
4. CEC (Consortium for Educational Communication) for under-graduate education
5.NCERT (National Council of Educational Research and Training) for school education
6.NIOS (National Institute of Open Schooling) for school education
7. IGNOU (Indira Gandhi National Open University) for out-of-school students
8. IIMB (Indian Institute of Management, Bangalore) for management studies
9. NITTTR (National Institute of Technical Teachers Training and Research) for Teacher Training
programme.

Swayam MOOC
1. The full form of MOOC is Massive open online courses.
2. The term ‘MOOC’ was coined by Dave Cormier in 2008.
3. India has two major public MOOC platforms – NPTEL and SWAYAM.
4. The SWAYAM MOOC Platform was developed indigenously by the All India Council for
Technical Education (AICTE) in 2016 to facilitate the hosting of online learning courses.
5. These courses can be accessed by anyone from any place and at any time.
6. The SWAYAM MOOC courses are free of cost for everyone.
7. The MOOC platform of SWAYAM is among the world’s largest platforms.

Roles And Responsibilities of SWAYAM


1. Responsible for development and design of SWAYAM (Study Webs of Active-Learning
for Young Aspiring Minds) Platform for hosting Massive Open Online Courses
(MOOCs) in terms of MHRD’s OM No.8-26/2014-TEL (Pt).), dated 21st March, 2016
through blending academics with technology.
2. Responsible to develop SWAYAM Platform to harness multi party involvement in
education by blending expertise from multiple domains and making effective use of
state of the art pedagogy/technology; audio-video & multimedia.
3. Responsible for procurement of the required resources for continuous
operationalisation and smooth functioning of the SWAYAM Platform.
4. Responsible to enable a transformative change in India’s educational outcomes by
extending the requisite reach and access to quality education at competitive
economies of scale.
5. Responsible to offer maximum number of online courses catering to the needs of
students from Class IX up to Post Graduate levels, free of cost to learners, except for
a small fee to be charged for certification on successful completion of the Course.
6. Responsible to achieve the vision of hosting 10,000 online Courses for 30 million
learners/students.
7. Responsible through PIs and National Coordinators for creation of e-contents on
Courses from School Secondary level till Post Graduation, covering all disciplines, to
be made available on the SWAYAM Platform.
8. Responsible for creating online courses/inter-disciplinary Courses for SWAYAM
Platform for self-paced learning in various areas, like, Yoga, GST, Economic Survey,
Skill Development, Panchayati Raj, etc. from different Government
Departments/Ministries/Autonomous Bodies/Institutions in India through inviting
Expression of Interest (EOI) as per SWAYAM MOOCs Guidelines.
9. Responsible for Curriculum bases Courses in new disciplines for SWAYAM (medicine,
law, humanities and social sciences, agriculture, commerce, management, inter-
disciplinary areas);
10. Making Students employable in the Industry or pursue a suitable higher education
programm.
11. There has been a major paradigm shift in higher education in the recent years, from
developing cognitive and non-cognitive skills within the confines of a classroom to
technology based online learning, which is a flexible anyone, anytime, anywhere
Platform with the advent of MOOCs. SWAYAM being the India Chapter on MOOC is
rightly poised at this juncture to bring transformative changes in educational
outcomes by extending reach and access to quality education at economical costs.
12. SWAYAM has an educational as well as a technology aspect. It has been instrumental
in bringing an amalgamation of educational and technology partners under one
umbrella at a pan-India level. It is a big step towards accumulating knowledge and
democratization of education.

SWAYAM Prabha
• The SWAYAM PRABHA is a group of educational DTH channels started in 2017.
• As of December 2022, there are 34 channels under the SWAYAM Prabha initiative.
• These channels telecast high-quality educational programs on a 24X7 basis i.e
throughout the day.
• GSAT-15 satellite of ISRO facilitates the telecast of the SWAYAM Prabha app and
channels.
• The content and programs on these channels are prepared by NPTEL, IITs, UGC, CEC,
IGNOU, NCERT, and NIOS.
• The learners can watch the SWAYAM Prabha tv channels on free or paid dish service,
SWAYAM Prabha app.
• These SWAYAM Prabha channels provide curriculum-based course content for school
education, professional courses, and college education.
• They also telecast courses for the students preparing for competitive exams like IIT,
NEET, etc.
• They cover programs in multiple languages such as English, Hindi, Urdu, French,
German, Russian, Spanish, and other major foreign languages.

Beneficiaries of SWAYAM
The initiative of SWAYAM is available all across the country. The beneficiary includes –
• Students studying in class 9th to Post-graduation.
• Students belong to streams such as arts, science, engineering, commerce,
performing arts, medicine, humanities, law, agriculture, etc.
• Students in Afghanistan – In 2019, the central government allowed students and
faculty of Educational Institutions in Afghanistan to enroll in and use the SWAYAM
MOOC Courses.
