    RA 9344 Juvenile Justice and Welfare Act of 2006. A child below 15 years or under at the time of the commission of the crime is exempted from criminal liability, but is subject to an intervention program. A child 15 years above but below 18 shall also be exempt from criminal liability, and be subjected to an intervention program, unless he acted with discernment, in which case, such a child shall be subjected to the appropriate proceedings. Not exempted from civil liability. Cannot be imposed a sentence of capital punishment or life imprisonment, without the possibility of release.
